Water quality trading (WQT) has the potential to be a low‐cost means for achieving water quality goals. WQT allows regulated wastewater treatment plants (WWTPs) facing discharge limits the flexibility to either reduce their own discharge or purchase pollution control from other WWTPs or nonpoint sources (NPSs) such as agricultural producers. Under this limited scope, programs with NPSs have been largely unsuccessful at meeting water quality goals. The decision to participate in trading depends on many factors including the pollution control costs, uncertainty in pollution control, and discharge limits. Current research that focuses on making WQT work tends to identify how to increase participation by traditional traders such as WWTPs and agricultural producers. As an alternative, but complementary approach, we consider whether augmenting WQT markets with nontraditional participants would help increase the number of trades. Determining the economic incentives for these potential participants requires the development of novel benefit functions requiring not only economic considerations but also accounting for ecological and engineering processes. Existing literature on nontraditional participants in environmental markets tends to center on air quality and only increasing citizen participation as buyers. Here, we consider the issues for broadening participation (both buyers and sellers) in WQT and outline a multidisciplinary approach to begin evaluating feasibility. 相似文献

Various techniques exist to estimate stream nitrate loads when measured concentration data are sparse. The inherent uncertainty associated with load estimation, however, makes tracking progress toward water quality goals more difficult. We used high‐frequency, in situ nitrate sensors strategically deployed across the agricultural state of Iowa to evaluate 2016 stream concentrations at 60 sites and loads at 35 sites. The generated data, collected at an average of 225 days per site, show daily average nitrate‐N yields ranging from 12 to 198 g/ha, with annual yields as high as 53 kg/ha from the intensely drained Des Moines Lobe. Thirteen of the sites that capture water from 82.5% of Iowa's area show statewide nitrate‐N loading in 2016 totaled 477 million kg, or 41% of the load delivered to the Mississippi–Atchafalaya River Basin (MARB). Considering the substantial private and public investment being made to reduce nitrate loading in many states within the MARB, networks of continuous, in situ measurement devices as described here can inform efforts to track year‐to‐year changes in nitrate load related to weather and conservation implementation. Synthetic biology has the potential for a broad array of applications. However, realization of this potential is challenged by the paucity of relevant data for conventional risk assessment protocols, a limitation due to to the relative nascence of the field, as well as the poorly characterized and prioritized hazard, exposure, and dose–response considerations associated with the development and use of synthetic biology-derived organisms. Where quantitative risk assessment approaches are necessarily to fulfill regulatory requirements for review of products containing genetically modified organisms, this paper reviews one potential avenue for early-stage quantitative risk assessment for biosafety considerations of synthetic biology organism deployment into the environment. Building from discussion from a March 2018 US Army Engineer Research and Development Center workshop on developing such quantitative risk assessment for synthetic biology, this paper reviews the findings and discussion of workshop participants. This paper concludes that, while synthetic biology risk assessment and governance will continue to refine and develop in the coming years, a quantitative framework that builds from existing practice is one potentially beneficial option for risk assessors that must contend with the technology’s limited hazard characterization or exposure assessment considerations in the near term. 相似文献

Risk perceptions and attitudes toward animals often explain tolerance for wildlife and management preferences. However, little is understood about how these relationships vary across different geographic regions and stakeholder groups. To address this gap in knowledge, we compared differences in acceptance capacity, risk perceptions, perceived enjoyment from outdoor cats, and experiences with outdoor cats among 3 groups (general public, conservation community, and animal‐welfare community) in Hawaii and Florida, two states with large conservation challenges. We combined independently collected data from Florida and Hawaii, to determine how perception of the risks presented by outdoor cats, group membership, and state of residence influenced people's tolerance for outdoor cats. Florida respondents were significantly more tolerant of outdoor cats and less concerned about cat‐related risks than Hawaii respondents (p < 0.05). In both states, animal‐welfare group members reported greater enjoyment seeing cats and perceived a smaller increase in the cat population and lower levels of risk than other groups (p < 0.05). All groups exhibited similar relationships between acceptance capacity and enjoyment and the perceived increase in the cat population. Our results suggest public tolerance for cats varied due to the influence of local or geographical concerns, but that strongly held beliefs, risk perceptions, and feelings about cats explained more of the variance in stakeholder tolerance. 相似文献

Many tropical corals have declined in abundance in the last few decades, and evaluating the causal basis of these losses is critical to understanding how coral reefs will change in response to ongoing environmental challenges. Motivated by the likelihood that marine environments will become increasingly unfavorable for coral growth as they warm and become more acidic (i.e., ocean acidification), it is reasonable to evaluate whether specific phenotypic traits of the coral holobiont are associated with ecological success (or failure) under varying environmental conditions including those that are adverse to survival. Initially, we asked whether it was possible to identify corals that are resistant or sensitive to such conditions by compiling quantitative measures of their phenotypic traits determined through empirical studies, but we found only weak phenotypic discrimination between ecological winners and losers, or among taxa. To reconcile this outcome with ecological evidence demonstrating that coral taxa are functionally unequal, we looked beyond the notion that phenotypic homogeneity arose through limitations of empirical data. Instead, we examined the validity of contemporary means of categorizing corals based on ecological success. As an alternative means to distinguish among functional groups of corals, we present a demographic approach using integral projection models (IPMs) that link organismal performance to demographic outcomes, such as the rates of population growth and responses to environmental stress. We describe how IPMs can be applied to corals so that future research can evaluate within a quantitative framework the extent to which changes in physiological performance influence the demographic underpinnings of ecological performance. 相似文献

Determining whether the diet of predators has changed is an important ecological problem and appropriate methodology is needed in order to test for differences or changes in diet. It is known that the fatty acid (FA) signature in a predator’s adipose tissue predictably reflects the prey consumed and that, consequently, a change in the FA signatures can be largely attributed to changes in the predator’s diet composition. The use of FA signatures as a means of detecting change in diet presents some statistical challenges however, since the FA signatures are compositional and sample sizes relative to the dimension of a signature are often small due to biological constraints. Furthermore, the FA signatures often contain zeros precluding the direct use of traditional compositional data analysis methods. In this paper, we provide the methodology to carry out valid statistical tests for detecting changes in FA signatures and we illustrate both independent and paired cases using simulation studies and real life seabird and seal data. We conclude that the statistical challenges using FA data are overcome through the use of nonparametric tests applied to the multivariate setting with suitable test statistics capable of handling the zeros that are present in the data. 相似文献

Many economic processes are intertwined with landscape change. A large number of individual economic decisions shape the landscape, and in turn the changes in the landscape shape economic decisions. This article describes key research questions about the economics of landscape change and reviews the state of research knowledge. The rich and varied economic–landscape interactions are an active area of research by economists, geographers, and others. Because the interactions are numerous and complex, disentangling the causal relationships in any given landscape system is a formidable research challenge. Limited data with mismatched temporal and spatial scales present further obstacles. Nevertheless, the growing body of economic research on these topics is advancing and shares fundamental challenges, as well as data and methods, with work in other disciplines. 相似文献

We analyze the bipartisan call to ban US exports of commodity mercury. An export ban can generate positive environmental benefits by increasing the scarcity of mercury in developing economies where significant toxic releases occur. We show, however, that a direct mercury purchase and retirement policy can achieve the same foreign environmental goals without adverse impacts on domestic environmental quality. We present qualitative and quantitative evidence that highlight the potential inefficiencies of a mercury export ban as a method of achieving environmental objectives. 相似文献
