Managing mangroves in Bangladesh: A strategy analysis 总被引:1,自引:0,他引:1
Bangladesh, favoured by a tropical climate, houses the world’s largest stretch of mangroves forests (Sundarbans Reserved Forest)
and plantations. Around half of the forests of the country occur in the coastal zone. People extract various goods and services
from the mangroves. Nevertheless the mangrove forests are depleting. Although the extent of the Sundarbans forest has not
changed much, its decline is of a qualitative nature. Mangrove plantations are increasing in area but they are losing growing
stock. To arrest this, Bangladesh has adopted several strategies.
The ‘Sustainable Ecosystem Management’ strategy has now been adopted instead of the ‘Sustained Yield Principle’. Biodiversity
conservation and enhancement has been taken as a key management goal. A zoning system is being developed for both production
and protection purposes. The government facilitates alternative income for the local people by generating activities for the
communities which are dependent on the forest. Different non-governmental organizations collaborate with the government in
reducing the local people’s dependence on the forest. Coastal plantations are erected to protect people from cyclones and
to make the land more suitable for habitation. Through this greening of the coastal belt tree plantation is encouraged in
coastal villages. Coastal embankments are being planted and leased to poor settlers in exchange for routine maintenance of
the embankments. Plantations on newly accreted mud flats help in stabilizing the land, which can later on be settled by victims
of erosion elsewhere. These adopted management measures do not only contribute to forestry resource management but also to
the social, environmental and economic wellbeing of the coastal communities. These efforts are at present being integrated
into an Integrated Coastal Zone Management (ICZM) project. 相似文献

Coastal area management should be considered as an element of a more general philosophy—that of natural resource management—which
is in the process of replacing the purely ‘protection of the environment’ approach which was dominated most of the 20th century.
Specific legislation on coastal management has been adopted by many countries, and today steps have been taken to acumulate
all experience accumulated and to harmonize legal regulations on the international level. For the Russian Federation, formerly
the Soviet Union, with an enormous sea-shore line to cope with, it is a new experience to develop a concept and a legal regulation
specifically tackling coastal area management. The draft of a legislative act on coastal area management reflects the attempts
to find ways for harmonizing various economic, environmental and social interests in this huge area, encompassing relevant
Russian legislation in force as well as international conventions and treaties, and taking into considerations and treatices,

On behalf of a wide-ranging group of organizations involved in the management of the U.K. maritime zone, the Joint Nature
Conservation Committee (JNCC) is compiling a series of 16 regional volumes. The volumes contain multi-disciplinary coastal
zone resource information arranged in ten chapters under the general title ‘Coasts and Seas of the UK’. These volumes form
part of a series of paper and electronic publications of coastal information being produced by JNCC’s Coastal Directories

Historical records of sand drift and dune-building along the coastline of Western Europe provide insights into the natural
processes of sand dune accretion and both the impacts of, and human responses to, sand incursions. The analysis of documentary
records, instrumental data and proxy records over the last 1,000 years indicates that this period, which included the Little
Ice Age (AD 1570–1900), featured numerous episodes of sand drift and dune development driven by strong winds associated with
Atlantic storms. It is estimated that sand drift affected over a quarter of a million hectares of coastal land in Western
Europe. The widespread use of vegetation to stabilise coastal dune systems and prevent sand drift is documented across Europe
from AD 1100 and by the start of the 20th century all of the larger coastal dune systems in Portugal, France, Britain and
Denmark were comparatively inactive. Given that Atlantic storminess has remained more or less unchanged over the last 200 years,
modern dune management strategies which consider dune devegetation, driven by an increasing focus on ‘naturalness’, may give
rise to a recurrence of sand drift problems. Predictions of increased storm frequencies by the end of the 21st century, coupled
with sea level rise and potential changes in sand supply will present further challenges for the more ‘dynamic’ dune management

‘False feeding,’ where helpers arrive at nests with food but fail to provision the young, has been reported in several cooperative
species. This and other potentially ‘deceptive’ behavior has been interpreted as indicating that helping may operate as a
signal within such social groups. We critically examine these phenomena in the provisioning behavior of the bell miner Manorina melanophrys. Excessively close observation distances can artificially elevate the rate of false feeding in this (and other) species,
but once this had been accounted for, there was little evidence for any ‘deceptive’ behavior by helpers or breeders. Natural
and experimentally induced variation in the presence of a potential conspecific audience at the nest did not have any consistent
influence upon the rate of false feeds, which was low at 7.94% of 6,880 nest visits. Instead, encountering unexpectedly low
levels of brood demand provided a more parsimonious explanation for those visits where helpers failed to feed nestlings or
ate the food themselves. Failure to completely transfer a load to nestlings was more likely when the load contained a high
proportion of sticky lerp, indicating a simple prey-transfer problem. Finally, individuals that arrived at nests without prey
were often members of neighboring breeding pairs, suggesting that these few non-feeding visits may instead involve an information-gathering
function. We, therefore, suggest that future studies explicitly exclude the possibility of observer disturbance and all aspects of normal provisioning behavior before applying the terms ‘false feeding’ or ‘deceptive’ and inferring anything more
than straightforward helping at the nest. 相似文献

Social insects are popular models for studying the evolution of cooperation. Casteless taxa where individuals have the flexibility
to either nest alone or cooperate are particularly valuable for understanding the causes and consequences of cooperative behavior.
For example, some ‘workers’ from Polistes paper wasp nests disappear from their natal colony soon after pupal emergence and nest independently. However, little is
known about dispersal behavior. In this paper, I compare predispersal behavior of wasps who leave their natal colony soon
after emergence with behavior of individuals who remain on the natal colony as true workers. I found that P. dominulus females with short nest tenure behave much like gynes (reproductive-destined offspring produced at the end of the season),
as wasps with short nest tenure are behaviorally selfish while on the natal colony. They spend a smaller proportion of their
time foraging and a larger proportion of their time resting than workers with long nest tenure. In addition, I assessed the
factors that may favor early dispersal. Nest environment strongly influenced dispersal; large colonies had a smaller proportion
of females with short nest tenure. Queen turnover also increased dispersal behavior perhaps because queen turnover reduces
relatedness between a colony’s current and future offspring, thereby reducing the kin-selected benefits of cooperation. Therefore,
casteless social insects exhibit a surprising degree of reproductive flexibility. Individuals may use information about their
internal state and nest environment to optimize their behavioral strategies. 相似文献

In 1990 the Dutch government decided to stop any further long-term landward retreat of the coastline. This policy choice for
a ‘dynamic preservation’ is primarily aimed at safety against flooding and at sustainable preservation of the values and interests
concerning the dunes and beaches. Five years later, a first overview of the benefits and bottlenecks of the new coastal defence
policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance
1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences
of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present
report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental
report.

Following the 2004 tsunami disaster in Sri Lanka, it was apparent that mapping the coast’s vulnerability was essential for
future protection of the local populations. We therefore developed a prototype ‘Coastal-hazard GIS’ for Sri Lanka so as to
provide an effective tool for decision makers to limit the impact of natural coastal hazards such as sea level rise, tsunamis,
storm surges and coastal erosion, and thus protect the exposed assets (population, property, settlements, communications networks,
etc.). The prototype was developed on a pilot site in Galle through building up homogeneous data on the land/sea interface
from studies conducted on the exposure of the coastal populations, the aim being to enable an evaluation of the hazards combined
with the vulnerability and thus an analysis of the risks. Coastal risk scenarios are developed so as to estimate the impacts
and consequences of an event (tsunami, storm, etc.) on the assets, the principle behind this being that if, in general, the
coastal hazard cannot be decreased, then a better knowledge of it through simulation should make it possible to limit the
vulnerability and thus the risk. The Coastal-hazard GIS will also provide a planning tool in terms of locating new settlements,
expanding urban areas, siting coastal protection works, etc. 相似文献

Maritime spatial planning: opportunities &; challenges in the framework of the EU integrated maritime policy 总被引:1,自引:0,他引:1
In recent years, maritime spatial planning (MSP) has become an internationally emerging, promising tool for the implementation
of integrated ocean management. MSP provides the appropriate framework for public authorities and stakeholders to coordinate
their action across sectors and administrative boundaries, and to optimize the use of natural resources. In November 2008
the European Commission adopted the Communication “Roadmap for Maritime Spatial Planning: Achieving Common Principles in the
EU” (COM(2008) 791 final) aiming to facilitate the development of MSP by Member States and to stimulate its implementation
at national and EU level. Core element of this Roadmap is a set of ten key principles for MSP in Europe. Although endorsed
as valid and comprehensive, further discussion and research is needed to identify challenges, measures and tools for the key
principle’s practical application. This special issue of the Journal of Coastal Conservation: Planning and Management (JCCPM)
seeks to contribute to this discussion. Its purpose is to shed light from different angles on the various aspects of the mentioned
ten key principles and provide lessons learned from experience in different maritime areas around the world. Taking a more
scientific, rather than a political point of view, the following articles will debate the different principles, their practical

Egyptian coastlines comprise more than 3000 km along the Mediterranean and the Red Sea. The coastal area of Egypt is under
severe and increasing pressure. After passing the law on the Environment (Law 4) in 1994, the Egyptian Environmental Affairs
Agency (EEAA) was designated as the responsible agency to implement this law. In this respect, the EEAA formulates the general
policy and prepares the necessary plans for the protection and promotion of the environment. Also, it follows up the implementation
of such plans in coordination with competent administrative authorities. Integrated Coastal Zone Management (ICZM) is one
of the items regulated and addressed by Law 4/94. A framework programme for ICZM in Egypt was issued in 1996. This paper presents
the results of a pilot project financed by the Mediterranean Action Programme Coastal Area Management (CAMP), namely ‘Fuka-Matrouh-Egypt’
project, and implemented by the Priority Action Plan/Regional Activity Centre. It also presents the methodology followed in
the study and the experience gained nationally that would lead to the sustainable development of the northwest Egyptian Coast. 相似文献

Sperm competition is predicted to generate opposing selection pressures on males. On one hand, selection should favour ‘defensive’ adaptations that protect a male’s ejaculate from displacement, while, on the other hand, selection should favour ‘offensive’ adaptations that overcome paternity assurance mechanisms of rivals. Here, we use the sterile male technique to assess sperm precedence when a male dung beetle Onthophagus taurus mates in both a defensive (first male) and an offensive (second male) role. Significant variation in a male’s sperm precedence (both P
1 and P
2) was detected, and an individual’s defensive (P
1) and offensive (P
2) abilities were positively correlated. Thus, it appears that sexual selection simultaneously selects for ‘defensive’ and ‘offensive’ adaptations in O. taurus. Coral communities were examined from highly turbid near-shore marginal reefs of Abrolhos (Brazil) to test a paradigm previously developed from observations in clear water reefs; specifically, that coral photobiological properties follow a highly conserved linear relationship with optical depth (ζ) via preferential ‘non-photochemical’ over ‘photochemical’ dissipation of absorbed light energy. PAM flourometry in situ was used to examine the photobiology of the most dominant coral species throughout the platform surfaces and bases of Abrolhos’ characteristic ‘chapeir?es’ reef framework; however, none of the species consistently adhered to the ‘clear water paradigm’. PAM measurements further demonstrated that species conformed to two different strategies of non-photochemical energy dissipation: transient but relatively rapid for the two closely related endemic species (Mussismilia braziliensis and Mussismilia harttii) as opposed to more persistent for Montastrea cavernosa, Porites astreoides and Siderastrea stellata. Further experiments demonstrated that tolerance to anomalous stress amongst species did not correspond with the non-photochemical energy dissipation strategy present but was consistent with the relative dominance of species within the chapeir?es coral communities. 相似文献

The social environment can exert a powerful influence on the expression of an individual’s behaviour patterns. For example,
social facilitation occurs where individuals are more likely to express a given behaviour, or express it a greater rate, in
the presence of conspecifics. Social facilitation is partly driven by an individual’s perception of risk, which is a function
both of the size of its social group and the information that it gathers relating to predator activity and risk. Here I tested
the effects of social group size (one, two, four, eight or 16 fish) and the presence of ‘social’, ‘predation’ or ‘neutral’
chemical cues (derived respectively from live conspecifics, injured conspecifics or a blank water control) on the exploratory
behaviour of juvenile mosquitofish (Gambusia holbrooki) in a novel environment. Focal fish in larger groups explored a greater proportion of the arena during the course of the
experiment, demonstrating social facilitation of exploration. After 4 h in the arena, focal fish in all group sizes showed
significantly reduced swimming activity, suggesting that the initial faster swimming activity of fish on entry to the arena
may be in response to the motivation to explore. The presence of predation cues in the environment had the effect of reducing
exploratory behaviour across groups in a novel environment, whereas social cues had no effect on exploratory behaviour. Taken
as a whole, these results suggest that there is a high degree of context dependency in the expression of exploratory behaviour,
with a strong influence of both the presence of conspecifics and cues relating to potential danger. 相似文献

Tinto-Odiel estuary using turbidity patterns as ‘natural tracers’. 15 images (Landsat TM and Spot HRV) were processed to provide
synoptic, instantaneous views of the circulation patterns under different environmental conditions. In addition, a comparison
was made between results of oceanographic field work, using biplanes and fluorescent tracers, and satellite image turbidity
patterns used as ‘ground truth’ data for specific hydroclimatic situations. This approach allowed (1) the identification and
mapping of dynamic processes of interest during a theoretical tidal cycle, (2) the elaboration of additional information on
the ‘flow schemes’ at the mouth of the estuary with improved spatial and temporal resolution, and (3) the supply of basic
data to improve the knowledge of exchange processes between estuarine and coastal waters. The results of this study are considered

Coastal zones in Portugal, as interface areas between land and sea, have problems related to the growing human pressure in
terms of changes in land use associated with urban and industrial occupation, new accessibility (ports, motorways) and traffic
flows, intensification of recreational use (beaches, water sports) and excessive fishing. Impacts include deterioration of
water quality and sediments; alteration and degradation of natural habitats; new hydrodynamic situations; major landscape
changes: and rapid changes in habits and way of life of the local populations and increased exposure of populations and assets
to natural and induced risks (storms, accidents, spills, explosions).
Plans for the Management of the Coastal Zone (POOC) have been developed and seven of them have been approved, while two similar
plans are at a final stage of preparation. Together they cover the entire coast of Portugal. Their implementation and assessment
could be a first step towards an integrated management of the Portuguese coastal zones. River Basin Management Plans (PBH)
have been concluded and recently approved for the whole country. However, these plans do not consider estuarine systems and
some other issues related to coastal systems. The National Water Plan (PNA) is under public presentation and discussion. Several
‘key messages’ are presented in this paper as a contribution for assessment of the proposals of this plan on issues related

Hurricanes devastated the Gulf coast of the USA in 2005. Hurricane Katrina, in particular, highlighted the compelling need
to build more sustainable and hazard-resilient communities. Much can be learned from recovery efforts to rebuild the Gulf
coast. Personal observations and interviews with planners, academics and others involved in recovery efforts inform this analysis,
which focuses on New Orleans. A conceptual framework is developed and principles and operational imperatives outlined to guide
action for building sustainable, hazard-resilient communities. Such communities will remain elusive unless ‘business as usual’
is confronted by a transformational process of developmental planning. Sustainable, hazard-resilient coastal communities are
founded upon robust ‘critical infrastructure’ that is secured by planning and decision-making processes that enable coastal
communities to build ‘layers of resilience’ to overcome ‘waves of adversity’. Planners need to take on a redefined role—as
‘new naval architects’—to design and build communities that are ‘sea-worthy’ in this age of coastal storms.

Heterospecific matings are generally assumed to be unconditionally disadvantageous due to reduced viability or fertility of
hybrid offspring. For female collared flycatchers (Ficedula albicollis) mated to male pied flycatchers (Ficedula hypoleuca), the cost of heterospecific pair formation is reduced due to high levels of conspecific extra-pair paternity and a male-biased
offspring sex ratio. In order to investigate whether these cost-reducing mechanisms are the result of female mating strategies,
rather than being a by-product of species incompatibilities, we manipulated the plumage of male collared flycatchers before
pair formation to make them resemble male pied flycatchers. Since species incompatibilities are absent in this design, any
systematic effect of manipulation on sex ratio or paternity would indicate a role of female mating strategy. Paternity was
determined by means of a likelihood approach that controls the errors made in assigning a chick to be ‘within-pair’ or ‘extra-pair’.
Neither the sex ratio nor the male share of paternity was affected by the manipulation in a systematic manner. We therefore
conclude that our experimental data provide no support for the suggestion that female behavioural strategies are markedly
adjusted in response to formation of mixed-species pairs.
