Plant vintage, technology, and environmental regulation   总被引:4,自引:0,他引:4  
We use data on productivity and pollution abatement costs at individual pulp and paper mills to test whether the impact of environmental regulation on productivity differs by plant vintage and technology. Plants with higher pollution abatement costs have significantly lower productivity levels. This relationship differs greatly based on a plant's technology, with productivity at integrated mills being greatly affected by abatement costs, while the impact at non-integrated mills is negligible. Plant vintage does not seem to matter, with older and newer plants showing similar impacts. Reported abatement costs appear to substantially understate the true costs of abatement. Accounting for the impact of technology differences makes some difference in the estimated overall impact of environmental regulation.  相似文献

We analyze the stock market reaction to 161 major environmental and non-environmental accidents, reported on the front page of the New York Times for half a century. To determine if the market induces a real deterrence effect, we extend the event windows up to one year. On average, the market reacts negatively and enduringly to the announcement of an accident. However, this average effect is largely driven by the airline industry and by government interventions. The estimated average compounded abnormal return following environmental accidents does not differ from zero after one year. This does not exclude, in severe events affecting large firms, huge losses in equity value, but the significant negative cumulative abnormal returns estimated immediately after an environmental accident in previous studies do not persist. Our results suggest that in a market driven by institutional investors, the deterrence effect is likely to be weak.  相似文献

In principle, a country cannot endure negative genuine savings for long periods of time without experiencing declining consumption. Nevertheless, theoreticians envisage two alternatives to explain how an exporter of non-renewable natural resources could experience permanent negative genuine savings and still ensure sustainability. The first one alleges that the capital gains arising from the expected improvement in the terms of trade would suffice to compensate for the negative savings of the resource exporter. The second alternative points at technological change as a way to avoid economic collapse. This paper uses the data of Venezuela and Mexico to empirically test the first of these two hypotheses. The results presented here prove that the terms of trade do not suffice to compensate the depletion of oil reserves in these two open economies.  相似文献

Leakage occurs when partial regulation of consumer products results in increased consumption of these products in unregulated domains. This article quantifies plastic leakage from the banning of plastic carryout bags. Using quasi-random policy variation in California, I find the elimination of 40 million pounds of plastic carryout bags is offset by a 12 million pound increase in trash bag purchases—with small, medium, and tall trash bag sales increasing by 120%, 64%, and 6%, respectively. The results further reveal 12–22% of plastic carryout bags were reused as trash bags pre-regulation and show bag bans shift consumers towards fewer but heavier bags. With a substantial proportion of carryout bags already reused in a way that avoided the manufacture and purchase of another plastic bag, policy evaluations that ignore leakage effects overstate the regulation's welfare gains.  相似文献

This paper aims to assess the effectiveness of the so-called ‘Eco-Management and Audit Scheme (EMAS) cluster approach’ when applied to environmental policies, by focusing on the case history of the industrial paper production cluster located in the Province of Lucca (Italy). The Lucca cluster represents approximately 20% of Italian paper production, and Italy is the fourth leading paper producer in Europe. In the last 10 years, environmental policies have been developed under the common ‘umbrella’ of a strong public and private partnership based on stakeholder networking within the application of the EU EMAS Regulation. This article evaluates the outcome of such an approach, by comparing the environmental performance indicators for the Lucca’s paper industry using data collected from more than 40 plants before and after the adoption of this voluntary tool. The results show considerable improvements for many environmental performance indicators, consistently with the implementation of the cluster approach.  相似文献

In this paper, we describe the development of a simulation framework for allocating water from different sources to meet the environmental flows of an urban river. The model permits the development of a rational balance in the utilization of storm water, reclaimed water from wastewater treatment plants, and freshwater from reservoirs with consideration of the limited capacities of different water resources. It is designed to permit the full utilization of unconventional water sources for the restoration of river water quality by increasing river flow and improving water quality. To demonstrate practical use of the model, a case study is presented in which the model was used to simulate the environmental water allocation for the Liming River in Daqing City, China, based on the three water sources mentioned above. The results demonstrate that the model provides an effective approach for helping managers allocate water to satisfy the river’s environmental water requirements.  相似文献

社会经济的发展,在使社会得以进步、物质得以丰富的同时,也产生了一系列的工业点源、农业或城市非点源的污染问题,而这些污染对人类健康造成了极大的威胁。尽管非点源污染与人类健康息息相关,但在大多数情况下,人们只考虑污染对环境质量本身的影响,而由非点源污染直接或间接影响到人类健康的问题却没有得到足够的重视。文章综述了目前国内外对非点源污染直接和间接影响人类健康的研究进展,提出了控制非点源污染及减缓它对人类健康影响的对策。。  相似文献

In this paper, emergy accounting (EA) and life cycle assessment (LCA) methods are employed to investigate a typical urban wetland park, the Green Lake Urban Wetland Park (GLUWP) of Beijing, in terms of its environmental and capital inputs, ecosystem services and organic matter yields, environmental support, and sustainability. The LCA method is also used to obtain a quantitative estimation of the environmental impact of discharges during the entire life cycle of the GLUWP. Various emergy-based indices, such as emergy yield ratio (EYR), environmental load ratio (ELR), emergy sustainability index (ESI), net economic benefit (Np), and environmental impacts of process-based LCA, including global warming potential (GWP), eutrophication (EU), nonrenewable resource depletion (RU), energy consumption (EN), acidification potential (AP), photochemical oxidant creation potential (POCP), particulate matter (PM) and wastes (W), are calculated. The results show that the GLUWP has higher proportions of renewable resource input, less pressure on the environment, more environmental support and better ecological and economic benefits, which can be considered as an environment-friendly and long-term sustainable ecological practice, compared with another constructed wetland in Beijing. Meanwhile, the dominant environmental impact is induced by POCP with the construction phase contributing the most on the entire life cycle. It is expected that increasing green area, extensively using environment-friendly materials, optimizing construction techniques and reducing power consumption can promote the sustainability of the GLUWP.  相似文献

There exists in the literature a presumption that tied foreign aid can be used effectively to reduce cross-border pollution. Focusing, in contrast to the received literature, on the interaction between the public and private provisions of pollution abatement in the recipient country, we question the effectiveness of tied foreign aid in reducing pollution. In this context, we obtain many novel and policy relevant insights. Allowing for changes in labour employment and distinguishing between short and long run effects, tied foreign aid is shown to crowd out the private provision for pollution abatement in the short run. In the long run, tied foreign aid raises employment and therefore may be desirable for the recipient but undesirable for the donor country because it also raises pollution. The results change drastically if only the government provides pollution abatement.  相似文献
