Theoretically, a resource rent tax is neutral in that it does not influence the allocation of resources. However, the application of such fundamental principles in the tax formula of the South African gold mining industry negates the neutrality principle. A progressive element in the tax rate encourages mining of submarginal ores - leads to misallocation of resources. However, it substantially reduces the financial risks of a mining company engaged in the extraction of a commodity characterized by price volability, such as gold, and permits economies of scale in mining and encourages conservation of a non-renewable resource. As long as prices increase faster than costs, the advantages of this system probably exceed the disadvantages. The choice of the threshold rate in such a tax system is critical. If it is too high it will encourage mining of submarginal ores, and if too low it does not recognize the peculiar risks of gold mining investments.  相似文献

Australia has been a leading mining nation and its mines continue to attract substantial investment due to its strong mineral endowment, mining tradition and high skills base. In recent years Australian mining companies have been facing higher labour costs, which need to be offset by other savings. Automating mine-site machinery offers one potential source of such savings.Underground mines pioneered automated technology largely for safety and mine accessibility reasons and to reduce operating costs. Yet these operations now represent a much smaller portion of the total ore tonnes mined due to the changing mining techniques meaning larger lower grade deposits are becoming economic. It appears the future of mine automation will be directed by surface mining as this maturing technology finds further applications above ground and in the next decade large scale open pit automation trials gain more momentum.This paper assesses the implications of introducing driverless haul trucks in a typical large remote Australian open-pit mine. Such automation will save employee and associated costs, increase operational productive hours and ultimately will reduce mine site workforce numbers. While there will be fewer jobs per mine, with reduced costs and higher productivity some previously uneconomic mines may again be profitable.The social implications of greater mine site automation are the reduction in population of remote mining towns and a decrease in the lower skilled labour requirements for the mining sector. There will be an increase in fly-in fly-out mining operations and companies will establish remote control centres for automated mines in larger cities. This may decrease overall labour requirements and so reduce employment in the sector; therefore, the government should be mindful of implementing policies that ensure a fair return on the economic rent of mineral leases.  相似文献

What municipal recycling rate is socially optimal? One credible answer would consider the recycling rate that minimizes the overall social costs of managing municipal waste. Such social costs are comprised of all budgetary costs and revenues associated with operating municipal waste and recycling programs, all costs to recycling households associated with preparing and storing recyclable materials for collection, all external disposal costs associated with waste disposed at landfills or incinerators, and all external benefits associated with the provision of recycled materials that foster environmentally efficient production processes. This paper discusses how to estimate these four components of social cost to then estimate the optimal recycling rate.  相似文献

Within the context of a case study of three Asia/Pacific countries' mineral taxation regimes, this article examines the impact of individual fiscal instrucments, and the total fiscal package, on investor risk perceptions, investor returns and government receipts. It shows that under conditions of uncertainty and risk aversion on the part of investors, significant gains in expected government revenues can be achieved without seriously affecting the investors' ex-ante assessments of projects by a judicious selection and mix of fiscal instruments.  相似文献

This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level.  相似文献

This article joins the continuing policy debate over the social responsibility of corporations, particularly in the mining industry. The author argues that the 'old school mining orthodoxy'—approaching the exploitation of mineral deposits solely from the technical and economic points of view—is long dead. Mining companies must also encompass the social dimension.
New policies for the mining industry are discussed in terms of recent worldwide trends and movements, e.g. globalization, economic interdependence and decentralization of governmental authority, and the rise of civil society as a political factor. These trends, together with the United Nations policies in quest of sustainable development and the consensus expressed at international conferences during the last decade, have deepened social awareness and set the stage for enhanced social responsiveness from the private sector. Socially responsible corporate policies include decentralization of decision-making to the field level, reaching out to stakeholders and shareholders, supporting governments which provide official development assistance for good governance and building broad partnerships to reduce social exposures.  相似文献

In recent years, as part of its neoliberal development paradigm, the Government of the Philippines has engaged in efforts to encourage extraction of the nation's mineral resources. The Philippines is also a country where decentralization has devolved substantial powers to local governments. Concern over potentially adverse environmental effects has led to opposition to mining by some local governments in the Philippines. This opposition has led to the withholding of consent to mining projects by local governments and, in some cases, the implementation of moratoriums banning mining. Central to this opposition have been the activities of civil society groups, and their collaboration with local governments. This collaboration has involved the drafting of legislation prohibiting mining and support of candidates for office who are opposed to mining. Collectively, Filipino local governments and civil society groups are examples of the concept of governance, a dispersed process wherein society manages itself for the betterment of all its members. For mining companies seeking to implement projects, it is no longer sufficient to have the consent of the national Government — that of local governance forces must also be considered.  相似文献

These uncertainties may be classified as exploration uncertainties, economic uncertainties and engineering uncertainties. The evaluation of a mine project under these uncertainties is a complicated job, which may lead to making a wrong decision by managers and stockholders. Therefore, at first, the engineers must recognize the mining uncertainties before carrying out the project evaluation. The economic uncertainties are the most important factors, which may affect the project evaluation. In India, the mineral resource inventory and the production of a large number of important minerals have registered significant increases during the last few decades. Yet the country continues to be a net importer of many high value and scarce minerals and metals, like gold, diamond, and several base metals. Exploration and development of the resources of these minerals are technology- and capital-intensive. To bring technology and capital through foreign direct investment (FDI) into the Indian mineral sector, it is imperative to lay stress on: accurate resource estimation and categorization, as well as realistic projection of the true values; rationalization of legislative measures based on R&D studies and reorganization of the implementation machinery; conducive tax structure; notification of acts and rules applicable to offshore mineral resources; time-frames for granting licences and leases; encouragement to labor productivity by rationalizing labor laws; reforms in the monetary system to increase market competitiveness of Indian minerals; and judicial reforms. FDI in the Indian mineral sector is important to firm up the knowledge-base of mineral resources and their optimum exploitation.  相似文献

Communities around the world have increasingly come to demand more involvement in decision making for local mining projects, a greater share of benefits from them if they are to proceed, and assurances that mineral development will be conducted safely and responsibly. At the same time, Bridge (2004) notes full legal compliance with state environmental regulations has become an increasingly insufficient means of satisfying society's expectations with regards to mining issues. There is now a recognised need for mineral developers to gain an additional ‘social licence to operate’ (SLO) in order to avoid potentially costly conflict and exposure to business risks. However, there is a correspondingly limited amount of scholarship specifically focused on SLO. More particularly, there is a need for research that uncovers those factors that lead to the issuance (or non-issuance) of a SLO in the complex and changeable environments that often characterise mineral development. In an effort to identify key determinants of SLO outcomes in the mining industry, this paper presents a comparative case study analysis of four international mining operations: Red Dog Mine in Alaska, USA; Minto Mine in Yukon, Canada; the proposed Tambogrande Mine in Peru; and the Ok Tedi Mine in Papua New Guinea. The analysis that is presented also makes use of insights from supplementary key informant interviews conducted by the author and the emerging literature on mining and communities. Five lessons for earning a SLO emerged from this analysis: (1) context is key; (2) a social licence to operate is built on relationships; (3) sustainability is a dominant concern for communities; (4) local benefits provision and public participation play a crucial role; and (5) adaptability is needed to confront complexity.  相似文献

Input–output modelling is a useful tool in policy analysis and economic planning. This methodology is used to detect the inter-industry linkages known as forward and backward linkages. Examination of these measures provides one mechanism for identifying “key” or “leading” sectors. The main objective of this paper is to measure the linkages of the mining and quarrying industry in the European Union (EU) and to determine if any of the industry subsectors can be considered key sectors. The paper shows that three subsectors can be considered key sectors: the mining of coal and lignite and extraction of peat in Germany; mining of metal ores in Sweden; and other mining and quarrying in Austria, Denmark and Spain. These sectors are more stimulated by overall industry growth than other sectors and have greater impacts in terms of investment expenditures on the national economy than other sectors. The values of the forward and backward linkages show that the mining and quarrying is an industry that would be stimulated by an increase in a regional economy's production more than other sectors, while an increase in the mining and quarrying industry's output would not stimulate this regional economy more than an increase in other sectors.  相似文献

The concept of “peak oil” has been explored and debated extensively within the literature. However there has been comparatively little research examining the concept of “peak minerals”, particularly in-depth analyses for individual metals. This paper presents scenarios for mined copper production based upon a detailed assessment of global copper resources and historic mine production. Scenarios for production from major copper deposit types and from individual countries or regions were developed using the Geologic Resources Supply-Demand Model (GeRS-DeMo). These scenarios were extended using cumulative grade-tonnage data, derived from our resource database, to produce estimates of potential rates of copper ore grade decline.The scenarios indicate that there are sufficient identified copper resources to grow mined copper production for at least the next twenty years. The future rate of ore grade decline may be less than has historically been the case, as mined grades are approaching the average resource grade and there is still significant copper endowment in high grade ore bodies. Despite increasing demand for copper as the developing world experiences economic growth, the economic and environmental impacts associated with increased production rates and declining ore grades (particularly those relating to energy consumption, water consumption and greenhouse gas emissions) will present barriers to the continued expansion of the industry. For these reasons peak mined copper production may well be realised during this century.  相似文献

The world supply and turnover of copper was modelled using simple empirical estimates and a COPPER systems dynamics model developed for this study. The model combines mining, trade markets, price mechanisms, population dynamics, use in society and waste as well as recycling, into a whole world system. The degree of sustainability and resource time horizon was estimated using four different methods including (1) burn-off rates, (2) peak discovery early warning, (3) Hubbert's production model, and (4) COPPER, a system dynamics model. The ultimately recoverable reserves (URR) have been estimated using different sources that converge around 2800 million tonne, where about 800 million tonne have already been mined, and 2000 million tonne remain. The different methods independently suggest peak copper mine production in the near future. The model was run for a longer period to cover all systems dynamics and delays. The peak production estimates are in a narrow window in time, from 2031 to 2042, with the best model estimate in 2034, or 21 years from the date of writing. In a longer perspective, taking into account price and recycling, the supply of copper to society is estimated to run out sometime after 2400. The outputs from all models put focus on the importance of copper recycling so that society can become more sustainable with respect to copper supply.  相似文献

Mismanagement of urban runoff can result in inundation which causes serious problems in providing urban services. Best management practices (BMPs) are used for urban runoff management. In this study, a method is proposed to determine the robust optimal set of BMPs for runoff management in data-poor catchments in urban areas. This method includes five main steps: (1) Sensitivity analysis to determine effective parameters in rainfall-runoff simulation model, (2) Calibration of the rainfall-runoff model based on selected effective parameters, (3) Developing a multi-objective optimization model to obtain the optimal sets of BMPs, (4) Selecting the final solutions using the Nash approach for ranking, (5) Evaluation of the robustness of the selected solution using the Management Option Rank Equivalence method. The proposed method is examined in an urban basin located in the north of Tehran, Iran. The results show that the proposed approach provides reliable results for urban runoff management in data-poor areas.  相似文献

This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use.
The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management.  相似文献

The rapid expansion of the dimension stone and black granite industry in Zimbabwe in the 1990s, a result of increasing domestic and international demand for black granite, has ushered in new challenges and opportunities for producers and beneficiaries alike. This article investigates the social, environmental and economic challenges emanating from the export boom, the economic opportunities presented by the expanding market and the potential role the robust industry could play in regional economic development and poverty alleviation. The article evaluates the long-term sustainability of the dimension stone industry and recommends the reinvestment of revenues into diversification of the regional economic base, upgrading of local infrastructure, further processing of rough stone before export and encouragement of micro-businesses to enhance sustainability. The author argues for modification of economic incentives to incorporate environmental and social objectives in order to enhance sustainability. The need for a holistic approach to policies affecting the exploitation, processing and marketing of granite resources and their products is recognized. Social impact assessment (SIA) has traditionally been practiced as an ex-ante predictive tool in the context of regulatory approval by government agencies. This model of SIA developed by Burdge and others is based on ‘greenfields’ development, of a new project going in to areas where there are no, or relatively few, similar types of development. The International Principles of SIA signalled a conceptual shift in the practice of SIA where greater emphasis is placed on the assessment and management of social issues across the life-cycle of developments. In addition forms of cumulative impact assessment have been developed for contexts where more than one project is likely to impact on populations or communities. With these changes to the traditional models of impact assessment there is a need to clarify how and when dedicated phases of ‘assessment’ might be undertaken over the life-cycle of a development. In the context of the mining industry, SIAs are increasingly required by governments for incremental increases in the size or impact of these operations. This paper reviews the development and application of Project Expansion Assessments (PEAs) for two large-scale mining operations in Papua New Guinea. It argues that a different set of assumptions need to underlie the model of IA for such assessments, with more emphasis on trajectories rather than baselines, a critical evaluation and attribution of effects, and the incorporation of adaptive management tools into the process.  相似文献

In this article, I explain the role that scientific studies play in shaping collaboration and conflict over mining exploration in the Ecuadorian highlands. Toronto-based IAMGOLD conducted water quality studies to simultaneously fulfill legal obligations and secure support for drilling in an environmentally sensitive zone. With these studies, IAMGOLD generated collaborative relations with local authorities and university scientists. However, water quality studies were also used by dairy farmers to establish new connections for an opposition movement. The scientific studies enabled IAMGOLD and the dairy farmers to make competing claims about the responsibility for contamination of an important watershed. This article analyzes the conflict that resulted and challenges conventional wisdom that distinguishes a corporation's legal obligations from its voluntary CSR programs.  相似文献

This article considers the environmental impacts and the governance framework of the domestic and international supply of iron, zinc, copper and nickel concentrates smelted and refined in Finland. The metals industry in the country is heavily dependent on imported concentrates, and the research is thus focused on defining the level of impacts related to mining and mineral processing abroad, and the change in the impacts between 2000 and 2010. The estimations of environmental impacts are based on waste minerals and CO2eq emissions, and the quality of governance in the set of indicators measuring different aspects of governance. The total amount of waste minerals and CO2eq emissions related to metal concentrates decreased over the ten-year period. At the same time, the quality of governance improved in all concentrate groups except nickel. Ore grade, mine type and transportation distance appear to be the most influential factors on environmental impacts. The results suggest that the country of origin can have a noticeable effect on the environmental impacts and the quality of governance of the mining and processing of metal concentrates.  相似文献

In response to continued public concern sparked by the loss of open space and greenbelts around American cities, greenways have gained nationwide popularity as a land conservation strategy. This study examines the socioeconomic, demographic, and locational characteristics of greenway users. Three hundred twenty users on four trails of the Capital Area Greenway System in Raleigh, North Carolina, were surveyed. The Raleigh system is extensive, providing 43.7 km (27 mi) of trails, thus allowing examination of greenway use in a variety of settings. The survey findings indicated that most patrons were drawn from within an 8.05-km (5-mi) radius of the greenway. The typical Capital Area Greenway user is a white female between the age of 16 and 34 with no children. Socioeconomically, greenway users are employed, well-educated, and have above average incomes. A disproportionate share of greenway visitors belong to an environmental group.  相似文献
