Collaborative networks and new ways of knowing   总被引:1,自引:0,他引:1  
To move beyond legal and regulatory gridlock around water issues in the California Bay-Delta, a new inter-agency initiative, commonly known as CALFED, was created in 1994. CALFED has been an ongoing experiment in policy innovation. Part of the change in management practice has involved constructing new arenas that engage multiple perspectives and transform regulatory impasse into provisional steps forward. We examine the construction of so-called boundary objects, which are forums and policy instruments that cross group boundaries and foster integrative deliberation. We compare the design and action of two boundary objects created by CALFED, namely the Environmental Water Account (EWA) and the Water Use Efficiency (WUE) program. We find that the presence of the boundary object, in itself, does little to explain the success of each policy experiment. Rather, the answer lies in the types of network interactions that result, along with the way meaning is coproduced. In fact, rather than create new patterns of interrelationship (e.g., between fish habitat advocates and pump station operators), the boundary object might further embed institutionalized routines. To more deeply understand what makes the new institution an integrative one, we introduce the concept of Ways of Knowing which explains how new knowledge emerges from the network of new relationships.  相似文献

n -person game theory are most appropriate for these problems because they focus on the conditions for engendering and sustaining the necessary cooperation among the involved stakeholders. These solution concepts seek to ensure that the allocation is based on some norm of equity and, most often, also to minimize the incentive for any player to defect from the cooperative venture. We illustrate these solution concepts with an application to a water resource project in Southern California. We argue how the rigorous mathematical nature of these solution concepts should not hinder their application to actual situations and how, with the use of heuristic rules and inexact notions of comparable worths, we can employ these concepts even in approximate fashion. We remind ourselves that the goal of such an endeavor is to convince stakeholders of the equity of a proposed solution and, in so doing, maximize the prospect of sustained cooperation. The alternative to cooperation, on the other hand, may be endless stalemate.  相似文献

The Anguillid juvenile glass eel must deal with the osmoregulatory consequences of highly variable environmental salinities on its recruitment migration from coastal to fresh waters. Changes in ionoregulatory parameters and branchial ion transport protein [Na+/K+-ATPase, Na+:K+:2Cl cotransporter (NKCC), cystic fibrosis transmembrane regulator (CFTR) anion channel, V-type proton ATPase] expression (activities, protein and/or mRNA level expression and/or cellular localization) in response to acclimation to a broad range of ionic strengths [distilled water (DW) to hypersaline water (HSW; 150%) sea water (SW 32‰)] was studied. The estuarine glass eels were very euryhaline and successfully acclimated to acute changes in environmental ionic strength from 50% SW, with high mortality only observed in HSW (51%) and sublethal osmoregulatory indicators (whole body water content and sodium levels) disturbed at the extremes (DW and HSW). Central to a high salinity acclimation were elevated branchial Na+/K+-ATPase, NKCC and CFTR expression. At lower salinity, Na+/K+-ATPase expression was maintained and NKCC and CFTR expressions were reduced. Branchial chloride cells increased in size up to SW but decreased in HSW. During hypotonic disturbance (DW), no compensatory elevation in V-ATPase or Na+/K+-ATPase expression was observed.  相似文献

Composting has been recognized as one of the most cost effective and environmentally sound alternatives for organic wastes recycling from long and composted wastes have a potential to substitute inorganic fertilizers. We investigated the potential of composted tannery sludge for ornamental purposes and to examine the effects of two different composts and concentrations on ornamental Capsicum growth. The two composts were produced with tannery sludge and the composition of each compost was: compost1 of tannery sludge (C1TS) – tannery sludge + sugarcane straw and cattle manure mixed in the ratio 1:3:1 (v:v:v); compost2 of tannery sludge (C2TS) – tannery sludge + “carnauba” straw and cattle manure in the ratio 1:3:1 (v:v:v). Each compost was amended with soil at rates (% v:v) of 0%, 25%, 50%, 75% and 100% (designation hereafter as T1T5, respectively). The number of leaves and fruits were counted, and the stem length was also measured. Chlorophyll content was recorded on three leaves of each harvested plant prior to harvest. Number of leaves and fruits, stem length, dry weight of shoot and roots did not vary significantly between the plants grown in two tannery composts. All the treatments with composted tannery sludge application (T2T5) significantly increased the number of leaves and fruits, stem length and chlorophyll content compared with the control (T1). The chlorophyll content was higher in plants growing in the C1TS compared to C2TS. The results of the present study further suggest that Capsicum may be a good option to be grown on composted tannery amended soil.  相似文献

The preservation of water resources is one of the goals of the designation of parks that act as natural reservoirs. In order to assess the impact of the presence of humans in an environmental preservation area bordering urban areas, the presence of four pathogenic enteric viruses [group A rotavirus (RV-A), norovirus (NoV), human adenoviruses (HAdV), and hepatitis A virus (HAV)], as well as the physico-chemical parameters, and Escherichia coli levels were assessed in riverine water samples. From June 2008 to May 2009, monthly monitoring was performed along the Engenho Novo River. RV-A, NoV, and HAdV were observed in 29 % (31/108) of the water samples, with concentrations of up to 103 genome copies/liter. The natural occurrence of infectious HAdV was demonstrated by Integrated Cell Culture-PCR (ICC-PCR). This study confirms the suitability of using the detection of fecal-oral transmitted viruses as a marker of human fecal contamination in water matrices and indicates the spread of pathogenic viruses occurring in an alleged area of environmental protection.  相似文献

A pilot‐scale land treatment unit (LTU) was constructed at the former Guadalupe oil production field with the purpose of investigating the effect of co‐substrate addition on the bacterial community and the resulting rate and extent of total petroleum hydrocarbon (TPH) degradation. The TPH was a weathered mid‐cut distillate (C10‐C32) excavated from the subsurface and stockpiled before treatment. A control cell (Cell 1) in the LTU was amended with nitrogen and phosphorus while the experimental cell (Cell 2) was amended with additional complex co‐substrate—corn steep liquor. During the pilot LTU operation, measurements were taken of TPH, nutrients, moisture, aerobic heterotrophic bacteria (AHB), and diesel oxidizing bacteria (DOB). The bacterial community was also assayed using community‐level physiology profiles (CLPP) and 16S rDNA terminal restriction fragment (TRF) analysis. TPH degradation in both cells was characterized by a rapid phase of degradation that lasted for the first three weeks, followed by a slower degradation phase that continued through the remainder of the project. The initial rate of TPH‐degradation in Cell 1 (?0.021 day?1) was slower than in Cell 2 (?0.035 day?1). During the slower phase, degradation rates in both cells were similar (?0.0026 and ?0.0024 respectively). AHB and DOB counts were similar in both cells during the fast degradation phase. A second addition of co‐substrate to Cell 2 at the beginning of the slow degradation phase resulted in an increased AHB population that lasted for the remainder of the project but did not affect TPH degradation rates. CLPP data showed that co‐substrate addition altered the functional capacity of the bacterial community during both phases of the project. However, TRF data indicated that the phylogenetic composition of the community was not different in the two cells during the fast degradation phase. The bacterial phylogenetic structure in Cell 2 differed from Cell 1 after the second application of co‐substrate, during the slow degradation phase. Thus, co‐substrate addition appeared to enhance the functional capacity of the bacterial community during the fast degradation phase when the majority of TPH was bioavailable, resulting in increased degradation rates, but did not affect rates during the slow degradation phase when the remaining TPH may not have been bioavailable. These data show that co‐substrate addition might prove most useful for applications such as land farming where TPH is regularly applied to the same soil and initial degradation rates are more important to the project goals. © 2003 Wiley Periodicals, Inc.  相似文献
