Citizens' juries (CJs) are recommended as one approach that might be used to encourage the active involvement of interested parties in the implementation of the EU Water Framework Directive (WFD). In this light the paper critically reviews the citizens' jury method in the context of water resource management. It examines three strategic challenges of representation, accountability and the role of experts, and issues of scale related to geography, institutions and time. Innovative adaptations of the CJ approach and other deliberative methods are explored as means to address these challenges. The review concludes by arguing that CJs will only be suitable for use in implementation of the WFD if such adaptations are further developed and used to tailor the CJ approach to the particular needs of water resource management in different circumstances. 相似文献

Universities can provide a stable home for launching collaborative community research projects. Citizens' Environment Watch
(CEW), an environmental monitoring initiative based at the University of Toronto, has made significant contributions to environmental
education and stewardship in Ontario, Canada. Following dramatic cuts in provincial monitoring programs, citizens and youth
have used chemical parameters and biological indicators to gauge water and air quality, and to identify areas requiring remediation
and pollution prevention efforts. The relationship of Citizens' Environment Watch to government agencies, funders and other
grassroots environmental groups has evolved over the past 5 years as CEW attempts to remain effective without taking on the
investigative and enforcement roles to support the regulatory enforcement that has been largely abandoned by government. We
explore the challenges inherent in developing and maintaining a volunteer organization that carries out rigorous and useful
scientific work and we outline the ability of a university to help overcome these critical challenges. Finally, we present

This paper is concerned with developing a model for group decision making under multiple criteria. The multiple criteria group decision making (MCGDM)problem involves a set of feasible land use patterns that are evaluated on the basis of multiple, conflicting and noncommensurate criteria by a group of individuals. The model integrates the Analytic Hierarchy Process (AHP) and an integer mathematical programming method. The former provides a tool for structuring the decision problem and determining land suitability for different socio-economicactivities (the uses of land), the latter is used to identify the land use pattern that maximizes consensus among interest groups. The model is used to analyze environmental conflict over land resource allocation in the Cape Region of Mexico. 相似文献

This viewpoint explores, through a case study in Malawi, the application of collaborative technology tools to support National Environmental Strategy Development initiatives with the public and private sectors in Africa. A particular type of groupware, Group Support Systems, is introduced as a technology and approach that enables large groups of stakeholders to be involved in efficient and effective decision making. It helped the different ministries, community leaders, the private sector, NGOs, and different donors to find new and challenging opportunities for collaboration. The results of the case study show how an environmental strategy, including a prioritised plan of action, was developed and presented to the Ministry within three days. The most important lessons are identified. Participants to the presentation of the paper will be given hands-on experience using these tools. 相似文献

In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. As a consequence, the environmental objectives tend to differ in their degrees of operationalizability, and the priority-setting between different objectives is often unclear.*Rskr. denotes a written communication (from the Swedish Parliament to the Swedish Government) of a Parliamentary decision.

/ Land use/land cover classifications for 1973 and 1991, derived from the interpretation of satellite imagery, are quantified on the basis of biophysical land units in a study area in southeastern Australia. Nutrient export potentials are estimated for each land unit based on their composition of land use/land cover classes. Spatial and temporal comparisons are made of the land units based on the calculated pollution hazard indicators to provide an insight into changes in the state of the environment and the regional significance of land use changes. For example, one ecosystem, unique to the study, showed a large increase in pollution hazard over the study period as a manifestation of an 11-fold rise in cleared area and an expansion of cropping activities. In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria,
and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications,
we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support
these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the
decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting
preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit,

Definition of Management Zones for Enhancing Cultivated Land Conservation Using Combined Spatial Data 总被引:2,自引:0,他引:2
The loss of cultivated land has increasingly become an issue of regional and national concern in China. Definition of management zones is an important measure to protect limited cultivated land resource. In this study, combined spatial data were applied to define management zones in Fuyang city, China. The yield of cultivated land was first calculated and evaluated and the spatial distribution pattern mapped; the limiting factors affecting the yield were then explored; and their maps of the spatial variability were presented using geostatistics analysis. Data were jointly analyzed for management zone definition using a combination of principal component analysis with a fuzzy clustering method, two cluster validity functions were used to determine the optimal number of cluster. Finally one-way variance analysis was performed on 3,620 soil sampling points to assess how well the defined management zones reflected the soil properties and productivity level. It was shown that there existed great potential for increasing grain production, and the amount of cultivated land played a key role in maintaining security in grain production. Organic matter, total nitrogen, available phosphorus, elevation, thickness of the plow layer, and probability of irrigation guarantee were the main limiting factors affecting the yield. The optimal number of management zones was three, and there existed significantly statistical differences between the crop yield and field parameters in each defined management zone. Management zone I presented the highest potential crop yield, fertility level, and best agricultural production condition, whereas management zone III lowest. The study showed that the procedures used may be effective in automatically defining management zones; by the development of different management zones, different strategies of cultivated land management and practice in each zone could be determined, which is of great importance to enhance cultivated land conservation, stabilize agricultural production, promote sustainable use of cultivated land and guarantee food security. 相似文献

/ This paper assesses the changing role of dynamic modeling for understanding and managing complex ecological economic systems. It discusses new modeling tools for problem scoping and consensus building among a broad range of stakeholders and describes four case studies in which dynamic modeling has been used to collect and organize data, synthesize knowledge, and build consensus about the management of complex systems. The case studies range from industrial systems (mining, smelting, and refining of iron and steel in the United States) to ecosystems (Louisiana coastal wetlands, and Fynbos ecosystems in South Africa) to linked ecological economic systems (Maryland's Patuxent River basin in the United States). They illustrate uses of dynamic modeling to include stakeholders in all stages of consensus building, ranging from initial problem scoping to model development. Knowledge of the forces driving and modifying ecosystems can be employed in concert with signal analysis to target the data
most likely to yield sensitivity and resilience information. One can optimize return of information per investment of resources
by targeting segments of signals that are dominated by the force of interest, coupled with scientific understanding of the
system of interest. This force analysis approach is an effective means both to design efficient new monitoring programs and
to target relevant information in large data files. We present five example applications of force analysis. Three examples
illustrate this approach for an evaluation of whether Canadian rivers might be sensitive to changes in climate. It was concluded
that Canadian rivers appear to be sensitive to changing climate. A fourth example illustrates how automated snow pillow data
may be evaluated to ascertain the sensitivity of snow accumulation to change in climate. It was concluded that snow accumulation
at the site evaluated did appear to be sensitive to changing climate. The fifth example illustrates the assessment of whether
a river recovers with the elimination of inputs of iron from an abandoned mine. It was concluded that resilience remained
unproven since the river had not as yet restabilized. The force analysis approach focuses data collection or data evaluation
on those data required to answer specific resource management questions, greatly reducing collection or consideration of data
that are not relevant to that question. This approach is potentially very cost-efficient and therefore is likely to be of
interest to hydrologists, climatologists, and environmental data managers. 相似文献

This article discusses the current framework of coastal decision making which tends to exclude participation by individuals and those without a strong institutional representation. A distinction is drawn between institutional and local stakeholders to illustrate weaknesses in the existing decision framework. It is argued that particularly in the coastal environment, the relationship between changes in physical form and changes in social welfare is critical to understanding how decision making may engage more fully with local stakeholders and ultimately improve decision outcomes. A reordering of stakeholder engagement in decision systems at the coast is proposed and a framework is outlined which enhances the capacity of local stakeholders to influence decision making. 相似文献

An Exploration of Scenarios to Support Sustainable Land Management Using Integrated Environmental Socio-economic Models 总被引:1,自引:0,他引:1
Scenario analysis constitutes a valuable deployment method for scientific models to inform environmental decision-making, particularly for evaluating land degradation mitigation options, which are rarely based on formal analysis. In this paper we demonstrate such an assessment using the PESERA–DESMICE modeling framework with various scenarios for 13 global land degradation hotspots. Starting with an initial assessment representing land degradation and productivity under current conditions, options to combat instances of land degradation are explored by determining: (1) Which technologies are most biophysically appropriate and most financially viable in which locations; we term these the “technology scenarios”; (2) how policy instruments such as subsidies influence upfront investment requirements and financial viability and how they lead to reduced levels of land degradation; we term these the “policy scenarios”; and (3) how technology adoption affects development issues such as food production and livelihoods; we term these the “global scenarios”. Technology scenarios help choose the best technology for a given area in biophysical and financial terms, thereby outlining where policy support may be needed to promote adoption; policy scenarios assess whether a policy alternative leads to a greater extent of technology adoption; while global scenarios demonstrate how implementing technologies may serve wider sustainable development goals. Scenarios are applied to assess spatial variation within study sites as well as to compare across different sites. Our results show significant scope to combat land degradation and raise agricultural productivity at moderate cost. We conclude that scenario assessment can provide informative input to multi-level land management decision-making processes. 相似文献

Environment functions in various aspects including soil and water conservation, biodiversity and habitats, and landscape aesthetics. Comprehensive assessment of environmental condition is thus a great challenge. The issues include how to assess individual environmental components such as landscape aesthetics and integrate them into an indicator that can comprehensively quantify environmental condition. In this study, a geographic information systems based spatial multi-criteria decision analysis was used to integrate environmental variables and create the indicator. This approach was applied to Fort Riley Military installation in which land condition and its dynamics due to military training activities were assessed. The indicator was derived by integrating soil erosion, water quality, landscape fragmentation, landscape aesthetics, and noise based on the weights from the experts by assessing and ranking the environmental variables in terms of their importance. The results showed that landscape level indicator well quantified the overall environmental condition and its dynamics, while the indicator at level of patch that is defined as a homogeneous area that is different from its surroundings detailed the spatiotemporal variability of environmental condition. The environmental condition was mostly determined by soil erosion, then landscape fragmentation, water quality, landscape aesthetics, and noise. Overall, environmental condition at both landscape and patch levels greatly varied depending on the degree of ground and canopy disturbance and their spatial patterns due to military training activities and being related to slope. It was also determined the environment itself could be recovered quickly once military training was halt or reduced. Thus, this study provided an effective tool for the army land managers to monitor environmental dynamics and plan military training activities. Its limitation lies at that the obtained values of the indicator vary and are subjective to the experts' knowledge and experience. Thus, further advancing this approach is needed by developing a scientific method to derive the weights of environmental variables. 相似文献

Brownfields are abandoned, idled, or underused sites whose reuse necessitates some sort of intervention. These sites are largely
urban and are frequently contaminated. Brownfield management options can be associated with three types of environmental consequences:
those resulting from changes in the site’s environmental quality (primary impacts); those resulting from the actual intervention
stage (secondary impacts); and, if the vocation of the site changes, those resulting from effects on regional land use (tertiary
impacts). Different stakeholders and decision-making contexts will place a different importance on each of these types of
impacts. This article proposes a framework for comparing brownfield management options in regard to these three types of environmental
impacts and for interpreting these results from different perspectives. The assessment framework is based on consequential
life cycle assessment (LCA), which is shown to provide environmental information on the three types of impacts. The results
for a case study are presented, where a “rehabilitation” option allowing residential redevelopment is compared to an “exposure
minimization” option not resulting in the site being reused. Calculated primary and tertiary impacts are favorable to the
rehabilitation option, whereas secondary impacts are favorable to the exposure minimization option. A ternary diagram presents
the favorable option for different stereotypical perspectives. Tertiary impacts are much greater than secondary impacts, and
consequently all perspectives that consider tertiary impacts favor rehabilitation. The perspective that considers primary
and secondary impacts receives conflicting information. The ternary diagram, showing results for all perspectives, could possibly
be useful for consensus-building among stakeholders. 相似文献

This paper argues that in Kenya, environmental and economic factors will favour the continued use of biomass as a primary fuel for household and institutional cooking for the next decade or longer. The paper describes several successful projects which have improved the efficiency of urban charcoal use and of rural woodfuel use. The Kenya Ceramic Jiko, a more efficient version of the traditional charcoal stove, is a model programme sustained by free market competition, artisans participation, and widespread public acceptance. The Maendeleo stove is the best example of a successful rural woodstove project. The performance attributes of the stove, and its promotion through Kenya's largest women's organization, have resulted in the distribution of an estimated 26 000 Maendeleo stoves. Rural stove efficiency will become important as the cash-based economy expands in those areas. Agroforestry will also be critical to an enhanced use of biomass energy in Kenya. Experience to date shows that successful agroforestry programmes will have to be appropriate to local conditions and crops . 相似文献
