SUMMARY

In many developing countries, the determination of a ranking of investments designed to improve and extend the road system is a commonplace prerequisite of planning for the transport sector as a whole and the road sub-sector within it. A major objective of determining investment priorities is to secure the greatest efficiency in the use of resources allocated to the sector and, for this reason, any system of assigning priorities must rely upon conventional investment appraisal techniques producing quantifiable measures of worth. Exercises of this kind, in which road investments are identified and ranked, are usually undertaken to produce a road sector investment plan. The implementation of such plans is, however, often compromised because of perceived deficiencies with a methodology which places undue reliance on investment appraisal and fails to properly address the issue of public interest and sustainability. This paper attempts to produce a pragmatic set of ground rules which, while mindful of the need to promote economic efficiency, allow for other factors to be embraced in a more holistic methodology.  相似文献

Coastal barrier environments are heavily influenced by human activities yet there are few examples of landscape ecological work investigating human dimensions of settlement disturbance patterns and processes. We investigated the impacts of residential development on vegetation cover for a remote roadless coastal barrier in Carova, North Carolina that is subject to policies from the federal to local levels and addressed three research questions: How has the region’s the policy history influenced patterns of residential parcel development? What are the spatial and temporal patterns of parcel development? How has development impacted patterns of barrier vegetation cover? We traced the influences of the federal 1982 Coastal Barrier Resources Act (CBRA) designed to discourage development in risky coastal areas as well as state/local coastal policies and employed remote sensing change detection, NDVI analysis and spatial analysis and regression techniques. Results showed an acceleration of new housing structures since 1990, contrary to the intended effects of CBRA. An estimated vegetation cover loss of 437 m2 was associated with each newly developed parcel. NDVI varied along spatial and temporal gradients with more recent development having lower NDVI than older development. Recently developed parcels were larger in area, closer to the beach, and contained houses with larger footprints compared to older developed parcels. Our approach represents a place-based analytical framework for coastal barrier landscapes. Beyond the Carova case study, adopting such an approach coupling natural and human systems for the entire eastern US barrier system requires defining a comprehensive set of coastal barrier spatial units to enable typological classification and subsequent systematic investigation to inform debates regarding coastal ecosystem services and sustainability.  相似文献

Urban vegetation can mitigate increases in summer air temperature by reducing the solar gain received by buildings. To quantify the temperature-moderating influence of city trees and vine-covered buildings, a total of 13 pairs of temperature loggers were installed on the surfaces of eight buildings in downtown Toronto, Canada, for 6 months during the summer of 2008. One logger in each pair was shaded by vegetation while the other measured built surface temperature in full sunlight. We investigated the temperature-moderating benefits of solitary mature trees, clusters of trees, and perennial vines using a linear-mixed model and a multiple regression analysis of degree hour difference. We then assessed the temperature-moderating effect of leaf area, plant size and proximity to building, and plant location relative to solar path. During a period of high solar intensity, we measured an average temperature differential of 11.7 °C, with as many as 10–12 h of sustained cooler built surface temperatures. Vegetation on the west-facing aspect of built structures provided the greatest temperature moderation, with maximum benefit (peak temperature difference) occurring late in the afternoon. Large mature trees growing within 5 m of buildings showed the greatest ability to moderate built surface temperature, with those growing in clusters delivering limited additional benefit compared with isolated trees. Perennial vines proved as effective as trees at moderating rise in built surface temperature to the south and west sides of buildings, providing an attractive alternative to shade trees where soil volume and space are limited.  相似文献

Natural resource planning processes on public lands in the United States are driven in large part by the requirements of the National Environmental Policy Act (NEPA), which dictates general processes for analyzing and disclosing the likely impacts of proposed actions. The outcomes of these processes are the result of multiple factors, many related to the manifold smaller incremental decisions made by agency personnel directing the processes. Through interviews with decision makers, team leaders, and team members on five NEPA processes within the U.S. Forest Service, this study examines those incremental decisions. Risk, in particular external relationship risk, emerged as a dominant lens through which agency personnel weigh and make process-related decisions. We discuss the tradeoffs associated with agency actors’ emphasis on this form of risk and their potential implications for adaptive ecosystem management and organizational performance.  相似文献

We developed logistic regression models from data on biotic and abiotic variables for 172 sites on Banks Peninsula, New Zealand, to predict the probability of occurrence of two diadromous fish, banded kokopu (Galaxias fasciatus) and koaro (G. brevipinnis). Banded kokopu occurrence was positively associated with small streams and low-intensity land uses (e.g., sheep grazing or forested), whereas intensive land uses (e.g., mixed sheep and cattle farming) and lack of riparian forest cover impacted negatively on occurrence at sampled sites. Also, if forests were positioned predominantly in lowland areas, banded kokopu occurrence declined with increasing distance to stream mouth. Koaro occurrence was positively influenced by catchment forest cover, high stream altitudes, and areas of no farming activity or mixed land uses. Intensive land uses, distance to stream mouth, and presence of banded kokopu negatively influenced koaro occupancy of stream reaches. Banded kokopu and koaro presence was predicted in 86.0% and 83.7% agreement, respectively, with field observations. We used the models to quantify the amount of stream reaches that would be of good, moderate, and poor quality, based on the probability of occurrences of the fish being greater than 0.75, between 0.75 and 0.5, or less than 0.5, respectively. Hindcasting using historical data on vegetation cover undertaken for one catchment, Pigeon Bay, showed they would have occupied most of the waterway before anthropogenic modification. We also modeled potential future scenarios to project potential fish distribution.  相似文献

Ectothermal organisms distributed along environmental gradients in a wide geographical distribution display extensive phenotypic variation. This is particularly pervasive along latitudinal clines, which are linked to gradual changes in environmental factors. Widespread species may also be distributed among biogeographic breaks, which in contrast to smooth clines, often show abrupt changes in phenotypic traits. In species with widespread latitudinal distribution that also encompass important biogeographical breaks, it is not clear which of those factors prevails on shaping the phenotypic variation or if some traits are particularly more sensitive to one or the other. To evaluate this, we measured 4 fitness-related traits in 6 populations of the intertidal snapping shrimp Betaeus truncatus, as its distribution along Chile expands over 40° in latitude and three major biogeographical provinces. Here, we statistically evaluated the role of both, latitude and biogeographic breaks, on mean population values of fitness-related traits but also on the variances and covariances (i.e., P-matrix) between them. Overall, our results (1) indicate that latitude is more important than breaks in shaping the phenotypic variation of most of these fitness-related traits, (2) show that the differences in the variance–covariance relationship among traits between the extremes of the gradient arises from gradual increases in variance and rather sharp changes in covariance at mid-latitudes and (3) show that at present, it is difficult to unambiguously determine whether natural selection or plasticity is responsible for the observed pattern in means, variances and covariances and only further work might disentangle these possibilities.  相似文献

Human activities levy a biological cost on ecosystems as resources are accessed and utilized at rates which are often incompatible with inherent ecosystem processes and structures. The recreational impact of humans upon intertidal zones and particularly fucoid algal assemblages is one major threat facing coastal ecosystems. The effect of human values, knowledge and perception in effecting biologically costly behaviors has rarely been examined. We hypothesize that with respect to intertidal zones: (1) Personal attribution and perception of ecosystem resiliency are more important than knowledge in determining the extent of depreciative behaviors individuals engage in, and; (2) Individuals who are uncertain about ecosystem resiliency will behave in a manner consistent with the 'precautionary principle'. We measured the depreciative behavior, and the attitudes and perceptions to ecosystem resilience, of visitors to Wick Headland in Pacific Rim National Park, British Columbia. Attitudes, knowledge, perceptions, and personal attribution were measured using questionnaire survey and structured interviews undertaken in situ. Depreciative behaviors of visitors were discreetly observed and correlated to the questionnaire survey and interview responses. We show that visitors who recorded greater knowledge of intertidal ecology engaged in more depreciative behaviors than visitors recording less knowledge. Visitors who perceived high ecosystem resilience in the intertidal zone engaged in significantly more behaviors eliciting biological cost than those who perceived low ecosystem resilience. Visitors who recorded uncertainty regarding ecosystem resilience engaged in significantly more depreciative behaviors than those who perceived low ecosystem resilience but slightly fewer depreciative behaviors than those who perceived high ecosystem resilience. Personal attribution was inversely correlated to the mean number of depreciative behaviors. We discuss the relevance of these results to the management of intertidal zones and marine protected areas, to multiple use management, the management of visitor impact, and natural resource use.  相似文献

The disposal of hazardous crude oil tank bottom sludge (COTBS) represents a significant waste management burden for South Mediterranean countries. Currently, the application of biological systems (bioremediation) for the treatment of COTBS is not widely practiced in these countries. Therefore, this study aims to develop the potential for bioremediation in this region through assessment of the abilities of indigenous hydrocarbonoclastic microorganisms from Libyan Hamada COTBS for the biotreatment of Libyan COTBS-contaminated environments. Bacteria were isolated from COTBS, COTBS-contaminated soil, treated COTBS-contaminated soil, and uncontaminated soil using Bushnell Hass medium amended with Hamada crude oil (1 %) as the main carbon source. Overall, 49 bacterial phenotypes were detected, and their individual abilities to degrade Hamada crude and selected COBTS fractions (naphthalene, phenanthrene, eicosane, octadecane and hexane) were evaluated using MT2 Biolog plates. Analyses using average well colour development showed that ~90 % of bacterial isolates were capable of utilizing representative aromatic fractions compared to 51 % utilization of representative aliphatics. Interestingly, more hydrocarbonoclastic isolates were obtained from treated contaminated soils (42.9 %) than from COTBS (26.5 %) or COTBS-contaminated (30.6 %) and control (0 %) soils. Hierarchical cluster analysis (HCA) separated the isolates into two clusters with microorganisms in cluster 2 being 1.7- to 5-fold better at hydrocarbon degradation than those in cluster 1. Cluster 2 isolates belonged to the putative hydrocarbon-degrading genera; Pseudomonas, Bacillus, Arthrobacter and Brevundimonas with 57 % of these isolates being obtained from treated COTBS-contaminated soil. Overall, this study demonstrates that the potential for PAH degradation exists for the bioremediation of Hamada COTBS-contaminated environments in Libya. This represents the first report on the isolation of hydrocarbonoclastic bacteria from Libyan COTBS and COTBS-contaminated soil.  相似文献

The current range of ecological habitats occupied by a species reflects a combination of the ecological tolerance of the species, dispersal limitation, and competition. Whether the current distribution of a species accurately reflects its niche has important consequences for the role of ecological niche modeling in predicting changes in species ranges as the result of biological invasions and climate change. We employed a detailed data set of species occurrence and spatial variation in biotic and abiotic attributes to model the niche of a native California annual plant, Collinsia sparsiflora. We tested the robustness of our model for both the realized and fundamental niche by planting seeds collected from four populations, representing two ecotypes, into plots that fully represented the five-dimensional niche space described by our model. The model successfully predicted which habitats allowed for C. sparsiflora persistence, but only for one of the two source ecotypes. Our results show that substantial niche divergence has occurred in our sample of four study populations, illustrating the importance of adequately sampling and describing within-species variation in niche modeling.  相似文献

ABSTRACT

This paper presents a methodology for the development of a high-resolution (30-m), standardized biogenic volatile organic compound (BVOC) emissions inventory and a subsequent application of the methodology to Tucson, AZ. The region's heterogeneous vegetation cover cannot be modeled accurately with low-resolution (e.g., 1-km) land cover and vegetation information. Instead, local vegetation data are used in conjunction with multispectral satellite data to generate a detailed vegetation-based land-cover database of the region. A high-resolution emissions inventory is assembled by associating the vegetation data with appropriate emissions factors. The inventory reveals a substantial variation in BVOC emissions across the region, resulting from the region's diversity of both native and exotic vegetation.
