Landslides continue to be an expensive problem in the U nited States. This paper explores the difficult problem of how to pay for reducing existing landslide risks. The paper examines a hierarchy of methods to cover repair and long term maintenance of unstable areas: assessment districts; homeowner associations; and insurance. It looks at several examples, and finds that costs in all but the worst cases average about $5000 to $15 000 per property. Landslide insurance is shown to be feasible and could be designed so as to encourage mitigation. The paper concludes that an optimal approach for mitigation and compensation would combine insurance with assessment districts. 相似文献

The southern pine beetle, Dendroctonus frontalis Zimmermann, is a major insect pest of pines in the southern U.S.A. A population dynamic model of D. frontalis within an infestation was developed. The model is based on the integration of several component submodels that describe individual life stage processes of the beetle. The inclusion of variable forest stand density and microclimate conditions results in a model response which closely follows actual field responses. Problem: California's graduated driver licensing (GDL) program was implemented to reduce the high crash risk of teenage drivers. The program enhancements made in 1998 were evaluated in this study using methods that rule out the noticeable downward trend in California teen's fatal/injury crash rates as a possible explanation for any observed crash reductions that could otherwise be mistaken for program effects. Method: Monthly per capita fatal/injury crash rates for 15-to-17-year-olds and proportional representations of 16–17-year-olds' nighttime and passenger crashes were analyzed using intervention time series analysis. Results: After removing trend, seasonality, and transition effects in the data, no overall reductions in fatal/injury crashes for 15–17-year-olds or 16-year-olds (separately) were found to be associated with the 1998 program enhancements, suggesting no overall exposure reduction effect of the longer instruction permit period nor increased competency associated with the higher number of required practice hours. However, the 12-month nighttime and 6-month passenger restrictions were found to be associated with annual savings of 55 and 816 fatal/injury crashes, respectively. Discussion: Finding no overall impact of the 1998 GDL enhancements was not surprising given findings of an earlier survey suggesting that California teens and parents were largely already practicing program requirements prior to implementation and were not fully complying with the program requirements afterwards. Though the observed crash savings associated with the restrictions were of modest size, this is the first study to evidence a direct positive impact of the passenger restriction component of GDL programs. Larger reductions could be realized if the nighttime restriction started earlier and parents/law enforcement could be motivated to better enforce these restrictions. PROBLEM: This study examined the extent to which critical restrictions in North Carolina's graduated driver licensing (GDL) system are known, adhered to, and enforced. METHOD: Teenagers and their parents were recruited as they applied for either an intermediate or full license at 1 of 23 licensing offices. Telephone interviews were conducted with 900 teenagers and their parents. RESULTS: Awareness of North Carolina's night and passenger restrictions was very high among both parents and teenagers. Ten percent of teenagers reported violating the night restriction without their parents' knowledge, and 15% had done so with their parents' approval. Only 4% of parents reported allowing their teenagers to drive with more than one teenage passenger, but 19% of teenagers reported that they were allowed to do this. Violations of the passenger restriction without parental knowledge were more common than violations of the night restriction (22% vs. 10%, respectively). Among teenagers who violated restrictions without their parents' knowledge, most reported doing so only once or a few times. Teenagers expressed little concern about detection, although a majority reported driving more carefully to avoid police notice. Neither parents nor teenagers knew much about police enforcement of GDL restrictions. To obtain a sense of the views of law enforcement officers, informal interviews were conducted with 20 officers from five diverse communities and the state highway patrol. These officers were highly supportive of GDL but unfamiliar with many of the specific provisions. Moreover, enforcement of GDL restrictions did not appear to be a high priority. IMPACT ON INDUSTRY: There is a need to increase the belief among teens (and parents) that police are enforcing GDL restrictions in their community; law enforcement participation in well-publicized traffic safety enforcement efforts would likely produce this result. 相似文献

OBJECTIVE: To evaluate the effectiveness of the WalkSafe program, an elementary school-based pedestrian safety program in a single high-risk district in Miami-Dade County. METHODS: Sixteen elementary schools were identified in a single high-risk district and enrolled in a one-year study. All schools implemented the WalkSafe program on the last week of January 2003. A pre, post, and three-month post testing of pedestrian safety knowledge was conducted. An observational component was also implemented at four schools that were randomly chosen. Engineering recommendations and law enforcement initiatives were also performed. RESULTS: A total of 6467 children from K-5th grade from 16 elementary schools participated in the program. Of these 5762 tests were collected over three different testing times. A significant difference (p-value < 0.001) was found between the pre and post testing conditions across all grade levels. There was no significant difference found between the post and three-month post testing conditions across all grade levels (p-value > 0.05). The observational data collected at four schools across the different testing times demonstrated a significant difference found between pre and post testing conditions for Group A (stop at the curb and look left, right, left) and also for Group B (midstreet crossing and darting out) (p-value < 0.05). There was no difference found between comparing the pre-test or post-test condition with the three-month post-test time. There were many environmental modifications that were recommended and actually performed. CONCLUSION: The WalkSafe program implemented in a single high-risk district was shown to improve the pedestrian safety knowledge of elementary school children. The observational data demonstrated improved crossing behaviors from pre-test to post-testing conditions. Future research will focus on sustaining the program in this district and expanding the program throughout our county. 相似文献

Glyphosate-resistant (GR) soybean [Glycine max (L.) Merr.] expressing an insensitive 5-enolpyruvylshikimic acid-3-phosphate synthase (EPSPS) gene has revolutionized weed control in soybean production. The soybean nitrogen fixing symbiont, Bradyrhizobium japonicum, possesses a glyphosate-sensitive enzyme and upon exposure to glyphosate accumulates shikimic acid and hydroxybenzoic acids such as protocatechuic acid (PCA), accompanied with B. japonicum growth inhibition and death at high concentrations. In a series of greenhouse and field experiments, glyphosate inhibited nodulation and nodule leghemoglobin content of GR soybean. Glyphosate accumulated in nodules of field-grown GR soybean, but its effect on nitrogenase activity of GR soybean was inconsistent in field studies. In greenhouse studies, nitrogenase activity of GR soybean following glyphosate application was transiently inhibited especially in early growth stages, with the greatest inhibition occurring under moisture stress. Studies using bacteroid preparations showed that the level of glyphosate inhibition of bacteroid nitrogenase activity was related to in vitro glyphosate sensitivity of the B. japonicum strains. These studies indicate the potential for reduced nitrogen fixation in the GR soybean system; however, yield reductions due to this reduced N2 fixation in early stages of growth have not been demonstrated. 相似文献
