The global Sustainable Development Goals (SDGs) commenced in 2016 and provide an evidence-based framework for sustainable development planning and programming until 2030. There is emerging international practice and a growing catalogue of related reviews, assessments, guidelines and publications. While the expert community is clearly emphasising the need to adopt evidence- and science-based approaches to SDG implementation, policymakers now face the challenge of implementing the SDGs simultaneously in a coherent and integrated manner. Regular systematic reviews of national progress and approaches to implementing the SDGs are advisable to ensure that emerging science and knowledge is effectively informing national practice. This paper reviews the recent academic and expert literature as well as national experience in implementing the SDGs in 26 countries. It uses a systematic approach to analyse the degree to which key implementation stages and approaches recommended in the expert literature are being adopted and applied to support national SDG implementation on-the-ground. The review highlights that while progress has been made in some initial planning stages, key gaps remain in terms of the assessment of interlinkages, trade-offs and synergies between targets. Gaps are also clearly evident in the adoption of systems thinking and integrated analytical approaches and models. This is problematic as it may undermine effective implementation and the transformative potential of the SDGs. As more countries turn their attention to the SDGs, the review underscores the considerable risk that they will pursue the same ‘siloed’ or ‘linear’ approaches to sustainable development that have met with limited success in the past.  相似文献

PROBLEM: To develop appropriate assessment criteria to measure the performance of older drivers using an interactive PC-based driving simulator, and to determine which measures were associated with the occurrence of motor-vehicle crash. METHOD: One hundred and twenty-nine older drivers residing in a metropolitan city volunteered to participate in this retrospective cohort study. Using the driving simulator, appropriate driving tasks were devised to test the older drivers, whose performances were assessed by 10 reliable assessment criteria. Logistic regression analysis was then undertaken to determine those criteria that influence the self-reported crash outcome. RESULTS: As expected, driving skill of older drivers was found to decline with age. Over 60% of the sample participants reported having at least one motor-vehicle crash during the past year. Adjusting for age in a logistic regression analysis, the cognitive abilities associated with the crash occurrence were working memory, decision making under pressure of time, and confidence in driving at high speed. SUMMARY: The findings of this retrospective study indicated those individuals at inflated risk of vehicle crashes could be identified using the PC-based interactive driving simulator. Prospective studies need to be undertaken to determine whether the driving simulator can predict future crash events. IMPACT ON INDUSTRY: This study demonstrated an economical driving simulator approach to screen out problematic or unsafe older drivers before a more detailed but expensive road test is considered.  相似文献

Consumer crash test programs provide comparative information on the crashworthiness of new vehicles which, in turn, should predict the performance of the same vehicles in real-world crashes. However, the detail and quality of available information from tests and real-world crashes differ widely, so identifying meaningful relationships between crash test results and real-world crashworthiness can be difficult. Despite these data limitations, studies in the late 1980s and mid-1990s reported positive correlations between dummy injury measures from the U.S. New Car Assessment Program (USNCAP) and real-world fatality rates. More recent analyses of results from Australian crash tests and real-world crashes also have found positive correlations. This article considers relationships between recent U.S. frontal crash test results from the Insurance Institute for Highway Safety (IIHS) and USNCAP, and real-world crash injury risk estimates computed from police-reported crash data from three U.S. states. The frontal crash test results include dummy injury measures by body region from both IIHS offset tests and USNCAP full-width barrier tests plus measures of structural performance from the IIHS offset tests. Individually, results from the full-width and offset tests were not significantly correlated with the real-world injury risk estimates. Stronger relationships were found when a combination of overall ratings from the full-frontal and offset tests was used. However, the current results find only weak correlations between both full-front and offset frontal crash test performance and the real-world injury risk estimates. These weak relationships likely reflect the lack of detail and fundamental difference in injury information in police crash reports compared to that used in deriving crashworthiness ratings from the crash tests.  相似文献

OBJECTIVE: This article assesses the position-dependent injury tolerance of the hip in the frontal direction based on testing of eight postmortem human subjects. METHODS: For each subject, the left and right hemipelvis complex was axially loaded using a previously developed test configuration. Six positions were defined from a seated femur neutral condition, combining flexed, neutral, and extended femur positions with abducted, neutral, and adducted positions. RESULTS: Axial injury tolerances based on peak force were found to be 6,850 +/- 840 N in the extended, neutral position and 4,080 +/- 830 N in the flexed, neutral position. From the flexed neutral orientation, the peak axial force increased 18% for 20 degrees abduction and decreased 6% for 20 degrees adduction. From the extended, neutral orientation, the peak axial force decreased 4% for 20 degrees abduction and decreased 3% for 20 degrees adduction. However, as there is evidence that increases in loading may occur after the initiation of fracture, the magnitude of the peak force is likely related to the extent of injury, not to the initial tolerance. Using the axial femur force at the initiation of fracture (assessed with acoustic crack sensors) as a potentially more relevant indicator of injury may lower the existing injury criteria. This fracture initiation force varied by position from 3,010 +/- 560 N in the flexed, neutral position to 5,470 N in the extended, abducted position. Further, there was a large position-dependent variation in the ratio of fracture initiation force to the peak axial force. The initiation of fracture was 83% of the peak axial force in the extended, abducted position, but the ratio was 34% in the extended, adducted position. CONCLUSIONS: This may have significant implications for the development of pelvic injury criteria by automobile designers attempting to mitigate pelvis injuries.  相似文献

First responders and military personnel are particularly susceptible to behind armor blunt thoracic trauma in occupational scenarios. The objective of this study was to develop an armored thorax injury risk criterion for short duration ballistic impacts. 9 cadavers and 2 anthropomorphic test dummies (AUSMAN and NIJ 0101.04 surrogate) were tested over a range of velocities encompassing low severity impacts, medium severity impacts, and high severity impacts based upon risk of sternal fracture. Thoracic injuries ranged from minor skin abrasions (abbreviated injury scale [AIS] 1) to severe sternal fractures (AIS 3+) and were well correlated with impact velocity and bone mineral density. 8 male cadavers were used in the injury risk criterion development. A 50% risk of AIS 3+ injury corresponded to a peak impact force of 24,900 +/- 1,400 N. The AUSMAN impact force correlated strongly with impact velocity. Recommendations to improve the biofidelity of the AUSMAN include implementing more realistic viscera and decreasing the skin thickness.  相似文献

With a significant list of achievements in traffic safety over some 40 years, Australia’s most successful initiatives have emerged from consideration of the scientific basis for achieving effective results. Over time, the increasing use of scientific methods has matured to an extent whereby road safety strategies for entire jurisdictions are now being formed and optimised on the basis of evidence-based mathematical modelling of predicted strategy performance over periods of ten or more years ahead. This paper describes the approach used in the State of Western Australia (WA) to support the development of its new strategy, ‘Towards Zero’, addressing the 12-year period from 2008 to 2020. Also described is the early development of the modelling approach in the State of Victoria, Australia, subsequently applied, refined and adapted to Western Australia. The ‘Towards Zero’ strategy aims to ensure that road safety policies continue to evolve within a strategic framework, based on Australasia’s Safe System framework, which was derived from the best elements of the Swedish Vision Zero and the Dutch Sustainable Safety visions.The process for the development of the strategy involved a greater degree of community and stakeholder engagement than has been the case previously, based on the fundamental belief that the community should be provided with the best evidence about what works no matter how controversial, so that it can debate and consider the options available to improve safety.It is equally important to have a strategy based on the best possible evidence. The Monash University Accident Research Centre (MUARC) was appointed by the WA Office of Road Safety to identify, describe and recommend proven counter-measures within the Safe System framework and develop a series of scientifically sound directions and options.This paper outlines the modelling technique used by MUARC along with results and summarises the community consultation process.  相似文献

Grassland vegetation can provide visual cover for terrestrial vertebrates. The most commonly used method to assess visual cover is the Robel pole. We test the use of digital photography as a more accurate and repeatable method. We assessed the digital photography method on four forage grassland species (Pseudoroegneria spicata, Festuca campestris, Poa pratensis, Achnatherum richardsonii). Digital photos of 2-dimensional cutout silhouettes of three bird species sharp-tailed grouse, western meadowlark and savannah sparrow were used to model the impact of clipping (i.e., grazing) on visual cover. In addition, photos of artificial voles were used to model litter on cover available to small mammals. Nine sites were sampled and data were analyzed by the dominant grass species in each study plot. Regression analysis showed that digital photos (r2 = 0.62) were a better predictor than the Robel pole (r2 = 0.26) for assessment of cover. Clipping heights showed that clipping at less than 15 cm left the silhouettes 50% exposed. Digital photo analysis revealed that visual cover was affected by the type of grass species, with F. campestris > P. pratensis > A. richardsonii > P. spicata. Biomass and litter were both positively related to cover for small mammals.  相似文献
