Landscape lakes in the city suffer high eutrophication risk because of their special characters and functions in the water circulation system. Using a landscape lake HMLA located in Tianjin City, North China, with a mixture of point source (PS) pollution and non-point source (NPS) pollution, we explored the methodology of Fluent and AQUATOX to simulate and predict the state of HMLA, and trophic index was used to assess the eutrophication state. Then, we use water compensation optimization and three scenarios to determine the optimal management methodology. Three scenarios include ecological restoration scenario, best management practices (BMPs) scenario, and a scenario combining both. Our results suggest that the maintenance of a healthy ecosystem with ecoremediation is necessary and the BMPs have a far-reaching effect on water reusing and NPS pollution control. This study has implications for eutrophication control and management under development for urbanization in China.  相似文献

Fish Migration, Dams, and Loss of Ecosystem Services in the Mekong Basin   总被引:1,自引:0,他引:1  
The past decade has seen increased international recognition of the importance of the services provided by natural ecosystems. It is unclear however whether such international awareness will lead to improved environmental management in many regions. We explore this issue by examining the specific case of fish migration and dams on the Mekong river. We determine that dams on the Mekong mainstem and major tributaries will have a major impact on the basin’s fisheries and the people who depend upon them for food and income. We find no evidence that current moves towards dam construction will stop, and consider two scenarios for the future of the fisheries and other ecosystems of the basin. We conclude that major investment is required in innovative technology to reduce the loss of ecosystem services, and alternative livelihood strategies to cope with the losses that do occur.  相似文献

Southern Chile encompasses one of the most extensive fjord regions of the world, the Patagonia, currently exposed to natural and anthropogenic perturbations. These fjord ecosystems provide important services to humans, which have not been adequately measured and valued. As a consequence, ecosystem services are commonly ignored in public policy design and in the evaluation of development projects. Here we tackle questions that are highly relevant for the nation’s development, namely (1) understanding fjord functioning, and (2) developing management strategies based on ecosystem services, in order to secure simultaneous and adequate use of these ecosystems which area influenced by ecological (e.g., biogeochemical) and productive (e.g., aquaculture, fisheries) processes. We also seek to strengthen the analysis of fjord ecosystem value from the economical (including coastal zoning), socio-cultural, institutional, and governmental points of view. In addition, the investigation of current and future effects of climate change on this large region offers a unique opportunity to understand the social and economic consequences of a global phenomenon at local to regional scales. Biogeochemical and socio-economic models will be used to simulate future scenarios under a gamut of management options.  相似文献

The growing gray seal population in the Baltic Sea has led to increased conflicts with fisheries. Despite limited data on gray seal ecology, management measures, such as culling, have been implemented recently. We studied movements and site fidelity of Baltic gray seals using mark-recapture analysis based on photographic identification of individuals (photo-id). Seals were photographed at the major summer haul-out sites. Profile photographs of the head and neck were matched using purpose-written software to generate a database of capture histories from 1995-2000. The haul-outs were grouped into seven areas. Darroch's method (20) for a two-sample capture-recapture census was adapted to estimate rates of movement between the areas. The majority of seals were estimated to remain within the same area, suggesting that Baltic gray seals exhibit a high degree of site fidelity during the summer, and that fidelity to a site lasts for more than one season.  相似文献

Coastal areas are exposed to a variety of threats due to high population densities and rapid economic development. How will this affect human welfare and our dependence on nature's capacity to provide ecosystem goods and services? This paper is original in evaluating this concern for major habitats (macroalgae, seagrasses, blue mussel beds, and unvegetated soft bottoms) in a temperate coastal setting. More than 40 categories of goods and services are classified into provisional, regulating, and cultural services. A wide variety of Swedish examples is described for each category, including accounts of economic values and the relative importance of different habitats. For example, distinguishing characteristics would be the exceptional importance of blue mussels for mitigation of eutrophication, sandy soft bottoms for recreational uses, and seagrasses and macroalgae for fisheries production and control of wave and current energy. Net changes in the provision of goods and services are evaluated for three cases of observed coastal ecosystem shifts: i) seagrass beds into unvegetated substrate; ii) unvegetated shallow soft bottoms into filamentous algal mat dominance; and iii) macroalgae into mussel beds on hard substrate. The results are discussed in a management context including accounts of biodiversity, interconnectedness of ecosystems, and potential of economic valuation.  相似文献

In the mid-1800s, the agricultural chemist Justus von Liebig demonstrated strong positive relationships between soil nutrient supplies and the growth yields of terrestrial plants, and it has since been found that freshwater and marine plants are equally responsive to nutrient inputs. Anthropogenic inputs of nutrients to the Earth's surface and atmosphere have increased greatly during the past two centuries. This nutrient enrichment, or eutrophication, can lead to highly undesirable changes in ecosystem structure and function, however. In this paper we briefly review the process, the impacts, and the potential management of cultural eutrophication in freshwater, marine, and terrestrial ecosystems. We present two brief case studies (one freshwater and one marine) demonstrating that nutrient loading restriction is the essential cornerstone of aquatic eutrophication control. In addition, we present results of a preliminary statistical analysis that is consistent with the hypothesis that anthropogenic emissions of oxidized nitrogen could be influencing atmospheric levels of carbon dioxide via nitrogen stimulation of global primary production.  相似文献

The development of three pikeperch (Sander lucioperca (L.)) populations in the northern Baltic Sea was monitored using standardized multimesh gillnets in 1995–2009. Declining trends in the abundances of pikeperch over 40 cm total length, low numbers of individuals older than 6 years, and high mortality rates were observed in all three populations. In the site with the largest commercial catches per unit area and a rapidly increased colony of great cormorants (Phalacrocorax carbo sinensis Blumenbach 1798), also the abundance of pikeperch below 40 cm total length and year-class strength showed declining trends. The adverse population level changes did not correlate with changes in water quality or eutrophication status. Together, the results suggest that in all study sites fisheries are harvesting a large proportion of the pikeperch soon after or even before reaching the maturity, and that predation from great cormorants may increase mortality of juveniles. Pikeperch is important not only for fisheries but also for ecosystem functioning, and our results point at the need for further management measures to ensure viable populations in the areas studied.

The purpose of this paper is to discuss the role of law in the management of the Baltic Sea, with focus on eutrophication. It aims to identify legal instruments or structures realizing an ecosystem approach. This also includes a discussion of the prerequisites of law as contributor to ecosystem-based management (EBM), as well as evaluation of current legal instruments. While ecosystem approach to environmental management is central to contemporary environmental management policy, it is still unclear what such an approach entails in concrete legal terms. The scope of the analysis stretches from international and EU legal regimes, to implementation and regulation within the national legal systems. A conclusion is that the management structures need further development to properly realize EBM, for example, through concretization of management measures, and clarification of duties and responsibilities for their realization.  相似文献

The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU’s Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC’s task to incorporate stakeholder knowledge into the EU’s fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.  相似文献

Many authors have pointed out the need for simpler assessment and management procedures for avoiding overexploitation in small-scale fisheries. Nevertheless, models for providing scientific advice for sustainable small-scale fisheries management have not yet been published. Here we present one model; the case of the Barefoot Fisheries Advisors (BFAs) in the Galician co-managed Territorial Users Rights for Fishing. Based on informal interviews, gray literature and our personal experience by being involved in this process, we have analyzed the historical development and evolution of roles of this novel and stimulating actor in small-scale fisheries management. The Galician BFA model allows the provision of good quality and organized fisheries data to facilitate and support decision-making processes. The BFAs also build robust social capital by acting as knowledge collectors and translators between fishers, managers, and scientists. The BFAs have become key actors in the small-scale fisheries management of Galicia and a case for learning lessons.  相似文献

The ocean provides benefits to coastal communities around the world, however, the depth and complexity of people’s interactions with marine ecosystems are not well represented in many marine management initiatives. Many fisheries are managed to maximize provisioning value, which is readily quantified, while ignoring cultural values. An ecosystem services approach that includes both provisioning and cultural services will enable managers to better account for the diverse values marine fisheries provide to coastal communities. In this study, we assess community values related to a top fished species, the Mexican chocolate clam, Megapitaria squalida, in Loreto, Baja California Sur, Mexico. We conducted an exploratory analysis based on 42 household surveys, and found that community members perceive multiple provisioning and cultural benefits from the clam, including community economic, historical, and identity values. Despite reporting infrequent harvest and consumption of clams, participants perceive the species as an important part of community identity, highlighting the role of Mexican chocolate clams as a cultural keystone species in the Loreto region. Fisheries management that recognizes the full range of ecosystem services a species contributes to coastal communities will be better equipped to sustain these diverse values into the future.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01405-w) contains supplementary material, which is available to authorized users.  相似文献

SANBALTS (Simple As Necessary Baltic Long-Term Large-Scale) is a model of the coupled nitrogen and phosphorus cycles. This model has been developed as an integral part of the decision support system Marine Research on Eutrophication's Nest with the overall aim to evaluate management options for reducing Baltic Sea eutrophication. Simulated nutrient and oxygen concentrations as well as transport flows and major biogeochemical fluxes can be analyzed in many different ways, including construction of detailed nutrient budgets and tracing the fate of nutrient inputs. The large amounts of data that exist for this sea makes it possible to validate model results with observations. Major biogeochemical properties of the Baltic Sea are discussed through an analyses of model sensitivity to external forcing and internal parameterizations. Model results emphasize two features that are especially important for ecosystem management: i) impacts of local measures would always be modified by the long-range transports from other regions and ii) the response to significant changes in loads would only be seen after several decades.  相似文献

The participation of fishermen in fisheries management is discussed with varying ideas under the notions of "co-management", "participatory management" or "local management". Empirical studies within Swedish fishery have thrown new light on the preconditions for fishermen's participation in fisheries management. Among the important factors influencing failure or success are the two which we discuss here: the question of articulation, organization and representation of interests of fishermen and the question of trust between the groups that are usually cooperating in resource management, fishermen, governmental administrators and researchers. The research summarized has addressed the interests of fishermen with regard to resource management, local fisheries management, and participation of fishermen. The overarching question connecting the three themes is: How can the interests of fishermen be represented better within fisheries management? Interests and trust, "soft facts", can be as important for the success or failure of fisheries management and participation as can "hard facts" such as ownership rights, quantity and quality of resources or monetary value of resources.  相似文献

In this paper, we summarize the contributions made by an interdisciplinary group of researchers from different disciplines (biology, ecology, economics, and law) that deal with key dimensions of marine social–ecological systems. Particularly, the local and global seafood provision; the feasibility and management of marine protected areas; the use of marine ecosystem services; the institutional dimension in European fisheries, and the affordable models for providing scientific advice to small-scale fisheries. This Special Issue presents key findings from selected case studies around the world available to educators, policy makers, and the technical community. Together, these papers show that a range of diverse ecological, economic, social, and institutional components often mutually interact at spatial and temporal scales, which evidence that managing marine social–ecological systems needs a continuous adaptability to navigate into new governance systems.  相似文献

The Sea Around Us Project, initiated by the Pew Charitable Trusts in Philadelphia, PA, and located at the Fisheries Centre, University of British Columbia, Vancouver, Canada, started in mid 1999. Its goal was (and still is) to investigate the impact of fisheries on marine ecosystems and to propose policies to mitigate these impacts. Although conceived as a global activity, the project first emphasized the data-rich North Atlantic as a test bed for developing its approaches, which rely on mapping of catch data and indicators of ecosystem health derived from the analysis of long catch time series data. Initial achievements included mapping the decline, throughout the North Atlantic basin, of high-trophic level fishes from 1900 to the present and the presentation of compelling evidence of change in the functioning of the North Atlantic ecosystems, summarized in a 2003 book. The Central and South Atlantic were the next basins to be tackled, with emphasis on the distant-water fleet off West Africa, culminating in a major conference in Dakar, Senegal, in 2002. The project then emphasized the North Pacific, Antarctica, and marine mammals and the multiplicity of tropical Indo-Pacific fisheries before it turned completely global, with all our major analyses and reports (e.g., on the interactions between marine mammals and fisheries, on fuel consumption by fleets, on the catches of small-scale fisheries, on subsidies to fisheries) being based on global studies. Broadly, the work of the project is aimed at a reappraisal of fisheries, from the benign activity that many interested people still perceive them to be, to a realization that they have become the driver for massive loss of biodiversity in the ocean. Moreover, the emphasis on global estimates (rather than local estimates of dubious generality) has allowed the project to contribute to various global initiatives (e.g., developing the Marine Trophic Index for the Convention on Biological Diversity, quantifying marine ecosystem services for the Millennium Ecosystem Assessment), that is, activities that we expect to increase and for which we invite collaboration from academia and environmental nongovernmental organizations.  相似文献

Fisheries for arctic freshwater and diadromous fish species contribute significantly to northern economies. Climate change, and to a lesser extent increased ultraviolet radiation, effects in freshwaters will have profound effects on fisheries from three perspectives: quantity of fish available, quality of fish available, and success of the fishers. Accordingly, substantive adaptation will very likely be required to conduct fisheries sustainably in the future as these effects take hold. A shift to flexible and rapidly responsive 'adaptive management' of commercial fisheries will be necessary; local land- and resource-use patterns for subsistence fisheries will change; and, the nature, management and place for many recreational fisheries will change. Overall, given the complexity and uncertainty associated with climate change and related effects on arctic freshwaters and their biota, a much more conservative approach to all aspects of fishery management will be required to ensure ecosystems and key fished species retain sufficient resiliency and capacity to meet future changes.  相似文献

Malaria is a serious global health issue, with around 200 million cases per year. As such, great effort has been put into the mass distribution of bed nets as a means of prophylaxis within Africa. Distributed mosquito nets are intended to be used for malaria protection, yet increasing evidence suggests that fishing is a primary use for these nets, providing fresh concerns for already stressed coastal ecosystems. While research documents the scale of mosquito net fisheries globally, no quantitative analysis of their landings exists. The effects of these fisheries on the wider ecosystem assemblages have not previously been examined. In this study, we present the first detailed analysis of the sustainability of these fisheries by examining the diversity, age class, trophic structure and magnitude of biomass removal. Dragnet landings, one of two gear types in which mosquito nets can be utilised, were recorded across ten sites in northern Mozambique where the use of Mosquito nets for fishing is common. Our results indicate a substantial removal of juveniles from coastal seagrass meadows, many of which are commercially important in the region or play important ecological roles. We conclude that the use of mosquito nets for fishing may contribute to food insecurity, greater poverty and the loss of ecosystem functioning.

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献
