The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research.  相似文献

The use of biotechnology in food productiongives rise to consumer concerns. The term ``consumerconcern' is often used as a container notion. Itincludes concerns about food safety, environmental andanimal welfare consequences of food productionsystems, and intrinsic moral objections againstgenetic modification. In order to create clarity adistinction between three different kinds of consumerconcern is proposed. Consumer concerns can be seen assigns of loss of trust. Maintaining consumer trustasks for governmental action. Towards consumerconcerns, governments seem to have limitedpossibilities for public policy. Under current WTOregulations designed to prevent trade disputes,governments can only limit their policies to 1) safetyregulation based upon sound scientific evidence and 2)the stimulation of a system of product labeling. Ananalysis of trust, however, can show that ifgovernments limit their efforts in this way, they willnot do enough to avoid the types of consumer concernsthat diminish trust. The establishment of a technicalbody for food safety – although perhaps necessary –is in itself not enough, because concerns that relatedirectly to food safety cannot be solved by ``pure'science alone. And labeling can only be a good way totake consumer concerns seriously if these concerns arerelated to consumer autonomy. For consumer concernsthat are linked to ideas about a good society,labeling can only provide a solution if it is seen asan addition to political action rather than as itssubstitution. Labeling can help consumers take uptheir political responsibility. As citizens, consumershave certain reasonable concerns that can justifiableinfluence the market. In a free-market society, theyare, as buyers, co-creators of the market, andsocietal steering is partly done by the market.Therefore, they need the information to co-create thatmarket. The basis of labeling in these cases, however,is not the good life of the individual but thepolitical responsibility people have in their role asparticipants in a free-market. Then, public concernsare taken seriously. Labeling in that case does nottake away the possibilities of reaching politicalgoals, but it adds a possibility.  相似文献

This paper explores similarities and differences in the knowledge, beliefs and actions that comprise the environmental attitudes of senior secondary school students in Australia and Brunei. Utilising data from a wider international study in Asia and the Pacific (Yencken et al. , 2000), the paper uses findings from these two countries to illustrate the pervasiveness of global environmental concerns over local cultural influences in the construction of youth environmental attitudes in Australia and Brunei. Thus, young people in these countries, as they do in all parts of the Asia-Pacific region, have very similar levels of environmental awareness and knowledge, sources of environmental, beliefs, systems or world views about the environment, and levels of perceived control over environmental trends. They also have a shared desire for schools to do more in the area of environmental education. The paper concludes that much more effort needs to be made in certain areas. The first is to encourage teachers and others who have influence over young people to develop their own knowledge and skills to be able to teach environmental education effectively. The second is in the area of curriculum and pedagogical reform so that young people explore the many possible ways in which current systems can change to support sustainability, in which current lifestyles reflect these systems, and in which their own actions can contribute to a sustainable future.  相似文献

There have been increasing concerns about the adverse impacts on the environment caused by cargo movement in international trade. Different stakeholders ranging from shippers and carriers to government bodies and international communities have expressed worries about the environmental impacts brought by shipping related activities. The pollution and waste created in the shipping processes have imposed environmental burdens and accelerated resource depletion. The situation is set to worsen in the face of intensifying trade globalization, which has contributed to sustained growth in international shipping activities. To help protect the environment, many shipping firms have taken the initiative to find ways to lessen the environmental damage of their operations while enhancing their performance. The objective of this study is to examine the environmental awareness and the environmental measures taken in the shipping industry. We propose a conceptual framework for evaluating green shipping practices and develop several propositions stating the conditions under which shipping firms would behave in an environmentally responsible manner. We conclude with managerial and policy implications of the conceptual framework to promote green shipping practices in the shipping industry.  相似文献

Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities.  相似文献

Despite these significant issues, Alaska is relatively water‐rich and far more equipped to address its water resource concerns compared with other regions of the world. Globally, simultaneous and rapid water stresses have influenced and complicated conflicts and are motivating nations to develop markets and trade as one of the primary means to manage their needs for this resource. This paper presents these interacting issues in the context of Alaska’s relationship with a world undergoing significant social and ecological changes that affect freshwater supplies. We present the challenges faced by Alaska in the context of a larger global perspective, and briefly explore the relative effects these issues have on local, regional, and global scales. We present the argument that Alaska needs to develop more robust institutions and policies that can alleviate both household concerns and ensure that Alaska plays a significant role in the international freshwater arena for its long‐term resilience.  相似文献

Having reponded to various crises since the Paris Sugar Convention 1864, the process of international commodity organization is now recognized as a positive means of securing expansion of world trade and of bringing about development in producing countries. But these objectives necessitate multi-dimensional measures. The supply-management techniques, hitherto the pivot of international commodity agreements, have proved to be inadequate. It is argued in this article that the trade and development objectives can be better achieved by the provision of varied measures; that a ‘GATT for primary commodities’ is among such measures; and that such an organization does not negate, but supplements, the existing system.  相似文献

Electric utilities in many developing countries are faced with a panoply of major problems. Often operating at low reliability, in severe financial difficulty due to inadequate tariffs, and under pressure to expand the network to rural areas at the same time that they are under pressure to reduce capital outlays because of demands to reduce public-sector spending and concerns over the ability to service foreign debt. Traditional approaches to electric utility planning have become inadequate in this new financial climate. In this paper we explore the institutional, economic, manpower and financial dimensions of the present crisis, and examine their implications for national governments, donor agencies and international financial institutions. We emphasize the need for a more balanced approach to planning models, for improved procedures to deal with uncertainties and for a more imaginative approach to non-traditional solutions.  相似文献

Roger Barker's Behavior Setting Survey is generally recognized as the first major effort to bring physical and social contexts into psychological methodologies for studying human behavior. Since Barker's day, advances in social theory, speech act philosophy, pragmatics and other disciplines within the human sciences have converged with Barker's concerns in various ways, making it possible to sharpen and enrich a number of his formulations. The methodological school of critical qualitative research in many ways occupies the vanguard of approaches synthesizing advances in social theory for methodological application. Critical qualitative research, however, has yet to take advantage of Barker's work on behavior settings. Thus both Barker's work and the work of critical ethnographers can be enriched through a synthesis of their theoretical constructs and procedures. This pilot study explores the advantages of synthesizing behavior setting survey and critical qualitative methodology. A university department was studied through a truncated version of the Behavior Setting Survey (BSS) and also with Carspecken's five-stage model for critical social research. Results are significant on both substantive and analytical levels. It was found that departmental behavior patterns discovered through the BSS are only explicable when their cultural conditions are reconstructed via critical qualitative data analysis. This was true particularly with respect to the ‘circuitry’ discovered by the BSS but explained through cultural reconstructions.  相似文献

From a state-centric view, sub-national level of participation at the international level can be only feasible if it is an active part of national policy. In the case of Shiga prefectural government's initiative for international lake-environmental cooperation, however, sub-national actors came to see themselves as direct players in the absence of national policy. This study examines under what conditions and in what ways such sub-national level of participation takes place by conducting a case study of Shiga's collaboration with the United Nations Environmental Programme (UNEP) over lake-environment risk reduction. The article finds that the process of Shiga's participation in transnational governance will have less chance of being duplicated effectively in other Japanese sub-national governments. Shiga's cooperation with the UNEP was primarily driven by the ad hoc bottom-up political mobilisation of the sub-national actors. In general, without institutionalised channels for sub-national governments to participate in the regional/international level, sub-national governments need to mobilise resources on such an ad hoc basis and only pioneering sub-national actors are capable of effectively engaged on unfamiliar territory with the formation process of transnational governance.  相似文献

An individual's perception of risk develops from his or her values, beliefs, and experiences. Social scientists have identified factors that affect perceptions of risk, such as whether the risk is knowable (uncertainty), voluntary (can the individual control exposure?), and equitable (how fairly is the risk distributed?). There are measurable differences in how technical experts and citizen stakeholders define and assess risk. Citizen knowledge and technical expertise are both relevant to assessing risk; thus, the 2002 National Research Council panel on biosolids recommended stakeholder involvement in biosolids risk assessments. A survey in 2002 identified some of the factors that influence an individual's perception of the risks involved in a neighbor's use of biosolids. Risk communication was developed to address the gap between experts and the public in knowledge of technical topics. Biosolids management and research may benefit from applications of current risk communication theory that emphasizes (i) two-way communications (dialogue); (ii) that the public has useful knowledge and concerns that need to be acknowledged; and (iii) that what may matter most is the credibility of the purveyor of information and the levels of trustworthiness, fairness, and respect that he or she (or the organization) demonstrates, which can require cultural change. Initial experiences in applying the dialogue and cultural change stages of risk communication theory--as well as consensus-building and joint fact-finding--to biosolids research suggest that future research outcomes can be made more useful to decision-makers and more credible to the broader public. Sharing control of the research process with diverse stakeholders can make research more focused, relevant, and widely understood.  相似文献

This paper summarises the views of a number of experts, who met under the auspices of the United Nations Environment and Development, UK Committe (UNED-UK), on the subject of freshwater. The views are expressed in terms of a number of issues raised by the United Nations General Assembly in 1997, namely: integrated watershed management; the strengthening of regional and international co-operation for technological transfer and finance for projects; the participation of local communities and women; the provision of an enabling environment for investment; economic pricing; strengthening the capability of governments and international institutions to collect-and manage information; transformation to less water-intensive modes of agricultural and industrial production; sustainable management of international water courses and additional financial resources for a programme of action. The General Agreement on Trade in Services (GATS) seeks to expand international trade in a wide range of services ranging from tourism to telecommunications and education. In recent years, it has come under attack from civil society organizations in both the North and the South for having a detrimental impact on poor people's right to basic services. This article explores some of these controversies, using the example of water services. It focuses specifically on the impact of the GATS on poor people's right to water and national governments’ ability to safeguard the interests of poor people through regulation. It demonstrates that, de jure, the liberalization of water‐related services under the GATS may not necessarily undermine the ability of governments to introduce the kind of legislative measures necessary to realize poor people's right to water. Still, de facto, the exercise of policy autonomy might be substantially curtailed due to inherent ambiguities in treaty interpretation, the politics of process arising out of power asymmetries, a lack of transparency in processes of negotiation as well as institutional and other deficiencies in the domestic politics of WTO member states.  相似文献

Throughout history, mining communities have invariably found themselves striving for a good quality of life and a long‐term future. In the 21st century, problems of maintaining the economic vitality of mining regions are now compounded by concerns about the biophysical integrity of the local environment. In regions of the world where the economic viability of the resource is marginal and achieving a reasonable quality of life is a daily struggle, sustainable mining may seem to be a dubious prospect at best. Yet the twin imperatives of global political forces and burgeoning environmental concerns are requiring industry, governments and other interests to re‐conceptualize the way in which mining takes place in communities. Although mining itself may not be seen as an industry that contributes to the achievement of environmental objectives, it could — with careful planning — be used as a tool to foster a more sustainable and healthier community. This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

This article examines develop-for-import projects financed by development loans and mixed credits supplied by export-import banks and other financial institutions of the central governments of France, Japan and the Federal Republic of Germany. The projects discussed are those producing bauxite, alumina, aluminium, chromium, copper, iron, manganese, molybdenum, nickel and tungsten, in developing market economies, Australia and Canada. The article estimates the volume of these metals committed to France, Japan and FRG to pay for loans and credits, examines the types of financial arrangement involved in develop-for-import projects, and considers the compatibility of these arrangements with the multilateral liberalized world trading system developed by the General Ageement on Tariffs and Trade (GATT) over the past 40 years. To the extent that these arrangements do not fully reflect changes in international market forces, world trade in metals will tend to be distorted and discriminatory.  相似文献

Social relations associated with conventional agricultural exports find their origins in long term associations based on business, family, and class alliances. Working outside these boundaries presents a host of challenges, especially where small producers with little economic or political power are concerned. Yet, in many developing countries, alternative trade organizations (ATOs) based on philosophies of social justice and/or environmental well-being are carving out spaces alongside traditional agricultural export sectors by establishing new channels of trade and marketing. Coffee provides a case in point, with the fair trade and certified organic movements making inroads into the market place. In their own ways, these movements represent a type of economic and social restructuring from below, drawing upon and developing linkages beyond the traditional boundaries of how coffee is produced and traded. An examination of the philosophies of the fair trade and organic coffee movements reveal that the philosophical underpinnings of both certified organic and fair-trade coffee run counter to the historical concerns of coffee production and trade. Associations of small producers involved in these coffees face stiff challenges – both internal and external to their groups. More work, especially in situ fieldwork aimed at uncovering the challenges, benefits, tensions, and successes, is needed to understand better the ways these networks operate in the dynamic agro-food complex.  相似文献

This paper examines the complementarity/substitutability of international trade and financial development in the mitigation of carbon emissions for a panel sample of 62 middle-income countries from 1991 to 2010. Applying the bias-corrected LSDV estimator, the paper yields interesting results. For the full sample, international trade and financial development play an interactive and complementary role in reducing CO2 intensity of energy use. That is, the environmental benefit of international trade is materialized only if a country has a well-developed financial market. Likewise, financial development is beneficial to the environment only in a highly open economy. Having stated these, the analysis also uncovers evidence that these results may be different across levels of income or across regions. The results bear important policy implications for the abatement of the environmental problem in the middle-income countries.  相似文献

In the past, most of the attempts to improve the situation of the developing countries have focused on economic policy, on the conditions of international trade, on aid and direct investment. A debate on a New International Economic Order (NIEO) was launched in the 1970s (c.f. Tinbergen, 1976)—and largely failed (c.f. Simonis, 1989). This paper shows that environmental policy could be a more effective lever for improving the lot of the developing countries; the near future may see the evolution of a new international environmental order which is likely to better link environmental protection and economic development.  相似文献
