首先分析了我国《安全生产法》的发展沿革,且认真学习了目前发布的《安全生产法》征求意见稿,归纳了征求意见稿还应实现四个重点突破:必须体现以人为本的执政理念;职业危害防治应列为《安全生产法》的重要条款之一;安全生产执法监察应与公共安全及行政管理分离;应对工伤保险预防机制作出明确要求。此外,建议通过《安全生产法》的进一步修订实现我国安全生产的制度化建设:建议逐步建立安全生产分级监察管理体制;推进风险管理制度,对企业实行风险分级与分级监管;逐步提出建立安全生产监察员专业化制度;建立与国际接轨的生产安全事故统计报告系统;强化城市建设土地使用规划的风险管理和安全许可;生产安全事故应急管理应强化应急准备工作;建立独立生产安全事故调查机构和公开公正调查程序;应在《安全生产法》中明确"安全生产委员会"的组织形式和功能;生产安全事故责任追究应与激励政策相结合。  相似文献

Introduction: The implications of OHSAS 18001 for substantive Occupational Health and Safety outcomes such, as a reduction in work accidents, have been under-researched in the scholarly literature. The impact of this standard on other aspects of performance, such as profitability and productivity, has attracted more attention. Method: This article aims to fill this gap by shedding light on the relationship between OHSAS 18001 certification and the rates of minor, serious, and fatal accidents per employee at work experienced in certified and non-certified companies. Results: Based on an analysis of a sample of 5,147 Spanish firms, the findings show that OHSAS 18001 certification is only loosely related with better occupational health and safety performance measured in terms of rate of accidents at work. A propensity for OHSAS 18001 certification to be found in economic sectors of activity with worse occupational health and safety outcomes in terms of rate of work-related accidents is identified. There is evidence of a negative selection-effect of the main international management standard for occupational health and safety. Potential distortions and biases that may be related to these and other findings in the scholarly literature are analyzed. Managerial implications of the main findings, implications for policy makers, and avenues for future research are discussed.  相似文献

The figure of the Health and Safety Coordinator (HSC), as a necessary and competent engineer in the construction sector, emerged in Spain on December 25, 1997 as a result of the implementation of European Directive 92/57/EEC. The coming of age of this figure is a sufficient period of time for determining its implementation and impact within the construction sector. The research carried out in this article arose from the analysis of statistical data obtained through Public Authorities and Professional Bodies. The quantitative study of the data extracted is complemented by the creation of specific benchmark indicators which connect four fundamental variables in the construction industry: the number of accidents, volume of workers employed, building units, and health and safety coordination posts. Furthermore, the legislation governing the HSC engineer in each of the 28 Member States of the European Union is studied. The results show a high implementation rate for the figure of the HSC, as well as a positive impact in relation to the reduced accident rate in the construction sector. Likewise, an update to the procedures of the various authorities is considered to be necessary in order to make the data concerning the actual work of the health and safety coordinators public. Finally, a review of the Spanish legislation concerning the HSC Coordinator is considered to be inevitable, in order to bring it up to the levels of professional skill and competence defined by the majority of European Union Member States.  相似文献

This paper presents the results of a survey on the procedures for reporting occupational accidents in the EU countries. It focuses particularly on the reporting and registration systems, as well as on the main characteristics of National Databases being used for the production of official statistics. The survey shows that many European countries have different methods and procedures for collecting and compiling data on occupational accidents, which inevitably pose problems when comparing accident statistics between the EU member states.The paper includes a brief review of the main goals and achievements of the European Project ESAW (European Statistics on Accidents at Work), which was launched in 1990 by the Eurostat (European Statistics), for the harmonisation of occupational accidents’ statistics among the member states. It is believed that the new variables being introduced by the harmonised methodology will quickly affect the way in which managers and insurance companies carry out their current procedures in several EU member states.The International Labour Organisation (ILO) recommendations and the future trends are also analysed. In conclusion, the study identifies opportunities for further development and research in the reporting and registration systems of occupational accidents.  相似文献

The article reflects on the changing world of work, and the challenges presented to both occupational health and occupational health education. We draw on the 63 preparatory workshops and the international conference in the “Work Life 2000: Quality in Work” program, an initiative of the Swedish Presidency of the European Union. The International Commission on Occupational Health is introduced, with particular concentration on a current practical project initiated by the Department of Health in South Africa, intended to lead to a set of projects, networking for occupational health education in developing countries. The practical initiatives cast light on a new set of issues that arise when occupational health and safety crosses cultural barriers, and previously separate comparative cases are linked.  相似文献

In Finland, occupational safety is the responsibility of the employer, while the occupational safety and health laws are enforced by the Labour Inspection Service, an organization of the state. The Labour Inspection is divided in 11 administrative districts, and it employs 360 professionals. They are mandated to carry out site visits without prearranged appointments to inspect safe work situations, working hours, construction safety, or any aspect of accident risks. The inspectors are also mandated to verify the existence of sufficient occupational health services as prescribed by the Occupational Health Services Act for all employees. The occupational health services are typically provided by enterprise-owned medical departments, by mutually owned health care centers, by private practitioners, or by municipal health care centers. The latter are required by law to provide all services as prescribed by the legislation to anyone who comes to the facility. This situation is prevalent in the countryside, where there are very few private caregiving centers. Declaring occupational accidents and disease cases is mandatory, and the Inspection districts examine all accidents to establish causes and consequences, and to initiate prosecution in case of criminal negligence. Labour Inspection Districts are also notified of the new occupational disease cases as they are declared to insurance companies. Insurance for occupational disease, accidents, and death is an obligation of the employer, although they can choose the insurance company. The medical confidentiality between the workers and their occupational health care providers is very strict. Official statistics are maintained by the state Statistics Finland organization, and they may be used, for example, for research purposes by scientific institutes like the Finnish Institute of Occupational Health. Construction industry accounts for 25% of all fatal accidents (120 cases per 1 million working hours), followed by mechanical, wood, metal, machinery, and pulp and paper industry (10% each of fatal accidents) with rates ranging from 100–160 cases per 1 million working hours. There are some 5,000 occupational disease cases per year (rate 22/10,000 employed). The major disease categories include repetitive strain injuries (1,300 cases), respiratory allergies (600 cases), occupational skin diseases (1,000 cases), and 900 cases of noise-caused hearing loss. In 1998, 589 cases of asbestos-related diseases were reported.  相似文献

INTRODUCTION: This paper describes a web-based system for monitoring and assessing construction safety and health performance, entitled the Construction Safety and Health Monitoring (CSHM) system. METHOD: The design and development of CSHM is an integration of internet and database systems, with the intent to create a total automated safety and health management tool. A list of safety and health performance parameters was devised for the management of safety and health in construction. A conceptual framework of the four key components of CSHM is presented: (a) Web-based Interface (templates); (b) Knowledge Base; (c) Output Data; and (d) Benchmark Group. RESULTS: The combined effect of these components results in a system that enables speedy performance assessment of safety and health activities on construction sites. With the CSHM's built-in functions, important management decisions can theoretically be made and corrective actions can be taken before potential hazards turn into fatal or injurious occupational accidents. IMPACT ON INDUSTRY: As such, the CSHM system will accelerate the monitoring and assessing of performance safety and health management tasks.  相似文献

In order to ensure equality of occupational health care among employees of small and medium-sized enterprises (SMEs) and of larger companies, amendments in the regulations of the numerous German accident insurance funds had to be made to provide for full availability of services, as requested by German and European law. According to these amendments, sectors formerly exempted due to small size and due to lack of an adequate number of qualified personnel, had to be covered by occupational health care. In order to reach this target group new strategies of care delivery had to be developed, making use of pre-existing infrastructure and networks.

In Germany, district trade association (Kreishandwerkerschaften) have proved to be very effective for introducing occupational safety and health care into SMEs by either hiring external multidisciplinary services or by establishing a common service to be used by all associated crafts establishments. In a study conducted by the Federal Office for Health and Safety at Work in 1996 (Boldt, Gille, &Grahl, 1997), 7 district trade association were looked at in detail for their strategies. The results were discussed and supplemented in a 2-day workshop.  相似文献

定期安全审查 (PSR)是国际原子能机构 (IAEA)近年推广的一种新的核电厂安全审查方式 ,它强调系统性、全面性和关键性。人因安全因素 (HF)、组织机构和行政管理安全因素 (OA)是PSR的重要组成部分 ,也是PSR中审查难度较大的部分之一。其难点主要在于如何用有限的评审指标去刻画出最能表征人因、OA对核电厂安全运行最具影响的特征因子 ,建立起科学的、系统化的审查体系 ,且该体系还需具有较强的可操作性。基于上述认识 ,笔者建立了核电厂人因及组织行政管理安全审查体系 ,它包含安全目标与方针、人员配备与资格、组织机构与管理、配置控制、培训、职业健康、运行经验反馈、质量保证、人 -机接口、遵章守法等 10类 19个要素。同时介绍了其评审指标、审查内容、审查方法和程序等。该体系已应用于秦山核电厂。  相似文献

Introduction

The rate for work related accidents in the Spanish mining sector is notably higher than in other countries such as the United States. It produces a very negative impact on the mining industry. This paper is the report of a study on serious and fatal accidents in Spanish mining from 1982-2006. It is based on the reports of 212 accidents (serious or fatal) carried out by the General Management of Energy and Mining of Catalonia (Spain). Method: The high work-related accident rate in the Spanish mining sector makes it necessary to carry out an analysis and research that can shed light on the causes of this high rate; this is the only way that a solution can be found. The study is based on Feyer and Williamson's analysis of accident causes, as they apply to 212 accidents. The types and causes of the accidents are coded according to the coding system used by the Spanish National Institute for Safety and Hygiene in the Workplace, which allows us to identify a series of direct causes and contributing factors in different accidents. Results If all the causes and factors that are present in the accidents are known, we are able to look for appropriate solutions to reduce them as much as possible. In short, we are able to come up with a series of conclusions that expose the weak links in the management of accident prevention in companies. This is helpful in the struggle to reduce work injuries in the Spanish mining sector.  相似文献

Introduction: Safety climate is important for promoting workplace safety and health. However, there is a dearth of empirical research on the effective ways of planning, designing, and implementing safety climate interventions, especially regarding what is going to be changed and improved. To address this gap, the present study sought to extract a comprehensive pool of compiled suggestions for safety climate intervention based on qualitative interviews with professionals in occupational safety and health management from potentially hazardous industries. Method: A series of systematic semi-structured interviews, guided by a comprehensive sociotechnical systems framework, were conducted with company safety personnel (n = 26) and external safety consultants (n = 15) of 21 companies from various industries. The taxonomy of five work system components of the sociotechnical systems approach served as overarching themes, representing different areas of improvement in an organization for occupational safety and health promotion, with an aim of enhancing safety climate. Results: Of the 36 codes identified, seven codes were based on the theme of external environment work system, four were based on the theme of internal environment work system, five were based on the theme of organizational and managerial structure work system, 14 codes were based on the theme of personnel subsystem, and six were based on the theme of technical subsystem. Conclusions: Safety climate intervention strategies might be most commonly based upon the principles of human resource management (i.e., codes based on the personnel subsystem theme and organizational and managerial structure work system theme). Meanwhile, numerous attributes of external/internal environment work system and technical subsystem can be jointly improved to bolster safety climate in a holistic way. Practical Applications: More systematic and organized management of safety climate would be available when various interrelated codes pertinent to a given context are carefully considered for a safety climate intervention.  相似文献

The concept of resilience has become very popular, especially in the 21st century. This concept is applicable to many fields, from mechanics to a broad range of social sciences. Resilience has even become part of the national and global policies of the USA, the United Nations and the European Commission. The concept of resilience has also been implemented in the area of safety and health based on the criticism of the traditional approach to occupational safety and health, which does not result in a satisfactory level of occupational safety. The concept of resilience was adopted to research occupational safety and health in different fields and thus with different approaches, such as via socio-technical studies, the psychological and behavioral aspects of organizational resilience and the link with research on individual or family resilience and its influence on work.  相似文献

There is a relationship between the changes in work-related diseases and the following factors: the transformation of the organization of work, organizational development, as well as human and social changes in the work environment. These factors also influence the maintenance of industrial health and safety standards at work. Safety technology will continue to be important, but will be reduced in significance compared to the so-called soft factors, that is, all dimensions and parameters affecting people’s health and social environment at the work place.

It seems that in the future the relationship between the social resource development and work protection will become more relevant. Social resource development influences the quality of work performance and motivation, the quality of work and work protection, the likelihood of accidents and breakdowns, and the level of self-control and capacity of change.

The consequences of work protection research will be discussed in this article with a focus on the contribution of social sciences.  相似文献
