Despite their prevalence in both developed and developing countries, there have been surprisingly few field assessments of the ecological effectiveness of protected areas. This study aimed to assess the effectiveness of a key protected area in eastern Madagascar, Ranomafana National Park (RNP). We established paired 100 × 4-m vegetation transects (400 m2) within RNP and in remnant forests in the park’s peripheral zone. In each 400-m2 plot, all woody stems >1.5 cm in diameter at breast height were measured and identified to species. All species were also identified as native or non-native. We identified utilitarian species within all transects and they were sorted into use category. We calculated plot-level taxonomic biodiversity and functional diversity of utilitarian species; the latter was calculated by clustering the multivariate distances between species based on their utilitarian traits, and all metrics were tested using paired t-tests. Our results showed that there was significantly higher biodiversity inside RNP than in remnant forests and this pattern was consistent across all diversity metrics examined. Forests not located within the park’s boundary had significantly higher non-native species than within RNP. There was no statistically significant difference in functional diversity of utilitarian species inside RNP vs. remnant forests; however, the overall trend was toward higher diversity inside park boundaries. These findings suggested that RNP has been effective at maintaining taxonomic diversity relative to surrounding unprotected areas and restricting the spread of non-native plants. The results also suggested that low functional redundancy of forests outside of RNP might be of concern, because residents in surrounding villages may have few other substitutes for the services provided by species that are of critical importance to their livelihoods. This study highlights the challenges of trying to reconcile biodiversity conservation with human use of natural resources in economically poor, remote areas.  相似文献

We use a travel cost model to test the effects of wild and prescribed fire on visitation by hikers and mountain bikers in New Mexico. Our results indicate that net benefits for mountain bikers is $150 per trip and that they take an average of 6.2 trips per year. Hikers take 2.8 trips per year with individual net benefits per trip of $130. Both hikers' and mountain bikers' demand functions react adversely to prescribed burning. Net benefits for both groups fall as areas recover from prescribed burns. Because both visitation and annual recreation benefits decrease to these two types of visitors, this gives rise to multiple use costs associated with prescribed burning. With respect to wildfire, hikers and mountain bikers both exhibit decreased visitation as areas recover from wildfires, however, only hikers indicate an increase in per trip net benefits. Bikers' demand effectively drops to zero. These results differ from previous findings in the literature and have implications for efficient implementation of the National Fire Plan and whether prescribed burning is a cost effective tool for multiple use management of National Forests. Specifically, that fire and recreation managers cannot expect recreation users to react similarly to fire across recreation activities, or different geographic regions. In this study, we used public participation geographic information systems methods to collect spatial data identifying places that stakeholders in Mobile Bay, Alabama think are important providers of watershed services. These methods allowed us to spatially analyze participatory data from general public respondents and directly compare them with other scientific data in a geographic information systems database. This study identified which places in the region participants believe are important providers of specific watershed services, including fish nurseries, storm protection, flood protection, and water quality protection, which would likely have public support for conservation. Additionally, we assessed the accuracy of participant watershed service identification using land cover data to identify inconsistencies and participant knowledge gaps. This information can be used to target outreach education efforts. We found that the accuracy with which participants correctly identified places with the necessary land cover to provide each service varied considerably. We believe this to be a useful tool for managers to elicit stakeholder input and to identify knowledge gaps regarding the provisioning of watershed services.  相似文献

Oil production operations produce waste fluids that may be stored in pits, open tanks, and other sites accessible to wildlife. Birds visit these fluid-filled pits and tanks (“oil pits”), which often resemble water sources, and may become trapped and die. The US Fish and Wildlife Service (USFWS) has a program to reduce these impacts by locating problem pits, documenting mortality of protected wildlife species, and seeking cleanup or corrective action at problem pits with the help of state and federal agencies regulating the oil industry. Species identification and verification of protected status for birds recovered from oil pits are performed at the USFWS National Fish and Wildlife Forensics Laboratory. From 1992 to 2005, a minimum of 2060 individual birds were identified from remains recovered from oil pits, representing 172 species from 44 families. The taxonomic and ecological diversity of these birds indicates that oil pits pose a threat to virtually all species of birds that encounter them. Ninety-two percent of identified bird remains belonged to protected species. Most remains identified at the Forensics Laboratory were from passerines, particularly ground-foraging species. Based on Forensics Laboratory and USFWS field data, oil pits currently cause the deaths of 500,000–1 million birds per year. Although law enforcement and industry efforts have produced genuine progress on this issue, oil pits remain a significant source of mortality for birds in the United States.  相似文献

A major task related to conservation is to predict if planned infrastructure projects are likely to threaten biodiversity. In this study we investigated the potential impact of planned infrastructure in Spain on amphibian and reptile species, two highly vulnerable groups given their limited dispersal and current situation of population decline. We used distribution data of both groups to identify areas of high herpetofauna diversity, and compared the locations of these areas with the locations of the planned road, high-speed train railway and water reservoir network. Four criteria were used for this identification: species richness, rarity, vulnerability, and a combined index of the three criteria. From a total of 1441 cells of 20 x 20 km, areas of high diversity were defined as those cells whose ranked values for the different criteria included either all species or all threatened species. The combined index provided the smallest number of cells needed to retain all threatened species (1.7 and 2.6% of the cells for amphibian and reptile species, respectively). Coincidences between these high diversity areas and cells including planned infrastructures-denominated 'alert planning units'-were 35.4% for amphibians and 31.2% for reptiles. Mitigation of the potential impacts would include actions such as barriers to animal access to roads and railways and ecoducts under these constructions. Our approach provides conservation authorities information that can be used to make decisions on habitat protection. A technique that identifies threats to herpetofauna before they occur is also likely to improve the chance of herpetofauna being protected.  相似文献

Three different systems of designating protected areas in a Mediterranean region in southeastern Spain were studied, referring to their effectiveness and efficiency for protecting both the breeding territories and the suitable habitat of a set of ten raptor species. Taking into consideration the varying degrees of endangerment of these species, a map of multispecies conservation values was also drawn up and superimposed on the three protected-area systems studied. In order to compare the levels of protection afforded by the three systems, we considered two indices that measured their relative effectiveness and efficiency. The effectiveness estimated the proportion of territories or optimal habitat protected by the networks while efficiency implicitly considered the area of each system (percentage of breeding territories or optimal habitat protected per 1% of land protected). Overall, our results showed that the most efficient system was that formed by the set of regional parks and reserves (17 protected breeding territories per 100 km2), although, given its small total area, it was by far the least effective (only protecting the 21% of the breeding territories of all species and 17% of the area of high conservation value). The systems formed by the Special Protection Areas (designated under the EU “Birds Directive”) and by the Special Conservation Areas (designated under the EU “Habitats Directive”) notably increased the percentages of protected territories of all species (61%) and area of high conservation value (57%), but their efficiency was not as high as expected in most cases. The overall level of protection was high for all species except for the Lesser Kestrel (Falco naumanni), an endangered falcon that inhabits pseudo-steppe and traditional agricultural habitats, which are clearly underrepresented in the protected-area network of the study region.  相似文献

Global climate change, along with continued habitat loss and fragmentation, is now recognized as being a major threat to future biodiversity. There is a very real threat to species, arising from the need to shift their ranges in the future to track regions of suitable climate. The Important Bird Area (IBA) network is a series of sites designed to conserve avian diversity in the face of current threats from factors such as habitat loss and fragmentation. However, in common with other networks, the IBA network is based on the assumption that the climate will remain unchanged in the future. In this article, we provide a method to simulate the occurrence of species of conservation concern in protected areas, which could be used as a first-step approach to assess the potential impacts of climate change upon such species in protected areas. We use species-climate response surface models to relate the occurrence of 12 biome-restricted African species to climate data at a coarse (quarter degree-degree latitude-longitude) resolution and then intersect the grid model output with IBA outlines to simulate the occurrence of the species in South African IBAs. Our results demonstrate that this relatively simple technique provides good simulations of current species' occurrence in protected areas. We then use basic habitat data for IBAs along with habitat preference data for the species to reduce over-prediction and further improve predictive ability. This approach can be used with future climate change scenarios to highlight vulnerable species in IBAs in the future and allow practical recommendations to be made to enhance the IBA network and minimize the predicted impacts of climate change.  相似文献

Protected areas are vital to sustain a number of ecosystem services. Yet, many protected areas are underfinanced and lack management effectiveness. Protected area certificates have been suggested as a way to resolve these problems. This instrument would allow land managers to certify an area if it meets certain conservation criteria. The certificates could then be sold on an international market, for example to companies and any consumers that are interested in environmental protection. Some pilot initiatives have been launched, yet little is known about future demand and features of protected area certificates. To fill this knowledge gap, we conduct a choice experiment with close to 400 long-distance tourists from Germany as a potential group of buyers. Our results indicate that the respondents have the highest willingness to pay for certificates that conserve sensitive ecosystems and in addition to this lead to poverty reduction and safeguard water resources. For other attributes such as a greenhouse gas reduction, the preferences are less significant. Overall, the results are rather homogenous irrespective of where the protected areas are located. These insights are important for the future design and marketing of protected area certificates.  相似文献

Under the Canadian Species at Risk Act (SARA), Garry oak (Quercus garryana) ecosystems are listed as “at-risk” and act as an umbrella for over one hundred species that are endangered to some degree. Understanding Garry oak responses to future climate scenarios at scales relevant to protected area managers is essential to effectively manage existing protected area networks and to guide the selection of temporally connected migration corridors, additional protected areas, and to maintain Garry oak populations over the next century. We present Garry oak distribution scenarios using two random forest models calibrated with down-scaled bioclimatic data for British Columbia, Washington, and Oregon based on 1961–1990 climate normals. The suitability models are calibrated using either both precipitation and temperature variables or using only temperature variables. We compare suitability predictions from four General Circulation Models (GCMs) and present CGCM2 model results under two emissions scenarios. For each GCM and emissions scenario we apply the two Garry oak suitability models and use the suitability models to determine the extent and temporal connectivity of climatically suitable Garry oak habitat within protected areas from 2010 to 2099. The suitability models indicate that while 164 km2 of the total protected area network in the region (47,990 km2) contains recorded Garry oak presence, 1635 and 1680 km2 of climatically suitable Garry oak habitat is currently under some form of protection. Of this suitable protected area, only between 6.6 and 7.3% will be “temporally connected” between 2010 and 2099 based on the CGCM2 model. These results highlight the need for public and private protected area organizations to work cooperatively in the development of corridors to maintain temporal connectivity in climatically suitable areas for the future of Garry oak ecosystems.  相似文献

After signing a peace accord in 1994, joint projects were initiated between Israel and Jordan aimed at enhancing environmental protection and resource management. This paper discusses the Red Sea Dead Sea Canal, the Eilat-Aqaba Municipal Cooperation initiative, the Joint Oil Spill Contingency Plan and the Red Sea Marine Peace Park (RSMPP). The latter is an exemplar of transboundary cooperation for planning of a marine protected area and therefore the main case study. Although the RSMPP never fully materialized, analysis of what transpired provides important lessons. We examine what happened in the 20 years since the attempt to establish the RSMPP began and focus on which of its goals were achieved. As a basis for analysis this paper presents factors identified as significant to the success of transboundary protected areas (TBPAs) and uses them to compare the RSMPP to the three other initiatives. In addition to factors reported in the literature that are known to be effective for TBPA success, we found two new factors as most relevant for the RSMPP case: a peripheral geographic location and intensive work among professionals, mostly marine scientists, on the ground operating under a low profile and with limited public attention.  相似文献

Data needed for informed conservation prioritization are generally greater than the data available, and surrogates are often used. Although the need to anticipate threats is recognized, the effectiveness of surrogates for predicting habitat loss (or vulnerability) to land-use change is seldom tested. Here, we compared properties of two different vulnerability surrogates to validated vulnerability—validated prediction of habitat conversion based on a recent assessment of land-use change. We found that neither surrogate was a particularly effective predictor of vulnerability. Importantly, both surrogates performed poorly in places most imminently threatened with habitat conversion. We also show that the majority of areas protected over the last two decades have low vulnerability to the most active threatening process in this biome (habitat conversion). The contrary patterns of vulnerability and protection suggest that use of validated vulnerability would help to clarify protection needs, which might lead to the improvement of conservation decisions. Our study suggests the integration of validated vulnerability into conservation planning tools may be an important requirement for effective conservation planning in rapidly changing landscapes. We apply our results to discuss the practical considerations and potential value of incorporating validated vulnerability into conservation planning tools both generally and in the context of New Zealand’s indigenous grasslands.  相似文献

With economic development in China, human-induced pressures on aquatic environments have grown and created an urgent need for tools measuring the ecological condition of aquatic systems. However, biological indicators for wadeable streams in China were poorly developed. This study developed and validated a multi-metric index of fish assemblages for wadeable streams of southern China to meet the requirement of the water project which has been carried on in China in recent years. Fifty-seven stream sites were sampled in April–May and November–December 2010 to develop an index of biotic integrity. A set of 45 candidate metrics were evaluated for range, responsiveness and redundancy, resulting in the selection of six metrics for the index: number of native species, number of rheophilic species, proportion of benthic riffle individuals, number of lithophilic species, number of omnivore species, and number of fish per hour sampling. The publicly available census data were used as independent data set to validate our method. Twenty-three sites were assessed as subject to significant (SP) or non-significant pressures (NSP) based on anthropogenic pressure evaluation. Our index performed well in discriminating NSP and SP sites, which suggested that our method could provide an accurate measure for wadeable streams ecosystem condition. We believe this integrated approach would meet the requirements for the water projects of China, and the process of developing the method could be used as reference for managing the subtropical streams in other areas of China or other states.  相似文献

This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. It is suggested that the conclusion of this investigation be used in the preparation and realization of the regional floristic diversity preservation strategy.Published online  相似文献

Protected areas present a global heritage. Assessing conservation achievements in protected areas is of crucial importance with respect to the on-time delivery of international biodiversity conservation targets. However, monitoring data from publicly accessible databases for comparative studies of conservation achievements in the protected areas of the world are very scarce, if not non-existent. At first glance this is surprising because, with regards to protected areas, at least according to well established protected area management guidelines and widely accepted public mandates, a great deal of monitoring work and data gathering is to be conducted. This would imply that data on changes of biodiversity in protected areas could be expected to exist, and the constant progress in information technologies and Web tools engenders hope that some of it might even be available online for the global public. This review article presents the results of an extensive online search and review of existing monitoring data from freely accessible online databases for its use in an assessment of conservation achievements in a larger sample of protected areas. Results show two contrary sides to the status quo of accessible data from the World Wide Web for conservation science: data overkill and data scarcity with poor metadata provision. While ever more research is, in fact, based on open-access online data, such as extrapolations of species ranges used in conservation management and planning, it remains almost impossible to obtain a basic set of information for an assessment of conservation achievements within a larger number of protected areas. This awareness has triggered a detailed discussion about the discrepancies in sharing data at the level of protected areas; mismatching relationships between expected activities in protected areas and the capacity for delivering these requirements are certainly among the main challenges. In addition, the fear of data misuse potentially resulting in harm for nature, careers, and competencies still seems to be a critical barrier strictly controlling the willingness to share data. Various initiatives aimed at tackling technical and cultural obstacles are introduced and discussed to reach the goal of a modern resource management based on adaptive management using digital opportunities of the new millennium for a sustainable global village.  相似文献

/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. Environmental Impact Assessments (EIAs) should ideally help minimize adverse effects on biological diversity by considering impacts of projects on wide ranges of species. This paper investigates how recent Dutch EIAs included the species comprising animal diversity. We present results of two studies on fauna data used in the EIAs. Objectives were to determine for different taxa (a) the relative representation of species in Environmental Impact Statements (EISs); (b) the extent to which EISs referred to specific species and the accuracy of survey data referred to; and (c) apparent roles of different EIA actors in species inclusion. EIAs were found to use data on various taxa but on limited numbers of species. The frequency with which taxa were included varied significantly. Birds were most frequently included, followed by mammals, amphibians, and other species groups. The quality of data on birds exceeded that regarding other vertebrates. Our results indicate that (a) EIA working groups of independent experts were the most influential in determining the data to be used; (b) on average, proponents included data more often than required by guidelines; and (c) in 30 to 40% of the EIAs, the participation of nongovernmental organizations prompted use of data. Despite the key role of experts in data inclusion, the taxon rankings found in the EIAs showed little deviation from those observed in studies on people’s preferences for species. Given the limited ranges of species considered, it is doubtful that the EIAs examined effectively contributed to conserving animal species diversity. Comparative studies on plant species richness, endemism, floristic composition, and structure between protected and unprotected forests are few in the Eastern Arc Mountains, one of the most biodiverse ecosystems in Africa. This study from one mountain range, the East Usambaras, examines floristic and structural tree data from 41–0.5 ha plots in four types of Eastern Arc forest: active agroforests, recently abandoned agroforests, mature secondary forest, and natural forest. Active agroforests had significantly lower tree species richness, endemic species richness, and stand density compared to natural and mature secondary forest. Recently abandoned agroforests contained a higher tree species richness, density, and tree height than active agroforests. Active and abandoned agroforests were dominated by an invasive tree, Maesopsis eminii. This tree species makes up a large percentage of the stems in active agroforests (26%), recently abandoned agroforests (32%), and in the canopy of mature secondary forests ∼ 30 years post logging (30%). Through time the increasing dominance of this non-native tree in active agroforests is a concern when considering the role of agroforests in a landscape scale conservation strategy.  相似文献

We used a vector-based geographic information system (GIS) to examine habitat selection by radiocollared Sitka black-tailed deer (Odocoileus hemionus sitkensis) in logged forests of southeast Alaska. Our main objective was to explain deer habitat selection relative to old-growth/clear-cut edges and edge habitats at two different spatial scales. Deer home ranges contained higher percentages of recent clear-cuts (50–69%) than the study area (37%;P<0.01) and had higher old-growth/clear-cut edge densities than expected by chance (P<0.01). Deer relocation points were closer to old-growth/clear-cut edges (average=135 m) than random points located within each deer's relocation area (average=168 m;P=0.05). Likewise, deer relocations were closer to old-growth/clear-cut edges than points randomly located within old-growth stands or recent clear-cuts (P<0.01). As the size of clear-cuts increased, both deer relocation density and the proportion of a clear-cut occupied by deer home ranges decreased. Because old growth is important deer habitat and clear-cuts can produce deer forage for only 20–30 years after logging in southeast Alaska, deer management plans such as preserving entire watersheds and maintaining mixes of old growth and recent clear-cut have been proposed. Increased anthropogenic delivery of nutrients to water bodies, both freshwater and estuarine, has caused detrimental changes in habitat, food web structure, and nutrient cycling. Nitrogen-stable isotopes may be suitable indicators of such increased nutrient delivery. In this study, we looked at the differences in response of macrophyte delta15N values to anthropogenic N across different taxonomic groups and geographic regions to test a stable isotopic method for detecting anthropogenic impacts. Macrophyte delta15N values increased with wastewater input and water-column dissolved inorganic nitrogen (DIN) concentration. When macrophytes were divided into macroalgae and plants, they responded similarly to increases in wastewater N, although macroalgae was a more reliable indicator of both wastewater inputs and water-column DIN concentrations. Smooth cordgrass (Spartina alterniflora Loisel.) Delta15N increased uniformly with wastewater inputs across a geographic range. We used the relationship derived between S. alterniflora and relative wastewater load to predict wastewater loads in locations lacking quantitative land use data. The predictions matched well with known qualitative information, proving the use of a stable isotopic method for predicting wastewater input.  相似文献

Annual and seasonal home ranges were calculated for 47 Eurasian lynx in four Scandinavian study sites (two in Sweden and two in Norway). The observed home ranges were the largest reported for the species, with study site averages ranging from 600 to 1400 km2 for resident males and from 300 to 800 km2 for resident females. When home range sizes were compared to the size of protected areas (national parks and nature reserves) in Scandinavia, it was concluded that very few protected areas contained sufficient forest to provide space for more than a few individuals. As a direct consequence of this, most lynx need to be conserved in the multiuse seminatural forest habitats that cover large areas in Scandinavia. This conservation strategy leads to a number of conflicts with some land uses (sheep and semidomestic reindeer herding, and roe deer hunters), but not all (forestry and moose harvest). Accordingly research must be aimed at understanding the ecology of these conflicts, and finding solutions.  相似文献
