The development corporations of the new towns in Scotland have had to overcome many obstacles in the execution of their task. This history is outlined for each new town in the appendices. The statutory and political context of the imminent winding‐up of the development corporations of the remaining five new towns is explained, and the preliminary steps by the Scottish Office in recent years are outlined. The Government's strategy for transfer of responsibilities from the development corporations to other bodies is summarised and discussed under four broad headings. Finally, the prospects for more new settlements in Scotland are assessed. 相似文献

The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals. 相似文献

Since October 1977, the East-West Environment and Policy Institute in Honolulu has been conducting a multinational collaborative project to enhance the preparation and utilization of natural systems assessments in developing countries. This paper presents some of the findings to date: 1. Channels are developing rapidly for transferring ecological knowledge into political and administrative decision making. 2. The systematic approach of ecology is replacing environmental quality as the organizing concept for information about natural resources and the environment. 3. Benefit-cost analysis is a promising method for integrating ecological knowledge into economic development decision making. 4. Enterprise Zones have been in operation as part of government policy for over three years. They contain a special form of planning procedures whereby a general planning permission is given for development subject to certain exclusions and conditions. This article summarises and compares the planning schemes operating in all 25 Enterprise Zones in Britain and considers what have been the results of this planning approach to date in the zones. The operation of these planning schemes has not led to a feared lowering of development standards but nevertheless is not regarded as being suitable for wider application in the planning system. 相似文献

In the process of devising courses of action to resolve problems arising at the society-environment interface, a variety of planning approaches are followed, whose adoption is influenced by—among other things—the characteristics of environmental problems, the nature of the decision-making context, and the intellectual traditions of the disciplines contributing to the study of these problems. This article provides a systematic analysis of six alternative environmental planning approaches—comprehensive/rational, incremental, adaptive, contingency, advocacy, and participatory/consensual. The relative influence of the abovementioned factors is examined, the occurrence of these approaches in real-world situations is noted, and their environmental soundness and political realism is evaluated. Because of the disparity between plan formulation and implementation and between theoretical form and empirical reality, a synthetic view of environmental planning approaches is taken and approachesin action are identified, which characterize the totality of the planning process from problem definition to plan implementation, as well as approachesin the becoming, which may be on the horizon of environmental planning of tomorrow. The suggested future research directions include case studies to verify and detail the presence of the approaches discussed, developing measures of success of a given approach in a given decision setting, and an intertemporal analysis of environmental planning approaches. 相似文献

If the search for values lies at the kernel of the philosophical ethical inquiry, then Lynch's monumental work, A Theory of Good City Form must be regarded as shaping the contours of an environmental design and planning ethic. The explicit connection between human values and settlement form in Lynch's theory reaches far in the realm of environmental design and planning, with ethical, legal, and procedural implications. Furthermore, the universal (performance) dimensions of the theory offer an accountability of the contingency of the particular (historical) conditions specific to place and society. A close scrutiny of the key theoretical dimensions suggests the possibility of bridging the procedure vs. substance, object vs. subject and means vs. ends chasms. Thus, certain ethical, legal, and procedural dilemmas encountered in competing theoretical perspectives are reconciled. 相似文献

The Scottish Government is committed to carbon reduction targets which are the most ambitious across the devolved administrations of the UK. Whilst Scotland operates within broader international and UK policy contexts, it has developed particular programmes and approaches to engage communities in the transition towards low-carbon futures. Rural areas have a role in the transition to a low-carbon Scotland; however, beyond land use and agriculture contributions, little research has explored the “rural” dimension of “low-carbon” transitions. The paper presents a policy and literature review relating to the low-carbon agenda in Scotland. It reflects on Scottish low-carbon policy and governance, the positioning of “rural communities” within this, and the opportunities and challenges this might present. Based on this, we develop an understanding of how rural communities may contribute to a low-carbon Scotland and identify a future research agenda to explore in more detail the nature and relative effectiveness of diverse governance structures to support this. 相似文献

In environmental policy, good governance is pertinent when inclusive decision making is recurrently associated with effective outcomes. This paper explores the European Union's good governance principles and the extent to which these have been adopted in the Rural Development Policy in Scotland. For the programme period 2007–2013 Scotland's Rural Priorities scheme has moved towards decentralisation by introducing regional decision-making committees. This study assesses the impact of this scheme on multi-level stakeholder relationships and the implications on policy outcomes. To do so, the study adopts a mixed method approach, applying a stakeholder mapping technique, to quantify perceptions of influence and interest and triangulate with data from in-depth semi-structured interviews. Results indicate that the attempts to widen decision making has resulted in a number of stakeholders perceiving themselves as less empowered. This analytical approach can provide the baseline against which governance improvements can be measured in the formulation of future policies. 相似文献

In Scotland, land use planning decisions have been aided by a series of National Planning Guidelines published over a period of nearly 20 years. The Guidelines represent a distinctive contribution to planning practice and have enabled the Scottish Office to inform local authorities of governmental policy on key land use issues. The Guidelines have been accompanied by Land Use Summary Sheets, providing assessments of specific land resources, and Circulars setting down ministerial policy. These instruments have attracted considerable interest outwith Scotland and their future development is also of wider significance. Current proposals seek to change these arrangements and, in particular, to replace the Guidelines with National Planning Policy Guidelines. Beginning with the passage of the National Environmental Policy Act in 1969, the federal government of the United States has enacted numerous pieces of legislation intended to protect or conserve the environment. Other national governments have also enacted environmental legislation during the past two decades. State and local governments have also adopted policies concerned with environmental planning and management. Multiple laws and overlapping governmental agency responsibilities have confused development and resource management efforts. A comprehensive methodology that integrates the legal mandates and the agency missions into a common and unified framework is needed. Ecological planning offers such a method. Application of the method allows planners and resource managers to better understand the nature and character of the land and/or resource and therefore make better decisions about its appropriate use or management. The steps taken in an ecological planning process—1) goal setting, 2) inventory and analysis of data, 3) suitability analysis, 4) developing alternatives, 5) implementation, 6) administration, and 7) evaluation—are outlined and explained. Hand-drawn overlays and computer programs as techniques for handling ecological planning information are compared. Observations and suggestions for further research are offered. 相似文献

Community-led initiatives are commonly advocated as an effective way of encouraging individuals to adopt more sustainable lifestyles. Since 2008, the Scottish Government's climate challenge fund (CCF) has distributed over £50 million in grants to community-led, carbon-saving projects across the country. Drawing on participant observation within two CCF organisations in remote rural Scotland, this paper examines the assumption that the receipt of government funding is necessarily of overall benefit to community-led initiatives attempting to facilitate more sustainable communities in the long term. Observations indicate that funding can bring with it a number of significant complications to community-scale action as a result of: (i) misaligned output timeframes, (ii) administration demands, and (iii) local competition. It is concluded that the design of funding schemes can in fact hamper the full potential of grassroots initiatives to engender more sustainable lifestyles throughout the community. 相似文献

The use and development of natural resources is becoming a critical concern, especially considering the economic development and stability of the world money market. The question here is one of resources as a political weapon. As resources become more scarce, it becomes necessary to make greater intensive use of resources that are presently available. One dimension that has been missing is the development of urban areas. Resources in this domain have been abused and the question now is how to incorporate these types of decisions into land-use planning to refurbish urban areas. This paper discusses the phenomenon of delay in development control. The Government's stress on minimising delay, and the crude measurement used, are contrasted with a discussion of the causes and the accurate measurement of delay. It is suggested that ‘delay’ is a strongly value‐laden term, and that local planning authorities are in many cases being criticised for factors wholly outside \ their control. Minimising delay by speeding decision‐making may not be altogether beneficial to society. 相似文献

This article is the first in a series of three. These articles were prepared to document the growth management process undertaken
in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue,
or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2,
a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses
of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5
involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems
or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves
a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During
step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step
9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs.
It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is
illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado.
