Sustainable development, as a multi-dimensional concept, is difficult to measure. Some efforts using indicators and indices have appeared in recent years, but most were developed on a national scale. Use of sustainability indicators has proven valuable for attaining better management of the environment by minimizing information gaps and maximizing community capabilities in terms of economic, social, environmental, and institutional sustainability dimensions. However, at least in the case of developing countries, the potential exists that national sustainability measures, based on national level indicators, may mask problems in sub-national zones with highly unsustainable conditions. This paper proposes a methodology to evaluate sustainable development at a local level, the use of which could be helpful in comparing different regions within a country or even among different countries. National sustainability indicators should result from a combination (whether additive or proportional) of regional sustainability indicators, as developed in this paper. 相似文献

The exact application of sustainable development in the mining and minerals industry has precipitated considerable debate in recent years. Since the publication of the Brundtland Commission's Report, Our Common Future, numerous explanations have been put forth in an attempt to define sustainable development in the mining and minerals context. Specifically, the inability of the Brundtland Report to outline an effective sustainability framework, combined with its contention that no single blueprint for sustainable development exists, has prompted a number of academics and practitioners to provide personal viewpoints on the application of sustainable development in the mining and minerals industry. This paper focuses on one aspect of the mining and minerals-sustainable development debate: the corporate perspective. It first uses the burgeoning body of literature to define sustainable development in the corporate mining context. Second, it addresses, against the background of this interpretation, many of the salient issues associated with developing a series of plausible Sustainable Development Indicators (SDIs) for use in the mining and minerals extraction industry. The paper clearly illustrates the difficulty in both arriving at a suitable working definition of sustainable development for an industry, and developing an acceptable set of universal standards for measuring environmental and socioeconomic performance. 相似文献

This article presents a study of the interrelationships between the different dimensions of sustainability as measured by the sustainable society index framework. We examine the statistical relationships between the four indices making up the sustainable society index framework. The analysis uses the complete existing data set provided by Sustainable Society Foundation for the years 2006, 2008, 2010 and 2012 and for 151 countries. While the time period where data are available is quite short, we can make some preliminary observations about the apparent trends in the interrelationships of the different dimensions of sustainability. This study shows that the three dimensions of sustainability are far from all being synergic and positively correlated. There is a strong negative correlation between human well-being and environmental well-being. This is problematic from the point of view of the Brundtland Commission’s three-pillar definition of sustainability. However, the trade-off relationship between economic and environmental development measured by the economic well-being index and environmental well-being index is decreasing and the dimensions are becoming more de-linked. SUMMARY The authors question Africa's ability to achieve sustainable development in view of the erosion of its institution building capacity, a problem compounded by the alarming rate of Africa's continuing marginalisation in the world economy. The situation has been provoked by inappropriate domestic policies which have not only compromised Africa's competitiveness, but also made it particularly vulnerable given the increasing globalisation of markets and factors of production. The benefits associated with effective global economic participation transcend direct financial gains and include technology transfers, technical and managerial skills transfers, and other skills transfers associated with the ‘learning and doing’ process. These benefits are instrumental in the development of the economic, administrative, legislative and social institutions that prescribe the organisational and managerial structure of an economy and define its capacity for sustainable growth. In Africa, the absence of such structures has undermined development efforts and created large impoverished populations. But poverty in living standards is not only prevalent, there is also the acute poverty in knowledge and skills which is so damaging to institution building capacity. The socio-economic impact is manifest in dilapidated infrastructure, decaying institutions, the exodus of the professional and managerial cadre, and the almost total disintegration of society. It is within this context that Africa's ability to evolve and effectively manage sustainable development policies is questioned. The study concludes that the continent's capacity to initiate sound environmental and sustainable development policies depends crucially on its ability to develop appropriate and functional institutions. 相似文献

SUMMARY This paper focuses on efforts to promote environmental education and community mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community (i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws on a recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educational institutions in Hong Kong. The study examined how and to what effect the Committee had used its financial resources between 1994–1999. It also examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The paper suggests that the existing approach to community-wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a ‘top-down’ campaign-based approach, a failure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighbourhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring and auditing of project outputs and benefits. 相似文献

In this paper, we review three broad classes of indicators of sustainable development. These are economic, ecological and sociopolitical indicators. We then report the results of a pilot study which measured five different indicators for Scotland: an approximate environmentally-adjusted Net National Product; the Pearce-Atkinson Measure; Net Primary Production; Appropriated Carrying Capacity; and the Index of Sustainable Economic Welfare. We find that not all indicators point in the same direction, but a majority suggest that Scotland is at best only marginally sustainable. Data limitations, however, suggest a degree of caution in the interpretation of these results. 相似文献

The role of spatial scale in sustainable development is assessed by dividing the world into multiple spatial units at different levels on a socio-political spatial scale. The basic patterns of sustainable development do not appear to be evident at all spatial levels, owing to the absence of some capital stocks and the conversion processes linking them, but environmental economics theory can be generalized to explain phenomena at various levels. Capital conversion processes influencing the sustainability of development of spatial units are constrained by processes at different levels, e.g. those imposing environmental conditions on development or affecting availability of investment capital. The autonomy of individual spatial units is also compromised by capital transfers to and from other units at the same level, so it is proposed that the sustainability of development of a particular unit should be estimated using net, rather than gross capital trends. Because of uneven development the same degree of sustainability should not be expected at the same time for all spatial units at the same spatial level. 相似文献

ABSTRACTSince the United Nations approved the eight Millennium Development Goals in 2000 and, 15 years later, the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), the highest political institutions in the world have not stopped worrying about achieving the sustainability of the planet. Also in 2015, the European Commission prepared the European Union Action Plan for the Circular Economy, seeking a transition towards a less linear economy, in which products, materials, and resources are kept in the system for as long as possible and in which the generation of waste is minimized.Since then, the European Union has continued issuing reports and communications to accelerate this process in search of a circular economy, making continuous references to the fact that, through circular economy initiatives, the SDGs would be fulfilled. In this context, the objectives of this paper are 1) to determine, through exploratory factor analysis and correlation analysis, whether there is a statistically significant relationship between circular economy initiatives undertaken in the EU and compliance with the SDGs; 2) to check, through a cluster analysis, if there are homogeneous groups of countries worldwide in terms of compliance with the SDGs; and 3) using this same technique, to check whether the countries that make up the EU achieve similar results in terms of compliance with the SDGs. 相似文献

The application of capitalist theory and the perception of an autonomous economy have created a range of environmental and social ramifications not addressed via traditional economic reasoning. In order to effectively and efficiently abate sustainability issues, the sustainable development discourse developed evaluation methods such as sustainable development indicators to gauge progress towards sustainability in communities without using traditional cost–benefit methods of analysis. The indicators created in this work are intended to be applied as a method of project evaluation in local community development departments. Using local growth management policy as a basis, these indicators have been designed to show how a development project contributes to policy goals that relate to all three dimensions of sustainability: environmental, economic, and socio-economic. 相似文献

Environmental impact assessment (EIA) is an important legislative and scientific tool that may assist and improve the quality assistance for the decision-making process in sustainable development. Here, a comparison of EIAs from three cases of hydropower projects in Pakistan, Norway and Sweden is reported. A huge difference concerning the incorporation of environmental considerations into the decisionmaking process between developed and developing countries is observed. The EIA system of Pakistan appears to be less efficient in the application and review process. In addition, the appraisal of issues, the decision-making process and evaluation through post-monitoring is not as well performed in Pakistan as in cases of hydroelectric power plants in Sweden and Norway. The key reason for this shortcoming is misconceptions about the EIA process, which initially receives intense attention but becomes weakened by the time of implementation. This implies that there is a need to adopt simplified and flexible EIA techniques suitable for the infrastructure and resources of a specific country, taking into account institutional, technical and financial constraints. Improvements are required in public participation, awareness, as well as in environmental control and data system sectors in Pakistan, besides simply enacting legislation to achieve the goals of the EIA system. 相似文献

Forestry development in China has undergone a series of reforms over the past six decades. This article examines temporal changes in forest resources and policies, the current status of forestry, and future challenges toward sustainable forest management in China. Excessive logging in the 1950s to 1980s badly damaged the nation’s forests, but the adoption of enlightened forest policies in the late 1990s has led to increases in China’s total forest area and growing stock. Forest degradation was ecologically and economically costly, and rehabilitation processes have become increasingly more expensive. The low quality and young age of forest resources, loss of natural forests, and more difficulties in afforestation and reforestation pose severe challenges for China’s sustainable forestry. It is critically important for China to enhance forest productivity through intensive management, strengthen enforcement, and educational programs for protecting and restoring natural forests, narrow the gap between domestic timber supply and rapidly expanding consumption, improve coordinating networks for management, finance, and technology transfer, and accelerate efforts to clarify and stabilize tenure arrangements for non-state forests. China’s experience and lessons in forestry may be helpful for other developing countries that are seeking to achieve the goal of sustainable forest management. 相似文献

The present paper acknowledges the need for sustainable development education in Cuba, after a short review of their national health status and educational system. The environmental situation of the island is outlined, including the role played by environmental education (EE) in the current environment system. The-EE in Cuba is presented, and the problems related to its implementation are analyzed. For almost a decade, the EU has pursued sustainable development not with one but with two overarching strategies: the so-called Lisbon Strategy and sustainable development strategies. While the Lisbon Strategy was a genuinely European policy response to global economic and social pressures, which was superseded by the ‘Europe 2020’ strategy in 2010, sustainable development strategies are ongoing cyclical processes that aim to better coordinate and integrate economic, social and, in particular, environmental policies at both the EU and Member State levels. This paper explores the horizontal governance linkages that existed between the two strategies. It first contrasts the Council rhetoric, emphasizing the complementarity of the two strategies with their different histories and governance arrangements. This paper then shows that the Council rhetoric of complementarity never materialized in the everyday governance routines of the two strategies, and provides three explanations for this finding. Based on these findings, this paper finally provides a brief outlook discussion on how to proceed with the governance of sustainable development in Europe. 相似文献

SUMMARY Sustainable indicators have become popular tools by which policymakers can assess progress towards a more sustainable agriculture. Varying approaches to defining sustainability lead to disagreement about the value of indicators and yet some form of measurement is required so that society can judge the effects of policy. Environmental and social problems and their causes span national boundaries. An international framework for assessing agricultural activities, their effects and the pressures that drive those activities is therefore required. However, a guiding principle of the UN Agenda for Sustainable Development is that global problems require local action. Thus, indicators must provide information for policymakers as well as guidance for farmers and other practitioners. Many indicator programmes currently proposed do not provide this level of guidance as no evaluation as to what level of activity is sustainable has been agreed. A model is presented, to show how scientific and political or participatory approaches may be combined to meet the multiple objectives of involving people, maintaining scientific integrity and providing guidance for policymakers and practitioners alike. 相似文献

Serious resource depletion has made sustainable agriculture an important and pressing issue for scientists, policy makers, and stakeholders worldwide, particularly in developing countries. Researchers have focused on methods to assess agriculture correctly, and to introduce sound solutions for sustainability, but have reached no agreement. In this paper, we introduce the theoretical framework of the agro-ecosystem health model, a new holistic approach, and apply it at a regional scale using four aspects (4S): sound structure, stable function, safe service, and sustainable development. We examine how 12 indicators of an agro-ecosystem health assessment (AHA) were selected using three dimensions based on this theoretical framework. In an AHA, we used an amoeba approach to examine a high-yield agro-ecosystem in Huantai County, Shandong Province, China. The results indicate that this model of ecosystem health can reflect the complex ecological, economic, and human conditions of an agro-ecosystem and evaluate these conditions using perspectives pertinent to system structure, function, and responses (services). 相似文献

SUMMARY Xishuangbanna in southwest China is a tropical and subtropical region with extraordinary traditional cultures and attractive landscapes. Rubber cultivation is a key production source undergoing rapid growth. It contributes substantially to improvement of the local economic situation and partially replaces traditional slash-and-burn agriculture in the uplands, but it also results in biodiversity loss and environmental degradation and disturbs the peaceful life of the indigenous people. We discuss the traditional ecological knowledge (TEK) preserved in daily practices and the present types of rubber plantations and suggest the application of TEK, in particular, the indigenous land-use experience to rubber cultivation, in order to promote sustainability in local economic development and ecological well-being. 相似文献

The growing interest of citizens in environmental issues is reflected in the mission statements and actions of non-governmental organisations (NGOs), defined as bodies that are voluntary, non-profit and independent of public authority. The article analyses the activities of Polish NGOs with regard to the environmental dimension of sustainable development. The overarching research question posed in this article refers to the extent to which entities of the third sector adopt, implement and appropriately report the implementation of the principles of sustainable development. The empirical basis for the analysis has been found in the statements made by public benefit organisations, as well as in data concerning the activities of NGOs from publications covering the concept of sustainable development. 相似文献

As interest in sustainability-related issues has increased over recent years, so too has urban sustainability risen to the fore, in academic, practitioner, and policymaking circles alike. Urban sustainability requires a balance between environmental concerns, the economy, and social development in urban areas. However, over the years, there has been an exponential increase in urban density, accompanied by increased economic activity and high levels of consumption, which have hindered urban planning and made the sustainable management of urban areas more difficult. It has therefore become increasingly necessary to combine the interests of the various stakeholders involved in – or affected by – urban planning measures, in order to achieve a balance between their needs, those of the environment and future generations, and the need for economic development. Sustainability evaluation models can in this sense be considered a baseline condition for sustainable development. However, most existing evaluation systems present limitations in terms of criteria identification and the calculation of the respective trade-offs. To address these issues, the current study aims to combine cognitive mapping and the Analytic Hierarchy Process (AHP) to prioritize the determinants of sustainable development in urban areas. Increased awareness of the importance of environmental protection and the introduction of international standards like ISO 14001 stimulated development of environmental sustainability indicators as a means to measure systems environmental performance. Here, a thermodynamic approach, emergy analysis (Odum, 1988) was used to obtain sustainability indicators able to analyse and quantify the productive and ecological performance of four famous Italian wine productions: Chianti, Brunello di Montalcino, Nobile di Montepulciano, and Barbera d'hti. The application to agricultural production was motivated by the growing need for productive and environmentally sound development in modern agriculture, in which the resource base, the environment, is preserved. The choice of wines, more precisely, grape production, is due to their importance for Italian agriculture and the economy. All the wines demonstrated a good long-term environmental sustainability, especially in view of their high quality and in comparison with the average Italian wine production. Emergy analysis proved a powerful tool for assessing environmental performance of these systems, and its use could easily be extended to other wine productions to obtain a form of environmental performance classification of this product. Systematic use of emergy analysis to assess environmental performance of different processes and products, not necessarily in agriculture, could be useful for environmental certification. 相似文献
