Policy reform can be complex and fraught with contending arguments. Although much research has been conducted into the politics of coalition formation, less attention has been devoted to legitimating logics in policy reform. Drawing on the work of Boltanski and Thévenot, this exploratory study addresses this deficit by examining the influence of justifications deployed in policy debates. The paper analyses the role of shifting reasoning in contentious debates concerning attempts to reform water policy, including the introduction of domestic water charges in Ireland. Employing data from parliamentary deliberations, the paper traces the changing forms of justification used by those favouring and opposing the reforms. This examination suggests the importance of aligning an argument’s content with the shifting context into which it is introduced. The paper highlights the benefits of an investigative approach concerning policy justification for understanding policy reform dynamics at the intersection of politics and environmental communication.  相似文献

This paper attempts to examine whether information from valuation studies can help the design of policies adequate to reverse and halt the generally poor state of marine and coastal ecosystems of the Mediterranean and the Black Sea. Economic implications of managing coastal and marine environments are thus discussed by assessing the results of different valuation studies implemented in the area. Lessons and policy recommendations from existing literature are inferred to guide marine resources management decisions. One of our main findings is that there are extremely few published studies within the Mediterranean and Black Sea region which highlights the potential for future research on coastal and marine ecosystems ability to sustain different goods and services as a result of climate change and anthropogenic drivers in the area. However, results reveal that there are substantial positive economic values attached to marketed and non-marketed services provided by marine and coastal ecosystems that justify their sustainable use and management.  相似文献

Marine coastal ecosystems, commonly referred to as blue ecosystems, provide valuable services to society but are under increasing threat worldwide due to a variety of drivers, including eutrophication, development, land-use change, land reclamation, and climate change. Ecological restoration is sometimes necessary to facilitate recovery in coastal ecosystems. Blue restoration (i.e., in marine coastal systems) is a developing field, and projects to date have been small scale and expensive, leading to the perception that restoration may not be economically viable. We conducted a global cost–benefit analysis to determine the net benefits of restoring coral reef, mangrove, saltmarsh, and seagrass ecosystems, where the benefit is defined as the monetary value of ecosystem services. We estimated costs from published restoration case studies and used an adjusted-value-transfer method to assign benefit values to these case studies. Benefit values were estimated as the monetary value provided by ecosystem services of the restored habitats. Benefits outweighed costs (i.e., there were positive net benefits) for restoration of all blue ecosystems. Mean benefit:cost ratios for ecosystem restoration were eight to 10 times higher than prior studies of coral reef and seagrass restoration, most likely due to the more recent lower cost estimates we used. Among ecosystems, saltmarsh had the greatest net benefits followed by mangrove; coral reef and seagrass ecosystems had lower net benefits. In general, restoration in nations with middle incomes had higher (eight times higher in coral reefs and 40 times higher in mangroves) net benefits than those with high incomes. Within an ecosystem type, net benefit varied with restoration technique (coral reef and saltmarsh), ecosystem service produced (mangrove and saltmarsh), and project duration (seagrass). These results challenge the perceptions of the low economic viability of blue restoration and should encourage further targeted investment in this field.  相似文献

Carnivore predation on livestock is a complex management and policy challenge, yet it is also intrinsically an ecological interaction between predators and prey. Human–wildlife interactions occur in socioecological systems in which human and environmental processes are closely linked. However, underlying human–wildlife conflict and key to unpacking its complexity are concrete and identifiable ecological mechanisms that lead to predation events. To better understand how ecological theory accords with interactions between wild predators and domestic prey, we developed a framework to describe ecological drivers of predation on livestock. We based this framework on foundational ecological theory and current research on interactions between predators and domestic prey. We used this framework to examine ecological mechanisms (e.g., density-mediated effects, behaviorally mediated effects, and optimal foraging theory) through which specific management interventions operate, and we analyzed the ecological determinants of failure and success of management interventions in 3 case studies: snow leopards (Panthera uncia), wolves (Canis lupus), and cougars (Puma concolor). The varied, context-dependent successes and failures of the management interventions in these case studies demonstrated the utility of using an ecological framework to ground research and management of carnivore–livestock conflict. Mitigation of human–wildlife conflict appears to require an understanding of how fundamental ecological theories work within domestic predator–prey systems.  相似文献

Occupational low back pain (LBP) remains a leading safety and health challenge. This cross-sectional investigation measured the prevalence of LBP in residential carpenters and investigated ergonomic risk factors. Ninety-four carpenters were investigated for LBP presence and associated risk factors. Ten representative job-tasks were evaluated using the Ovako Working Posture Analysis System (OWAS) and ErgoMaster 2D software to measure elements of posture, stress, and risk. Job-tasks were found to differ significantly for total lumbar compression and shear at peak loading (p < .001), ranging from 2 956 to 8 606 N and 802 to 1 974 N respectively. OWAS indicated that slight risk for injury was found in 10 job-tasks while distinct risk was found in 7 of the 10 job-tasks. Seven of the 10 job-tasks exceeded the National Institute for Occupational Safety and Health (NIOSH) action limit of 3 400 N for low back loading. The point prevalence for LBP was 14% while the annual prevalence was 38%.  相似文献

The link between nature and human wellbeing is well established. However, few studies go beyond considering the visual and auditory underpinnings of this relationship, even though engaging with nature is a multisensory experience. While research linking smell to wellbeing exists, it focuses predominantly on smells as a source of nuisance/offence. Smells clearly have a prominent influence, but a significant knowledge gap remains in the nexus of nature, smell, and wellbeing. Here, we examine how smells experienced in woodlands contribute to wellbeing across four seasons. We show that smells are associated with multiple wellbeing domains, both positively and negatively. They are linked to memories, and specific ecological characteristics and processes over space/time. By making the link between the spatiotemporal variability in biodiversity and wellbeing explicit, we unearth a new line of enquiry. Vegetation at the aquatic-terrestrial interface can alter landscape features through its growth and interactions with sediment and fluids. Even similar species may impart different effects due to variation in their interactions and feedbacks with the environment. Consequently, replacement of one engineering species by another can cause significant change in the physical environment. Here we investigate the species-specific ecological mechanisms influencing the geomorphology of U.S. Pacific Northwest coastal dunes. Over the last century, this system changed from open, shifting sand dunes with sparse vegetation (including native beach grass, Elymus mollis), to densely vegetated continuous foredune ridges resulting from the introduction and subsequent invasions of two nonnative grass species (Ammophila arenaria and Ammophila breviligulata), each of which is associated with different dune shapes and sediment supply rates along the coast. Here we propose a biophysical feedback responsible for differences in dune shape, and we investigate two, non-mutually exclusive ecological mechanisms for these differences: (1) species differ in their ability to capture sand and (2) species differ in their growth habit in response to sand deposition. To investigate sand capture, we used a moveable bed wind tunnel experiment and found that increasing tiller density increased sand capture efficiency and that, under different experimental densities, the native grass had higher sand capture efficiency compared to the Ammophila congeners. However, the greater densities of nonnative grasses under field conditions suggest that they have greater potential to capture more sand overall. We used a mesocosm experiment to look at plant growth responses to sand deposition and found that, in response to increasing sand supply rates, A. arenaria produced higher-density vertical tillers (characteristic of higher sand capture efficiency), while A. breviligulata and E. mollis responded with lower-density lateral tiller growth (characteristic of lower sand capture efficiency). Combined, these experiments provide evidence for a species-specific effect on coastal dune shape. Understanding how dominant ecosystem engineers, especially nonnative ones, differ in their interactions with abiotic factors is necessary to better parameterize coastal vulnerability models and inform management practices related to both coastal protection ecosystem services and ecosystem restoration.  相似文献

DNA fingerprinting was used to assess levels of genetic variation in 106 Hawaiian Geese, or Nene ( Branta sandvicensis ), from two captive colonies in Hawaii and Slimbridge, England. Mantel tests were used to determine differences in mean similarity coefficients obtained from DNA fingerprints between unrelated and related Nene within and between captive colonies and to determine whether pedigree-based estimates of relatedness correlated with DNA fingerprint-based estimates. Between colonies, mean similarity coefficients for unrelated and related Slimbridge Nene were higher than those for Hawaiian Nene. Within each colony, related Nene bad higher mean similarity coefficients than did unrelated Nene. A positive relationship was found between coancestry coefficients and similarity coefficients. A greater number of founders for the Hawaiian colony contributed to the lower mean similarity coefficients. As genetic variation decreases, difficulty in distinguishing relatedness among individuals using DNA fingerprinting may increase. Lower genetic variation also may increase tine error in estimating the relationship between coancestry and similarity coefficients. DNA fingerprinting of Nene identified unique alleles and can determine optimal pairings between individuals. The calibrated similarity coefficient distributions can help determine the relatedness of individuals in wild populations of Nene.  相似文献

This paper employs a contingent valuation (CV) study to estimate the value of the economic benefits generated by the Akrotiri wetland in Cyprus. It aims to show how CV estimation results can inform efficient, effective and sustainable wetland conservation policies, as required by the European Union's Water Framework Directive, and to suggest economic instruments that can facilitate the implementation of such policies. The results indicate that the design of these instruments require the capturing of both the use and non-use values generated by wetland services and functions.  相似文献

Groundwater in sufficient amounts and of suitable quality is essential for potable water supplies, crop irrigation and healthy habitats for plant and animal biocenoses. The groundwater resource is currently under severe pressure from land use and pollution and there is evidence of dramatic changes in aquifer resources in Europe and elsewhere, despite numerous policy measures on sustainable use and protection of groundwater. Little is known about how such changes affect groundwater dependent ecosystems (GDEs), which include various aquatic and terrestrial ecosystems above ground and inside the aquifer. Future management must take this uncertainty into account. This paper focuses on multiple aspects of groundwater science, policy and sustainable management. Examples of current management methods and practices are presented for selected aquifers in Europe and an assessment is made of the effectiveness of existing policies such as the European Water Framework Directive and the Habitat Directive in practice and of how groundwaters and GDEs are managed in various conditions. The paper highlights a number of issues that should be considered in an integrated and holistic approach to future management of groundwater and its dependent ecosystems.  相似文献
