Demolish it and They Will Come: Estimating the Economic Impacts of Restoring a Recreational Fishery1

Abstract: This paper presents the results of an ex post survey of recreational anglers for the lower Kennebec River, post‐Edwards Dam removal. To the best of our knowledge, this study represents one of the first ex post analyses of fisheries restoration from dam removal. We find significant benefits have accrued to anglers using the restored fishery. Specifically, anglers are spending more to visit the fishery, a direct indication of the increased value anglers place on the improved fishery. Anglers are also willing to pay for increased angling opportunities on the river. These findings have policy implications for other privately owned dams that are currently undergoing relicensing and/or dam removal considerations. Our findings may also hold implications for fisheries that have deteriorated due to historic dam construction. 相似文献

Governments are seeking to reduce levels of expenditure. In the reform of the Common Agricultural Policy (CAP) it will be important to deliver the environmental objectives of agricultural policy more cost-effectively. This paper reviews the different agri-environmental mechanisms and their relative scale and performance. Likely reductions in the Single Farm Payment (SFP) imply a need to shift resources from payments for the reduction of intensity towards payments to prevent abandonment. More cost-effective policies may be achieved by shifting funds from the SFP into more targeted mechanisms, changing standards currently achieved by cross-compliance into regulations, and increasing targeting and competitive allocation mechanisms. 相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. The concept is found to be unsuitable as a basis for guiding environmental and natural resource public policies in general while the proposed rule to manage the national forests according to ecosystem management principles is shown to be incoherent. 相似文献

The Galapagos Archipelago (Ecuador) is one of the most well-known natural sites in the world for its unique biodiversity. This sensitive ecosystem is at risk due to a problematic equilibrium between its conservation policy and development demand. To contribute to implementing integrated sustainable resource management in the Galapagos Islands, a material flow analysis (MFA) of Santa Cruz – the island with the highest anthropic pressure in the archipelago – has been performed, outlining a quantitative and qualitative assessment of the direct flow of goods throughout the system. MFA outcomes have been used to evaluate and forecast the impact of some policies and strategies on the local system, focusing in particular on fossil fuel consumption and local agricultural production. This case study stresses the need to introduce a local MFA protocol to decision-makers’ toolbox, as it provides quantitative assessments on a broad spectrum of local development issues. 相似文献

ABSTRACTDuring policy change, the role of the actors communicating the change to different audiences is accentuated. The media plays an increasing role, either as an actor or by providing a stage for other actors. In particular, specialised journals represent an influential, albeit understudied, sphere of policy studies. We use the narrative policy framework complemented with frame analysis to trace how specialised media can affect policy implementation through implicit suggestions for action. Using this combined approach, we analyse how specialised forest journals, which are the most important forest information source for Finnish forest owners, have conveyed the renewal of forest legislation in Finland. The core message of the journals is that forest owners should, despite their new freedom granted by the reform, rely on experts rather than experimenting when managing their forests. This suggests that the media contributes to a path-dependent continuation of a forest policy that is based on a rationalistic exploitation ethos. The innovative potential, which the policy change aimed at encouraging, is thereby partially undermined. However, the analysis of the narratives also reveals that forest expertise and professionalism are diversifying. This notion is important as diversity can eventually lead to narratives supporting more fundamental change in forests management. 相似文献

All natural resource managers want to contribute to successful conservation programs. Having and applying an explicit policy
orientation is indispensable. The policy sciences are described and a case is made that, if natural resource managers utilize
this set of conceptual and applied tools in their natural resource work, their effectiveness could be enhanced. The policy
sciences offer a contextual, problem-oriented, and multimethod approach to meeting complex problems. Two kinds of knowledge
are needed to solve problems—substantive knowledge about the resource and process knowledge about the decision and policy
processes used to derive courses of management action. The interplay of science, analysis, and politics are examined. The
wildlife management community is used to illustrate many points, including the important role implementation plays in the

The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized. 相似文献

This paper investigates the relationships between the scores of 109 Japanese corporations found in the NIKKEI environmental management ranking survey and the corporate culture of each firm. Corporate culture is measured with the instrument developed by Cameron and Quinn (2006). The instrument measures corporate culture in terms of four categories: clan culture, adhocracy culture, hierarchy culture, and market culture. The results indicate that adhocracy culture has statistically significant positive relationships with the management system, product development, and climate change mitigation aspects of environmental management or sustainability management. Excessive hierarchy culture has a negative relationship with the overall score of environmental management. Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders. 相似文献

Due to growing environmental challenges, the demand for effective management through pro-environmental policy measures is increasing. The effectiveness is, however, largely determined by the degree to which the policy measures are supported by the actors affected by them. A consistent finding in the literature is that ideology (or subjective positioning on the left–right dimension) affects environmental policy support, with left-leaning individuals being more pro-environmental. A major caveat with previous research is that it seldom makes a distinction between different kinds of policies. Therefore, we are concerned with investigating how different ideological positions affect attitudes towards different forms of environmental protection. Using unique survey data, we show that ideology is related to conceptions about the fairness and effectiveness of different policy tools, which in turn steer preferences. In that sense, this paper makes the discussion on the effects of ideological position on pro-environmental policy support more nuanced. 相似文献

This study analyzes the factors associated with the implementation of environmental risk indicators (ERIs) among organizations. According to studies that show the relevance of management accounting tools for managing risk, we measure the level of ERI implementation across organizations by analyzing the presence of environmental performance indicators in corporate social responsibility reports and on corporate web sites. The analysis is based on data gathered from 72 Italian listed manufacturing companies for the year 2015. The empirical findings suggest that ERI implementation is positively driven primarily by the following variables: the presence of a chief risk officer, the level of environmental risk score, and firm complexity. In contrast, the number of independent directors on the board does not affect ERI implementation. 相似文献

Recent contributions to firm environmental policy claim that the link between environmental management systems (EMS) and firm performance still remains unanswered. From a natural‐resource‐based view (NRBV), the effective implementation of EMS inside the firm requires complementary organizational capabilities and resources to deploy proactive environmental strategies. In this research, we develop an empirical model using an improved measurement of EMS, which considers not only ISO 14001/EMAS certification but also its maturity (time elapsed since certification or verification), and propose an indirect effect on firm financial performance through the mediating role of green corporate image. This study aims to investigate the effect of Audit Committee, firm characteristics, and ISO 14001 on environmental performance. Also, this study analyzes the effect of environmental performance on the financial performance. The data analysis was performed using multiple linear regression Data collection techniques are carried out using annual reports of companies receiving PROPER Award and listed on the Indonesia Stock Exchanges in the year of 2015–2019. The results showed that Audit Committee, firm characteristics, and ISO 14001 significantly influenced environmental performance. Another result is that environmental performance has a positive effect on the financial performance. This study contributes as a reference for the government to make environmental policies so as to encourage the achievement of sustainable development goals (SDGs). This study measures environmental performance using only PROPER which cannot be generalized to all companies listed on the Indonesia Stock Exchanges and other markets. The next studies should use other proxies to measure environmental performance and use other data collection methods such as interviews. 相似文献

This paper identifies the coalitions involved in the topic of shale oil and gas development in India and identifies the circumstances surrounding a change in policy in 2013 by the Ministry of Petroleum and Natural Gas to promote shale exploration. Using the Advocacy Coalition Framework as the theoretical lens, the data are collected primarily from newspaper articles from 2010 to 2015 to identify coalitions, including actors’ positions, priorities, and interactions. The findings show the presence of a dominant advocacy coalition in favor of shale oil and gas development with priorities about energy security and a regulatory framework. The findings indicate some internal coalition disagreement, but stronger internal coalition agreement. Policy change was preceded by a spike in disagreement internal to the dominant coalition. This paper shows how a change in a dominant coalition can precede a change in policy, offers a replicable method of identifying and measuring coalitions via newspaper content analysis, provides a rare application of the Advocacy Coalition Framework outside of North America and Western Europe, and provides evidence of support for shale oil and gas development in India. 相似文献

当前我国大气污染形势严峻,严重损害人民群众身体健康,影响社会和谐稳定。为切实改善空气质量,国务院于2013年9月印发了《大气污染防治行动计划》(简称《行动计划》)。本研究测算了实施该行动计划所需投入资金,并定量评估了可能给中国带来的社会、经济、健康等影响。结果表明,《大气污染防治行动计划》直接投资共计需要资金约1.84万亿元,其中优化能源结构、移动源污染防治、工业企业污染治理、面源污染治理的投资需求约分别为2844亿元、14 067.66亿元、915.44亿元和615.72亿元;2017年全国因实施《大气污染防治行动计划》而减少的慢性死亡人数平均约为11.06万人,占人口总数的0.15‰,各地损失寿命年限均有所下降,即寿命有延长趋势;带来的社会经济影响为正效应,在2013—2017年,计划的实施将拉动我国GDP增长约20 403.01亿元,增加就业岗位约291.13万个。本研究对政策评估研究及未来大气污染治理发展方向具有重要参考价值。 相似文献

We discuss how the EU’s Renewable Energy Directive was designed to be mobile, and how it was moved to and implemented in Finland by translating it to enhance wood-based energy production through specific subsidies. We study policy-making as a mobile process, which approach has its original roots in political science and more recent basis in political geography. The article aims to develop conceptual understanding of how the mobility of a supranational policy is generated and how a policy is translated into complex and contentious geographical contexts. We aim to show that mobility of a directive is enabled by an empty governance space which is aimed to be ‘filled in’ in each spatial context, and that the filling in process makes each translation a contentious and path-dependent process. In Finland, the selected policy tools and practices continued the path-dependent ways of favouring forestry industry’s traditional position as the primary utiliser of forest resources. 相似文献
