ABSTRACT: Water scarcity in the Sevier River Basin in south‐central Utah has led water managers to seek advanced techniques for identifying optimal forecasting and management measures. To more efficiently use the limited quantity of water in the basin, better methods for control and forecasting are imperative. Basin scale management requires advanced forecasts of the availability of water. Information about long term water availability is important for decision making in terms of how much land to plant and what crops to grow; advanced daily predictions of streamflows and hydraulic characteristics of irrigation canals are of importance for managing water delivery and reservoir releases; and hourly forecasts of flows in tributary streams to account for diurnal fluctuations are vital to more precisely meet the day‐to‐day expectations of downstream farmers. A priori streamflow information and exogenous climate data have been used to predict future streamflows and required reservoir releases at different timescales. Data on snow water equivalent, sea surface temperatures, temperature, total solar radiation, and precipitation are fused by applying artificial neural networks to enhance long term and real time basin scale water management information. This approach has not previously been used in water resources management at the basin‐scale and could be valuable to water users in semi‐arid areas to more efficiently utilize and manage scarce water resources.  相似文献

This paper presents the findings of a prototype study which sought to identify factors that contribute to effective emergency management in Greece and other European states regarding both natural disasters and critical accidents. The parameters for proper action and successful intervention in operational and logistical are identified based on the document analysis and interviews with emergency responders. The interviews are conducted between state-owned and voluntary organizations. They were asked to rate in terms of their importance for effective emergency response efforts. This paper offers useful information of the organization and management of emergency response in Greece, as well as provides interesting responders' opinions data concerning important priorities in the emergency management area. Despite the fact that the data come from the Greek experience, the conclusions may be applied for a broader use in the emergency planning of disasters. The whole study has been undertaken within the European Pre-Emergencies (PreEm) project.  相似文献

The current use and management of freshwater is not sustainable in many countries and regions of the world. If current trends are maintained, about two-thirds of the world's population will face moderate to severe water stress by 2025 compared to one-third at present. This water stress will hamper economic and social development unless action is taken to deal with the emerging problems. The Comprehensive Assessment of the Freshwater Resources of the World, prepared by the United Nations and the Stockholm Environment Institute, calls for immediate action to prevent further deterioration of freshwater resources. Although most problems related to water quantity and quality require national and regional solutions, only a global commitment can achieve the necessary agreement on principles, as well as financial means to attain sustainability. Due to the central and integrated role played by water in human activities, any measures taken need to incorporate a wide range of social, ecological and economic factors and needs. The Assessment thus addresses the many issues related to freshwater use, such as integrated land and water management at the watershed level, global food security, water supply and sanitation, ecosystem requirements, pollution, strengthening of major groups, and national water resource assessment capabilities and monitoring networks. Governments are urged to work towards a consensus regarding global principles and guidelines for integrated water management, and towards their implementation in local and regional water management situations. The alternative development options available to countries facing water stress, or the risk thereof, needs to be considered in all aspects of development planning.  相似文献

ABSTRACT: A decision support tool is developed for the management of water resources, focusing on multipurpose reservoir systems. This software tool has been designed in such a way that it can be suitable to hydrosystems with multiple water uses and operating goals, calculating complex multi‐reservoir systems as a whole. The mathematical framework is based on the parameterization‐simulation‐optimization scheme. The main idea consists of a parametric formulation of the operating rules for reservoirs and other projects (i.e., hydropower plants). This methodology enables the radical decrease of the number of decision variables, making feasible the location of the optimal management policy, which maximizes the system yield and the overall operational benefit and minimizes the risk for the management decisions. The program was developed using advanced software engineering techniques. It is adaptable in a wide range of water resources systems, and its purpose is to support water and power supply companies and related authorities. It already has been applied to two of the most complicated hydrosystems of Greece, the first time as a planning tool and the second time as a management tool.  相似文献

ABSTRACT: Brazil is currently facing the challenge of implementing a new water resources management system to promote the rational and sustainable use of the country's waters. This system is based on the following principles of water management: (2) stakeholders' participation; (2) the watershed as the planning and management unit; and (3) the economic value of water. Stakeholders' participation and the involvement of civil society in the decision making process is guaranteed by permanent seats in the watersheds' management committees. These committees are the highest decision level for the establishment of water policy and for planning its use. The executive branch of the committees is the watershed agency or the water agency. This paper presents the recently approved Brazilian water resources management system and discusses the participatory approach followed to validate and to ensure prompt response to decisions regarding water use by all stakeholders. The formulation of the National Water Law (January/1998) was also supported by extensive consultation with civil society, professional associations, state and municipal governments as well as with federal governmental agencies and private sector organizations. It also presents an overview of the formulation of the National Water Law. Finally, as watershed committees have been created and are already operating in a limited number of watersheds, some of the major obstacles to the success of the new system are discussed along with alternatives for overcoming such obstacles.  相似文献

Wetlands constitute a significant source of life since they incorporate unique habitats with endemic and migrant species. They also contribute to the preservation of high global biodiversity and they are under protection according to EU legislation. Nevertheless, during the last century, significant degradation has been observed in wetlands, mainly due to intensification of agriculture and poor water management practices. Calcareous fens habitat with the endangered species Cladium mariscus and Carex spp. is an ecologically significant wetland that undergoes great ecological stresses globally, due to the irrational use of water resources. In Trichonis lake, Western Greece, this habitat has been under deterioration during the last 50 years due to the lack of a sustainable water management plan that has caused destabilization of the hydrologic balance and high water level fluctuations. This human induced hydrologic regime has led to seasonal shifting between drought and flooding which constitute unfavorable conditions for this fen habitat and as a result significant elimination of this ecosystem extent has occurred. This study has adopted technologically advanced scientific methods such as GIS applications and remote sensing techniques to quantify the existing water resources and formulate a sustainable management scheme by considering both anthropogenic water uses and environmental protection.  相似文献

The Alfeios River, the longest and highest flow-rate river in Peloponnisos, constitutes an important water resource and ecosystem in Greece. In the present study, human activities in the Alfeios River Basin are described, and their impacts on water quality and the ecosystem are analyzed; effects resulting from interventions on river geomorphology between Flokas Dam and the river delta are determined. These actions have caused significant adverse impacts on the infrastructure (the dam, railroad, and road bridges), the level of aquifer water table and area water uses, and the aquatic and riparian ecosystem. A general integrated management strategy is formulated and a master management plan is proposed for resolving management problems in river basins. The plan considers local conditions and national requirements and complies with the European Communities legislation; it would help prevent further basin deterioration, improve water quality, and protect water resources and ecosystems in the area in accordance to sustainable development. Five organic Sloping and Mountainous Olive Plantation Production Systems (SMOPS) have been studied in four olive-producing areas in four European countries (Spain, Italy, Greece and Portugal). Results indicate that these SMOPS provide ecological, economic and social benefits to the regions in which they are located, although most of these benefits are not strictly limited to the organic production systems. Erosion control and organic matter balance remain significant issues in four of the SMOPS and we suggest that subsidy support should be conditional on the implementation of additional soil and water conservation measures that should be provided with specific funding. Most of the SMOPS will remain dependent on a similar level of support in order for olive production to remain economically feasible. The lower profitability compared to non-organic olive production systems suggests that there is limited scope for expansion of organic olive production, although in the study areas where there is little such production, such as Western Crete (Greece) and Basilicata-Salerno (Italy) the scope remains great. The analysis of the reasons for the beneficial effects of olive cultivation in the areas studied indicates that in most cases soil management techniques adopted in or recommended for organic production systems could provide similar benefits in other production systems as well.  相似文献

Emerging approaches to water resources development and management typically highlight equity and productivity as two main objectives. In the context of integrated water resources management within a river basin, managers and stakeholders often need a comparative assessment of different options for water augmentation and/or allocation. Pitting such options against predefined objectives, such as equity and productivity, requires an assessment of the effects that available options will have on these objectives. Available documentation indicates that not only does the interpretation of such objectives vary widely, but also the available methods for assessing equity and productivity run into significant limitations in the availability of adequate data. This limitation has largely kept decision makers from gaining a comprehensive overview of equity and productivity scenarios, whether within or across sectors, that could facilitate better‐informed decisions. To address this methodological gap, this article scrutinizes different notions associated with equity and water productivity, and limitations in prevalent assessment methods with the view to develop and demonstrate pragmatic methodologies for assessing equity and productivity in data‐scarce contexts. The discussion and findings are based on a review of relevant literature and empirical and consultative research work in the Olifants River basin in South Africa. The demonstrated methodologies for assessing equity and productivity, besides being useful in data‐scarce contexts, are insightful for initiating several policy measures and also for exploring the relationship between equity and water productivity.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

ABSTRACT: Existing legal regimes for the management of water resources are already stressed by changing technologies and growing populations. There is little reason for doubt that today the planet is undergoing significant and even alarming climate change. In the past such global climatic changes had dramatic effects on water resource availability with disastrous consequences for many human communities. Today's climate changes can be managed without such disastrous consequences for present day communities only if there are major reforms to existing water law regimes at the local, national, and international levels. In particular, at the local and national levels, water resources must be treated as public property rather than as common or private property. At the international level, water must be managed at the drainage basin level rather than according to national boundaries that largely ignore rational water management criteria. At all levels, care must be given to decentralizing decision making and to use economic incentives insofar as possible, without, however, mistaking economic incentives for markets. The public nature of water resources precludes true markets as a significant management tool.  相似文献

The emergence of problems such as nitrate pollution has drawn attention to the need for integrated management of land and water resources. Integrated management approaches require appropriate institutional arrangements. Unfortunately, in many countries, land and water resources are managed on a sectoral basis and institutions were not designed to deal with complex environmental problems. Institutional arrangements for management of nitrate pollution are evaluated on the basis of seven criteria. Results indicate that some progress was made after 1985 regarding inter-agency co-ordination, public participation, the mix of strategies and adaptive capacity. Nevertheless, key substantive issues involving equity, efficiency and effectiveness were not adequately resolved. Policy referral, catchment management planning, bargaining and negotiation are recommended as key processes and mechanisms for improved management of the nitrate problem.  相似文献

This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident.  相似文献

Ecosystem managers often use the early historic condition of the fauna in an area as the model for restoration or management. West of the Pecos River in the American Southwest, present-day abundances and distributional ranges of bison and American elk exceed those reported in early historic times. I evaluate several potential causes for the historic scarcity of these animals—inadequate forage, insufficient water, nonhuman predation, disease, and hunting by late-prehistoric humans. Archaeological and ecological evidence suggest that restricted availability of water coupled with hunting by late-prehistoric peoples probably were the most important causes. Perennial water is more widely distributed now than previously, mainly because of water well and water catchment construction. Proliferation of agriculture-based human economies in the region from AD 0–1500 led to rapid population growth of aboriginal peoples, with resulting increased harvests of resources. The likelihood that late-prehistoric humans severely depleted the abundances of large mammals indicates a need to reevaluate the exclusive use of early-historic conditions as the basis for setting goals for ecosystem management. Implications of reintroducing large herbivores to ecosystems are discussed.  相似文献

ABSTRACT: Expansion of the electrical generation system in the Pennsylvania-Jersey-Maryland power pool will impact, and be constrained by, inland water availability. Future interpretations of the Federal Water Pollution Control Act Amendments of 1972 regarding evaporative cooling towers for coastal power plants, offshore siting and energy centers, and the policies and public acceptability of low flow augmentation reservoirs are some of the issues examined in this paper using scenarios generated by the Brookhaven National Laboratory Regional Energy Facility Siting Model (REFS). REFS is a multicommodity, transshipment-location linear programming model used here to allocate power plants among counties in a power pool under a minimization of cost objectives. The solutions are sensitive to the water resources assumptions in the model. For the year 2000, the amount of low flow augmentation allowed in the region's river basins and whether off-shore siting becomes a reality are the two water resources related issues which most affect the scenarios. The results show that decisions regarding specific water problems can have region wide implications for water and nonwater related issues.  相似文献

An innovative management strategy is proposed for optimized and integrated environmental management for regional or national groundwater contamination prevention and restoration allied with consideration of sustainable development. This management strategy accounts for availability of limited resources, human health and ecological risks from groundwater contamination, costs for groundwater protection measures, beneficial uses and values from groundwater protection, and sustainable development. Six different categories of costs are identified with regard to groundwater prevention and restoration. In addition, different environmental impacts from groundwater contamination including human health and ecological risks are individually taken into account. System optimization principles are implemented to accomplish decision-makings on the optimal resources allocations of the available resources or budgets to different existing contaminated sites and projected contamination sites for a maximal risk reduction. Established management constraints such as budget limitations under different categories of costs are satisfied at the optimal solution. A stepwise optimization process is proposed in which the first step is to select optimally a limited number of sites where remediation or prevention measures will be taken, from all the existing contaminated and projected contamination sites, based on a total regionally or nationally available budget in a certain time frame such as 10 years. Then, several optimization steps determined year-by-year optimal distributions of the available yearly budgets for those selected sites. A hypothetical case study is presented to demonstrate a practical implementation of the management strategy. Several issues pertaining to groundwater contamination exposure and risk assessments and remediation cost evaluations are briefly discussed for adequately understanding implementations of the management strategy.  相似文献

Water resource management is becoming increasingly challenging in northern China because of the rapid increase in water demand and decline in water supply due to climate change. We provide a case study demonstrating the importance of integrated watershed management in sustaining water resources in Chifeng City, northern China. We examine the consequences of various climate change scenarios and adaptive management options on water supply by integrating the Soil and Water Assessment Tool and Water Evaluation and Planning models. We show how integrated modeling is useful in projecting the likely effects of management options using limited information. Our study indicates that constructing more reservoirs can alleviate the current water shortage and groundwater depletion problems. However, this option is not necessarily the most effective measure to solve water supply problems; instead, improving irrigation efficiency and changing cropping structure may be more effective. Furthermore, measures to increase water supply have limited effects on water availability under a continuous drought and a dry‐and‐warm climate scenario. We conclude that the combined measure of reducing water demand and increasing supply is the most effective and practical solution for the water shortage problems in the study area.  相似文献
