We draw attention to a number of key factors in the evaluation of major projects, such as smelters, which are highly capital- and energy-intensive as well as export-orientated. The practice of justifying such projects by upvaluing foreign exchange is considered, as is the cost of distortion. Export efficiency is introduced as the key criterion: the efficiency of some recent smelter proposals in Oceania was between 36 and 50 cents in the dollar. A correct power price is essential: hydropower (in contrast with hydroenergy) should be priced as a depletable resource. 相似文献

The recent literature on sustainable urban form has stressed the need to move away from a system of land-use segregation and towards one which intersperses land uses and facilitates localisation. The strategy of dispersed concentration gives shape to this mixed-use principle, and has been equated with the need to plan more self-sufficient neighbourhoods. There are several problematic issues raised by such a strategy, particularly in relation to the propensity of local people to use local facilities when the friction of distance is low. The image of sustainable neighbourhoods purveyed by advocates is at odds with the reality of suburban development. A review of current eco-neighbourhood projects around the world points to the varying degrees to which they have successfully overcome the implementational and behavioural difficulties. Market-led projects — particularly in semi-rural areas — have achieved rather limited success across the range of sustainability criteria. Some large-scale municipally led plans have faired better. Projects led by community non-profit trusts have been able to be most radical and demonstrate the practicability of eco-neighbourhoods in specific situations. Overall, however, the paucity of successful projects highlights the need for a more proactive central and local government stance. 相似文献

Key events included the independent invention of ‘turf maps’, the Place Perception Project of Blaut, Stea and McCleary, and the synergy of an exceptional cluster of faculty and students. Each National Park Service unit in the United States produces a resources management plan (RMP) every four years or less.
The plans commit budgets and personnel to specific projects for four years, but they are prepared with little quantitative
and analytical rigor and without formal decision-making tools. We have previously described a multiple objective planning
process for inventory and monitoring programs (Schmoldt and others 1994). To test the applicability of that process for the
more general needs of resources management planning, we conducted an exercise on the Olympic National Park (NP) in Washington
State, USA. Eight projects were selected as typical of those considered in RMPs and five members of the Olympic NP staff used
the analytic hierarchy process (AHP) to prioritize the eight projects with respect to their implicit management objectives.
By altering management priorities for the park, three scenarios were generated. All three contained some similarities in rankings
for the eight projects, as well as some differences. Mathematical allocations of money and people differed among these scenarios
and differed substantially from what the actual 1990 Olympic NP RMP contains. Combining subjective priority measures with
budget dollars and personnel time into an objective function creates a subjective economic metric for comparing different
RMP’s. By applying this planning procedure, actual expenditures of budget and personnel in Olympic NP can agree more closely
with the staff’s management objectives for the park. 相似文献

This paper examines the problems Inherent in identifying and measuring infrastructure-related subsidies associated with 'greenfield' natural resource projects. The findings suggest that even if external benefits and costs are ignored, and a market-oriented estimation process is adopted, substantial problems still face policy analysts attempting to measure the extent to which such projects have been subsidized. Over the past decades, strong evidence has accumulated that low-frequency electromagnetic fields (EMFs) can be useful in treating
human pathologies, such as bone fractures, soft tissue illnesses, and pain. Common strategies for the design of commercial
therapeutic devices are to generate EMFs that simulate body endogenous EMFs, or EMFs that resonate with a particular biological
process, such as the natural motions of ions. We recently came across a biologically active commercial EMF signal that seems
to be different. The signal is generated by summing the fundamental frequencies and harmonics of several periodic base signals
which remain proprietary to the company. When first examined in the time domain, the signal resembled electronic noise; however,
when critically analyzed, the signal is not identical with noise. Rather, it is a highly complex waveform exhibiting a very
wide range of values for the time derivative of the magnetic field density (dB/dt) and a beat frequency in the Extremely Low-Frequency
range. In this paper, we speculate on the mechanism of action of this and similar signals. We consider it less likely that
cells, or cell components, act like filters to extract and couple with individual signals that make up the complex EMF signal.
Consequently, we favor the possibility that with the signal discussed here cells respond to the very complex signal and that
the biological response can be modified by the presence of a beat in the signal, in this case a low-frequency beat. More generally,
this would suggest the hypothesis that biological processes can be regulated by noise-like signals and that the effects of
a noisy signal can be modified by the presence of signal repetition patterns, such as beats. Given the very small energy that
signals like these can transduce into a biological system, biological effects can be expected only when the molecular processes
involved are poised so that the available energy leads to molecular reactions that achieve the activation state for the reaction. 相似文献

Stormwater management upgrade and maintenance costs in the province of Ontario are significant. As capital grant programs decline, municipalities are exploring alternative means for financing the abatement of stormwater quantity and quality problems. User pay financing represents one such option. The economic, institutional and legal issues related to implementing user pay financing of stormwater management in Ontario are addressed using the Regional Municipality of Ottawa-Carleton (RMOC) as a case-study. The paper reviews the experience with user pay stormwater management programs in Canada and the USA, and recent stormwater issues and financing needs in the RMOC. The presented spreadsheet rate model is based on stormwater quantity and quality considerations and best management practices (BMPs) for various land-use categories. The modelling results vary depending on the inclusion or exemption of certain land-use categories and whether BMPs are implemented. Preliminary results indicate the monthly stormwater user charges are comparable with those charged in USA programs. In Ontario, existing statutes provide the enabling legislation for stormwater user charges, and there are no legal or regulatory barriers to implementing them. However, program we start-up costs and public perception could be significant obstacles to instituting user charges. 相似文献

The recovery of ferrous and non ferrous metals from the bottom ashes is a common practice in the most part of Europe, both for the environmental advantages of their recycle and to avoid problems of swelling and expansion that metals can cause when bottom ashes are reused in concrete production or in road construction. This paper focuses on metal recovery from bottom ashes produced in Municipal Solid Waste (MSW) incinerators, with a particular focus on aluminium. A forecasting model was developed in order to evaluate the quantity of aluminium scraps recoverable from the bottom ashes. The model was applied to the Italian situation but its validity can be extended to other countries. Focusing on Italy, by applying conventional technologies for the separation of non-ferrous metals, the amount of aluminium potentially recoverable from bottom ashes is estimated in the range from 16,500 to 21,000 tonnes at the year 2015, and from 19,000 to 28,500 tonnes at 2020. 相似文献

In the 1980s, the basic strategies of the major integrated aluminium companies have been to emphasize added investment in downstream activities at the expense of investment in smelting and raw material supply. The paper examines the rationale for such investment strategies, explores the advantages and disadvantages of downstream investment and presents projections of future demand and capacity in the industry. This article examines develop-for-import projects financed by development loans and mixed credits supplied by export-import banks and other financial institutions of the central governments of France, Japan and the Federal Republic of Germany. The projects discussed are those producing bauxite, alumina, aluminium, chromium, copper, iron, manganese, molybdenum, nickel and tungsten, in developing market economies, Australia and Canada. The article estimates the volume of these metals committed to France, Japan and FRG to pay for loans and credits, examines the types of financial arrangement involved in develop-for-import projects, and considers the compatibility of these arrangements with the multilateral liberalized world trading system developed by the General Ageement on Tariffs and Trade (GATT) over the past 40 years. To the extent that these arrangements do not fully reflect changes in international market forces, world trade in metals will tend to be distorted and discriminatory. 相似文献

Urban transportation projects are essential in increasing the efficiency of moving people and goods within a city, and between cities. Environmental impacts from such projects must be evaluated and mitigated, as applicable. Spatial modeling is a valuable tool for quantifying the potential level of environmental consequences within the context of an environmental impact assessment (EIA) study. This paper presents a GIS-based tool for the assessment of airborne-noise and ground-borne vibration from public transit systems, and its application to an actual project. The tool is based on the US Federal Transit Administration's (FTA) approach, and incorporates spatial information, satellite imaging, geostatistical modeling, and software programming. The tool is applied on a case study of initial environmental evaluation of a light rail transit project in an urban city in the Middle East, to evaluate alternative layouts. The tool readily allowed the alternative evaluation and the results were used as input to a multi-criteria analytic framework. 相似文献

the lessons leaned on why the technology transfer (TT) operation of the Multilateral Development Banks (MDBs) and other International
Assistance Agencies (IAAs) have failed to achieve effective transfer of appropriate technology to DC practicioners in the
environmental/sanitary engineering field, and presents the Consultant’s recommendations on feasible measures by which MDBs
can significantly improve their TT operations. Eleven specific measures are recommended, all believed to be feasible for use
by MDBs, as follows: (i) post-construction monitoring of project performance, (ii) develop appropriate design criteria for
key infrastructure sectors, (iii) be realistic on O&M expectations, (iv) increase infrastructure project budgets to support
TT, (v) prepare appropriate technology textbooks, (vi) sponsor graduate university programs in appropriate TT, (vii) sponsor
appropriate TT professional journal, (viii) furnish copies of selected 1C references to DC-ers, (ix) sponsor work-type training

Radon is a radioactive gas that enters buildings and is known to cause lung cancer. Danish building regulation recommends simple remedial measures for radon levels between 200 and 400 Bq m−3, and more effective methods for levels above 400 Bq m−3. The Danish National Board of Health found that radon levels in 4.6% of the dwellings were above the reference level, and that the distribution of radon levels in Danish one-family houses is lognormal with a geometric mean of 57.7 Bq m−3 and a geometric standard deviation of 2.28. The purpose of the paper is to present a cost–benefit analysis of a possible future governmental intervention against radon in existing Danish one-family houses. In other words, it seeks to answer the question: is it socio-economically worthwhile to avert lung cancer deaths by reducing radon levels in the most exposed dwellings? The results indicate that an intervention based on the anti-radon measures recommended by the Danish building regulation would, if implemented, avert less than 30 deaths each year. By comparison, a total of 300 people die from radon exposure annually in Denmark. The total costs exceed the valuated health benefits by €62 million (6% discount rate). It is concluded that it is not socio-economically favourable to reduce radon levels in existing Danish one-family houses. These results are based on a discount rate of 6%, a value of preventing a statistical fatality of €1.4 million, and a relatively high cost of remediation in Denmark compared to other countries. Based on the sensitivity analysis, the conclusion will be different if a discount rate of 4.3% or less is used, or if the value of preventing a statistical fatality is €2.54 million or higher, or if the cost of remediation is reduced. 相似文献

This paper discusses the development impact of mining and mineral processing on the regions in which they are located. The discussion is organized so as to be of relevance for policy formulation in resource-rich developing countries which consider the exploitation of their mineral wealth. The hypothesis is that mining technology, interpreted in a broad sense, has undergone a profound change since 1900. In consequence, experiences of mineralbased regional development in the industrialized countries around the turn of the century are of little relevance to the Third World in the 1980s. Contemporary mineral ventures have very weak regional development repercussions in the absence of forceful policies specifically directed towards the regional development goal. 相似文献

Carbon dioxide capture and storage (CCS) holds promise as a safe and effective approach for addressing climate change. However, concern about potential “liability” associated with CCS often is cited as a significant barrier to project deployment. The authors contend that, in this context, the term “liability” is poorly defined and conflates concerns about the uncertainty in the timing and magnitude of potential damages with the need for financial responsibility for long-term stewardship of certified closed sites. This paper offers an analytic framework drawn from damages estimation methodologies used in comparable contexts and incorporates risk-based probabilistic modeling to assist stakeholders in evaluating the potential environmental, human health and financial consequences of CCS projects. Application of the proposed framework will achieve four distinct objectives. First, the outputs of the analyses – monetized damages estimates for adverse impact scenarios coupled with expected loss calculations that reflect scenario probabilities and identify the statistical range of possible outcomes, including “most likely” loss estimates – will help interested stakeholders consider the viability of various investment and financial risk management strategies. Second, the results can be used to develop or negotiate financial assurance instruments for analyzed projects. Third, the results will inform the public policy debate regarding the degree and magnitude of potential financial consequences resulting over the long-term, beyond an established post-closure period. And, fourth, while the detailed conceptual framework, resulting models, impact calculations and valuation analyses may be applied on a site-by-site basis, the site-specific results could be pooled to assess regional and national implications of various risk mitigation and financial risk management policies. 相似文献

This article examines how small and medium enterprises (SMEs) can improve their capital investment decisionmaking process for both environmental and general capital projects. It proposes a framework that helps integrate environmental impacts into capital investment decisions, while recognizing SMEs' specific management practices, unique culture, and constraints.
