Southeast Asia possesses the highest rates of tropical deforestation globally and exceptional levels of species richness and endemism. Many countries in the region are also recognized for their food insecurity and poverty, making the reconciliation of agricultural production and forest conservation a particular priority. This reconciliation requires recognition of the trade‐offs between competing land‐use values and the subsequent incorporation of this information into policy making. To date, such reconciliation has been relatively unsuccessful across much of Southeast Asia. We propose an ecosystem services (ES) value‐internalization framework that identifies the key challenges to such reconciliation. These challenges include lack of accessible ES valuation techniques; limited knowledge of the links between forests, food security, and human well‐being; weak demand and political will for the integration of ES in economic activities and environmental regulation; a disconnect between decision makers and ES valuation; and lack of transparent discussion platforms where stakeholders can work toward consensus on negotiated land‐use management decisions. Key research priorities to overcome these challenges are developing easy‐to‐use ES valuation techniques; quantifying links between forests and well‐being that go beyond economic values; understanding factors that prevent the incorporation of ES into markets, regulations, and environmental certification schemes; understanding how to integrate ES valuation into policy making processes, and determining how to reduce corruption and power plays in land‐use planning processes.  相似文献

In the Ecuadorian Amazon roads play the major role in transforming land cover. Since the beginning of the oil development in this region, oil exploration and road building have been linked. The objectives of this paper are twofold: First, to present a scenario of future deforestation as result of expanding the oil frontier in the Ecuadorian Amazon until the year 2030. Second, to produce an analysis of possible carbon emission scenarios as results of the deforestation produced. This paper tries to shed light into how the development of new oil concessions impact land associated environmental services. The paper uses spatial explicit simulations, that are based on parameters built using past land transitions from areas that experimented oil development, and that explain possible outcomes in the year 2030 using current and predicted road network. Simulations indicate that under current transition probabilities and a conservative scenario road construction, more than 2 million hectares will be affected, which is 35% of the area covered by concessions, which would release 51 to 148 MT of carbon to the atmosphere. This paper illustrates the strong links between road building and deforestation, where even small amount of road construction can have large effects on land cover.  相似文献

ABSTRACT

Post-frontier governance in the Brazilian Amazon highlights the interaction of regulatory technologies, institutions and practices to combat illegal deforestation and appropriation of public lands. While the Amazon fires received tremendous media coverage in 2019, the dismantlement of environmental laws and regulatory agencies has supported the rise in deforestation as early as 2012. We discuss the impact of post-frontier governance in Southwest-Pará by analyzing the spatial distribution of deforestation, territorial management, law enforcement, and environmental regularization from 2000 to 2018. The integration of spatial analysis with qualitative field surveys in the blacklisted municipality Novo Progresso shows that deforestation control largely fails, specifically in undesignated public lands. While land tenure security remains the biggest challenge in the region, the persistent imagination of free-for-all frontier spaces encourages the uncontrolled appropriation of and speculation with public lands. Here, the Rural Environmental Registry (CAR) has been identified as a key instrument to secure land claims.  相似文献

Deforestation in Brazilian Amazonia: History, Rates, and Consequences   总被引:17,自引:0,他引:17  
Abstract:  Brazil's Amazon forest remained largely intact until the "modern" era of deforestation began with the inauguration of the Transamazon Highway in 1970. Amazonian deforestation rates have trended upward since 1991, with clearing proceeding at a variable but rapid pace. Although Amazonian forests are cut for various reasons, cattle ranching predominates. The large and medium-sized ranches account for about 70% of clearing activity. Profit from beef cattle is only one of the income sources that make deforestation profitable. Forest degradation results from logging, ground fires (facilitated by logging), and the effects of fragmentation and edge formation. Degradation contributes to forest loss. The impacts of deforestation include loss of biodiversity, reduced water cycling (and rainfall), and contributions to global warming. Strategies to slow deforestation include repression through licensing procedures, monitoring, and fines. The severity of penalties for deforestation needs to be sufficient to deter illegal clearing but not so great as to be unenforceable. Policy reform is also needed to address root causes of deforestation, including the role of clearing in establishing land claims.  相似文献

SUMMARY

This paper reviews the nature of technological changes in forestry and the forest industries and their impacts on forest conservation and deforestation. While noting that technological changes have made available substantially more forest products to consumers, with higher quality and/or at lower prices than would otherwise have been possible, not all impacts have been positive.

The authors take a long-term perspective of how changes in technologies, markets and transportation are likely to affect the management and conservation of tropical forests. The paper defines a research challenge to direct and harness science and innovation towards increasing the productivity of forests and reducing the environmental costs associated with forest industries and products.  相似文献

Spatially explicit models of land abandonment in the Amazon   总被引:2,自引:0,他引:2  
Given growing concerns about biodiversity loss and carbon emissions stemming from tropical deforestation, it is important to identify the factors associated with land abandonment as they might indicate areas that were deforested but are unsuitable for long-term cultivation. This article utilizes a high-resolution, Landsat-based data-set called TerraClass to relate land abandonment to precipitation, slope, farmgate price of beef, market access, soil quality, and land tenure characteristics in the Brazilian Amazon. The spatially explicit statistical models reveal that rates of land abandonment increase with higher rainfall and slope values, even when controlling for distance to roads, farmgate prices, type of settlement, and soil quality. Moreover, land adjacent to a major road is more likely to be consistently cultivated, but land near large rivers and far from highways is more likely to be abandoned. Land ownership type also influences the likelihood of land abandonment as settlements based on communal property rights have higher rates of land abandonment than settlements with private lots. These results suggest that policies aimed at occupying tropical forests such as the Amazon must consider these biophysical and socioeconomic factors in order to foster human development aligned with sustainability principles.  相似文献

Inhibition of Amazon Deforestation and Fire by Parks and Indigenous Lands   总被引:10,自引:0,他引:10  
Abstract:  Conservation scientists generally agree that many types of protected areas will be needed to protect tropical forests. But little is known of the comparative performance of inhabited and uninhabited reserves in slowing the most extreme form of forest disturbance: conversion to agriculture. We used satellite-based maps of land cover and fire occurrence in the Brazilian Amazon to compare the performance of large (>10,000 ha) uninhabited (parks) and inhabited (indigenous lands, extractive reserves, and national forests) reserves. Reserves significantly reduced both deforestation and fire. Deforestation was 1.7 (extractive reserves) to 20 (parks) times higher along the outside versus the inside of the reserve perimeters and fire occurrence was 4 (indigenous lands) to 9 (national forests) times higher. No strong difference in the inhibition of deforestation ( p = 0.11) or fire ( p = 0.34) was found between parks and indigenous lands. However, uninhabited reserves tended to be located away from areas of high deforestation and burning rates. In contrast, indigenous lands were often created in response to frontier expansion, and many prevented deforestation completely despite high rates of deforestation along their boundaries. The inhibitory effect of indigenous lands on deforestation was strong after centuries of contact with the national society and was not correlated with indigenous population density. Indigenous lands occupy one-fifth of the Brazilian Amazon—five times the area under protection in parks—and are currently the most important barrier to Amazon deforestation. As the protected-area network expands from 36% to 41% of the Brazilian Amazon over the coming years, the greatest challenge will be successful reserve implementation in high-risk areas of frontier expansion as indigenous lands are strengthened. Abstract: To examine differences in land use and environmental impacts between colonist and indigenous populations in the northern Ecuadorian Amazon, we combined data from household surveys and remotely sensed imagery that was collected from 778 colonist households in 64 colonization sectors, and 499 households from five indigenous groups in 36 communities. Overall, measures of deforestation and forest fragmentation were significantly greater for colonists than indigenous peoples. On average, colonist households had approximately double the area in agriculture and cash crops and 5.5 times the area in pasture as indigenous households. Nevertheless, substantial variation in land‐use patterns existed among the five indigenous groups in measures such as cattle ownership and use of hired agricultural labor. These findings support the potential conservation value of indigenous lands while cautioning against uniform policies that homogenize indigenous ethnic groups.  相似文献

Sustainability standards and certification serve to differentiate and provide market recognition to goods produced in accordance with social and environmental good practices, typically including practices to protect biodiversity. Such standards have seen rapid growth, including in tropical agricultural commodities such as cocoa, coffee, palm oil, soybeans, and tea. Given the role of sustainability standards in influencing land use in hotspots of biodiversity, deforestation, and agricultural intensification, much could be gained from efforts to evaluate and increase the conservation payoff of these schemes. To this end, we devised a systematic approach for monitoring and evaluating the conservation impacts of agricultural sustainability standards and for using the resulting evidence to improve the effectiveness of such standards over time. The approach is oriented around a set of hypotheses and corresponding research questions about how sustainability standards are predicted to deliver conservation benefits. These questions are addressed through data from multiple sources, including basic common information from certification audits; field monitoring of environmental outcomes at a sample of certified sites; and rigorous impact assessment research based on experimental or quasi‐experimental methods. Integration of these sources can generate time‐series data that are comparable across sites and regions and provide detailed portraits of the effects of sustainability standards. To implement this approach, we propose new collaborations between the conservation research community and the sustainability standards community to develop common indicators and monitoring protocols, foster data sharing and synthesis, and link research and practice more effectively. As the role of sustainability standards in tropical land‐use governance continues to evolve, robust evidence on the factors contributing to effectiveness can help to ensure that such standards are designed and implemented to maximize benefits for biodiversity conservation.  相似文献

In pursuit of socioeconomic development, many countries are expanding oil and mineral extraction into tropical forests. These activities seed access to remote, biologically rich areas, thereby endangering global biodiversity. We examined how protection of biodiversity and economic revenues can be balanced in biologically valuable regions. Using spatial data on oil profits and predicted species and ecosystem extents, we optimized the protection of 741 terrestrial species and 20 ecosystems of the Ecuadorian Amazon across a range of opportunity costs (i.e., sacrifices of extractive profit). We also applied spatial statistics to remotely sensed, historic deforestation data to focus the optimization on areas most threatened by imminent forest loss. Giving up 5% of a year's oil profits (US$221 million) allowed for a protected area network that retained an average of 65% of the extent of each species and ecosystem. This performance far exceeded that of the network produced by simple optimization for land area (which required a sacrifice of approximately 40% of annual oil profits [US$1.7 billion]) and used only marginally less land to achieve equivalent levels of ecological protection. We identified what we call emergency conservation targets: regions that are essential components of a cost-effective conservation reserve network but at imminent risk of destruction, thus requiring urgent and effective protection. Governments can use our methods when evaluating extractive-led development options to responsibly manage the associated ecological and economic trade-offs and protect natural capital.  相似文献

Large, intact areas of tropical peatland are highly threatened at a global scale by the expansion of commercial agriculture and other forms of economic development. Conserving peatlands on a landscape scale, with their hydrology intact, is of international conservation importance to preserve their distinctive biodiversity and ecosystem services and maintain their resilience to future environmental change. We explored threats to and opportunities for conserving remaining intact tropical peatlands; thus, we excluded peatlands of Indonesia and Malaysia, where extensive deforestation, drainage, and conversion to plantations means conservation in this region can protect only small fragments of the original ecosystem. We focused on a case study, the Pastaza‐Marañón Foreland Basin (PMFB) in Peru, which is among the largest known intact tropical peatland landscapes in the world and is representative of peatland vulnerability. Maintenance of the hydrological conditions critical for carbon storage and ecosystem function of peatlands is, in the PMFB, primarily threatened by expansion of commercial agriculture linked to new transport infrastructure that is facilitating access to remote areas. There remain opportunities in the PMFB and elsewhere to develop alternative, more sustainable land‐use practices. Although some of the peatlands in the PMFB fall within existing legally protected areas, this protection does not include the most carbon‐dense (domed pole forest) areas. New carbon‐based conservation instruments (e.g., REDD+, Green Climate Fund), developing markets for sustainable peatland products, transferring land title to local communities, and expanding protected areas offer pathways to increased protection for intact tropical peatlands in Amazonia and elsewhere, such as those in New Guinea and Central Africa which remain, for the moment, broadly beyond the frontier of commercial development.  相似文献

In the Amazon basin, few studies have focused on environmentally sound land-use alternatives that are linked to markets. This paper analyzes land uses carried out by traditional inhabitants ( ribeirinhos ) on three islands in the Amazon estuary. Management of the native floodplain forest is the most extensive form of land use on these islands. Such management varies in response to local economic and ecological conditions but invariably targets key nontimber forest resources destined for local markets, requires minimal input of labor and capital, and maintains a considerable stock of biotic resources. While restricted to a specific forest type, this form of land use is associated with relatively high population densities and, if supported by appropriate development policies, could provide an environmentally sound land-use alternative for hundreds of thousands of rural inhabitants of Amazonia.  相似文献

Political transitions often trigger substantial environmental changes. In particular, deforestation can result from the complex interplay among the components of a system—actors, institutions, and existing policies—adapting to new opportunities. A dynamic conceptual map of system components is particularly useful for systems in which multiple actors, each with different worldviews and motivations, may be simultaneously trying to alter different facets of the system, unaware of the impacts on other components. In Myanmar, a global biodiversity hotspot with the largest forest area in mainland Southeast Asia, ongoing political and economic reforms are likely to change the dynamics of deforestation drivers. A fundamental conceptual map of these dynamics is therefore a prerequisite for interventions to reduce deforestation. We used a system‐dynamics approach and causal‐network analysis to determine the proximate causes and underlying drivers of forest loss and degradation in Myanmar from 1995 to 2016 and to articulate the linkages among them. Proximate causes included infrastructure development, timber extraction, and agricultural expansion. These were stimulated primarily by formal agricultural, logging, mining, and hydropower concessions and economic investment and social issues relating to civil war and land tenure. Reform of land laws, the link between natural resource extraction and civil war, and the allocation of agricultural concessions will influence the extent of future forest loss and degradation in Myanmar. The causal‐network analysis identified priority areas for policy interventions, for example, creating a public registry of land‐concession holders to deter corruption in concession allocation. We recommend application of this analytical approach to other countries, particularly those undergoing political transition, to inform policy interventions to reduce forest loss and degradation.  相似文献

The potential impacts of payments for environmental services (PES) and protected areas (PAs) on environmental outcomes and local livelihoods in developing countries are contentious and have been widely debated. The available evidence is sparse, with few rigorous evaluations of the environmental and social impacts of PAs and particularly of PES. We measured the impacts on forests and human well‐being of three different PES programs instituted within two PAs in northern Cambodia, using a panel of intervention villages and matched controls. Both PES and PAs delivered additional environmental outcomes relative to the counterfactual: reducing deforestation rates significantly relative to controls. PAs increased security of access to land and forest resources for local households, benefiting forest resource users but restricting households’ ability to expand and diversify their agriculture. The impacts of PES on household well‐being were related to the magnitude of the payments provided. The two higher paying market‐linked PES programs had significant positive impacts, whereas a lower paying program that targeted biodiversity protection had no detectable effect on livelihoods, despite its positive environmental outcomes. Households that signed up for the higher paying PES programs, however, typically needed more capital assets; hence, they were less poor and more food secure than other villagers. Therefore, whereas the impacts of PAs on household well‐being were limited overall and varied between livelihood strategies, the PES programs had significant positive impacts on livelihoods for those that could afford to participate. Our results are consistent with theories that PES, when designed appropriately, can be a powerful new tool for delivering conservation goals whilst benefiting local people.  相似文献

Abstract: Over the past 50 years, human agents of deforestation have changed in ways that have potentially important implications for conservation efforts. We characterized these changes through a meta‐analysis of case studies of land‐cover change in the tropics. From the 1960s to the 1980s, small‐scale farmers, with state assistance, deforested large areas of tropical forest in Southeast Asia and Latin America. As globalization and urbanization increased during the 1980s, the agents of deforestation changed in two important parts of the tropical biome, the lowland rainforests in Brazil and Indonesia. Well‐capitalized ranchers, farmers, and loggers producing for consumers in distant markets became more prominent in these places and this globalization weakened the historically strong relationship between local population growth and forest cover. At the same time, forests have begun to regrow in some tropical uplands. These changing circumstances, we believe, suggest two new and differing strategies for biodiversity conservation in the tropics, one focused on conserving uplands and the other on promoting environmental stewardship in lowlands and other areas conducive to industrial agriculture.  相似文献

Producer-level benefits of sustainability certification   总被引:1,自引:0,他引:1  
Initiatives certifying that producers of goods and services adhere to defined environmental and social-welfare production standards are increasingly popular. According to proponents, these initiatives create financial incentives for producers to improve their environmental, social, and economic performance. We reviewed the evidence on whether these initiatives have such benefits. We identified peer-reviewed, ex post, producer-level studies in economic sectors in which certification is particularly prevalent (bananas, coffee, fish products, forest products, and tourism operations), classified these studies on the basis of whether their design and methods likely generated credible results, summarized findings from the studies with credible results, and considered how these findings might guide future research. We found 46 relevant studies, most of which focused on coffee and forest products and examined fair-trade and Forest Stewardship Council certification. The methods used in 11 studies likely generated credible results. Of these 11 studies, nine examined the economic effects and two the environmental effects of certification. The results of four of the 11 studies, all of which examined economic effects, showed that certification has producer-level benefits. Hence, the evidence to support the hypothesis that certification benefits the environment or producers is limited. More evidence could be generated by incorporating rigorous, independent evaluation into the design and implementation of projects promoting certification.  相似文献

Consumers voluntarily pay significant price premiums to acquire unobservable environmental attributes in green markets. This paper considers the performance of eco-certification policy under circumstances where consumers cannot discern environmental attributes in goods, but are able to form rational expectations regarding the extent of illicit activities in the green market. The main results are: (i) fraud is less prevalent in green markets when entry barriers limit the number of firms; (ii) conventional environmental policies on polluting techniques increase the incidence of fraud, and can even preclude the use of non-polluting techniques which would otherwise emerge in green markets; (iii) voluntary eco-certification policies can decrease fraud, increase output, and raise profits per firm; and (iv) in cases where the socially optimal resource allocation can be supported, the optimal policy involves negative unit certification fees, positive fixed certification fees and is revenue-generating for the certifying agent.  相似文献

Political and economic transitions have had substantial impacts on forest conservation. Where transitions are underway or anticipated, historical precedent and methods for systematically assessing future trends should be used to anticipate likely threats to forest conservation and design appropriate and prescient policy measures to counteract them. Myanmar is transitioning from an authoritarian, centralized state with a highly regulated economy to a more decentralized and economically liberal democracy and is working to end a long‐running civil war. With these transitions in mind, we used a horizon‐scanning approach to assess the 40 emerging issues most affecting Myanmar's forests, including internal conflict, land‐tenure insecurity, large‐scale agricultural development, demise of state timber enterprises, shortfalls in government revenue and capacity, and opening of new deforestation frontiers with new roads, mines, and hydroelectric dams. Averting these threats will require, for example, overhauling governance models, building capacity, improving infrastructure‐ and energy‐project planning, and reforming land‐tenure and environmental‐protection laws. Although challenges to conservation in Myanmar are daunting, the political transition offers an opportunity for conservationists and researchers to help shape a future that enhances Myanmar's social, economic, and environmental potential while learning and applying lessons from other countries. Our approach and results are relevant to other countries undergoing similar transitions.  相似文献

根据《京都议定书》关于清洁发展机制(Clean Development Mechanism,CDM)的目标、设立条件、步骤和监管制度的规定,指出了中国在实施清洁发展机制中所获得的环境、社会和经济方面的巨大利益,同时,也分析了目前中国实施清洁发展机制在项目发展规模、潜在项目识别、额外行证明、CER法律权属界定、项目签发等方面存在的问题。文章结合国际社会清洁发展制度的趋势走向,预测在今后相当长的时期内清洁发展机制仍将作为全球温室气体减排的有效制度而存在,并将对CDM宗旨重新定位和完善CDM项目具体实施制度。还根据国际形势变化,对2012年后中国清洁发展机制的法律制度建设提出了具体的建议:应尽快出台一部能源基本法,使得包括清洁能源机制在内的应对气候变化的措施能够有法可依。立法中应重点确立能源可持续发展原则,具体规定CDM项目适格标准、改变传统一元所有权模式,明确CER法律权属和所有权、完善CDM项目监管制度,以限制CDM项目单纯追求经济效益的危险性、加强CDM服务行业规范,提高CER签发率。  相似文献

Agricultural systems have become increasingly industrialized and mechanized, relying on machinery and chemical inputs, rather than people and natural processes, to increase yields of food. The trend towards an increasingly globalised food system encourages unsustainable transportation of food around the world. Agricultural intensification and the globalisation of the agrofood chain has resulted in adverse environmental, social and economic consequences impeding moves towards sustainability. Organic farming can overcome many of the environmental problems associated with agricultural intensification. However, it does not have the potential to fully address the social and economic problems caused by the globalisation of the food system. Organic farming must be combined with local and regional sourcing of food products, for instance through forms of direct marketing of organic produce. Direct marketing schemes such as farmers' markets, food box delivery schemes and community-supported agriculture are all projects which, if managed with sustainability as the prime objective, have the potential to move towards a more socially, environmentally and economically sustainable agrofood system.  相似文献
