This paper compares the recycling attitudes of consumers in Germany and Japan, based on our nationwide questionnaires. We analyzed consumption behavior as well as recycling behavior in narrow sense, because it is important to study the former to see how the supply of recycled materials is balanced with the demand, particularly in Japan which exports little recycled materials. Toilet paper was adopted as a specific good for study, because consumers have options of buying virgin products and recycled products. It was found that German households pay for waste collection specifically and have higher recycling rates than Japanese households. On the other hand, similar figures in German and Japanese consumers were observed with regard to consumption of recycled products. Their purchasing criteria and preference on virgin and recycled products of toilet paper were examined by self-report and blind test with 2×2 experimental design for toilet paper (German versus Japanese, virgin versus recycled). Blind test showed that people prefer domestic and virgin products in both countries. Half of respondents rating virgin products guessed that the products contained recycled material. For Japanese, the material of the sample toilet paper, made from virgin pulp, seems to be a more determining factor than the nationality of products, i.e. made in Japan. On the other hand, for Germans, the domestic nature seems to be a more dominant factor than the material, i.e. made from virgin material. Canonical discriminant analysis in conjunction with logistic regression based on self-reporting data detected the characters ‘multiplied’, ‘appearance’ and ‘brand’ as major factors making the difference in preference between the two countries. The possible reasons causing the similarity and dissimilarity between the two countries are discussed with reference to the background history.  相似文献

Ecolabeled paper towels are manufactured using post-consumer recycled material and sold in markets using a recycle logo. Environmentally conscious consumers purchase these paper towels and thereby contribute to improving environmental quality. In this paper, we estimate the implicit value placed by consumers on ecolabeled paper towels using a hedonic price function and conduct an expenditure analysis using Heckman's selection model. Using the data set from the Internet-based grocery stores called as Peapod we find that some consumers recognize ecolabels on paper towels and place a substantial, positive price premium on them. The expenditure analysis indicates that for the preferred functional form, the demand for ecolabeled paper towels is inelastic for environmentally conscious consumers. The simulated results from the selection model indicate that a small subsidy for ecolabeled paper towels will not substantially change consumers' purchase decisions.  相似文献

Batteries sometimes contain precious or toxic substances (e.g. nickel, cobalt, lead, mercury, cadmium). However, the collection and recycling rate of small batteries were low in Japan.We focus on cobalt in lithium ion (Li-ion) batteries and conduct chemical analysis, questioner survey and flow analysis in Japan.Results of chemical analysis showed that the concentration of cobalt in Li-ion batteries was around 20% regardless of the year manufactured or the manufacturer. As a result of the consumer questionnaire survey, it became clear that 70% or more of the small batteries are not being removed when small electronic products are finally disposed. The survey also revealed that recognition of the law and system for collection and recycling of small rechargeable batteries is approximately 30–40%. Substance flow analysis showed that both production and demand for Li-ion batteries (cobalt) have increased during 2002–2010. The collection rate for used Li-ion batteries was about 10% during this period; uncollected batteries were either stored or disposed through incineration and landfill as municipal solid waste.  相似文献

The flows of paper are analyzed throughout the papermaking processes, with the year 2007 and Korea defined as the system boundaries. In practice, the statistical data on the production, import and export of paper or pulp can be collected with relative ease from the government and industrial associations. However, the input data regarding the volumes of pulp and wastepaper used in different paper products, such as newsprint, printing papers, sanitary and household papers, specialty papers, and corrugating board base, are difficult to obtain because such information is generally kept confidential in the course of corporate operations.The production processes of paper products in Korea are modeled using information on raw materials, their compositions and production yields of products in order to identify and quantify the amounts of pulp and wastepaper used in each paper product. The material flows of paper are then analyzed based on the calculation model derived from the correlation of input and output flows between the individual processes throughout the entire paper lifecycle. Accuracy analysis using both mean absolute error (MAE) and mean absolute percent error (MAPE) is conducted to verify the amounts of pulp and wastepaper calculated from the proposed model against the volumes of domestically consumed pulp and wastepaper provided in the national statistics. Although the calculated values for the past (i.e., the 1980s and 1990s) differ to some degree from the statistical values, the data for the 2000s have a relatively higher level of accuracy, with the MAPE of the total pulp and recycling volume at 5.39% and 5.30%, respectively, thus validating the adequacy of the proposed modeling method. The proposed calculation model can be effectively used in the material flow analysis (MFA) of paper to reduce the burden of data collection and obtain relatively accurate results.  相似文献

The significance of technical data, as well as the significance of system boundary choices, when modelling the environmental impact from recycling and incineration of waste paper has been studied by a life cycle assessment focusing on global warming potentials. The consequence of choosing a specific set of data for the reprocessing technology, the virgin paper manufacturing technology and the incineration technology, as well as the importance of the recycling rate was studied. Furthermore, the system was expanded to include forestry and to include fossil fuel energy substitution from saved biomass, in order to study the importance of the system boundary choices. For recycling, the choice of virgin paper manufacturing data is most important, but the results show that also the impacts from the reprocessing technologies fluctuate greatly. For the overall results the choice of the technology data is of importance when comparing recycling including virgin paper substitution with incineration including energy substitution. Combining an environmentally high or low performing recycling technology with an environmentally high or low performing incineration technology can give quite different results. The modelling showed that recycling of paper, from a life cycle point of view, is environmentally equal or better than incineration with energy recovery only when the recycling technology is at a high environmental performance level. However, the modelling also showed that expanding the system to include substitution of fossil fuel energy by production of energy from the saved biomass associated with recycling will give a completely different result. In this case recycling is always more beneficial than incineration, thus increased recycling is desirable. Expanding the system to include forestry was shown to have a minor effect on the results. As assessments are often performed with a set choice of data and a set recycling rate, it is questionable how useful the results from this kind of LCA are for a policy maker. The high significance of the system boundary choices stresses the importance of scientific discussion on how to best address system analysis of recycling, for paper and other recyclable materials.  相似文献

An analysis of the overall relative merits of the use of uncoated paper vs molded polystyrene bead foam in single-use 8-oz cups is described here as a manageable example of the use of paper vs plastics in packaging. In raw material requirements the paper cup required about 2.5 times its finished weight of raw wood and about the same hydrocarbon fueling requirement as is needed for the polystyrene foam cup. To process the raw materials about six times as much steam, 13 times as much electric power, and twice as much cooling water are consumed to produce the paper cup as compared to the polystyrene foam cup. Emission rates to air are similar and to water are generally higher for the paper cup. Virtually all primary use factors favor polystyrene foam over paper. Once used both cup types may be recycled. Landfill disposal of the two items under dry conditions will occupy similar landfill volumes after compaction and will confer similarly slow to nonexistent decomposition to either option. Under wet conditions polystyrene foam will not readily degrade, but may help other materials to do so. Paper under wet conditions will biodegrade to produce methane, a significant greenhouse gas, biochemical oxygen demand to any leachate, and instability to the land surface during the process. Both materials can be incinerated cleanly in a municipal waste stream with the option of energy recovery, to yield an ash volume of 2%–5% of the incoming waste volume. Overall this analysis would suggest that polystyrene foam, with an extension to plastics in general, should be given more evenhanded consideration relative to paper in packaging applications than is currently the case.  相似文献

This paper sets out the legislative background to the recycling of waste materials in the UK. Relevant items in this background include: the provision of recycling credits under the 1990 Environmental Protection Act; the draft EC Packaging Waste Directive; and the German DSD scheme. We next set out the elements of a cost‐benefit analysis of waste paper recycling, including the environmental impacts of recycling. The method is then applied to a recycling scheme in central Scotland. We find that whilst on private, financial grounds the scheme is unattractive, it passes the cost‐benefit test in the base‐line case; this justifies government support for this recycling scheme, given the data used.  相似文献

Rice straw, rice husk and paper sludge are by-products and industrial waste, and are beneficial resources as raw biomass materials used for manufacturing value-added composite products. We investigated the effect on selected mechanical properties of adding rice straw, rice husk and paper sludge to wood composites to replace wood particles for manufacturing green pallets. Results showed that increasing the contents of rice straw and rice husk dramatically decreased the mechanical strength of the composites. This is because the wax and silicate coating of these materials obstructed the strong bonding with UF resin. When 10 wt.% of wood particle was replaced with 10 wt.% of paper sludge, the wood–paper sludge composites showed similar mechanical properties to those of wood particle. Wood particle can be replaced by 10 wt.% of dried paper sludge in accordance with the minimum requirement recommended by standards in green pallet manufacturing.  相似文献

Agro-based pulp and paper mills in India are one of the most polluting industries; in addition, they are high consumers of raw water. Growing scarcity of high quality freshwater as well as stringent regulatory standards is compelling these units to explore appropriate water management options. Based on data obtained through a questionnaire survey and plant visits, this work provides an overview of the water use and effluent treatment status in Indian agro-residue and recycled pulp and paper mills. The challenges faced by this sector are reviewed and practices adopted by progressive units to minimize freshwater use are illustrated through case studies.  相似文献

This paper analyses the utilization of water and recycled fiber from waste paper for the production in one Serbian cardboard mill. Water and fiber consumption, wastewater generation and its characteristics, as well as sludge recirculation were monitored during production of various paper types, with different grade and weight. The aim was to evaluate production rationality and running stability concerning water and fiber utilization and possibilities for their conservation. Cleaner production measures inside the mill and in the effluent treatment plant were suggested for the improvement of wastewater quality and water conservation. Savings in water and fibers were estimated, with the respect to economic and environmental aspects of proposed cleaner production measures.  相似文献

Mixed signals: market incentives, recycling, and the price spike of 1995   总被引:1,自引:0,他引:1  
Environmental economics assumes that reliance on price signals, adjusted for externalities, normally leads to efficient solutions to environmental problems. We explore a limiting case, when market volatility created ‘mixed signals’: prices of waste paper and other recycled materials were suddenly extremely high in 1994–1995, then plummeted back to traditional low levels in 1996. These rapid reversals resulted in substantial economic and political costs. A review of academic and business literature suggests six possible explanations for abrupt price spikes. An econometric analysis of the prices of wood pulp and waste paper shows that factor which explained price changes in 1983–1993 contribute very little to understanding the subsequent price spike. From the econometric analysis and from other sources, we conclude that speculation must have played a major role in the price spike, perhaps in combination with modest effects from changes in government policy and in export demand. If speculatively driven price spikes can disrupt an environmentally important industry such as recycling, what is the appropriate role for public policy? When price volatility is sufficiently disruptive, then measures to control or stabilize prices, rather than interfering with the market, might help to make it more efficient.  相似文献

An integrated investigation on wastewater characterization and the environmental effects from the COGIDO pulp and paper mill in Bien Hoa Industrial Estate, Vietnam, a chlorine bleached soda integrated pulp and paper mill operating without a chemical recovery system, on the receiving water body was conducted during the rainy and dry seasons in 1993 and 1995. The pollution load from the mill was very high in terms of BOD, COD and SS (CODm: 58.7 t/d; BOD: 33.3 t/d and SS: 25.1 t/d). The effluent toxicity was determined using four toxicity tests: the green micro-alga, Selenastrum capricornutum, Microtox (marine bacteria: Photobacterium phosphoreum), the duckweed, Lemna aequinoctialis, and fish (silver barb: Puntius gonionotus, and Tilapia: Tilapia nilotica). Selenastrum capricornutum was the most sensitive among the tested organisms. The mill toxicity emission rate (TER) was as high as 338 610 (Selenastrum test). The bleaching-pulp and semi-chemical pulp plants which contributed the largest pollution load to the total COGIDO effluent, therefore, were targeted for abatement measures. Physico-chemical parameters as well as qualitative and quantitative aquatic organism composition for the river water were established. The BOD5 and COD values exceeded the potable surface water standard by a factor of 2 to 4. The species diversity and abundance of the phytoplankton, zooplankton and zoobenthos were found to be lower (20–40%) than that of unpolluted rivers in Vietnam, whereas pollution-indicator species increased up to four times during the dry season 1995.  相似文献

A comprehensive list of planning criteria for optimizing compliance in Marine Protected Areas (MPAs) was compiled and used to compare the views of recreational fishers and compliance officers for facilitating voluntary compliance in the Port Stephens - Great Lakes Marine Park (PSGLMP). Expert working groups were tasked separately with: 1) criteria identification and weighting; 2) scoring of no-take zones; 3) prioritizing and determining uncertainty; and 4) analysis of results and sensitivity testing. Multi-Criteria Analysis (MCA) revealed that both groups had similar perspectives and recommendations, despite weighting the individual planning criteria differently. Significantly, "manageability" scores for no-take zones from MCA appeared to correlate well with past numbers of enforcement actions recorded for each zone. This provides empirical evidence that adopting manageability criteria during the planning of MPAs could lead to a marked increase in voluntary compliance. As a result, greater consideration to compliance planning during MPA design and zoning is recommended in order to optimize voluntary compliance. Whilst the majority of no-take zones in the PSGLMP case study were evaluated as being relatively effective in terms of optimizing voluntary compliance, there remains considerable potential to improve design, management and use of the poorer performing zones. Finally, the study highlighted the value of recreational fisher engagement in MPA planning processes to maximize voluntary compliance and manageability.  相似文献

The proximity principle—disposing of waste close to its origin—has been a central value in municipal solid waste (MSW) management in Japan for the last 30 years and its widespread adoption has helped resolve numerous “Not in My Backyard” issues related to MSW management. However, MSW management costs have soared, in large part because of aggressive recycling efforts and because most MSW is incinerated in a country that has scarce landfill capacity. In addition, smaller, less sophisticated incinerators have been closed because of high dioxin emissions. Rising costs combined with the closure of smaller incinerators have shifted MSW management policy toward regionalization, which is the sharing of waste management facilities across municipalities. Despite the increased use of regionalized MSW facilities, the proximity principle remains the central value in Japanese MSW management. Municipal solid waste management has become increasingly regionalized in the United States, too, but different driving forces are at work in these two countries. The transition to regionalized MSW management in Japan results from strong governmental control at all levels, with the central government providing funds and policy direction and prefectures and municipalities being the primary implementing authorities. By contrast, market forces are a much stronger force with US MSW management, where local governments—with state government oversight—have primary responsibility for MSW management. We describe recent changes in Japan’s MSW programs. We examine the connections between MSW facility regionalization, on the one hand, and, on the other hand, the proximity principle, coordination among local governments, central government control, and financing mechanisms.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

Many firms generate large amounts of carbon dioxide and other greenhouse gases when they burn fossil fuels in their production processes. In addition, production of raw materials and other inputs the firms procure for their operations also generates greenhouse gases indirectly. These direct and indirect greenhouse gas emissions occur in many sectors of our economies. In this paper, we first present sector-specific estimates for such greenhouse gas emissions. We then show that estimates for such sector-specific greenhouse gas emissions are often required for various types of corporate as well as public policy analyses in both domestic and international contexts. Measuring greenhouse gas emissions resulting from firms' multi-stage production processes in a multi-sector context is relevant for policies related to the Kyoto protocol, an international agreement to limit global greenhouse gas emissions. For example, since the protocol allows firms to engage in trading and offsetting of their greenhouse gas emissions across national borders, provided that emissions are correctly measured, the firms can take advantage of such trading schemes by placing their energy-intensive production facilities globally and strategically. We present several case studies which illustrate the importance of this and other aspects of greenhouse gas emissions in firms' environmental management. We also argue that our modeling and estimation methods based on input-output analyses are suitable for the types of research goals we have in this paper. Our methods are applied to data for Canada and Japan in a variety of environmental management circumstances.  相似文献

This paper analyzes the spatial cost efficiency of the Swedish legislation regarding waste disposal handling. We focus on the case of corrugated board and recognize that the different counties in Sweden possess different economic prerequisites in terms of waste paper recovery and utilization potential. We employ data for six corrugated board mills and 20 counties and a non-linear programming model to identify the least cost strategy for reaching the politically specified recycling target of a 65% recovery rate for corrugated board. That is, the total costs of recovering a minimum of 65% in each county are calculated and compared with the case when the country as a whole recovers 65% of all old corrugated board is collected but there exist no uniform target for each county. The conclusion is that from an efficiency point of view the recovery efforts should be concentrated to the highly populated and urbanized counties, and not be uniformly divided throughout the country. In the base case, the results suggest that the cost efficient county-specific recovery rates should range from 51 to 72%.  相似文献

This article reports on the content and process used to evaluate environmental impacts caused by the development of 50 new settlements in the central Galilee region in northern Israel between 1978 and 1988. Some 60 different environmental and developmental factors and their interrelationships were identified. Selected physical changes that were defined as impacts were later evaluated. The evaluation method was based on intensive use of interviews with resource scientists and decision makers as experts. The data from interviews were used as the basis for factors identification, impact screening, and their rating. Experts used three types of criteria in the latter process: intensity of impact, the potential for its mitigation and compatibility with existing natural resource conservation, and environmental quality protection policy. Researchers concluded that reliance on experts with broad local experience eliminated the need for a more structured and detailed assessment method. The case study shows that experts provided creditable and reliable findings. They substituted the need for long periods of observation and largescale and costly data gathering, analysis, and evaluation.  相似文献
