The “Scorecard” system of rating cleanliness of city streets estimates the fraction of total street length that is acceptably clean, based on selected samples. A parametric model combining 12 assignable variables related to the street cleaning programme of New York City, including workers assigned to street cleaning and tickets for Sanitary Code violations, was tested on a computer for several million combinations of reasonably assigned values of the variables. The results supported earlier studies based on regression analysis and increased the understanding of important variables. Street cleaners are far more effective per man hour in keeping streets clean than are agents writing tickets for violations. The models presented can be useful for planners in other cities.  相似文献

The New York State Department of Environmental Conservation (NYSDEC) Division of Environmental Remediation (DER) issued a program policy focused on the overall sustainability of hazardous waste site cleanups on August 11, 2010. This DER‐31/Green Remediation program policy (DER‐31) was issued in accordance with 6 New York Codes, Rules and Regulations (NYCRR) Part 375 Environmental Remediation Programs. DER‐31 represents one of the first government‐issued green and sustainable remediation (GSR) policies in the United States. Consistent with other DER policies, DER‐31's provisions are broadly considered to be an expectation/requirement. GSR experts from within AECOM's Remediation Services (RS) Practice Area developed and implemented a GSR program designed to comply with DER‐31 provisions and have now broadly incorporated GSR into our New York remediation projects. Lessons learned from this experience in New York have influenced AECOM's global GSR program and implementation procedures and prompted the development of a new GSR tool (GSRxTM) for identifying and assessing GSR best management practices (BMPs), which has also been employed globally. © 2013 Wiley Periodicals, Inc.  相似文献

Alternative solutions to the solid waste disposal crisis include recycling and waste reduction and large-scale energy and materials recovery facilities (known as resource recovery and RDF, respectively). The discovery of dioxin and furan emissions from resource recovery plants has led to an intensive focus on the dioxin issue by the public, the regulators, and the builders of the plants. This paper discusses the issues concerning dioxin currently being debated by the scientific community, including dioxin and furan toxicity in animals (and extrapolation to humans), toxic equivalents, the processes of dioxin formation in resource recovery plants, the role of source separation of plastics and paper from refuse in mitigation of dioxin formation, and the roles of combustion-regulation and air-pollution control devices in the destruction and reduction of dioxin emissions. In addition, the steps that the New York City Sanitation Department has chosen for exploring the health risk of dioxin emissions (the Fred C. Hart Risk Assessment) and to reduce emissions of dioxins from its proposed resource recovery plants (both in terms of combustion regulation and control devices) are discussed.  相似文献

A major challenge for in situ treatment is rebound. Rebound is the return of contaminant concentrations to near original levels following treatment, and frequently occurs because much of the residual nonaqueous phase liquid (NAPL) trapped within the soil capillaries or rock fractures remains unreachable by conventional in situ treatment. Fine‐textured strata have an especially strong capacity to absorb and retain contaminants. Through matrix diffusion, the contaminants dissolve back into groundwater and return with concentrations that can approach pretreatment levels. The residual NAPL then serves as a continuing source of contamination that may persist for decades or longer. A 0.73‐acre (0.3‐hectare) site in New York City housed a manufacturer of roofing materials for approximately 60 years. Coal tar served as waterproofing material in the manufacturing process and releases left behind residual NAPL in soils. An estimated 47,000 pounds (21,360 kg) of residual coal tar NAPL contaminated soils and groundwater. The soils contained strata composed of sands, silty sands, and silty clay. A single treatment using the RemMetrik® process and Pressure Pulse Technology® (PPT) targeted the contaminant mass and delivered alkaline‐activated sodium persulfate to the NAPL at the pore‐scale level via in situ treatment. Posttreatment soil sampling demonstrated contaminant mass reductions over 90 percent. Reductions in posttreatment median groundwater concentrations ranged from 49 percent for toluene to 92 percent for xylenes. Benzene decreased by 87 percent, ethylbenzene by 90 percent, naphthalene by 80 percent, and total BTEX by 91 percent. Desulfurization adsorbents were prepared from the mixtures of various compositions of New York City sewage sludge and fly ashes from SASOL, South Africa, by pyrolysis at 950 degrees C. The resulting materials were used as adsorbents of hydrogen sulfide from simulated dry digester gas mixture or moist air. The adsorbents before and after H(2)S removal were characterized using adsorption of nitrogen, elemental analysis, pH measurements, XRF, XRD, and thermal analysis. It was found that the addition of fly ash decreases the desulfurization capacity in comparison with the sewage sludge-based materials. The extent of this decrease depends on the type of ash, its content and the composition of challenging gas. Although the presence of CO(2) deactivates some adsorption sites to various degrees depending on the sample composition, the addition of ashes has a more detrimental effect when the adsorbents are used to remove hydrogen sulfide from air. This is likely the result of hydrophobicity of ashes since the H(2)S removal capacity was found to be strongly dependent on the reactivity towards water/water adsorption. On the other hand, the addition of ashes strongly decreases the porosity of materials where sulfur, as a product of hydrogen sulfide oxidation, can be stored.  相似文献

The type of energy system andindustrial structure of urban areas is veryimportant for the total amounts of Cu emitted.The total per capita emission for the New Yorkarea is estimated to be approximately 4 timeslarger than Stockholm municipality between 1900–1980. The latter was mainly the result of largedifferences in energy systems and industrialstructure. Hydro-electric power and non fossilfuels were important energy sources for Stockholmwhile coal was a much more significant fuel forthe New York area. Metal processing hascharacterised the industries of Stockholm whilethe New York area was a national centre forcopper and petroleum refining as well as thechemical industry. In both cases the estimated Cuemissions from fuel combustion and industrydecreased from 1900–1980. But in the case ofconsumption related emissions the time trendsdiffer between the two urban areas. In Stockholmend use was the largest category of Cu emissionsduring the whole time period studied. In the NewYork area consumption related emissions becamethe largest source of Cu emission in the 1950s.  相似文献

In situ solidification (ISS) has been used with increasing frequency as a remedial technology for source area treatment at upland sites impacted with a variety of organic contaminants, including coal tar, creosote, and other nonaqueous phase liquids (NAPLs). With several large, complex, urban water ways and rivers impacted with NAPLs, ISS is more recently being considered as a technology of choice to help reduce remedial costs, minimize short‐ and long‐term impacts of mobile NAPL, and lower the carbon footprint. This article presents the results of a successful pilot study of ISS at the Gowanus Canal Superfund site in Brooklyn, New York. This represents the first major sediment ISS field demonstration project in a saline environment and the first project to evaluate large‐scale implementation of ISS from a barge and through overlaying sediment. ©2016 Wiley Periodicals, Inc.  相似文献

This article discusses the use of solidification/stabilization (S/S) to treat soils contaminated with organic and inorganic chemicals at wood preserving sites. Solidification is defined for this article as making a material into a freestanding solid. Stabilization is defined as making the contaminants of concern nonmobile as determined from a leaching test. Municipal solid waste management (MSWM) in the United States is a system comprised of regulatory, administrative, market, technology, and social subcomponents, and can only be understood in the context of its historical evolution. American cities lacked organized public works for street cleaning, refuse collection, water treatment, and human waste removal until the early 1800s. Recurrent epidemics forced efforts to improve public health and the environment. The belief in anticontagionism led to the construction of water treatment and sewerage works during the nineteenth century, by sanitary engineers working for regional public health authorities. This infrastructure was capital intensive and required regional institutions to finance and administer it. By the time attention turned to solid waste management in the 1880s, funding was not available for a regional infrastructure. Thus, solid waste management was established as a local responsibility, centred on nearby municipal dumps. George Waring of New York City organized solid waste management around engineering unit operations; including street sweeping, refuse collection, transportation, resource recovery and disposal. This approach was adopted nationwide, and was managed by City Departments of Sanitation. Innovations such as the introduction of trucks, motorized street sweepers, incineration, and sanitary landfill were developed in the following decades. The Resource Conservation and Recovery Act of 1976 (RCRA), is the defining legislation for MSWM practice in America today. It forced the closure of open dumps nationwide, and required regional planning for MSWM. The closure of municipal dumps caused a 'garbage crisis' in the late 1980s and early 1990s. Private companies assumed an expanded role in MSWM through regional facilities that required the transportation of MSW across state lines. These transboundary movements of MSW created the issue of flow control, in which the US Supreme Court affirmed the protection of garbage under the Commerce Clause of the Constitution. Thus MSWM in America today is largely managed by municipalities, and operated by a relatively small number of private companies. It consists of a mixture of landfill, incineration, recycling, and composting, and is regulated under RCRA, the Clean Air Act and other related federal and state laws.  相似文献

In 1976, the discovery of the Love Canal Superfund Site in New York thrust environmental cleanups into the forefront of the national conscience and essentially launched the remediation industry. Since then, vast efforts have been devoted to improving site remediation. Despite the attention given to key subject areas, such as site characterization, risk assessment, and remediation technologies, relatively little attention has been given to the objectives set forth for conducting cleanups, and they have generally not been rigorously evaluated in the literature. A 50 ha known contaminated site in Bayonne, New Jersey, U.S.A. is permitted to receive up to 3 × 106 m3 of sediment dredged from navigation channels in the New York/New Jersey Harbor. Much of the sediment is expected to contain low to moderate concentrations of industrial and agricultural chemicals, including Polychlorinated Biphenyls (PCBs). The dredged material brought to the site is stabilized with cement and then placed as a capping and grading layer. The flux of PCBs from drying stabilized dredged material has been estimated from measurements of PCB air concentrations at two heights above the ground along with micrometeorological observations. A statistically significant gradient in PCB concentrations has been consistently measured in the first 3 m above the ground. Observed PCB fluxes were highest over freshly placed stabilized dredged sediment and decreased as it cured. The highest flux observed in this study was 7214 ng/m2/h, but during subsequent sampling intervals at the same site, the flux estimates decreased by an order of magnitude over a 5-day interval.  相似文献

This paper presents a case study of a Long Island. New York, landfill where methane and VOC gases were migrating off-site. The municipally owned and operated Port Washington Landfill located adjacent to residential housing was opened in 1974 and was placed on the U.S. EPA Superfund (rehabilitation) list in 1982 because of odour complaints. Community concerns have focused on combustible gases, odour control, and exposure to trace contaminants. A comprehensive data base and corrective action program was initiated to determine: (1) the extent of off-site volatile organic compounds (VOC) migration; (2) measures to control migration and emissions; and (3) impacts on VOC concentrations under residential areas. Full data reports and monthly interpretations have been provided to the citizenry. Results to date indicate that start-up and operation of the extraction system have significantly reduced off-site VOC concentrations.  相似文献

Collection costs associated with servicing a major UK charity’s donation banks and collecting unsold goods from their retail shops can account for up to 20% of the overall income gained. Bank and shop collections are commingled and are typically made on fixed days of the week irrespective of the amounts of materials waiting to be collected. Using collection records from a major UK charity, this paper considers what vehicle routing and scheduling benefits could accrue if bank and shop servicing requirements were monitored, the former using remote sensing technology to allow more proactive collection scheduling. A vehicle routing and scheduling algorithm employing tabu search methods was developed, and suggested time and distance savings of up to 30% over the current fixed schedules when a minimum bank and shop fill level of between 50% and 60% was used as a collection trigger. For the case study investigated, this led to a potential revenue gain of 5% for the charity and estimated CO2 savings of around 0.5 tonnes per week across the fleet of six heterogeneous vehicles.  相似文献

The successful use of the Superfund program involves developing partnerships with all of the stakeholders early in the process. Citizens living near Superfund sites are the primary stakeholders, falling victim to many health risks and economic costs. When equipped with technical advisors, citizens can play a primary role in the remediation decisions being made at hazardous waste sites. This article illustrates the important role and impact of concerned citizens living near the Niagara Mohawk Power Corporation Superfund site in Saratoga Springs, New York. The Superfund program was used successfully at this site in a number of ways, mainly in that it provided technical advisors through a technical assistance grant (TAG) for the citizens, which resulted in a thorough and conclusive remedial investigation.  相似文献

This article presents the results of a pilot test that was conducted to determine the effectiveness of using steam‐enhanced dual‐phase extraction (DPE) at a former industrial site in New York. The pilot test proved that steam‐enhanced DPE was very effective at removing significant contaminant mass from the subsurface in a relatively short time period. Concentrations of volatile organic compounds and semivolatile organic compounds in the vapor stream and groundwater were successfully reduced, in some cases by orders of magnitude. Based on the results of the steam‐enhanced DPE pilot test, the final remedy for the site includes implementing this technology at selected areas as an alternative to DPE alone or other remedial alternatives, such as excavation or groundwater pump and treat. © 2003 Wiley Periodicals, Inc.  相似文献

Besides Protecting human health and the natural environnment, Washington's guidelines, which took effect March 1, 1991, incorporate enough flexibility to handle site-specific, finaical, and tehnological considerations. A series of experimental runs were conducted from 1995 to 1999 in Madison (WI, USA) with the goal to investigate the biodegradation process of seven (7) solid waste components and mixtures of them under near optimal aerobic conditions. It was shown that substrates with high initial lignin contents or high initial HWSM contents were observed to have relatively low and high degradation extents, respectively. Two linear equations were derived that correlate degradation extent (as indicated by the volatile solids reduction) to initial lignin and initial HWSM contents separately. The lignin equation was compared to a similar equation previously developed for anaerobic environments by Chandler et al. (Predicting methane fermentation biodegradability. In: Biotechnology and Bioengineering Symposium No. 10 (1980) New York: John Wiley & Sons). With comparison to the Chandler formula, lignin was found to be less inhibitory to the overall substrate decomposition in aerobic environments compared to anaerobic ones. Cellulose loss contributed to a higher than 50% to the overall dry mass loss for all substrates studied. In addition, the cellulose to lignin (C/L) ratio appeared to be a relatively accurate compost maturity indicator, since it reduced to a value less than 0.5 for most substrates that had reached their degradation extent.  相似文献
