The body of information presented in this paper is directed to air pollution engineers who are concerned with the effect of indirect sources on ambient concentrations of carbon monoxide (CO). Data taken under controlled conditions are used to empirically derive and calibrate a model for predicting CO concentrations in the vicinity of roadway intersections and other points of possible vehicular congestion. Since the predicted free flow CO contribution of vehicles traveling at normal road speeds is relatively low, it is concluded that idling vehicles at points of congestion are the major cause of CO violations, and that state and federal programs should place more emphasis on relieving congestion and reducing idling emission rates in new vehicles. 相似文献

The information presented in this paper is directed to air pollution engineers who are concerned with monitoring Carbon Monoxide. This paper evaluates systems for CO sampling under conditions where the receptor is located at intersections within 40 meters of the road edge. Non-Dispersive Infrared and electrochemical analysis techniques are used in conjunction with continuous recording, continuous bag sampling, and meter readings at 5 second intervals. ABSTRACT. In 1970, the Canadian Federal Government passed the Canada Water Act which provides for a co-operative federal-provincial approach to water resource management. The purpose of this paper is to outline our definition of comprehensive planning and the approach being taken under the new legislation. Two basic premises underly the definition. They are that resource management consists of an array of problems and that the prime function of planning is to provide information for decision making. The definition of comprehensive planning is embodied in a general statement and a set of principles. The principles define the approach that should be taken to provide adequate information for decision making in today's complex environment. A brief resume of the jurisdictions for water management in Canada leads to a discussion of a joint federal-provincial comprehensive study of the Qu'Appelle River Basin in Southern Saskatchewan. The basin and the study are described briefly. This is followed by an outline of the economic and social considerations which are being incorporated into the comprehensive planning study for the basin. 相似文献

In this paper, a procedure for analyzing a water resource system with special emphasis on evaluation of acceptable economic risk due to occasional failures to deliver water is proposed. The basic methodology includes the development of a simple mathematical model which describes the physical hydrologic and economic characteristics of a single reservoir irrigation and city water supply system and an evaluation of economic benefits of the system with full and partial deliveries of water. The system is simulated for various combinations of decision variables (system magnitudes) and an optimum design is obtained by response surface technology. Emphasis is placed on the basic model and methodology although, in order to introduce some realism, the procedure is applied to data based on the existing reservoir system on the South Concho River in West Central Texas. 相似文献

Fishermen were aggregated into high-, mid-, and low-consumptive groups according to the importance they placed on catching fish. Analysis of variance indicated that each consumptive group was unique in the importance it placed on other fish-related variables. Low-consumptive fishermen rated most other aspects of the fishing experience, such as interacting with nature, relaxation, and escaping the daily routine, more important than did high-consumptive fishermen. Low-consumptive fishermen also fished more frequently and were generally more satisfied with their most recent fishing trip than were high-consumptive-oriented fishermen. The three groups can be viewed as different fishing constituencies. By understanding their characteristics, we can gain additional insights into the impacts of management decisions on recreational fishermen and their experiences. 相似文献

ABSTRACT: A large number of agricultural drainage wells (ADWs) are located in north-central Iowa. These wells permit sediments, pesticides, nitrate, and bacteria in surface and subsurface drainage water to enter regional aquifers that are currently being used for drinking-water supplies, mostly by rural families and communities. This paper reports some possible alternatives to control the entry of surface and subsurface drainage waters into groundwater systems, and describes a methodology to make comprehensive economic feasibility studies of alternative drainage outlets. The estimated cost of providing main subsurface drains varied from $220 to $960 per hectare. If the use of ADWs was completely eliminated without providing alternative drainage, it is estimated that the average annual loss to the farmers of the area would be at least $270 per hectare in reduced crop yields. Of course, losses would be weather dependent and highly variable. Management practices to reduce the pollutant load in water draining to ADWs are also discussed. 相似文献

An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act. 相似文献

This study analyses the behaviour of high technology and new firms in the Newbury District of Berkshire in terms of employment, location, genealogy, and local economic impact. It finds that encouraged by good communications networks and a ‘resident electronics establishment’, the direct, as opposed to the indirect, employment consequences are generally encouraging, but not widely replicable. Moreover, the general picture of employment growth masks important differences in labour demand across occupations, particularly with respect to ‘traditional male’ skilled manual workers. 相似文献
