Management of waste produced during manned space exploration missions will be an important function of advanced life support systems. Waste materials can be thrown away or recovered for reuse. The first approach relies totally on external supplies to replace depleted resources while the second approach regenerates resources internally. The selection of appropriate waste management processes will be based upon criteria which include mission and hardware characteristics as well as overall system considerations. Mission characteristics discussed include destination, duration, crew size, operating environment, and transportation costs. Hardware characteristics include power, mass and volume requirements as well as suitability for a given task. Overall system considerations are essential to assure optimization for the entire mission rather than for an individual system. For example, a waste management system designed for a short trip to the Moon will probably not be the best one for an extended mission to Mars. The purpose of this paper is to develop a methodology to identify and compare viable waste management options for selection of an appropriate waste management system.  相似文献

Testfilter systems help in the study of the persistence of organic compounds. Hence, they are remedial measures to control pollution of the environment. The filters used as biological fixed-bed reactors should enable the simulation of the biological degradation of organic compounds before they reach the waterworks. The German chemical industry has used filters based on activated carbon for more than 20 years in order to determine the microbial poorly degradable fraction of the dissolved organic carbon in the sewage effluents. The testfilter systems proved to work well on the basis of group and ‘sum’ parameters. The new challenge was to investigate whether the testfilter concept holds also for a diversification of drinking water relevant and non-relevant single compounds. Therefore, the first task was to develop analytical methods for classes of drinking water relevant compounds in the very complex matrix of waste water. Thereafter, these methods were applied for the detection of the selected compounds in the testfilter systems and their occurrence in the receiving waters. Methods of analysis were developed for the following classes of chemical compounds: aliphatic amines, aromatic sulfonates, halogenated carboxylic acids and organic phosphates. Furthermore the formation of yet unknown drinking water relevant compounds was studied. As a result it was concluded that the major reasons for the formation of these compounds are: (1) formation of by-products during various steps in the chemical synthesis; (2) chemical reactions in the influents of the treatment plants; and (3) metabolism in the waste water treatment plant. Experiments with compounds like 6-[methyl(phenylsulfonyl)amino]hexanoic acid (HPS) and nitrilotriacetic acid (NTA) which are known from the literature to be well degradable, confirmed that the testfilters can be utilized for simulating the performance of the underground passage. On the other hand, persistent compounds, for which 1,5-naphthalenedisulfonate is a characteristic representative, remained in the filter system without being degraded. As far as the testfilters are concerned it was concluded that the activated carbon retains its adsorption capacity to a certain extent even after a long time of operation. Because it is not possible to distinguish between microbial degradation and adsorption, it was necessary to develop a modified filter set-up for testing single substances. ©  相似文献

Integrated solid waste management (ISWM) based on the 3R approach (reduce, reuse, and recycle) is aimed at optimizing the management of solid waste from all the waste-generating sectors (municipal, construction and demolition, industrial, urban agriculture, and healthcare facilities) and involving all the stakeholders (waste generators, service providers, regulators, government, and community/neighborhoods). This article discusses the concept of solid waste management (SWM). Initially, SWM was aimed at reducing the risks to public health, and later the environmental aspect also became an important focus of SWM. Recently, another dimension is becoming a critical factor for SWM, i.e., resource conservation and resource recovery. Hence, the 3R approach is becoming a guiding factor for SWM. On the one hand, 3R helps to minimize the amount of waste from generation to disposal, thus managing the waste more effectively and minimizing the public health and environmental risks associated with it. On the other hand, resource recovery is maximized at all stages of SWM. Lately, the new concept of ISWM has been introduced to streamline all the stages of waste management, i.e., source separation, collection and transportation, transfer stations and material recovery, treatment and resource recovery, and final disposal. It was originally targeted at municipal solid waste management (MSWM), but now the United Nations Environment Programme (UNEP) is promoting this concept to cover all waste generating sectors to optimize the level of material and resource recovery for recycling as well as to improve the efficiency of waste management services. The ISWM concept is being transformed into ISWM systems to replace conventional SWM systems. This article further discusses the implementation process for ISWM. The process includes a baseline study on the characterization and quantification of waste for all waste generating sectors within a city, assessment of current waste management systems and practices, target setting for ISWM, identification of issues of concern and suggestions from stakeholders, development of a draft ISWM plan, preparation of an implementation strategy, and establishment of a monitoring and feedback system. UNEP is assisting member countries and their cities to develop an ISWM plan covering all the waste generating sectors within a specific geographical or administrative area such as a city or municipality. This umbrella approach is useful to generate sufficient volumes of recycling materials required to make recycling industries feasible. This is also helpful for efficient reallocation of resources for SWM such as collection vehicles, transfer stations, treatment plants, and disposal sites. UNEP is assisting cities to develop and implement ISWM based on the 3R approach. These experiences could be useful for other countries to develop and implement ISWM to achieve improved public health, better environmental protection, and resource conservation and resource recovery.  相似文献

Pneumatic waste collection systems are becoming increasingly popular in new urban residential areas, and an attractive alternative to conventional vehicle-operated municipal solid waste (MSW) collection also in ready-built urban areas. How well pneumatic systems perform in ready-built areas is, however, an unexplored topic. In this paper, we analyze how a hypothetical stationary pneumatic waste collection system compares economically to a traditional vehicle-operated door-to-door collection system in an existing, densely populated urban area. Both pneumatic and door-to-door collection systems face disadvantages in such areas. While buildings and fixed city infrastructure increase the installation costs of a pneumatic system in existing residential areas, the limited space for waste transportation vehicles and containers cause problems for vehicle-operated waste collection systems. The method used for analyzing the cost effects of the compared waste collection systems in our case study takes into account also monetized environmental effects of both waste collection systems. As a result, we find that the door-to-door collection system is economically almost six times more superior. The dominant cost factor in the analysis is the large investment cost of the pneumatic system. The economic value of land is an important variable, as it is able to reverse the results, if the value of land saved with a pneumatic system is sufficiently high.  相似文献

The main aim of this study was to develop a procedure that minimizes the wasting of space for the siting of hazardous waste landfills as part of a solid waste management system. We wanted to tackle the shortage of land for waste disposal that is a serious and growing problem in most large urban regions. The procedure combines a multi-criteria decision analysis (MCDA) approach with a geographical information system (GIS). The GIS was utilised to obtain an initial screening in order to eliminate unsuitable areas, whereas the MCDA was developed to select the most suitable sites. The novelty of the proposed siting procedure is the introduction of a new screening phase before the macro-siting step aimed at producing a “land use map of potentially suitable areas” for the siting of solid waste facilities which simultaneously takes into consideration all plant types. The issue of obtaining sites evaluations of a specific facility was coupled with the issue of not wasting land appropriate to facilitate other types of waste management options. In the developed case study, the use of an innovative criteria weighting tool (the “Priority Scale”) in combination with the Analytic Hierarchy Process was useful to easier define the priorities of the evaluation criteria in comparison with other classic methods such as the Paired Comparison Technique in combination with the Simple Additive Weighting method.  相似文献

Charging systems and PAYT experiences for waste management in Spain   总被引:3,自引:0,他引:3  
Municipal waste charges in Spain are very widespread, although their application varies significantly among different municipalities. Most commonly, waste charges are implemented as a flat rate, but some of them depend on indicators such as household water consumption, the land area of the property or the value of the real estate. Only one residential pay-as-you-throw scheme has been applied so far. It was a pay-per-bag scheme implemented in Torrelles de Llobregat, Barcelona. A number of other systems focussing only on commercial waste have been implemented in Spain. Several factors suggest that new pay-as-you-throw schemes will be adopted in the near future. In 2000 no municipalities had door-to-door collection schemes; since then over 70 municipalities have implemented them. In addition to this, some regions encourage the separate collection of commercial waste, by means of doorstep schemes. In all of these areas, variable charging systems could be easily adopted. Additionally, regarding waste charges, the National Waste Plan (2000-2006) advocated for the implementation of "pilot experiences for the quantitative application of the polluter-pays-principle". The tendency towards these variable charging systems in Europe will also favour their introduction in Spain.  相似文献

Development and use of scenarios for large interdisciplinary projects is a complicated task. This article provides practical examples of how it has been carried out in two projects addressing waste management and energy issues respectively. Based on experiences from the two projects, recommendations are made for an approach concerning development of scenarios in projects dealing with both waste management and energy issues. Recommendations are given to develop and use overall scenarios for the project and leave room for sub-scenarios in parts of the project. Combining different types of scenarios is recommended, too, in order to adapt to the methods and tools of different disciplines, such as developing predictive scenarios with general equilibrium tools and analysing explorative scenarios with energy system analysis tools. Furthermore, as marginals identified in differing future background systems determine the outcomes of consequential life cycle assessments (LCAs), it is considered advisable to develop and use explorative external scenarios based on possible marginals as a framework for consequential LCAs. The assessment of collection systems for municipal wastes is becoming an issue of increasing importance among local authorities. This paper contributes to this task by addressing and discussing a set of parameters that are characterizing certain aspects of the efficiency and effectiveness of the waste collection process. Case-study area for testing this set is the Thessaloniki Urban Area in Northern Greece. Specifically, a set of four evaluation indicators is initially discussed and quantified for each of the 14 considered municipalities, while the multiple-criteria decision support method of Analytical Hierarchy Process is finally applied to globally rank the municipalities. As a result, a classification of all examined municipalities is derived and various conclusions are drawn on certain efficiency and effectiveness aspects of waste collection systems.  相似文献

Manned missions to the Moon and Mars will produce waste, both in liquid and solid form, from the day-to-day life-support functions of the mission—even considering a “closed” physico-chemical life support approach. An “open” life support system configuration, even one reliant on in situ resources, would result in even more waste being produced. The solution for short term missions appears to be either to store these wastes on-site or to convert them to useful products needed by other systems such as methane, water and gases which could be used for propulsion. The solution for longer term missions appears to be to incorporate their use within the life support system itself by making them a part of a closed ecological life-support system where nearly all materials are recycled.This paper discusses briefly the extent and impact of the life-support system waste production problem for a lunar base for different life support system configurations, including the impact of using in situ resources to meet life support requirements. It then discusses in more detail trade-offs among six of the currently funded physico-chemical waste processing technologies being considered for use in space.  相似文献

To date, sparse information is available on the mechanical properties of municipal solid waste and the results of published work are often hard to compare due to differences in waste composition and therefore properties. To allow comparison, a unified classification system for waste is deemed crucial. Existing classification systems are presented and discussed. For a geotechnical classification, mechanical properties, size, shape and degradability potential of waste components have to be taken into account. A new and improved classification system for waste components is proposed, which complies with the requirements of a geotechnical classification system. It classifies waste components based on: (1) their material engineering properties (e.g., shear, compressive and tensile strength), (2) a size distribution of the components, (3) the component shape (reinforcing, compressible and incompressible), and (4) the degree of degradability. The proposed classification system is applied to data from the literature and methods for presenting classification information are demonstrated. Further work required to develop a full classification system for waste bodies is highlighted.  相似文献

The results of a quantitative study to assess the extent and degree of non-regulated hazardous waste present in municipal solid waste generated in King County, Washington State, U.S.A., are reported. A major objective of the study was to ascertain the health and environmental impacts of non-regulated hazardous waste within the County's collection, transport, and disposal systems and to formulate policies for managing non-regulated hazardous waste within the context of the County's solid waste management master plan. The study sampled municipal waste disposed at seven transfer stations in the County for the purpose of identifying the types and concentrations of non-regulated hazardous waste. Subsequent to the field sampling work and the conduct of the laboratory analyses, a risk assessment was performed to determine the types and degree of risk associated with the levels of non-regulated hazardous waste found in the waste stream. The assessment included the areas of occupational health and safety, of public health, and of environmental impact.  相似文献

The proper management of waste has several aspects: political, social, environmental, economic and technical. While the objectives of waste management policy differ little from country to country, the methods used to achieve them must be adapted to the prevailing circumstances in each. These factors include the availability of technical, economic, and human resources, and the competition that exists for them from other demands of national policy, especially in developing countries.There is no single correct method to achieve proper waste management. Nevertheless there are common needs that must be addressed by all nations that wish to manage their wastes better. These needs will include: adequate knowledge of the types of waste to be disposed of, how much there is, where it arises, who produces it, and what happens to it. It is also necessary to forecast how the present circumstances will change, and to identify appropriate methods to ensure that what should be done with waste is done. As forecasting the nature and quantity of waste that will arise in the future is difficult, an administrative mechanism is needed to ensure the regular supply of up-to-date data.In any city it is possible to equate the standard of waste management with the overall “standard of living” enjoyed by its inhabitants. Rising expectations of environmental improvement mean that disposal facilities must be appropriately designed, engineered and managed. They must also be planned for the future. The preparation of a thorough and effective plan is a lengthy task if done manually, and the discussion introduces the benefits that can be obtained from the use of computer models to assist, but not replace, human involvement in the preparation of a plan. Brief reference will be made to waste management models already used by waste managers to produce and update plans.  相似文献

Electronic waste (e-waste) is one of the fastest-growing pollution problems worldwide given the presence if a variety of toxic substances which can contaminate the environment and threaten human health, if disposal protocols are not meticulously managed. This paper presents an overview of toxic substances present in e-waste, their potential environmental and human health impacts together with management strategies currently being used in certain countries. Several tools including Life Cycle Assessment (LCA), Material Flow Analysis (MFA), Multi Criteria Analysis (MCA) and Extended Producer Responsibility (EPR) have been developed to manage e-wastes especially in developed countries. The key to success in terms of e-waste management is to develop eco-design devices, properly collect e-waste, recover and recycle material by safe methods, dispose of e-waste by suitable techniques, forbid the transfer of used electronic devices to developing countries, and raise awareness of the impact of e-waste. No single tool is adequate but together they can complement each other to solve this issue. A national scheme such as EPR is a good policy in solving the growing e-waste problems.  相似文献

The exponential rise in the urban population of the developing countries in the past few decades and the resulting accelerated urbanization phenomenon has brought to the fore the necessity to develop environmentally sustainable and efficient waste management systems. Sanitary landfill constitutes one of the primary methods of municipal solid waste disposal. Optimized siting decisions have gained considerable importance in order to ensure minimum damage to the various environmental sub-components as well as reduce the stigma associated with the residents living in its vicinity, thereby enhancing the overall sustainability associated with the life cycle of a landfill. This paper addresses the siting of a new landfill using a multi-criteria decision analysis (MCDA) and overlay analysis using a geographic information system (GIS). The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including geology, water supply resources, land use, sensitive sites, air quality and groundwater quality. Weightings were assigned to each criterion depending upon their relative importance and ratings in accordance with the relative magnitude of impact. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

One of the key aspects that must be taken into consideration within the framework of Sustainable Construction is the management of Construction and Demolition (C&D) Debris. As for other types of waste, specific handling procedures are required to manage C&D Debris; these include reduction, reuse, recycling, and if all other possibilities fail, recovery or disposal. For public planning strategies aimed at the management of C&D Debris to be effective, it is first necessary to have specific knowledge of the type of waste materials generated in a particular region. After verifying that the methods available to determine the production and composition of C&D Debris are limited, this paper presents a procedure to ascertain the production and composition of C&D Debris, in any region. The procedure utilizes data on the surface areas of newly constructed buildings, renovations and demolitions, which are estimated from available data for recent years, as well as information on the quantity of debris generated per surface area in any type of construction site, which is obtained from recently executed constructions or from the ground plans of older buildings. The method proposed here has been applied to Galicia, one of Spain’s autonomous communities, for which the quantity and composition of C&D Debris have been estimated for the horizon year 2011.  相似文献

The increasing amount of solid waste arising from municipalities and other sources and its consequent disposal has been one of the major environmental problems in Turkey. Istanbul is a metropolitan city with a current population of around 14 million, and produces about 9000 ton of solid waste every day. The waste composition for Istanbul has changed markedly from 1981 to 1996 with large decreases in waste density, much of which is related to decreased amounts of ash collected in winter. In recent years, the Istanbul region has implemented a new solid waste management system with transfer stations, sanitary landfills, and methane recovery, which has led to major improvements. In the Black Sea region of Turkey, most of the municipal and industrial solid wastes, mixed with hospital and hazardous wastes, are dumped on the nearest lowlands and river valleys or into the sea. The impact of riverside and seashore dumping of solid wastes adds significantly to problems arising from sewage and industry on the Black Sea coast. Appropriate integrated solid waste management systems are needed here as well; however, they have been more difficult to implement than in Istanbul because of more difficult topography, weaker administrative structures, and the lower incomes of the inhabitants.  相似文献

The paper presents results of research into municipal waste treatment in the Czech Republic. Its special focus is on the impacts of various municipal solid waste charging systems on separating and recycling efforts of municipalities and households. The municipal solid waste charging systems are shortly described first, including the principles of the relevant Czech legislation. It shows that the Czech waste legislation provides space for implementing Pay-as-You-Throw (PAYT) models in the Czech Republic. The main results of representative surveys conducted by the authors within the EU PAYT project in 2003 in selected Czech municipalities and Prague households are shown. The survey confirmed that in municipalities that apply the PAYT charging system, citizens separate more waste and produce less residual waste. The survey data analysis has also shown which factors contributing to satisfactory waste separation are relevant and should be taken into the account when providing policy recommendations for introducing PAYT charging systems in other cities.  相似文献

Some 20 years ago Dutch society became very aware of the problem of the increasing production of waste materials and of the need to find solutions. Technical solutions had to be developed and introduced into society. Due to the discovery of many soil pollution problems and other environmental calamities, people asked for clear criteria on which proper and safe solutions could be based. Therefore a large number of environmental aspects had to be taken into account in the developing field of environmental policy. The Dutch building materials decree is one of the steps on the road towards a sustainable society. The decree is based on the soil protection act and the surface water protection act. The decree gives quality criteria for the application and re-use of stony materials and earth used as building materials. No difference is made between primary materials, secondary materials and waste materials. The decree is applicable in case these materials are used in constructions where they are in contact with rain, surface water and ground water (e.g. in embankments, road building, outside walls of buildings, foundations and roofs). For implementation of the decree in the construction industry it was necessary to develop standards, methods for testing and certification schemes. In order to guarantee independent testing and judgement, laboratories had to meet quality standards put forward in an accreditation scheme. Although this legislation does not cover all environmental aspects, it has proved to be an important element in judging the environmental quality of construction materials in a direct or indirect way, and a contribution to the management of waste materials. The question of clear and fair criteria was easily put forward. Answering this question, however, turned out to be a complex task in which a great number of aspects had to be considered and a great many tools had to be developed, checked and thoroughly discussed. In some cases practical choices had to be made in order to prevent an unclear situation continuing too long. After an introduction period of three years, the decree came into full operation on 1 July 1999.  相似文献

This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaoundé, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer stations have already been set up by non-governmental organizations (NGOs) and community-based organizations (CBOs), but they require technical, institutional and funding support. Research is needed on the quality and safety of community-made compost, as well as on soil fertility in urban and peri-urban areas. Most of the stakeholders, municipalities, the official waste collection company and households acknowledge the need for better monitoring and regulation of MSW management. The urban community of Yaoundé also needs to maintain its support of MSW management and promote the sustainability of NGOs and CBOs operating in underserved areas not yet covered by adequate infrastructures. A major opportunity for implementation of such waste policy is the heavily indebted poor countries (HIPC) program dedicated to urban planning and good governance.  相似文献
