The Countryside and Rights of Way Act 2000 places a duty on highways and national park authorities to establish local access forums (LAFs), to advise on the improvement of public access to land for the purposes of open air recreation and enjoyment. This paper examines these proposals in the context of recent academic and political debates about deliberative democracy, and empirical research on the nature and practice of existing access liaison groups and forums. While demonstrating that the proposed LAFs are consistent with contemporary constructs of participative, if not deliberative democracy, the paper argues that most existing groups and forums fall short of this ideal, in a number of significant respects. The paper proceeds to discuss the extent to which the draft regulations for LAFs in England and Wales address these issues, and concludes by questioning the extent to which such consultative arrangements can contribute to new forms of local governance.  相似文献

Young-of-the-year and yearling northern pike (Esox lucius), yearling yellow perch (Perca flavescens) and adult crayfish (Orconectes virilis) were collected in the mercury-contaminated Wabigoon/English/Winnipeg River System, Ontario, and analyzed for total mercury. Analysis of mercury concentrations in these organisms produced consistent geographical trends; i.e. mercury concentrations in biota downstream of Dryden > English River system > Winnipeg River system > control sites. In the Wabigoon River system the bioavailability of mercury increases with distance downstream of the historical point source. Mercury concentrations in the biota studied were highly correlated with mercury concentrations in fish species which are of sport and commercial interest. The locations where young fish obtain their bodyburdens are known typically within 100 m. The biota studied compare favourably with the criteria proposed by Phillips (1980) as prerequisites for biological indicators. The wide distribution of young pike, perch and crayfish in North America, Europe and Asia may enhance their appeal as biomonitors.The views expressed are those of the authors and do not necessarily reflect the views of the Ontario Ministry of the Environment. We studied the Noel KempffMercado Climate Action Project (NKMCAP),Bolivia, to assess whether forestprotection carbon (C) projects cansignificantly benefit local people. Wehypothesized that forest protection canonly securely deliver C if significantstakeholders are meaningfully andtransparently involved, traditional orcustomary rights are recognized and theirloss compensated for, and there are directlinkages between conservation anddevelopment objective. Our researchfocused on 53 members of the communities ofFlorida, Porvenir and Piso Firme and 36secondary stakeholders. In each of thevillages we held half-day meetings withcommunity leaders, complemented bysemi-structured one-hour interviews with 5,10, and 7 families, representing 20%, 10%and 8% of each community. The long-termimpact of the NKMCAP on the localcommunities may well be positive. However,in the short run, certain sections of thelocal communities are financially poorer. Forest protection projects clearly have thepotential to sequester C, protectbiodiversity and simultaneously contributeto sustainable rural development, but ifthey really are to improve rurallivelihoods, they must be designed andimplemented carefully and participatively.  相似文献

Tandem running is a recruitment strategy whereby one ant leads a single naïve nest mate to a resource. While tandem running progresses towards the goal, the leader ant and the follower ant maintain contact mainly by tactile signals. In this paper, we investigated whether they also deposit chemical signals on the ground during tandem running. We filmed tandem-running ants and analysed the position of the gasters of leaders and followers. Our results show that leader ants are more likely to press their gasters down to the substrate compared to follower ants, single ants and transporter ants. Forward tandem-run leaders (those moving towards a new nest site) performed such trail-marking procedures three times more often than reverse tandem leaders (those moving towards an old nest site). That leader ants marked the trails more often during forward tandem runs may suggest that it is more important to maintain the bond with the follower ant on forward tandem runs than on reverse tandem runs. Marked trails on the ground may serve as a safety line that improves both the efficiency of tandem runs and their completion rates.  相似文献

Riparian buffer zones have been incorporated in land and water management policy for England since 1994, when the Ministry of Agriculture, Fisheries and Food introduced a Water Fringe Option (WFO) as part of a broader habitat conservation scheme. Whilst natural scientists have examined the functioning of riparian buffer zones, understanding of farmers' decision making regarding the adoption or non-adoption of voluntary buffer zone policies is very limited. This paper examines the factors influencing the decision making of farmers who were eligible to join the WFO in three river catchments. Quantitative and qualitative information was collected from farmers using semi-structured interviews and was supplemented with in-depth interviews with representatives of public agencies, agricultural groups and independent experts. Data analysis was completed using the 'Framework' analytical approach and the Statistical Package for the Social Sciences 8.0 computer software. The research revealed that decisions to participate in the WFO were influenced by a mix of situational, psychological and sociological characteristics, which suggests that policy makers must attach greater importance to implementation conditions and farmers decision making if riparian buffer zones are to play a more prominent role in the management of land and water in rural catchments. Tightly structured schemes will only appeal to a narrow segment of the farming population and will not lead to widespread re-creation of riparian habitats. A more flexible and collaborative style of policy development is needed in order for riparian buffer zone policies to meet the circumstances and needs of the diverse UK farming community.  相似文献

The southern pine beetle, Dendroctonus frontalis Zimmermann, is a major insect pest of pines in the southern U.S.A. A population dynamic model of D. frontalis within an infestation was developed. The model is based on the integration of several component submodels that describe individual life stage processes of the beetle. The inclusion of variable forest stand density and microclimate conditions results in a model response which closely follows actual field responses. A sensitivity analysis was performed to investigate effects of weather conditions and the importance of the spatial patterns within the forest.  相似文献

Phosphorus transfer in runoff from intensive pasture systems has been extensively researched at a range of scales. However, integration of data from the range of scales has been limited. This paper presents a conceptual model of P transfer that incorporates landscape effects and reviews the research relating to P transfer at a range of scales in light of this model. The contribution of inorganic P sources to P transfer is relatively well understood, but the contribution of organic P to P transfer is still relatively poorly defined. Phosphorus transfer has been studied at laboratory, profile, plot, field, and watershed scales. The majority of research investigating the processes of P transfer (as distinct from merely quantifying P transfer) has been undertaken at the plot scale. However, there is a growing need to integrate data gathered at a range of scales so that more effective strategies to reduce P transfer can be identified. This has been hindered by the lack of a clear conceptual framework to describe differences in the processes of P transfer at the various scales. The interaction of hydrological (transport) factors with P source factors, and their relationship to scale, require further examination. Runoff-generating areas are highly variable, both temporally and spatially. Improvement in the understanding and identification of these areas will contribute to increased effectiveness of strategies aimed at reducing P transfers in runoff. A thorough consideration of scale effects using the conceptual model of P transfer outlined in this paper will facilitate the development of improved strategies for reducing P losses in runoff.  相似文献

The multi-disciplinary evaluation of a national agri-environment scheme   总被引:8,自引:0,他引:8  
With an increasing amount of public funds being spent on agri-environmental schemes effective methods have to be developed to evaluate them. As many schemes have multiple objectives there is a need for a multi-disciplinary approach to any evaluation. A method was developed to assess the degree to which ecological, landscape, historical and access objectives for the Countryside Stewardship Scheme (CSS) in England have been met. The method used a sample of 484 agreements for which data were collected from surveys, a desk study and an interview with the agreement holder. These data were then evaluated by an expert team of an ecologist, landscape architect, landscape historian, and a social scientist specializing in rural affairs. The team were subsequently brought together with a Chair to discuss their findings for each agreement, allocating scores for each of five criteria: agreement negotiation; appropriateness, environmental effectiveness, compliance and side effects. The additionality that each agreement was likely to provide was also assessed. The results of this process suggest that in the majority of cases the CSS agreements should maintain or enhance the environment in terms of ecology, landscape, and landscape history and increase public enjoyment of the countryside. Thirty-six percent of agreements showed high additionality and 38% medium additionality which demonstrates that the CSS is likely to provide a benefit to society. Agreement negotiation, predicted environmental effectiveness and predicted compliance all improved significantly over the period 1996-98. Recommendations made from this project have been implemented by the Government department to improve the CSS. The multi-disciplinary method was successful and, with further development, could be used for assessment of any agri-environment scheme, or potentially any conservation project or broader 'rural development' scheme encompassing environmental, economic and social objectives. A key to success is the need for the criteria to be tailored for the project concerned and clearly established at the beginning.  相似文献
