The numerous environmental radioactivity measurements made by and for the U.S. Environmental Protection Agency (U.S. EPA) include measurements on samples of water, urine, food, milk, and air filters. Calibration standards are listed which are available in the form of water solutions and soils for a wide range of radionuclides. Method validation procedures for U.S. EPA approval include protocol development and single-laboratory and multiple-laboratory evaluation for precision and accuracy. Interlaboratory comparison studies are conducted for both cross-check and performance evaluation samples and involve 295 federal, state, and local laboratories. For water samples, 80%–90% of the participating laboratories are within the control limits for most of the radionuclides measured; however, some problem areas exist, especially for radium-228 and strontium-89 and -90. For milk and food samples, more than 90% of the laboratories are within control limits for cobalt-60 and cesium-137 but some problems exist for the measurement of strontium-90, iodine-131, and potassium-40. For tritium, 91% of the laboratories are within the control limit for water samples and 87% are within the control limits for the urine samples. The laboratory performance for air filter samples shows some problems for gross beta, strontium-90 and cesium-137 measurements. 相似文献

ABSTRACT: Techniques of optimization and simulation are merged to select the most efficient arrangement of components for regional water resources development and management. Application is made to the Elkhorn River Basin in Nebraska. The Basin extends over 7,000 square miles and includes 184 proposed reservoirs. Structure sizes, locations and operating policies are selected for optimal plans based on economic efficiency and regional development. In 1994, the U.S. Department of Energy (DOE) initiated a contract reform program intended to strengthen oversight capabilities and encourage the creation of contract and incentive structures, which would effectively facilitate the treatment of onsite contamination and waste. The remedia‐tion and disposal of these legacy wastes is the core of the Department's environmental manage‐ment mission (Government Accountability Office [GAO], 2003). Despite a concerted effort toward achieving the goals of the reform, progress has been slow. Many projects continue to necessitate cost and time extensions above those originally agreed upon. Although the Department insti‐tuted an accelerated cleanup program in 2002, promising to shave some $50 billion and 35 years from its earlier cost and schedule projections, there have been delays in critical project areas that call into question the attainability of the proposed reductions (GAO, 2005). Numerous explana‐tions have been offered as to why achieving these goals has proven so difficult, many of which have concluded that flawed contracting practices are to blame. This article concludes that the root of the problem is much deeper and that the organizational criticisms aimed at DOE are as much a legacy as the waste itself. Although the focus of this article is on large former nuclear weapons sites, these types of contracting and organizational issues are often found at other gov‐ernment and private complex hazardous waste sites. © 2006 Wiley Periodicals, Inc. 相似文献

Although SO2 emissions and deposition rates havedeclined substantially since the implementation of sulphuremission control programmes in North America [1], recovery(measured as decreases in
concentrations) of affected lakes in central Ontario has been much less substantial thananticipated based on the decrease in deposition. The slowrecovery is attributed to the reoxidation and release of storedsulphur in catchments. Reduced sulphur retained in previousyears when sulphur deposition was higher is exposed to air andoxidized during severe droughts, then exported duringsubsequent wet periods. Elevated stream
concentrations and export rates occur in the autumns of yearswith prolonged severe droughts, particularly in catchments withextensive wetlands. Drought in our study catchments occurred inyears following strong El Niño events. When the SouthernOscillation Index (SOI) was strongly negative (1976–77, 1982–83,1986–87, 1991–92, 1993–94) the frequency of occurrence ofdrought the following summer in small catchments with shallowoverburden was extremely high. A lakes rate of recovery fromacidification depends upon the amount of excess reduced Sthat has been stored in anoxic zones in the catchment (largely afunction of the extent of wetlands) during years of elevated Sdeposition rates, and the frequency and severity of droughts. Background
Disease severity is important when considering genes for inclusion on reproductive expanded carrier screening (ECS) panels. We applied a validated and previously published algorithm that classifies diseases into four severity categories (mild, moderate, severe, and profound) to 176 genes screened by ECS. Disease traits defining severity categories in the algorithm were then mapped to four severity-related ECS panel design criteria cited by the American College of Obstetricians and Gynecologists (ACOG).Methods
Eight genetic counselors (GCs) and four medical geneticists (MDs) applied the severity algorithm to subsets of 176 genes. MDs and GCs then determined by group consensus how each of these disease traits mapped to ACOG severity criteria, enabling determination of the number of ACOG severity criteria met by each gene.Results
Upon consensus GC and MD application of the severity algorithm, 68 (39%) genes were classified as profound, 71 (40%) as severe, 36 (20%) as moderate, and one (1%) as mild. After mapping of disease traits to ACOG severity criteria, 170 out of 176 genes (96.6%) were found to meet at least one of the four criteria, 129 genes (73.3%) met at least two, 73 genes (41.5%) met at least three, and 17 genes (9.7%) met all four.Conclusion
This study classified the severity of a large set of Mendelian genes by collaborative clinical expert application of a trait-based algorithm. Further, it operationalized difficult to interpret ACOG severity criteria via mapping of disease traits, thereby promoting consistency of ACOG criteria interpretation.408.

Climate change objectives of mitigation and adaptation are being mainstreamed into many policies and strategies around the world. In Europe, this has included the Rural Development Programme, which aims to tackle multiple social, economic and environmental objectives in rural areas, and the integration of climate change objectives adds another strand of complexity to the decision making process. When formulating policies determining the likely effectiveness of any particular measure can be challenging, especially with respect to the spatial and temporal variability of greenhouse gas emissions. This is a challenge faced by all countries and regions around the world. This study uses Europe as an example to explore this issue. It highlights the variability in emissions from land use operations that may be encountered under different conditions and time horizons and considers this in the context of policy formulation. The Optimal Strategies for Climate change Action in Rural Areas software has been adapted to derive net greenhouse gas emissions for rural development operations for all regions in Europe. Operations have been classified into five categories based on their benefit/burden over different time horizons. The analysis shows that it is important to understand the time period over which benefits or burdens are realised and determine how this fits with policy instruments, such as land management agreements and the permanency of actions. It also shows that in some regions an operation can have benefits, but in other regions it has burdens; thus, location can be critical. Finally, in the context of developing operations to meet multiple social, economic and environmental objectives, it is important to acknowledge that seeking options that only reduce emissions may not always be practical or possible. In some instances, we may have to accept an increase in emissions in order to meet other objectives. It is important that we evaluate the net greenhouse gas emissions of all operations, not just those aimed at climate change mitigation. Linking diversity to biological processes is central for developing informed and effective conservation decisions. Unfortunately, observable patterns provide only a proportion of the information necessary for fully understanding the mechanisms and processes acting on a particular population or community. We suggest conservation managers use the often overlooked information relative to species absences and pay particular attention to dark diversity (i.e., a set of species that are absent from a site but that could disperse to and establish there, in other words, the absent portion of a habitat‐specific species pool). Together with existing ecological metrics, concepts, and conservation tools, dark diversity can be used to complement and further develop conservation prioritization and management decisions through an understanding of biodiversity relativized by its potential (i.e., its species pool). Furthermore, through a detailed understanding of the population, community, and functional dark diversity, the restoration potential of degraded habitats can be more rigorously assessed and so to the likelihood of successful species invasions. We suggest the application of the dark diversity concept is currently an underappreciated source of information that is valuable for conservation applications ranging from macroscale conservation prioritization to more locally scaled restoration ecology and the management of invasive species. 相似文献
