In the Blue Nile Basin of Ethiopian highlands, rainfall distribution is extremely uneven both spatially and temporally. Drought frequently results in crop failure, while high rainfall intensities result in low infiltration and high runoff causing soil erosion and land degradation. These combined factors contribute to low agricultural productivity and high levels of food insecurity. Poor land management practices coupled with lack of effective rainwater management strategies aggravate the situation. Over the past two decades, however, the Government of Ethiopia has attempted to address many of these issues through a large-scale implementation of a number of soil and water conservation measures. Despite the success of interventions, uptake and adoption remains low. The conceptual framework of this study is based on the premise that farmers are more likely to adopt a combination of rainwater management technologies as adaptation mechanism against climate variability and agricultural production constraints. This contrasts the previous work that typically examined a single technology without considering the interdependence between technologies. Data used in this study come from household survey in seven watersheds in the Ethiopian Blue Nile Basin. A multivariate probit model was used to account for the potential correlation and interdependence of various components of rainwater management technologies. Our results suggest that rainwater management technologies are related with each other; hence, any effort to promote the adoption of rainwater management technologies has to consider such interdependence of technologies, or failure to do so may mask the reality that farmers face a set of choices in their adoption decisions.

West and East Africa experience high variability of rainfall that is expected to increase with climate change. This results in fluctuations in water availability for food production and other socioeconomic activities. Water harvesting and storage can mitigate the adverse effects of rainfall variability. But past studies have shown that when investments in water storage are not guided by environmental health considerations, the increased availability of open water surface may increase the transmission of water-related diseases. This is demonstrated for schistosomiasis associated with small reservoirs in Burkina Faso, and for malaria in Ethiopia around large dams, small dams, and water harvesting ponds. The concern is that the rush to develop water harvesting and storage for climate change adaptation may increase the risk for already vulnerable people, in some cases more than canceling out the benefits of greater water availability. Taking health issues into account in a participatory approach to planning, design, and management of rainwater harvesting and water storage, as well as considering the full range of water storage options would enable better opportunities for enhancing resilience against climate change in vulnerable populations in sub-Saharan Africa.

Overuse of nitrogen (N) fertilizers in agriculture activities has caused severe water pollution in China. The lack of data at producer level hampers decision makers in the development and implementation of efficient policies to curb excessive N-fertilizer use. In a survey of 300 farm households in the Liangzihu Lake basin, we identified factors associated with farmers’ decisions on N-fertilizer use and application rate. Household survey and multiple linear regression models indicate that the average application rate in the study region is 229 kg N ha?1, which exceeds the recommended rate for maximum profit for cereal crops (maize, wheat, and rice) in China of 150–180 kg N ha?1. High N-application rates are associated with low farmland productivity (coefficient = ?15.66, p = 0.02), a high share of off-farm income (coefficient = 27.14, p = 0.003), and a low education level of the household head (coefficient = ?10.83, p = 0.039). Neither physical infrastructure nor access to input markets appears to be related to N-application rates. It may be concluded that excessive use of N in agriculture of Central China is mainly a problem of insufficient awareness and high share of off-farm income.

This paper recommends a revision of watershed development policy in India in relation to the planning of development interventions involving agricultural intensification and rainwater harvesting following biophysical and societal impact studies carried out on two watershed development projects in Karnataka. A need for changes in policy has arisen in response to progressive catchments closure at the basin level and declining volumes of water flowing into village level reservoirs (known locally as tanks). Flow reductions have occurred largely as a result of increased agricultural intensification over the past 10–15 years. Field levelling, field bund construction, soil water conservation measures, farm ponds, the increase in areas under horticulture and forestry and the increased abstraction and use of groundwater for irrigation are all contributing factors to reduced flows. Planning methodologies and approaches, which may have been appropriate 20 years ago for planning water harvesting within watershed development projects, are no longer appropriate today. New planning approaches are required which (1) take account of these changed flow conditions and (2) are also able to take account of externalities, which occur when actions of some affect the livelihoods of others who have no control or influence over such activities and which (3) contribute to the maintenance of agreed minimum downstream flows for environmental and other purposes.

Declining crop and livestock production due to a degrading land resource base and changing climate among other biophysical and socio-economic constraints, is increasingly forcing rural households in Zimbabwe and other parts of Southern Africa to rely on common natural resource pools (CNRPs) to supplement their household food and income. Between 2011 and 2013, we combined farmer participatory research approaches, remote sensing and geographic information systems (GIS) to (1) understand the contribution of CNRPs to household food and income in Dendenyore and Ushe smallholder communities in Hwedza District, eastern Zimbabwe and (2) assess changes of the CNRPs in both space and time, and their implications on climate change adaptation. Across study sites, wetlands and woodlands were ranked as the most important CNRPs. Extraction and use patterns of products from the different pools differed among households of different resource endowment. Resource-constrained households (RG3) sold an average of 183 kg household?1 year?1 of wild loquats fruits (Uapaca kirkiana), realising about US$48, while resource-endowed farmers (RG1) had no need to sale any. The RG3 households also realised approximately US$70 household?1 year?1 from sale of crafts made from water reeds (Phragmites mauritianus). Empirical data closely supported communities’ perceptions that CNRPs had declined significantly in recent years compared with two to three decades ago. More than 60 % of the respondents perceived that the availability of natural resources drawn from wetlands and woodlands, often used for food, energy and crafts, has decreased markedly since the 1980s. Classification of land cover in a GIS environment indicated that CNRPs declined between 1972 and 2011, supporting farmers’ perceptions. Overall, woodlands declined by 37 % in both communities, while the total area under wetlands decreased by 29 % in Ushe, a drier area and 49 % in Dendenyore, a relatively humid area. The over-reliance in CNRPs by rural communities could be attributed to continued decline in crop yields linked to increased within-season rainfall variability, and the absence of alternative food and income sources. This suggests limited options for rural communities to adapt to the changing food production systems in the wake of climate change and variability and other challenges such as declining soil fertility. There is therefore a need to design adaptive farm management options that enhance both crop and livestock production in a changing climate as well as identifying other livelihood alternatives outside agriculture to reduce pressure on CNRPs. In addition, promotion of alternative sources of energy such as solar power and biogas among rural communities could reduce the cutting of trees for firewood from woodlands.

We observed skewed distribution across household of benefits of pesticide use in vegetable farming in Nepal. However, economic burden or harm of pesticide use and exposure by household economy is poorly studied. It is hypothesized that exaggerated and incompetent pesticide use is likely to affect human health that may lead to decline in human productivity, and economic loss––that may further marginalize farmers. Thus, a study was conducted in the Ansi khola watershed of Kavrepalanchowk District of central Nepal. The primary aim of the study was to value risks of pesticide use and to estimate health costs of exposure by household category. We grouped household into “large-scale” who owns more than 1 ha of agricultural land, “small-scale” having <0.5 ha and “medium-scale” in between >0.5 and <1 ha. Data were collected through (1) an initial household survey conducted from May to June 2008, (2) monthly visit surveys accomplished from June to November 2008 and (3) a final household survey conducted during November to December 2009. The cost of pesticide use and exposure was highest for medium-scale household; however, the economic burden in relation to incomes was the highest for small-scale household. On the basis of area under vegetables, small-scale household incurred 23 % higher economic burdens compared to the large-scale household. Overall, the cost of pesticide use and exposure amounted 15 % of agricultural income and/or 5 % of gross household income. For small-scale households, the cost was equivalent to 18 % of agricultural income and 6 % of gross income. Small-scale households are not only deprived from benefits of agriculture intensification, but also incurred highest burden of pesticide use.

Adaptation strategies to reduce smallholder farmers’ vulnerability to climate variability and seasonality are needed given the frequency of extreme weather events predicted to increase during the next decades in sub-Saharan Africa, particularly in West Africa. We explored the linkages between selected agricultural adaptation strategies (crop diversity, soil and water conservation, trees on farm, small ruminants, improved crop varieties, fertilizers), food security, farm household characteristics and farm productivity in three contrasting agro-ecological sites in West Africa (Burkina Faso, Ghana and Senegal). Differences in land area per capita and land productivity largely explained the variation in food security across sites. Based on land size and market orientation, four household types were distinguished (subsistence, diversified, extensive, intensified), with contrasting levels of food security and agricultural adaptation strategies. Income increased steadily with land size, and both income and land productivity increased with degree of market orientation. The adoption of agricultural adaptation strategies was widespread, although the intensity of practice varied across household types. Adaptation strategies improve the food security status of some households, but not all. Some strategies had a significant positive impact on land productivity, while others reduced vulnerability resulting in a more stable cash flow throughout the year. Our results show that for different household types, different adaptation strategies may be ‘climate-smart’. The typology developed in this study gives a good entry point to analyse which practices should be targeted to which type of smallholder farmers, and quantifies the effect of adaptation options on household food security. Subsequently, it will be crucial to empower farmers to access, test and modify these adaptation options, if they were to achieve higher levels of food security.

Harvesting of non-timber forest products is an integral component of rural livelihoods throughout the developing world. At times this is at odds with conservation objectives. Reconciliation of the two requires examination of local level contexts and needs. This paper reports on the harvesting needs for Ischyrolepis by a rural community in South Africa, against the setting that they had recently been prohibited from harvesting by the local conservation officials. Interviews were conducted with conservation officials to understand the reasoning for the prohibition. Local demand for Ischyrolepis was assessed by household surveys, as well as in-depth interviews with traders. The density and size class distribution of Ischyrolepis was determined using transects. The total annual demand for Ischyrolepis was determined to be approximately only 2.7% of the standing crop. The bulk of the annual demand was for small-scale trade, the income from which was a primary source of income for the few harvesters. Very little evidence could be found indicating that harvesting was damaging the resource or its habitat, and local knowledge suggested that the abundance of the species was stimulated by harvesting. Even if market demand were to increase, the size of the shoots required means that less than 20% of the standing crop could be harvested annually. Current regulations around harvesting are in a state of revision, and hence confusion prevails regarding if harvesting is permissible, and if so, under what conditions, which is detrimental to both conservation and livelihoods. The formulation of conservation policies with options for creating protected areas is significantly influenced by the social factors of the surrounding communities. Therefore, indigenous knowledge, attitudes and perceptions of the local communities need to be explored during the planning and implementation stages of conservation projects. A government-initiated experiment in co-management was conducted in the Rema-Kalenga Wildlife Sanctuary, Bangladesh. This paper analyzes the attitudes toward conservation by members of local communities living in and around the wildlife sanctuary. Training incentives on alternative income-generating (AIG) activities and allotment of agricultural lands were distributed among the Forest User Groups. It is of interest to policy makers and resource managers whether this technique leads to improved attitudes on the part of local people. Although there were different attitudes toward protected areas and conservation, overall, a favorable attitude of the respondents was observed. The opinions of respondents also varied based on factors such as village position, village dependency level on forest resources, ethnicity and gender. Increase in annual income resulting from the augmented skills by trainings on AIG activities and getting agricultural lands leased from the Forest Department contributed significantly to the variation in respondents’ conservation attitudes. It is suggested that eliminating inequity and inequality in incentive distribution, discovering and launching training on more need-based livelihood activities, and liberalizing the restriction of resource extraction from the protected area by fixing the harvesting limit would encourage the community to be more cordially and actively involved in the conservation efforts of the sanctuary.

Africa faces enormous food security challenges. Most commentators agree that, despite the complexities of food insecurity, there will have to be increases in food production from existing agricultural land. Most, too, are pessimistic about the future, judging likelihood of success on the basis of past performance of modern agricultural development. Sustainable agriculture, though, offers new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Africa either has in abundance or that can be regenerated at low financial cost. This paper sets out an assets-based model of agricultural systems, together with a typology of eight improvements that are currently in use in sustainable agriculture projects. In the 45 projects/initiatives spread across 17 countries that are investigated, some 730,000 households have substantially improved food production and household food security. In 95% of the projects where yield increases were the aim, cereal yields have improved by 50–100%. Total farm food production has increased in all. The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future. This analysis indicates that sustainable agriculture can deliver large increases in food production in Africa. But spreading these to much larger numbers of farm households will not be easy. It will require substantial policy, institutional and professional reform.

Forest income and dependency in lowland Bolivia
Forests contribute to livelihoods of rural people throughout the tropics. This paper adds to the emerging body of quantitative knowledge on absolute and relative economic importance, through both cash and subsistence income, of moist forests to households. Qualitative contextual information was collected in six villages in lowland Bolivia, followed by a structured survey of randomly selected households (n = 118) that included four quarterly income surveys. We employed a novel data collection approach that allows detailed estimation of total household accounts, including sources of forest income. We estimated the average forest income share of total annual household income (forest dependency) at 20%, ranging from 18 to 24%. Adding environmental income increased the average to 26%, being fairly constant across income quartiles at 24–28%. Absolute levels of forest income increased with total household income, while forest dependency was the highest in the best-off income quartile—the primary harvesters of forest products are better-off households. The pattern of high forest dependency among better-off households has also been reported from other countries, indicating that this pattern may be more common than advocated by conventional wisdom. Using ordinary least squares (OLS) regressions, we found significant determinants of absolute forest income to be household size, sex of household head and area of cultivated land; the significant determinants for forest dependency were level of education, whether household head was born in village and whether household was food self-sufficient. Better-off households were able to realise cash income from forests, while poorer households—in particular if headed by women—were more reliant on subsistence forest income. We argue that the differential patterns of forest income across income quartiles should be considered in future development interventions and that findings indicate a potential for forests to contribute to moving households out of poverty.

Cosmic-ray-produced (CP) nuclides with half-lives shorter than 21h were measured in rainwater by ultra-low-background gamma spectrometry at Ogoya Underground Laboratory. As levels of CP nuclides are extremely low and their half-lives are very short, quick sampling methods for a large volume of rainwater and rapid chemical separations by ion exchange method were developed. The nuclides measured were short-lived (24)Na, (28)Mg, (38)S, (38)Cl, (39)Cl, as well as nuclides with longer half-lives (7)Be and (22)Na. The number of atoms of CP nuclides in rainwater were evaluated to range from 30 to 1500L(-1) for (24)Na (n=16, mean; 520 [6.7mBqL(-1)]), 80 to 600L(-1) for (28)Mg (n=13, mean; 260 [2.4mBqL(-1)]), 400 to 1900L(-1) for (39)Cl (n=6, mean; 1200 [250mBqL(-1)]), 1x10(6) to 4x10(7)L(-1) for (7)Be (n=16, mean; 7x10(6) [1.05BqL(-1)]) and 2x10(3) to 1x10(5)L(-1) for (22)Na (n=9, mean; 2x10(4) [0.2mBqL(-1)]).

Livestock production is very risky due to climate variability in semi-arid Sub-Saharan Africa. Using data collected from 400 households in the Borena zone of the Oromia Region, we explored what drives adoption of agricultural practices that can decrease the vulnerability of agro-pastoralists to climate change. Households with more adaptive capacity adopted a larger number of practices. The households’ adaptive capacity was stronger when the quality of local institutions was high. However, adaptive capacity had less explanatory power in explaining adoption of adaptation options than household socio-economic characteristics, suggesting that aggregating information into one indicator of adaptive capacity for site-specific studies may not help to explain the adoption behaviour of households. Strong local institutions lead to changes in key household-level characteristics (like membership to community groups, years lived in a village, access to credit, financial savings and crop income) which positively affect adoption of agricultural practices. In addition, better local institutions were also positively related to adoption of livestock-related adaptation practices. Poor access to a tarmac road was positively related to intensification and diversification of crop production, whereas it was negatively related to the intensification of livestock production, an important activity for generating cash in the region. Our findings suggest that better local institutions lead to changes in household characteristics, which positively affect adoption of adaptation practices, suggesting that policies should aim to strengthen local institutions.

Smallholder agriculture dominates Kenya’s agricultural landscape, accounting for 75 % of total agricultural output and 70 % of the marketed agricultural produce. As a result, the Government of Kenya, with the support of development partners, has invested in production and dissemination of productivity-enhancing technologies such as high-yielding varieties and inorganic fertilizers targeting the smallholders. Adoption of these technologies has remarkably improved, especially in the maize sub-sector. However, productivity has been declining or, at best, stagnating. Productivity is attributable to not only technological improvements but also technical efficiency. Consequently, this study sought to determine the technical efficiency of the country’s smallholder food crop farmers and establish how it correlates with environmental factors. The study used a two-stage nonparametric approach on household panel data to estimate the efficiency levels of the smallholders and establish the sources of its variation across households. Controlling for endogeneity and incorporating geographic information system-derived measures of environmental factors in the analysis, the study finds that technical efficiency differentials are influenced by environmental factors, production risks and farmer characteristics. The policy implication is that the country has room to improve agricultural productivity by addressing environmental and farm-level constraints. Viable options include switching from rain-fed to irrigated agriculture, entrenching land tenure security, improving transport network among farm communities and setting up smallholder credit schemes.
