During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

Sources of Deforestation in Tropical Developing Countries   总被引:8,自引:0,他引:8  
/ Key causes of tropical deforestation are investigated using cross-sectional data for 90 developing countries for the period 1981-1990. Regression results reveal that deforestation is associated with both development and scarcity. Deforestation accelerates with expanding infrastructure, trade, debt, investment in the human capital base, and resource-based economic expansion. On the other hand, absolute and relative scarcities-manifested by growing population pressures, food and land shortages, fuelwood dependency, and inequalities in access to land-are also key factors explaining forest loss. Thus, results point to a fundamental environmental conundrum: Development is required if countries are to alleviate scarcity-driven forms of forest exploitation but is itself a major cause of deforestation. Can countries balance development goals with forest protection? Setting aside the issue of its practical realization, the paper concludes that forest sustainable development cannot be achieved by implementing simple technical improvements in land-use practices alone. Securing the foundations for the sustainability of the forest base will require that countries address the underlying social processes driving tropical forest loss as well.KEY WORDS: Tropical deforestation; Developing countries; Rural land-use practices; Development; Scarcity.  相似文献

After an initial burst of enthusiasm in the 1990s, community-based forest management (CBFM) is increasingly being viewed with a critical eye. Evidence suggests that many programs have failed to promote their stated objectives of sustainability, efficiency, equity, democratic participation and poverty reduction. A large volume of academic literature now exists on CBFM, examining both the success and failure of such initiatives in a wide variety of countries. Through analysis of key themes, concepts and issues in CBFM, this article provides a review of CBFM initiatives in tropical developing countries for policymakers, practitioners and planners wishing to gain an understanding of this wide-ranging, interdisciplinary academic literature. The article identifies key institutions and incentives that appear to significantly affect the success or failure of CBFM initiatives. In particular, it reports that consideration of institutional and socioeconomic factors along with personal characteristics of key stakeholders such as beliefs, attitudes, financial resources and skills are important determinants of CBFM outcomes. However, local incentive structures also appear to be important. There is increasing recognition in the literature of the need to consider the conditions under which local politicians entrusted with carrying out CBFM initiatives will deem it worthwhile to invest their scarce time and resources on environmental governance.  相似文献

Official statistics and surveys show that woodfuel is the dominant end-use of forest products especially in developing countries. This paper examines the end-use pattern and per capita consumption figures for selected developing countries. In terms of total energy requirements woodfuel, a renewable resource, is the third most important fuel after oil and coal, but may be the primary fuel in terms of number of actual consumers. The future consumption pattern is estimated for the developing and developed countries and it is anticipated that total woodfuel consumption may increase by about 2 per cent per year at least until the year 2000. The supply position shows that while present consumption of all forest products is more or less in balance with the increment of the growing stock, in certain areas the forest capital is being depleted to meet demand. Total demand is likely to double by the turn of the century. Therefore, plantations, especially of fuelwood, will have to be established if the growing stock is not to be depleted and if an energy crisis in developing countries is to be averted.  相似文献

Outstanding features of Mediterranean forest area are highlighted with a special reference to biodiversity and connections with forest management. The naturally originated and anthropogenic progress of the mosaic-like evolution, as well as the man-induced factors and natural constraints are described. The past and present close linkages between management and biodiversity are then analysed by means of a few, outstanding cases typical of the geographical region. The management shift on increasing economically marginal forest area (abandonment) appears to be the major force currently driving connections with inherent and associated biodiversity. The goals following the new-established environmental roles of forests have shifted towards adaptive management, namely the implementation of locally tailored rules in accordance with prominent forest functions. Key priorities to face up to the new scenarios are then discussed.Economic and policy implications are addressed with reference to multipurpose forestry and the related annual flow of outputs. It is shown the role of water-related services, as well the provision of various non-wood forest products and public goods in addition to wood and other traditional forest outputs. Reference is also made to the dualism between the Northern and the South-Eastern Mediterranean countries due to different level of economic development (and pressure of forest resources) together with very different institutional structures, i.e. public ownership in Southern and South-Eastern Mediterranean countries. Nevertheless, the situation is going to become more harmonious in the medium run by growing economic development, the affirmation of local rights on forest resources, globalisation and, above all, rural out migration and exchanges of peoples confirming the traditional role of the Mediterranean Region at cross road of South-North and Eastern-Western cultures.  相似文献

Formulating effective national forest policy in lesser developed countries is complex and needs to take into account the social as well as the biophysical dimensions which impact on forest resources. Deforestation continues to be a serious concern in many of these countries and most national forest policy seeks to curb the devastationof forest resources. Due to different social groups competing for use of the forest resources, however, designing effective policy is challenging. The needs of these different social groups must be considered.Unless this is done, the forest policy itself can be an impetus for deforestation.In the southern Brazilian state of Santa Catarina, deforestation in the Atlantic forest (Mata Atlantica) is occurring at a rapid rate, threatening the richness of biodiversity. There are a number of causes for deforestation in Santa Catarina, one being Brazil's national Atlantic forest policy. Unintentionally, the structure of this conservation-focusedpolicy has declared all of Santa Catarina's native forests off-limits to any type of exploitation, the only state in Brazil where this has occurred, and has actually precipitated deforestation. Challenges for state-level planning include addressing the national forest policy as well as the state-levelimpacts resulting from the policy. The history of the policy, the social groups affected and challenges for planning are discussed, as are proposed solutions.  相似文献

Indigenous forests in Kenya, as in other developing countries, are under heavy pressure from competing agricultural land uses and from unsustainable cutting. The problem in Kenya is compounded by high population growth rates and an agriculturally based economy, which, even with efforts to control birth rates and industrialize, will persist into the next century. Both ecological and economic consequences of these pressures need to be considered in land-use decision making for land and forest management to be effective. This paper presents one way to combine ecological and economic considerations. The status of principal forest areas in Kenya is summarized and competing land uses compared on the basis of ecological functions and economic analysis. Replacement uses do not match the ecological functions of forest, although established stands of tree crops (forest plantations, fuel wood, tea) can have roughly comparable effects on soil and water resources. Indigenous forests have high, although difficult to estimate, economic benefits from tourism and protection of downstream agricultural productivity. Economic returns from competing land uses range widely, with tea having the highest and fuel wood plantations having returns comparable to some annual crops and dairying. Consideration of ecological and economic factors together suggests some trade-offs for improving land allocation decisions and several management opportunities for increasing benefits or reducing costs from particular land uses. Recognizing the steady depletion of natural resources in developing countries, this study analyses its causes by focusing on the ownership of such resources. Resource degradation was found associated with an array of individual, socioeconomic, politicoeconomic and institutional factors. In the pursuit of sustainable regional resources management and conservation, it is necessary to analyse and incorporate these multifarious factors into the design of a comprehensive strategy. While local government should be responsible for devising management strategies, their implementation requires the interfacing of field agencies with local communities that are to be assisted in the short term and instructed in depth; their performance should be closely monitored over the long term.  相似文献

If unauthorized resource use is prevented, managing marine resources by allocating property rights may match economic and environmental conservation incentives. However, because of the developing exploitation of marine resources and accompanying pollution, species' living conditions in Europe's waters are changing more quickly than before. By considering the roles of fisheries productivity, intellectual property rights, intellectual capital rights, market size, governance, and economic growth from 1990 to 2022, this paper aims to investigate the dynamic effect of property rights factors on the sustainability of the fisheries industry in 27 European countries. At higher quantiles, the findings showed a significant positive association between governance and fisheries sustainability adopting a new method, the MMQR with fixed effects, the Method of Moments Quantile Regression. In addition, in EU27 nations, the impact of intellectual property rights was favorable and statistically significant from the first to ninth quantiles. The findings show that the EU14 developed nations have more excellent governance and intellectual capital rights than the EU13 developing countries, significantly benefiting fisheries sustainability. In the same way that market size and economic growth condense fisheries sustainability in EU14 developed and EU13 developing countries, it has been discovered that intellectual property rights do the same across all quantiles, supporting the growth hypothesis for fisheries-producing countries. The findings specifically show that the beneficial solid impact of intellectual property rights, market size, and economic development on the sustainability of fisheries is more significant in EU13 developing nations than in EU14 developed countries. These results provide policymakers with helpful information for promoting property rights aspects in EU14 and EU13 nations via effective green technologies in the fisheries sector to meet sustainable development objectives.  相似文献

Despite a decrease in indigenous forests and a growing demand for tree products in developing countries, tree planting activities are not considerably expanding in Tanzania. In this paper, we analyse factors that influence households’ tree planting behaviour, as well as the number of trees planted. Coast and Morogoro regions in the east of Tanzania were selected as the case, and data was gathered from 202 households in 11 villages in these regions where tree planting programmes have been or still are active. A Heckman model is used to analyse the factors that drive tree planting behaviour. Results indicate that households get wood energy from forest reserves (57%), in addition to their own planted trees (9.1%). Emperical findings show that the most important factors have significantly positive effects on households’ tree planting behaviour, as well as the extent to which it was implemented. These factors include households’ land sizes, households’ awareness of tree planting programmes, tree planting for wood energy, and the age of the head of the household. The right/freedom to harvest and transport tree products, households’ attitudes towards tree planting, and family size have significantly negative effects on households’ tree planting behaviour. This paper is perhaps the first comprehensive study to analyse the factors that influence households’ tree planting behaviour in Tanzania, and it uncovers results that are useful, even for other developing countries with similar conditions.  相似文献

The end of the Cold War presents new challenges for the dynamics associated with mineral resources development. Broader approaches are needed to help mineral rich developing countries develop their minerals sector. These countries need to embark upon programmes of policy reform and privatization in order to make their mineral resources industries more efficient and responsive to free market forces (such as supply and demand and price), and to turn mineral sector decision making over to the private sector. This article examines the use of policy reform and privatization strategies to increase mineral resource production in developing countries, thereby contributing to both developing country economic growth and developed country access to mineral supplies .  相似文献

Efforts to assess forest ecosystem carbon stocks, biodiversity, and fire hazards have spurred the need for comprehensive assessments of forest ecosystem dead wood (DW) components around the world. Currently, information regarding the prevalence, status, and methods of DW inventories occurring in the world’s forested landscapes is scattered. The goal of this study is to describe the status, DW components measured, sample methods employed, and DW component thresholds used by national forest inventories that currently inventory DW around the world. Study results indicate that most countries do not inventory forest DW. Globally, we estimate that about 13% of countries inventory DW using a diversity of sample methods and DW component definitions. A common feature among DW inventories was that most countries had only just begun DW inventories and employ very low sample intensities. There are major hurdles to harmonizing national forest inventories of DW: differences in population definitions, lack of clarity on sample protocols/estimation procedures, and sparse availability of inventory data/reports. Increasing database/estimation flexibility, developing common dimensional thresholds of DW components, publishing inventory procedures/protocols, releasing inventory data/reports to international peer review, and increasing communication (e.g., workshops) among countries inventorying DW are suggestions forwarded by this study to increase DW inventory harmonization.  相似文献

Indiscriminate disposal of municipal solid waste in developing countries poses severe environmental and health threats. The study proposes a new method for dealing with these problems. The hybrid structural interaction matrix (HSIM) was used to prioritise major identifiable environmental health factors arising from improper solid waste disposal. The simplistic resource allocation model was adopted to ensure optimality in the allocation of resources to prioritised factors. The study indicates that tackling environmental health impacts from the most prioritised negative disposal factors through optimal allocation of resources, will either reduce or eliminate the impacts associated with subsequent less prioritised factors that are direct consequences of the highly prioritised negative factors. The method proposed will aid decision makers in knowing which set of systemic factors are to be given preference and to what extent at given periods in time.  相似文献

During April 2007, forest land per capita in the United States dropped below 1 ha. This is the result of a rather static area of forest land in the United States for the past 100 years combined with population growth. The US now joins the ranks of most countries (77%) having forest land per capita below 1 ha. The combination of an increasing human population with stable or increasing per capita natural resource utilization may place even more demand on resources derived from forest land in the future. The forest land per capita should be expected to continue its downward trend unless substantive demographic, resource utilization, and land-use changes occur.  相似文献

Much of the world's remaining mineral resources lie within the underdeveloped nations of the Third World. The current crisis of confidence characterized in international investment and trade in extractive resources has become detrimental to both the resource-rich developing countries and the resource-hungry industrialized countries. Japan is one nation that has developed a strategy to foster mutual trust and to restore confidence in the international extractive industries. Population and economic developmental pressures will continue to put increasing pressure on the environment, especially on scarce water resources. Meanwhile, large numbers of poor families in the developing countries still lack access to safe water. An integrated water resource planning and policy analysis framework is presented that permits the main issues and alternative options to be systematically considered and prioritized, especially problems arising from groundwater pollution. Basic principles of water resource economics are used to illustrate how the neglect of long-term environmental considerations jeopardizes the availability and quality of groundwater resources in the Greater Manila area. This paper contains a brief overview of drinking water and sanitation issues in developing countries, presents a policy-oriented analysis of a groundwater problem of great relevance worldwide, and demonstrates how the study conclusions might be implemented practically in a constrained developing country context.  相似文献

Summary The balance of evidence suggests a perceptible human influence on global ecosystems. Human activities are affecting the global ecosystem, some directly and some indirectly. If researchers could clarify the extent to which specific human activities affect global ecosystems, they would be in a much better position to suggest strategies for mitigating against the worst disturbances. Sophisticated statistical analysis can help in interpreting the influence of specific human activities on global ecosystems more carefully. This study aims at identifying significant or influential human activities (i.e. factors) on CO2 emissions using statistical analyses. The study was conducted for two cases: (i) developed countries and (ii) developing countries. In developed countries, this study identified three influential human activities for CO2 emissions: (i) combustion of fossil fuels, (ii) population pressure on natural and terrestrial ecosystems, and (iii) land use change. In developing countries, the significant human activities causing an upsurge of CO2 emissions are: (i) combustion of fossil fuels, (ii) terrestrial ecosystem strength and (iii) land use change. Among these factors, combustion of fossil fuels is the most influential human activity for CO2 emissions both in developed and developing countries. Regression analysis based on the factor scores indicated that combustion of fossil fuels has significant positive influence on CO2 emissions in both developed and developing countries. Terrestrial ecosystem strength has a significant negative influence on CO2 emissions. Land use change and CO2 emissions are positively related, although regression analysis showed that the influence of land use change on CO2 emissions was still insignificant. It is anticipated, from the findings of this study, that CO2 emissions can be reduced by reducing fossil-fuel consumption and switching to alternative energy sources, preserving exiting forests, planting trees on abandoned and degraded forest lands, or by planting trees by social/agroforestry on agricultural lands.  相似文献
