Historically, the main objective of water resources development has been economic efficiency, and the technique for its evaluation has been benefit-cost analysis. Gradually other objectives have emerged, and these in order of their emergence are regional income redistribution, environmental quality and social well-being. These multi-objectives have given rise to multifarious problems, and have made the planning process much more complex than ever before. The different objectives are not mutually exclusive, and, hence, contributions to one can only be made at the expense of others. Trade-off studies between different objectives are difficult to make. It is suggested that one way to overcome this difficulty could be to design a system to perform optimally in terms of one objective, subject to a specified level of performance of the other, which in effect becomes a constraint. The paper also discusses the pros and cons of the desirability of public participation in our decision-making processes, and the necessity of developing social sciences models to aid water planning and management. 相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee. 相似文献

ABSTRACT: A model consisting of closed water reuse and productive use of various types of wastes for energy generation is presented. The sewage after treatment would be used as the cooling water for power plants, and the condenser discharge therefrom be used as heating water for sludge digesters. The water is then purified for municipal water supply for continuous use. The advantages of this system are that water resources and energy are conserved while various types of wastes including waste heat are controlled. With a preliminary system analysis, it appears that the design for power plant based on the total heating value of wastes and digester capacity based on sewage sludge generation is feasible in terms of acquisition and full utilization of various types of wastes as generated in a single metropolitan area. The system as shown in this design is in balance among various factors such as the generation rate of municipal refuse, municipal sewage, waste heat in the condenser discharge, and raw sewage sludge. 相似文献

ABSTRACT: A great deal of information can be derived from study of standard stream monitoring data, if these are properly ordered and organized. This information may then be used to make decisions about water quality management. Among critical information items are evaluation of performance to standards, determination of seasonality and time-trends of water quality conditions, and estimation of the effects on water quality to be expected from load reductions or standards modifications. Additional information on the magnitude of individual pollution sources is also critical to water quality management. ABSTRACT Prior studies of water resource systems have considered risk from the point of view that only the system planners could react to the effects of the risk elements. However, users of water from a system also react to risk. When the quantity of water that a system can supply is subject to considerable variation, the reactions of the users of the water will often effect the benefits generated by the system and thus its optimal design characteristics. A simulation model of a reservoir-irrigation system is developed which incorporates the water users' reactions to risk in such a manner as to reflect their influence on the optimal design characteristics. A risk (convex) programming algorithm is incorporated into the model to reflect the water users' reactions to various levels of aversion to risk and degree of uncertainty in water deliveries. Response surfaces are generated as a result of performing the simulation at different levels of the design variables. An examination of these surfaces reveals the importance of including water users' reactions to risk in water resource system planning. The effects of different levels of risk aversion on the irrigation farmers' choice of crop enterprises are also examined. 相似文献

ABSTRACT: The Yellowstone River historically has produced an ample supply of high quality water which is widely used for irrigation, municipal and industrial purposes, recreation, and fish and wildlife. Recently, energy companies have attempted to obtain water rights in the Yellowstone basin for energy conversion facilities in coal-rich southeastern Montana. Existing users fear that energy diversions will impair their rights, preclude expansion of present beneficial users, degrade water quality, and adversely effect fish and aquatic life. In response to these concerns, the Montana Legislature enacted several laws to regulate water appropriations in the Yellowstone River basin, including means by which state and federal agencies could apply for reservations of water for future beneficial uses. Thereafter, both the Montana Fish and Game Commission and the State Water Quality Bureau formally requested relatively large instream flows to protect fish and wildlife and to maintain water quality. This paper describes Montana's experience through December of 1977 with the administration of water in the Yellowstone basin under these laws; emphasis is placed on the major requests for instream flows. The final resolution of the reservation applications, and the related ramifications, will be discussed in a future paper. 相似文献
