ABSTRACT: Forces driving the initiation of watershed management activities in Alabama have ranged from top-down, agency-led initiatives to bottom-up, citizen-led initiatives. A number of watershed projects in Alabama were examined including three NPS projects funded by U.S. EPA grants and a more comprehensive locally-initiated watershed management authority. Watershed projects were categorized into four different models. Factors which produced significant differences in the development and utilization of social capital and local capacities for watershed management were investigated. The success of watershed management initiatives was examined qualitatively and appears to correlate with a number of social factors. These factors include the extent of stakeholder involvement, the availability of social capital in the watershed, and the presence of a real or perceived water resource concern or problem. Both short term project success and the longer term prognosis for continued watershed management activities seems to depend most upon the amount of social capital in the watershed. Two major changes in resource management programs and organizations could lead to increased focus on and support for local watershed management initiatives. These are reorganization of resource management agencies around watershed units, and assignment of at least one staff person in each watershed unit to watershed management. 相似文献

This paper examines the effects of introducing a nonconstant exponential pollution decay rate into a pollution control model. If the pollution level is great enough it may render a waterway biologically dead and unable to cleanse itself. This is the problem associated with Lake Erie and Lake Baikal. The natural question is: Is it ever optimal to let a waterway such as Lake Erie die? The answer is shown to depend upon the form of the objective functional used by the planning authorities. Understanding within-stand variation in diversity of epiphytes will provide an improved basis for producing timber while conserving biological diversity. Two 80-ha, 50–year–old managed stands of conifers were surveyed to locate 0.4 ha putative "diversity" plots, the areas appearing most diverse in lichen epiphytes. These plots were generally located in areas made heterogeneous by canopy gaps, wolf trees (trees with large-diameter lower branches), and old-growth remnant trees. "Matrix" plots, in contrast, were chosen at random from the remaining, more homogenous forest. Diversity plots hosted from 25% to 40% more epiphytic lichen species than matrix plots in both stands. The strongest within-stand gradients in species composition were correlated with percentage of plot occupied by gaps and wolf trees. Percentage of the plot in gaps was correlated with species richness (r = 0.79). In the more structurally diverse stand, diversity and abundance of nitrogen-fixing "cyanolichens" were correlated with percentage of the plot occupied by gaps (0.5 < r < 0.9), and alectorioid lichens were correlated with percentage of the plot occupied by old-growth remnant trees (0.5 < r < 0.6). In the stand with more homogenous structure, percentage of the plot under gaps was correlated with regionally common species that were otherwise absent or sparse in the matrix. Protecting gaps, hardwoods, wolf trees, and old-growth remnant trees during thinning or other partial cutting is likely to promote the majority of epiphytic macrolichens in young conifer forests. Because these features are easily recognized on aerial photos and on the ground by land managers, it is practical to manage for forest structures that would promote lichen diversity. 相似文献

This paper examines the use of on-board global positioning system (GPS) data recorders as a method to collect field data on the movements of solid waste collection vehicles at transfer stations. The movements of five waste collection vehicles using four different transfer facilities were compared over a period of 1 year. The spatial data were analyzed using geofences to determine the amount of time each truck spent on each of four activities: queuing for access to the weigh scale, sitting on the weigh scale, queuing for access to the tipping floor, and unloading waste. The study found that queuing delays can be identified and measured using GPS data. The average time at a facility for all trucks was 16.4min per visit, with a standard deviation of 14.3min. Time at the facility ranged between 2 and 111min per visit and the distribution of time at the facility was positively skewed. Multi-compartment vehicles (co-collection and recycling trucks) spent significantly more time at unloading facilities. There were also significant differences in the length and the location of the queues at different facilities. At one facility, the longest delays were encountered while waiting for the weigh scale, at two facilities trucks experienced delays in obtaining access to the tipping floor, while at the fourth facility no significant delays developed. 相似文献

The interactions of physically dispersed oil droplets with suspended particulate material (SPM) can be important for the transport of bulk quantities of spilled crude oil and polycyclic aromatic hydrocarbons (PAH) to subtidal sediments. The literature regarding oil/SPM interactions is reviewed, and results from whole-oil droplet/SPM interaction kinetics and pure-component (Prudhoe Bay crude oil distillate cut) equilibrium partitioning experiments are presented. The effects of oil type, SPM characteristics, and salinity on the interaction rates are examined, and the importance of whole-oil droplet/SPM interactions on particle agglomeration and settling behavior are discussed. Whole-oil droplet/SPM interactions are retarded as oil droplet dispersion into the water column is inhibited by oil viscosity increases due to evaporation weathering and water-in-oil emulsification. Compared to whole oil droplet/SPM interactions, dissolved-component/SPM adsorption is not as significant for transport of individual components to sediments. The information presented in this paper can be used to augment computer-based models designed to predict oil-spill trajectories, oil-weathering behavior, and spilled oil impacts to the marine environment. 相似文献

This study evaluated the microbiocidal efficacy of a cleaning and disinfection (C&D) treatment using stainless-steel coupons applied to three common types of animal mortality transport vehicles when exposed to agricultural conditions. Metal test coupons, inoculated with bacteriophage MS2, were affixed to the undercarriage of three types of animal mortality transport vehicles at various locations. Coupons were grimed by maneuvering the test vehicles down a series of wet dirt roads. Coupons were attached and extracted at various points to evaluate C&D performance with and without grime. C&D efficacy using a water-supplied pressure washing system and a dilute sodium hypochlorite (NaOCl) solution was determined by comparing the difference in recovered viable virus between positive control coupons and test coupons. The results demonstrated a relatively high surface decontamination efficacy, with all but one location showing >5 log reduction of MS2. Coupons located on the roll-off truck's inside-back bumper contained the highest level of grime and resulted in a 4 log reduction of MS2. There was no significant difference in C&D efficacy across vehicle types, but locations impacted by grime and lack of accessibility achieved lower efficacies on average. These findings suggest that common C&D protocols, when applied to farm mortality transport vehicles, are effective. Hard-to-access locations containing high levels of grime may be candidates for additional targeted treatment. 相似文献
