Natural capital in ecology and economics: an overview   总被引:2,自引:0,他引:2  
The Brundtland Commission report, Our Common Future, defined sustainable development as development that meets the needs of the present without compromising the ability of futuregenerations to meet their own needs. Although the idea of sustainable development has been widely accepted, it has proveddifficult to identify and implement policies and practices thatpromote sustainable economic growth. Some economists, environmental scientists and policy analysts believe that they can transform the consensus about sustainability into manageablepractices. They propose to accomplish this feat with a set of new ideas about the relationships between the economy and theenvironment offered under the banner of 'natural capital'. An ideal account of natural capital would be one or more standard measures or models that would allow the direct comparison of environmental goods, like forests, fresh water and clean air, with economic goods, like money, capital and productivity. By bringing economic science and environmental science to an objective common ground, a natural capital model has the potentialto provide a concrete means of comparing the economic and ecological costs and benefits of particular policies and programmes. This paper offers a survey and analysis of several new contributions to the formation of the natural capital concept from economists, ecologists, policy analysts, biometricians, foresters and a philosopher. The paper concludes that existingmicroeconomic theory may be 'ungreenable', if it is not reformulated. While macroeconomic approaches to natural capitalhave been more successful, they share the limitation that ecosystems and species are valued solely in monetary terms. These problems are taken to suggest that the development of a successful natural capital model may require economic theory tobe recast to include non-monetary social preferences and values.  相似文献

BRI has a great potential to improve necessary infrastructure, regional development, connectivity, and industrialization, and promote the sustainable transformation of the countries along the routes. Despite the remarkable aims, economic growth ambition of BRI may clash with the sustainability of the ecosystem given the scales of operations in environmentally sensitive regions, and the amount of material and energy needed. Therefore, the sustainable potential and environmental stewardship of the BRI will largely depend on the standard of strategic environmental and social management, and integration between China and partner countries of respective priorities, policies, and regulations. The effectiveness and compatibility of environmental impact assessment systems (EIA) remain largely unknown, especially across the diverse ecological, social, economic and political contexts represented in countries along the BRI. We review and compare EIA systems on the contextual factors that moderate the effectiveness and compatibility with China's policy. This work helps to identify strategies to more efficiently and effectively implement BRI towards sustainable development.  相似文献

Nowadays, substantial improvements in sustainable micro-manufacturing are explicitly addressed based on the triple bottom line (TBL) concept. However, strong criticisms are leveled for the applications of TBL as immense complexities of inner relationships of items and dimensional relationships within TBL, which they cause an inefficacy of accessing critical information in introducing the TBL concept to sustainable micro-manufacturing. In this study, social network analysis (SNA) is used for developing a TBL network of sustainable micro-manufacturing to find out precise meanings of individual items of various dimensions of TBL and the relationships between them. The main metrics of the dominant items of TBL such as in-degree, out-degree, betweenness centrality and closeness centrality are detailly discussed with 16 nodes for three dimensions in the TBL networks. The related findings are further analyzed to reveal the current situation, technical gaps and chances for the sustainable development of the micro-manufacturing sector. This study aims to reveal the relationship between the items of TBL of micro-manufacturing, and delivers the significant roles of the items of TBL according to the findings of metrics and visual analyses for sustainable micro-manufacturing, supporting micro-manufacturing sectors to implement effective sustainable strategies for production activities.  相似文献

Technological innovation has generated much interest among scholars, practitioners, and policymakers as a critical instrument for achieving sustainable development. Although the relationship between technological innovation and sustainable development has been extensively discussed in the academic and policy circles, little studies have empirically examined the simultaneous impact of technological innovation on the three pillars of sustainable development. To fill this gap, the present study examines the ability of technological innovation to simultaneously promote economic progress and advance social and environmental conditions in the case of 75 low-, middle-, and high-income countries by demonstrating how this impact differs across the stages of economic development. From both long-run estimates and causality analysis, our findings reveal that technological innovation contributes simultaneously to the three pillars of sustainable development only in the case of rich countries; however, it only affects the economic and environmental dimensions in the middle-income countries, and no impact is found in the case of low-income countries. Future research directions, policy and managerial implications are also discussed.  相似文献

As an important conduit of industrial development, industrial parks have contributed significantly to economic development, particularly through the construction of eco-industrial parks (EIPs). With the increase in the number and type of parks, industrial park recycling transformation (IPRT) has been pivotal in developing the circular economy concept at the regional level in China. Compared with EIPs, this study identifies the characteristics of IPRT as green, cyclic, efficient, shared, and sustainable. To effectively explore how to promote IPRT development, the concept of critical material flow with material flow analysis is introduced to trace materials that are critical to high consumption areas with significant environmental impacts. The paper also suggests that cleaner production audits of enterprises can provide a basis for critical material flow analysis. Analysis of critical material flow pathways can facilitate the establishment of reverse logistics, which is important for achieving closed-loop IPRT through imitation of natural ecosystem cycles. In addition, an information system and database management platform are required to support critical material flow analysis in IPRT. Using a case study of the Tianjin Economic-Technological Development Area, the findings reveal that IPRT can be promoted from enterprises at the micro-level to parks at the macro-level based on critical material flow analysis. These results provide a methodological and practical reference for improving the stability of the industrial symbiosis of EIPs and contribute to IPRT research. Moreover, an analytic framework is provided that demonstrates how to promote IPRT in practice.  相似文献

Responding to future challenges and societal needs, various actions are taken in agriculture to evolve towards more sustainable farming practices. These actions imply strategic choices and suppose adequate sustainability assessments to identify, measure, evaluate and communicate sustainable development. However, literature is scarce on the link between strategic decision making and sustainability assessment. As questions emerge on how, what and when to measure, the objective of this paper is to construct a framework for guiding sustainability assessment and on-farm strategic decision making. Qualitative research on own experiences from the past and a recent project revealed four categories of actual needs farmers, advisors and experts have regarding sustainability assessment: context, flexibility, focus on farm and farmer and communication. These stakeholders' needs are then incorporated into a two-dimensional framework that marries the intrinsic complexity of sustainability assessment tools and the time frame of strategic decision making. The framework allows a farm-specific and flexible approach leading to harmonized actions towards sustainable farming. As this framework is mainly a procedural instrument to guide the use of sustainability assessment tools within strategic decision making, it fits to incorporate, even guide, future research on sustainability assessment tools themselves and on their adoption on farms.  相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA.  相似文献

Cost-Benefit Analysis is a key tool for evaluating welfare gains or losses from an investment. It is now well established that environmental impacts are crucial to consider the full welfare implications of a project. Debate has focussed on approaches to improve the valuation of environmental impacts, and controversy in the discounting of future impacts to present values. The issue of the time horizon of analysis is frequently overlooked. The framing of the time horizon has major implications, as environmental costs and benefits often accrue in the long-term. The technical aspects of setting the time horizon are reviewed, along with updates to practice guidance, noting the longer time horizons now becoming typical. It is demonstrated that the time horizon can have a considerable impact on results, even more substantial than the discount rate. While uncertainty is noted as a technical challenge to longer-term analysis, the use of scenarios and sensitivity testing are noted as an appropriate response. For projects with long-term environmental effects, such as those related to air pollution, climate change and ecosystem damages, it is recommended to use timescales of 100+ years for economic evaluation of the impact. Failing to fully capture these long-term welfare gains and losses will distort analysis with a bias towards those projects that are more carbon-intensive, or environmentally damaging. Such a bias would undermine not only the evaluation, but welfare and sustainable development in general.  相似文献

This paper presents a review of the fast developing subject of environmental auditing with the authors proposing a series of definitions. Of particular concern is a move towards the development of an accepted vocabulary for environmental impact assessment, even though the international dimension of the subject makes this a difficult task. Use of the word audit has become an accepted part of EIA vocabulary, however there are several types of audits being undertaken today. Presently, there are no commonly accepted definitions, consequently this paper will attempts to address this issue. Definitions for seven types of environmental audits are suggested, derived from the experience of the authors and from a review of the current literature. It is hoped that by the presentation of these definitions that such terms will be advocated for future EIA work, and thereby reducing confusion that otherwise may occur. Global scarcity of freshwater has been gearing towards an unsustainable river basin management and corresponding services to the humans. It needs a holistic approach, which exclusively focuses on effective river water quality monitoring and quantification and identification of pollutant sources, in order to address the issue of sustainability. These days, rivers are heavily contaminated due to the presence of organic and metallic pollutants released from several anthropogenic sources, such as industrial effluents, domestic sewage, and agricultural runoff. It is astonishing to note that even in many developing countries, most of these contaminants are carried through open drains, which enter river premises without proper treatment. Such practice not only devastates riverine ecosystem but also gives rise to deadly diseases, such as minimata and cancer in humans. Considering these issues, the present study develops a novel approach towards simultaneous identification of major sources of pollution in the rivers, along with critical pollutants and locations using an advanced hierarchical cluster and multivariate statistical analysis. A systematic approach has been developed by agglomerating both R-mode and Q-mode analysis, which develops monoplots, two-dimensional biplots, rotated component matrices, and dendrograms (using “SPSS” and “Analyse It” software) to reveal relationships among various quality parameters to identify the pollutant sources along with clustering of critical sampling sites and pollutants. A case study of the Ganges River Basin of India has been considered to demonstrate the efficacy and usefulness of the model by analyzing 85 open drains. Both organic and metallic pollutants are analyzed simultaneously as well as separately to get a holistic understanding of all the relationships and to broaden the perspective of water characterization. Results provide a comprehensive guidance to the policy makers and water managers to optimize corrective efforts, minimize further damage, and improve the water quality condition to ensure sustainable development of the river basin.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

The Association of Southeast Asian Nations has agreed that environmental protection and sustainable use of natural resources are essential for sound economic development. The Environmental Impact Assessment is viewed as an important management tool and an ASEAN Experts Group on the Environment has been working for several years on a model especially adapted to the region and also on case studies of the implementation of EIA. Progress so far has been frustratingly slow due to misunderstanding, a lack of ecological data, inadequate trained manpower and institutional shortcomings for compliance. The author advocates collaboration on an ASEAN model for performing EIA as a means of accelerating acceptance and implementation. The concept of Adaptive Environmental Assessment and Management is proposed as a prototype.  相似文献

Multicriteria analysis is widely used to perform sustainability evaluation for purposes such as decision making or progress assessment following a chosen sustainable development concept. The stages of multicriteria analysis include indicator selection, data characterization, normalization, weighting, and aggregation. However, due to the various framings of sustainability, non-equivalent approaches could be adopted at each stage, introducing methodological uncertainty. Consequently, depending on the methods chosen, divergent and conflicting conclusions or decisions may result. This paper addresses the issue of methodological uncertainties in sustainability evaluation by analyzing how methodological uncertainties arise during multicriteria analysis, then proposing an analytical framework that employs uncertainty and sensitivity analyses to quantify and manage the effects of methodological uncertainties. The consideration of methodological uncertainties in the structure of multicriteria sustainability evaluation shifts the analysis from deterministic to probabilistic, which is advantageous to arrive at robust and homogenized sustainability conclusions or decisions.  相似文献

Sustainable urban development focuses on enhancing urban well-being, while also balancing the demands of urban social and economic development, natural resource consumption, and environmental pollution. This work used general data envelopment analysis to assess the urban sustainability efficiency (USE) and sustainability potential (SP) in Lanzhou and Xiamen, two cities that are characteristic of urban areas in western and eastern China. The assessment indicator system included important natural and urban welfare factors as input and output indices, respectively. The results showed that overall urban sustainability efficiency increased in Lanzhou and Xiamen from 1985 to 2010, but that the sustainability of natural resources clearly decreased. The urban sustainability efficiency of Xiamen was higher than that of Lanzhou, and the sustainability potential of Xiamen was lower than that of Lanzhou; this indicates that Xiamen performed better in terms of urban sustainable development. The urban sustainability efficiency in Xiamen has increased with increasing urban population, and the rate and scale of economic development have been higher than in Lanzhou. The assessment and analysis performed in this study show that cities with different natural resources and development characteristics have different forms, patterns, and trajectories of sustainable development.  相似文献

Sustainable development is a widespread concept. Indicator selection and sustainability assessment are basic methods to analyse the sustainable development process. This study aims to develop a software application to select indicators and to allocate weightings to the indicators and the sub-indexes, so that they can be listed in a sustainability assessment. The Visual Basic software is used to develop a software package based on Delphi, analytic hierarchy, normalization and combination processes. Software for sustainability assessment was developed. Thirty-five indicators are selected as a first step of which eight health indicators and eight environmental ones and their sub-indexes are given weightings. The indicators are normalized. Sub-indexes are combined into a composite sustainable development index. The model is validated showing the ‘main features’ of the sustainability situation on health and environmental aspects in the Quang Tri province during the period 2000–2005. The results support the decision-making process of the competent authorities.  相似文献

This study assesses the theoretical and practical limitations of evaluations of infrastructure projects. Existing tools used in such evaluations typically exhibit two main limitations. Firstly, they tend to accommodate only two dimensions at once and rely on extensive use of averages for additional dimensions. Secondly, they mostly produce a narrow (project exclusive) or information that is too general, thereby precluding both broader and more detailed interpretations at once.Development decisions so informed are consequently based on partial information. Too often this has produced unsatisfactory outcomes for some stakeholders along with increased risks and heightened uncertainties. This is particularly the case for infrastructure projects.This paper proposes an alternative approach to development decision-making called ‘complex stakeholder perception mapping’ (CSPM). CSPM's evaluations inclusively involve a spectrum of insights and perception maps which offer flexibility, combined with complex perceptions of multiple stakeholders on multiple aspects of development.Applicability of CSPM is demonstrated using four perceptual dimensions in infrastructure development evaluation. Different perception combinations and individual group perceptions generate patterns which indicate aspects and groups that need attention. This approach generates rigorous interpretations of information at both the micro and macro level of the project environment, thereby supporting well-informed strategic decision making to advance project outcomes.  相似文献

The challenges of urban growth for mega-cities in Asia, now and over the next few decades, are examined with particular reference to the ability or inability of those in charge of cities, elected officials and administrators, to provide for the legitimate demands of citizens. Issues such as population growth, industrialization, urbanization, financing, employment, health care, social services, public safety, transportation, water supply, waste disposal, and cultural and recreational facilities are included. While sustainable development of cities is advocated strongly by environmentalists and administrators, the past history of urban growth is quite often the opposite. Why? This paper examines the severe constraints that urban developments are subjected to, and might be possible to change in order to create a better future, with particular emphasis on Asia. Finally, the important contributions made by environmental scientists and engineers towards more sustainable development are placed in context with the reality of urban growth. The approach taken is my personal view, having lived for over a period of 62 years in Europe, North America and now Asia, and having practised as an engineer and educator for almost 40 years.  相似文献

The Spitzkoppe Community Campsite in western Namibia lies in an area with very limited water resources. Water scarcity places a constraint on community income generation and development opportunities. The existing water resources are overexploited and to ensure future water security, the community must take sustainable water management into consideration in their daily lives and business ventures, including tourism. This has been successfully achieved at the Spitzkoppe Community Campsite through a combination of high community motivation, organisation and action, the involvement of researchers and trainers in water resource management and support from developers. The most appropriate water management solutions were found through ongoing practical testing of different strategies and technologies over two years. This paper presents a case study of a community-based tourist camp at Spitzkoppe and traces the community’s progress towards developing an alternative way to combat desertification and a potentially lucrative tourist business.  相似文献
