This paper develops an integrated model of the fuel and agricultural sectors to analyze the welfare and greenhouse gas emission (GHG) effects of the existing Renewable Fuel Standard (RFS), a Low Carbon Fuel Standard (LCFS) and a carbon price policy. The conceptual framework shows that these policies differ in the incentives they create for the consumption and mix of different types of biofuels and in their effects on food and fuel prices and GHG emissions. We also simulate the welfare and GHG effects of these three policies which are normalized to achieve the same level of US GHG emissions. By promoting greater production of food-crop based biofuels, the RFS is found to lead to a larger reduction in fossil fuel use but also a larger increase in food prices and a smaller reduction in global GHG emissions compared to the LCFS and carbon tax. All three policies increase US social welfare compared to a no-biofuel baseline scenario due to improved terms-of-trade, even when environmental benefits are excluded; global social welfare increases with a carbon tax but decreases with the RFS and LCFS due to the efficiency costs imposed by these policies, even after including the benefits of mitigating GHG emissions.  相似文献

Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation.  相似文献

Carbon dioxide (CO2), nitrous oxide (N2O) and methane (CH4) are important greenhouse gases (GHGs). The objective of this study is to quantify the aggregate GHG (CH4, N2O and CO2) emissions and estimate economic losses of three ecosystems (marsh, paddy field and upland) in the Sanjiang Plain, excluding the Muling-Xiangkai Plain, south of Wanda Mountain. The results indicate the economic losses from GHG emissions of marshes were from 6.40 to 7.75?×?10CNY (Chinese Yuan), those of paddy fields were from 1.41 to 3.20?×?10CNY; and from uplands were from 0.26 to 0.49?×?10CNY. Using linear trend analysis, the economic losses through GHG emissions of marshes fell between 1982 and 2005, but those from paddy fields and uplands increased. In our study, the sequence in magnitude of the economic losses from GHG emissions was: marshes > paddy fields > uplands. In fact, the economic value of GHG emissions was negative because of these adverse impacts on the environment. This article could provide a reference for calculation of GHG exchange. The results suggest that improvement of fertiliser use efficiency for more precise agricultural management and returning straw to cropland could mitigate GHG emissions and would help to achieve sustainable development.  相似文献

Perpetuation of the South-North divide over climate change threatens to undermine the sustainability of the planet's vulnerable ecosystems. The current focus of international attention is on the USA and the PRC since both countries are in a position to negate or clinch the global warming mitigation efforts of the rest of the world community and because the two governments are primarily responsible for the entrenched global impasse over greenhouse gas (GHG) abatement. This contribution illustrates how transnational non-state actors, specifically Chinese American transmigrants, can make a difference in surmounting the US-China divide over GHG emissions, even in a time of state stalemate. Specific opportunities to shape sustainable development outcomes are explored by reference to energy efficiency, renewable energy, transportation, GHG capture, and public education projects. The discussion shows that, by teaming up with the NGOs, universities, foundations and firms engaged in or contemplating involvement in GHG emission mitigation projects in China, Chinese Americans from many walks of life who can manoeuvre skilfully along the climate change frontier occupy a potentially decisive position in terms of supporting sustainable development.  相似文献

The paper extends the static comparison of effluent taxes and effluent standards to a dynamic world in which firms invest resources in improving their abatement technology as well as their production technology. The analysis shows that the two pollution control policies lead to a distinctly different allocation of research and development (R & D) funds between improvement in abatement technology and improvement in production technology. The model also shows that a temporally constant effluent tax leads to an increasing effluent discharge rate for “typical” firms. Other results concern the pattern of output growth and the rate of technological advance.  相似文献

This study employs a parametric input distance function that incorporates both desirable and undesirable outputs to provide a more complete representation of the production technology from which environmentally sensitive productivity and efficiency measures can be generated. This framework also generates pollution abatement cost estimates that are useful for policy making. An input-based Malmquist index of productivity growth that appropriately credits the producer not only for increases in marketable or desirable outputs but also for the production of improved environmental quality through pollution abatement activities is derived from the input distance function. The method was applied to time series data from the Canadian pulp and paper industry. Our shadow price estimates indicate that the marginal cost to producers of pollution control has been rising. The main conclusion of this study is that productivity improvement, from the social viewpoint, has been stronger than conventional measures would suggest.  相似文献

在给定污染物削减目标的情况下,如何确定各排污区域的分配比例一直是污染物总量分配技术的核心问题,博弈论是解决这一问题的有效尝试。采用合作博弈论方法,以感潮河网区各排污区域为研究对象,充分考虑各区域的污染治理成本、排污策略与环境质量的相互影响,建立了在给定污染物总削减比例条件下各区域环境合作的博弈模型,计算了各种可能联盟的特征函数值,利用Shapley值法进行合作收益的公平分配。结合珠江三角洲西江-石岐河河网区3个区域的环境合作案例说明削减合作的可行性,在总削减比例为15%的约束下,3区域合作削减比例是20.77%、12.82%和12.99%,与合作前相比,3个区域合作后环境成本分别减少了11.83%、2.13%和2%。  相似文献

The primary concern of this paper is to identify the inputs required for air, water, and solid waste pollution abatement in the United States. Industry level data on pollution abatement expenditures in 1976 are decomposed into expenditures on various intermediate inputs and on two primary inputs—labor and capital. The 1971 input-output table is adjusted to reflect the input needs of pollution abatement technology. This revised direct input coefficients matrix is used to derive the gross output and primary input requirements of the 1971 final bill of goods.  相似文献

We examine the choice of policy instruments (price, quantity or a mix of the two) when two pollutants are regulated and firms' abatement costs are private information. Whether abatement efforts are complements or substitutes is key determining the choice of policies. When pollutants are complements, a mixed policy instrument with a tax on one pollutant and a quota on another is sometimes preferable even if the pollutants are identical in terms of benefits and costs of abatement. Sustainable development in developing countries is the main aim of the Kyoto Protocol's Clean Development Mechanism (CDM). However, in the present context, uncertainty prevails as to whether the CDM is actually achieving its aims in terms of achieving sustainable development and to what extent. Chile has several renewable energy and energy efficiency options with significant greenhouse gas (GHG) emissions abatement potential that are not yet financially and economically competitive. In order to be able to identify potential CDM projects and to formulate a series of possible investment strategies with a sustainable development component, it is crucial to establish a clear understanding of the host country's needs and priorities and the suitable sustainable energy technologies to meet these needs. The main scope of this paper is to present results obtained from an elaborated stakeholder assessment on Chile's high priority energy needs and sustainable energy technologies fulfilling these needs in order to assist Chile in finding ways of encouraging technology transfer that would contribute to low-carbon sustainable energy development.  相似文献

There is an increasing tendency to use markets to induce the provision of environmental services. As such markets increase in scope, potential market participants might sell multiple environmental services. The question we consider here is whether participants in such markets should be allowed to sell credits in more than one market simultaneously. Some have argued in favor of such “double-dipping”, because it would make the provision of environmental services more profitable. In practice however, most programs do not allow double-dipping. We show that if the optimal level of pollution abatement is sought, then double-dipping maximizes societal net benefits. However, if pollution policies are set in a piecemeal fashion, then the caps for each market are unlikely to be optimal and, in this second-best setting, a policy prohibiting double-dipping can lead to greater social net benefits. We explore conditions under which a single-market policy is preferred, or equivalently, where piecemeal policies are likely to yield particularly inefficient outcomes.  相似文献

This study was undertaken to determine the feasibility of processing soil and lead-based paint (LBP) abatement waste through primary and secondary lead smelting facilities. The main objectives were to determine the compatibility of soil and LBP abatement waste with lead smelting circuits; the costs associated with transporting and processing the abatement waste through a smelter; and a review of major environmental laws or regulations which may impact the lead smelting industry's ability to carry out this process. While not all categories of LBP wastes are suited for reclamation through lead smelters, sufficient classes are to make the effort worthwhile. Specifically, lead paint chips, dusts, heatgun sludge, soils and certain blasting abrasives appear metallurgically compatible with the lead smelting circuits. Additionally, there do not appear to be any current regulatory statutes that forbid the process from being carried out, so long as certain permit modifications are obtained. Finally, the estimated smelting costs seem to compare favourably with current treatment and disposal fees at approved landfills. However, despite the promise of these initial findings, a great deal of work remains to be done if the concept of processing lead paint wastes through lead smelters for reclamation is to become a reality.  相似文献

Asymmetric regulation of a global pollutant between countries can alter the competitiveness of industries and lead to emissions leakage, which hampers countries’ welfare. In order to limit leakage, governments consider supporting domestic trade-exposed firms by subsidizing their investments in abatement technology. The suppliers of such technologies tend to be less than perfectly competitive, particularly when both emissions regulations and advanced technologies are new. In this context of twin market failures, we consider the relative effects and desirability of subsidies for abatement technology. We find a more robust recommendation for upstream subsidies than for downstream subsidies. Downstream subsidies tend to increase global abatement technology prices, reduce pollution abatement abroad and increase emission leakage. On the contrary, upstream subsidies reduce abatement technology prices, and hence also emissions leakage.  相似文献

Atmospheric concentration of nitrous oxide (N2O), a greenhouse gas (GHG), is rising largely due to agriculture. At the plot scale, N2O emissions from crops are known to be controlled by local agricultural practices such as fertilisation, tillage and residue management. However, knowledge of greenhouse gas emissions at the scale of the cropping system is scarce, notably because N2O monitoring is time consuming. Strategies to reduce impact of farming on climate should therefore be sought at the cropping system level. Agro-ecosystem models are simple alternative means to estimate N2O emissions. Here, we combined ecosystem modelling and field measurements to assess the effect of agronomic management on N2O emissions. The model was tested with series of daily to monthly N2O emission data. It was then used to evaluate the N2O abatement potential of a low-emission system designed to halve greenhouse gas emissions in comparison with a system with high productivity and environmental performance. We found a 29 % N2O abatement potential for the low-emission system compared with the high-productivity system. Among N2O abatement options, reduction in mineral fertiliser inputs was the most effective.  相似文献

Not as much abatement as has been presumed. Smog check programs aim to curb tailpipe emissions from in-use vehicles by requiring repairs whenever emissions, measured at regular time intervals, exceed a certain threshold. Using data from California, we estimate that on average 41% of the initial emissions abatement from repairs is lost by the time of the subsequent inspection, normally two years later. Our estimates imply that the cost per pound of pollution avoided is an order of magnitude greater for smog check repairs than alternative policies such as new-vehicle standards or emissions trading among industrial point sources.  相似文献

• Quantification of efficiency and fairness of abatement allocation are optimized. • Allocation results are refined to the different abatement measures of enterprises. • Optimized allocation results reduce abatement costs and tap the abatement space. • Abatement suggestions are given to enterprises with different abatement quotas. For achieving air pollutant emission reduction targets, total pollutant amount control is being continuously promoted in China. However, the traditional pattern of pollutant emission reduction allocation regardless of economic cost often results in unreasonable emission reduction pathways, and industrial enterprises as the main implementers have to pay excessively high costs. Therefore, this study adopted economic efficiency as its main consideration, used specific emission reduction measures (ERMs) of industrial enterprises as minimum allocation units, and constructed an enterprise-level pollutant emission reduction allocation (EPERA) model with minimization of the total abatement cost (TAC) as the objective function, and fairness and feasibility as constraints for emission reduction allocation. Taking City M in China as an example, the EPERA model was used to construct a Pareto optimal frontier and obtain the optimal trade-off result. Results showed that under basic and strict emission reduction regulations, the TAC of the optimal trade-off point was reduced by 46.40% and 45.77%, respectively, in comparison with that achieved when only considering fairness, and the Gini coefficient was 0.26 and 0.31, respectively. The abatement target was attained with controllable cost and relatively fair and reasonable allocation. In addition, enterprises allocated different emission reduction quotas under different ERMs had specific characteristics that required targeted optimization of technology and equipment to enable them to achieve optimal emission reduction effects for the same abatement cost.  相似文献

This paper develops a macroeconomic framework for creating a competitive and sustainable Saudi Arabian economy, taking into account the interrelationships among social, environmental, and economic factors. The objective of the research is to build a model that will allow for evaluating the effects of a wide range of emissions abatement policies on economic growth and development. The research methodology is grounded in econometric modeling of the Saudi economy over the period 1980–2010. The estimated parameters of the model were used to project long-term gross domestic product (GDP) growth paths based on three environmental degradation abatement scenarios. The results suggest that the sustainability of economic growth in Saudi Arabia critically depends on aggressive emissions-reduction policies since policy scenarios corresponding to higher pollution cuts yielded higher, sustained long-term GDP. The results also broadly reject the Environmental Kuznets Curve (EKC) hypothesis, implying that a turning point in the relationship between CO2 emissions and per capita GDP is yet to be attained.  相似文献

The Port Pirie Lead Decontamination Program commenced in 1984 with a ten year mandate. The abatement programme involves identification of children with elevated blood lead levels, house decontamination, soil treatment, general City greening, family education and support and community education. Since 1984 the smelter has also implemented substantial new environmental controls.Blood lead and air monitoring programmes as well as some investigations of recontamination are in place. The blood lead monitoring programme has shown a significant decrease in the mean blood lead levels of the children, with the magnitude of the reduction being greatest in areas remote from the smelter.The results of the air monitoring programme suggest that there has been little change in the general air lead levels in the City over the period of the abatement programme. Analysis of the data suggests that re-entrainment of lead from the contaminated areas within the City is only a small contributor to air-borne lead levels compared with that from the smelter and its environs.Sources and pathways of lead for absorption by the children in Port Pirie are discussed.  相似文献

For lowering sediment, nitrogen (N) and phosphorus (P) pollution of surface water bodies at the catchment scale, environmental legislation require programs of pollution abatement measures. To be able to ensure the cost-effectiveness of such programs we first need to identify high risk areas, which give rise to increased pollutant runoff. Process-based GIS models provide the opportunity to identify such critical areas and hence better target diffuse pollution abatement actions. However, these models are data intensive and their spatially-distributed parameterization in poorly monitored catchments is not feasible without extensive input data pre-processing and significant simplifying assumptions. This study implements the widely-used SWAT river basin model (Soil Water Assessment Tool) to study a medium-sized Greek catchment with the typical data limitations met at the national level, in order to identify critical diffuse pollution source areas that may serve as the key areas for meeting the objective of ‘good ecological status’ of water bodies set by the European Water Framework Directive (WFD). Model parameterization and evaluation are presented along with the decisions made to overcome problems related to data representation in the catchment, in an effort to provide guidance on SWAT modeling in areas with similar characteristics. The results show that sediments and nutrients could be adequately reproduced in large time steps (monthly or seasonal) and that even with the current data limitations, the seasonal variation and the most critical areas of pollutant losses to waters could be adequately identified. The study proposes a transparent modeling approach under data limitations without neglecting possible deficiencies; however, it maintains that the SWAT model, if appropriately parameterized with respect to the land-use and soil differentiation within a limited-gauged catchment, can still facilitate the selection and placement of suitable practices across the landscape for a cost-effective diffused pollution management.  相似文献
