The recent literature on sustainable urban form has stressed the need to move away from a system of land-use segregation and towards one which intersperses land uses and facilitates localisation. The strategy of dispersed concentration gives shape to this mixed-use principle, and has been equated with the need to plan more self-sufficient neighbourhoods. There are several problematic issues raised by such a strategy, particularly in relation to the propensity of local people to use local facilities when the friction of distance is low. The image of sustainable neighbourhoods purveyed by advocates is at odds with the reality of suburban development. A review of current eco-neighbourhood projects around the world points to the varying degrees to which they have successfully overcome the implementational and behavioural difficulties. Market-led projects — particularly in semi-rural areas — have achieved rather limited success across the range of sustainability criteria. Some large-scale municipally led plans have faired better. Projects led by community non-profit trusts have been able to be most radical and demonstrate the practicability of eco-neighbourhoods in specific situations. Overall, however, the paucity of successful projects highlights the need for a more proactive central and local government stance.  相似文献

Impact of Urban Sprawl on Water Quality in Eastern Massachusetts,USA   总被引:5,自引:0,他引:5  
A study of water quality, land use, and population variations over the past three decades was conducted in eastern Massachusetts to examine the impact of urban sprawl on water quality using geographic information system and statistical analyses. Since 1970, eastern Massachusetts has experienced pronounced urban sprawl, which has a substantial impact on water quality. High spatial correlations are found between water quality indicators (especially specific conductance, dissolved ions, including Ca, Mg, Na, and Cl, and dissolved solid) and urban sprawl indicators. Urbanized watersheds with high population density, high percentage of developed land use, and low per capita developed land use tended to have high concentrations of water pollutants. The impact of urban sprawl also shows clear spatial difference between suburban areas and central cities: The central cities experienced lower increases over time in specific conductance concentration, compared to suburban and rural areas. The impact of urban sprawl on water quality is attributed to the combined effects of population and land-use change. Per capita developed land use is a very important indicator for studying the impact of urban sprawl and improving land use and watershed management, because inclusion of this indicator can better explain the temporal and spatial variations of more water quality parameters than using individual land use or/and population density.  相似文献

As the cost of car ownership has skyrocketed, urban biking has experienced the largest share increase of any transportation mode, rising by 40% between the years 2000 and 2014. Growing attention is being paid to the potential local economic development impacts of urban neighbourhoods becoming more bike-friendly. It is now a green economic development strategy in cities as diverse as Chicago, New York City, Portland, and San Francisco to increase bicycling as a transportation mode. This paper reports the results of a survey of 2032 responses from faculty, staff, and students of a car-dependent, downtown university. We use a mixed methods approach, including data from the American Community Survey, to support our arguments and to inform potential savings and economic benefit calculations that can be achieved from bicycle infrastructure investments and anticipated redistributed spending patterns. We argue that urban biking results in a green dividend that promotes local community development and more importantly results in zero carbon emissions.  相似文献

There has been a recent popularization of 'Smart Growth' planning in North American cities. Based upon the aim to decrease the impacts of sprawled regional development on the natural environment, a focus of Smart Growth planning is the intensification of both population and physical development in existing urban areas. Faced with the creation of a new Official Plan for the City of Toronto, municipal planners have chosen urban intensification as the vision for planning in Toronto over the next thirty years. This paper examines the nature of intensification planning in Toronto through an analysis of the language of urban intensification found in the Official Plan vision report. Within this report, emphasis is placed upon the role of intensified development and compact population growth as a solution to the environmental problems of urban sprawl. This paper argues that the environmental aspects of intensification provide a more acceptable public rationale for future intensification processes in Toronto; moreover, that the main rationale for intensification in Toronto is not to solve regional sprawl but to create compact urban districts in order to enhance the economic and physical revitalization of the city. The language of intensification in the Official Plan vision report suggests that urban intensification, particularly in Toronto's downtown core, is a strategy for the development of more 'livable' and vibrant residential and commercial areas. The emphasis on intensified development is geared towards the attraction and maintenance of private investment and skilled labour and is a central part of the City of Toronto's vision of economic growth.  相似文献

In the Portland, Oregon, metropolitan region, an urban growth boundary (UGB) was established in 1979 to protect farm and forest lands from urban encroachment. Most of the literature on the impact of Oregon's land-use legislation has been on the urban side of the issue--primarily the relative success Portland has had in containing urban sprawl. The landscape component of this rural transformation is typically considered only as a passive backdrop to urban expansion. Portland provides an excellent site to examine the relationship city-dwellers have to nearby agricultural areas. Rapid urban growth in the 1990s pushed suburban development to the edge of the UGB creating stark contrasts between urban and rural land uses in parts of the metropolitan area. This study examines the impact of the UGB on rural landscape change in Portland. We combine findings from land-use analysis and surveys of urban and rural residents to suggest ways to merge the amenity values of landscape with planning policy regarding the UGB.  相似文献

ABSTRACT: This paper demonstrates how satellite image data [e.g., from Landsat 5 Thematic Mapper (TM)], in conjunction with an urban growth model and simple runoff calculations, can be used to estimate future surface runoff and, by implication, water quality within a watershed. To illustrate the method, predictions of land use change and surface runoff are shown for Spring Creek Watershed, a medium sized urbanizing watershed in Central Pennsylvania. Land cover classifications for this watershed were created from images for summertime 1986 and 1996 and subsequently used as input to the Clarke urban growth model, called SLEUTH, to predict land use changes to the year 2025. Simulations with this model show a progressive growth in the percentage of urban pixels and in impervious surface area in the watershed but also an increase in woodland, primarily in previously clear‐cut areas. Given that woodland area will continue to increase in area, surface runoff into Spring Creek is predicted to remain only slightly above present level. However, should the woodland amount fail to increase, surface runoff is then predicted to increase more significantly during the next 25 years. Finally, the concept of urban sprawl is addressed within the context of predicted increases in urbanization by relating the implied increase in impervious surface area to population density within the watershed.  相似文献

New Urbanism and other metropolitan planning strategies may discount the importance of neighbourhood - open space relationships when dealing with some types of open spaces, particularly in city centre and urban fringe areas. In this paper I review a series of studies I have carried out over the past decade looking at people's perceptions and uses of urban open space. This research examined neighbourhood - open space relationships in the metropolitan area of Chicago, Illinois, USA at four scales of concern: quasi-public space within an immediate neighbourhood; a public park that spans different neighbourhoods; regional greenways; and a metropolitan bioreserve. In all of this work, my findings show how adjacent neighbourhoods are critical to the success of these open spaces, regardless of their scale. Lessons are drawn from each scale for how neighbourhood - open space relationships might be improved.  相似文献

This paper examines the transformation of open space and how it compares to older residential development. A study has been conducted at the residential level because neighbourhoods have been a basic unit of city design throughout the recent history of urban settlements. Furthermore, the neighbourhood is a more humanly relevant scale of urban development. The method adopted for this research was a comparative urbanism by comparing old and new residential areas. This study found that incremental redevelopment of old residential areas through both re-subdivision and intensification of development on existing allotments has resulted in a progressive loss of open space. However, the study also confirmed that the current supplies of open space across all the study areas (old and new residential areas) are relatively similar. The main difference between the open space supply in older and newer residential areas comes down to the ownership of land (i.e. the proportion of public versus private open space). The study demonstrated that older residential areas with large allotments have experienced a significant loss of private open space – originally from 50%, to current levels of 23–30%. The paper concludes that there is a need for a holistic approach to the provision of public and private open spaces to improve the quality of life at a residential level.  相似文献

In recent decades, there has been considerable debate in the Metropolitan Region of Barcelona regarding the role of spatial planning in influencing general land-use trends. There is a widespread belief amongst geographers, environmentalists, planners and some politicians that spatial planning of the metropolitan region has not been particularly successful in reducing urban pressures on rural areas. The aim of this study is to explore the apparent links between urban sprawl, spatial planning and changing land use in the rural-urban fringe of Barcelona. The paper demonstrates that the main impacts of sprawl have been concentrated in agricultural areas, and that the planning system has not been capable of containing urban growth.  相似文献

120 years or more of unsustainable urban development has damaged the natural environment and disrupted essential ways to stabilize water body overflow and even mitigate pluvial flooding. In light of catastrophic flooding that has occurred globally, a renewed commitment to transforming built surfaces and incorporating more green infrastructures (GIs) has emerged. In fact, one could argue that an overcommitment to GI is being touted in the literature, but largely disconnected from more real-world possibilities, considering all things. In this commentary, we make the case that as cities transition from development patterns of the past and even considering climate-induced storm characteristics of the future, a hybridized solution (e.g., Green–Gray) should be considered. Smaller approaches to urban greening have been implemented in areas that need larger-scale restorations, thus proving to be insufficient. Likewise, the uncertainty surrounding rainfall and storm events has forced us to be more strategically balanced in our efforts to achieve resilience in our stormwater infrastructure. Hybridized solutions that include a diverse set of systems, anchored in local conditions, position us best for effective urban stormwater management. In the absence of such solutions, runoff volumes will continue to rise, flooding will prevail, and disenfranchised communities will remain disproportionately impacted by these impacts of urbanization.  相似文献

Brownfields developer in a poor urban neighbourhood

This article considers the role that champions play as advocates for socioeconomically disadvantaged community member involvement in environmental management decision-making. Six case studies of brownfields redevelopment projects located in poor urban neighbourhoods are examined. Analysis of these case studies reveals how champion behaviour, which has typically been studied only in the context of technological innovation, is enacted in public participation efforts in the service of environmental justice. The study finds that champions who emerge in these settings lead the development and implementation of non-standard public participation process innovations.  相似文献

There is a lack of information on urban heat island impact on the thermal environment due to low populated urban sprawl, although densely populated urban sprawl impact has been identified by several researchers. The Takamatsu area has recently developed in a low populated urban sprawl style without any increase in population. This paper examined the impact of a low populated urban sprawl on the thermal environment through an analysis of the last 30 years data set and investigated the contribution of vegetation fraction and population density to the temperature trend. As a consequence, it was shown that one of the most significant causative factors of temperature increase is an expansion of non-vegetated area even without population growth. This result implied that vegetated zones should be maintained in urban areas in order to realize sustainable urbanization.  相似文献

The urban fringe has been described as 'planning's last frontier'; a zone of transition and interface between town and country where a broad variety of land uses and activities come together, and where development pressure is often intense.

In this paper, we argue that the urban fringe possesses special characteristics, making it more than simply a transitional landscape. These characteristics centre on patterns of land use, biodiversity and leisure/development opportunity which are unique to the urban edge and to land extending away from built-up areas. The uniqueness, diversity and particular dynamics of the urban fringe demands a special brand of planning and management response. Therefore we suggest that the principle of 'multi-functionality' provides a framework for action, showing how diversity can be managed and supported. Through brief case studies, we demonstrate how functional interactions at the urban fringe might be promoted in the future.  相似文献

This paper analyses the evolution of urban form in two North American metropolitan regions (Portland and Toronto) and asks how more sustainable regional form might come about in the future in these and other urban areas. In the past, dominant patterns of urban form have emerged in such regions at different historical periods. These morphological phases include mid 19th-century grids, streetcar suburb grids, garden suburbs, automobile suburbs and New Urbanist neighbourhoods (which have only recently made an appearance and may or may not become widespread). Judging by the performance of past types of urban morphology, five design values appear particularly important for more sustainable urban form in the future: compactness, contiguity, connectivity, diversity and ecological integration. Although these principles were not well supported by 20th-century development, contemporary movements such as the New Urbanism and Smart Growth re-emphasise them. The example of these two regions indicates that, in the absence of new technological, economic or geographical forces, public sector institutions and urban social movements represent the most likely means to bring about new, more sustainable types of urban form.  相似文献

Multiple-species habitat conservation plans (MSHCPs) are designed to eliminate project-by-project review and minimize species-by-species conflicts; but these one-time, short-term processes invariably compress the divergent expectations of interest groups into an exercise driven by economic, amenity, and aesthetic values rather than scientific values. Participants may define an MSHCP as an exchange of habitat preserves for federal permits to take populations of endangered animals and plants, but the outcome is typically driven by overarching arguments over land development and suburban sprawl. Existing land uses also constrain the size, shape, and linkages among wildlife habitats, leading to a divergence of MSHCPs from the scientific preserve selection and design literature. Problems created by constraints to preserve configuration (e.g., land costs, fragmentation, pre-existing amounts of edge, lack of connectivity) must be resolved by long-term, post facto management. To date, estimates of preserve persistence have not been used in MSHCPs. Rather than focus on map-based exercises of preserve elements, it may be more productive to set goals for the persistence of species (states) and ecosystems (processes) within the preserves-accepting that preserve configurations and arrays will be defined by the landscape and politics of suburban areas and that long-term management will provide the primary means of maintaining biodiversity along the wildland/urban interface.  相似文献

The implementation of urban containment policies is increasingly attracting attention in environment management. Rapid urban growth and the coexistence of decentralisation and marketisation challenge containment strategies that are implemented to control urban sprawl. This challenge is likely to be greater in a transformation country than in developed countries. This paper evaluates the performance of containment strategies in Beijing. The analysis shows that, to a large extent, containment strategies perform well; however, the decreased compactness of the fringes of the inter-suburban areas, caused by dispersed and illegal development, suggest that municipal containment strategies are being challenged by new trends towards local autonomy. Two similar dilemmas to those faced by developed countries are confronting those involved in the implementation of containment strategies in the current transformation process in Beijing: first, the municipal environmental goal might not be achieved by all local jurisdictions when local economic motivations are involved; and second, macro-scale containment policies are unlikely to control an urban sprawl fuelled by the growing power of market forces.  相似文献

The farm pond system for irrigation is the most prominent feature in the Taoyuan area, Taiwan, giving the region a unique landscape and hydrological character. Although this area had more than 3,290 ponds in the 1970s, fewer than 1,800 now remain. This study analyzes changes in irrigation farm ponds and the canal network landscape in the Taoyuan area. The spatial and temporal changes to ponds and the canal network on the Taoyuan plain were examined graphically for each spatial unit (2,765 m × 2,525 m) using aerial photographs for 1979 and 2005. Landscape metrics were calculated to analyze landscape change associated with increased urbanization. Landscape indices of connectivity and circuitry were utilized to describe changes in the configuration of ponds and canal networks. The total length of canals and total number of ponds in the study area decreased significantly during 1979-2005. The average values of connectivity indices (γ- and α-index) also decreased during 1979-2005, reflecting degradation of canal networks due to urban sprawl. A multivariate technique was applied to portion the study area into three zones according to changes to land cover, ponds, and canal networks. The effects of urban sprawl on the spatial pattern of ponds and canal networks are discussed.  相似文献
