Environmental federalism considers what level of government should optimally regulate pollution. This paper addresses this question for accidental pollution, which government regulates through the ex post liability regimes of either negligence or strict liability. We find that decentralizing the choice between these regimes does not, in general, induce the socially optimal outcome. When firms can pay all damages, all regions may choose negligence and impose an overly strict standard of due care. When firms may be bankrupted by damages, all regions may choose strict liability, which induces too little care. In addition, asymmetric equilibria are possible in which some regions choose negligence, others strict liability. Combining negligence with a Pigovian tax, or strict liability with a bonding requirement can align regional authorities' incentives with those of a central government. 相似文献
Stand-replacing natural disturbances in mature forests are traditionally seen as events that cause forests to revert to early stages of succession and maintain species diversity. In some cases, however, such transitions could be an artifact of salvage logging and may increase biotic homogenization. We present initial (two-year) results of a study of the effects of tornado damage and the combined effects of tornado damage and salvage logging on environmental conditions and ground cover plant communities in mixed oak-pine forests in north central Mississippi. Plots were established in salvage-logged areas, adjacent to plots established before the storm in unlogged areas, spanning a gradient of storm damage intensity. Vegetation change directly attributable to tornado damage was driven primarily by a reduction in canopy cover but was not consistent with a transition to an early stage of succession. Although we observed post-storm increases of several disturbance indicators (ruderals), we also observed significant increases in the abundance of a few species indicative of upland forests. Increases in flowering were just as likely to occur in species indicative of forests as in species indicative of open woodlands. Few species declined as a result of the tornado, resulting in a net increase in species richness. Ruderals were very abundant in salvage-logged areas, which contained significantly higher amounts of bare ground and greater variance in soil penetrability than did damaged areas that were not logged. In contrast to unlogged areas severely damaged by the tornado, most upland forest indicators were not abundant in logged areas. Several of the forest and open-woodland indicators that showed increased flowering in damaged areas were absent or sparse in logged areas. Species richness was lower in salvage-logged areas than in adjacent damaged areas but similar to that in undamaged areas. These results suggest that salvage logging prevented positive responses of several forest and open-woodland species to tornado damage. Anthropogenic disturbances such as salvage logging appear to differ fundamentally from stand-level canopy-reducing disturbances in their effects on ground cover vegetation in the forests studied here and are perhaps more appropriately viewed as contributing to biotic homogenization than as events that maintain diversity. 相似文献
We compared two methods of estimating crop water consumption to assess whether remote sensing techniques provide consumptive use (CU) estimates commensurate with conventional methods. Using available historical satellite and meteorological data, we applied Mapping EvapoTranspiration at high Resolution using Internalized Calibration (METRIC) to 317,455 ha in the South Platte basin, in northeastern Colorado, for the 2001 irrigation season. We then compared these derived CU estimates with values calculated by using the Colorado Water Conservation Board's South Platte Decision Support System StateCU model. Evaluating the data by irrigation ditch service area, we disaggregated the output to allow for comparison by service area size, crop type, irrigation method, water supply source, and water availability. We concluded that METRIC is a suitable alternative to StateCU in the South Platte basin and could help to identify areas with inhibited crop growth or deficit irrigation practices. In addition, METRIC could be used as a complement to StateCU to refine StateCU model parameters, allowing for more accurate estimates of crop water shortages and groundwater recharge associated with irrigation delivery and application. 相似文献
Increasing growth in the aquaculture industry demands ecosystem-based techniques for management if that growth is to be ecologically sustainable and promote equity among users of the ecosystems in which it occurs. Models of carrying capacity can be used to responsibly limit the growth of aquaculture in increasingly crowded coastal areas. Narragansett Bay, Rhode Island, USA is one such crowded coastal region experiencing a rapid increase in bivalve aquaculture. An ecosystem mass-balance model was used to calculate the ecological carrying capacity of bivalve aquaculture. Cultured oyster biomass is currently at 0.47 t km−2 and could be increased 625 times without exceeding the ecological carrying capacity of 297 t km−2. This translates to approximately 38,950 t of harvested cultured oysters annually which is 4 times the total estimated annual harvest of finfish. This potential for growth is due to the high primary productivity and large energy throughput to detritus of this ecosystem. Waste treatment using thermal technologies, such as incineration, leads to the production of pollutants and wastes, including fly ash (FA). Fly ash contains heavy metals (HMs) and other contaminants and can potentially pose high risks to the environment and negatively impact health and safety. Consequently, stabilizing fly ash prior to either use or landfilling is crucial. The toxicity of fly ash through heavy metal leaching can be assessed using leaching tests. The leaching rates of heavy metals primarily depend on the surrounding conditions as well as fly ash properties and metal speciation. Physical separation, leaching or extraction, thermal treatment and solidification/chemical stabilization are proposed as suitable approaches for fly ash treatment. Economic considerations, environmental concerns, energy consumption and processing times can define the efficiency and selection of the treatment approach. This review considers the latest findings and compares the advantages and shortcomings of different fly ash treatment methods with the aim of highlighting the recent advances in the field. The review concludes that the simultaneous implementation of various methods can lead to highly efficient heavy metals removal/stabilization while simultaneously taking economic and environmental considerations into account.
In this paper, we analyzeatabases on birds and insects to assess patterns of functional diversity in human-dominated landscapes in the tropics. A perspective from developed landscapes is essential for understanding remnant natural ecosystems, because most species experience their surroundings at spatial scales beyond the plot level, and spillover between natural and managed ecosystems is common. Agricultural bird species have greater habitat and diet breadth than forest species. Based on a global data base, bird assemblages in tropical agroforest ecosystems were composed of disproportionately more frugivorous and nectarivorous, but fewer insectivorous bird species compared with forest. Similarly, insect predators of plant-feeding arthropods were more diverse in Ecuadorian agroforest and forest compared with rice and pasture, while, in Indonesia, bee diversity was also higher in forested habitats. Hence, diversity of insectivorous birds and insect predators as well as bee pollinators declined with agricultural transformation. In contrast, with increasing agricultural intensification, avian pollinators and seed dispersers initially increase then decrease in proportion. It is well established that the proximity of agricultural habitats to forests has a strong influence on the functional diversity of agroecosystems. Community similarity is higher among agricultural systems than in natural habitats and higher in simple than in complex landscapes for both birds and insects, so natural communities, low-intensity agriculture, and heterogeneous landscapes appear to be critical in the preservation of beta diversity. We require a better understanding of the relative role of landscape composition and the spatial configuration of landscape elements in affecting spillover of functionally important species across managed and natural habitats. This is important for data-based management of tropical human-dominated landscapes sustaining the capacity of communities to reorganize after disturbance and to ensure ecological functioning. 相似文献
The foraging behaviours and dietary compositions of three co-occurring labrids (Ophthalmolepis lineolatus, Notolabrus gymnogenis and Pictilabrus laticlavius), which are conspicuous on rocky reefs in temperate south-eastern Australia, were investigated between 2003 and 2005. SCUBA
observations at two locations showed that the feeding intensity, and hence the associated effects of these fishes on rocky
reef invertebrate prey, was temporally consistent. Relative differences in the contributions of ingested prey and use of different
feeding microhabitats demonstrated that the feeding ecology differed significantly among the three species. Thus, O. lineolatus fed on proportionately higher volumes of polychaetes, polyplacophorans, marginellid gastropods (especially Austroginella sp.), bivalves and echinoids, which were sighted opportunistically in a wide selection of microhabitats, but particularly
in sand/rubble. Ambush hunting was used regularly by smaller N. gymnogenis and all sizes of P. laticlavius to forage on amphipods, small decapods and small gastropods at algal bases or fronds and Diopatra dentata tubes. Amphipods were similarly important in the diet of smaller O. lineolatus. Larger N. gymnogenis foraged opportunistically over an increased reef area and made greater use of microhabitats that offered minimal prey refuge
(e.g. sand/rubble, bare rock/steel) from which common prey, in particular decapods, were obtained. The significant intra-
and inter-specific differences in dietary compositions, allied with differences in the use of feeding microhabitats, would
facilitate co-occurrence of these three conspicuous species and contribute to maintaining high richness of labrid species
in reef systems. Echinoids were regularly consumed by each species but they made a moderate contribution to the diet of only
O. lineolatus, which suggests that only one of the three labrids is likely to play a significant role in regulation of echinoid densities
in these rocky reef habitats. However, the broad diets and diverse forging strategies employed by these labrid species imply

The bloom-forming dinoflagellates Prorocentrum minimum and Karlodinium veneficum can have detrimental effects on some marine life, including shellfish, but little is known about their effects on early life
history stages of bivalves. In the Chesapeake Bay region, blooms of these dinoflagellates overlap with the spawning season
of the eastern oyster, Crassostrea virginica. In laboratory experiments, we compared the effects of P. minimum and K. veneficum on the survival and development of embryos and larvae of the eastern oyster. At 104 cells ml−1, P. minimum did not have a negative effect on embryos and larvae in 2-day exposures. The yield of D-hinge larvae was equal to or greater
than in control treatments. At 2 × 104 cells ml−1 (approximately equal biomass to the P. minimum treatment) K. veneficum caused significant mortality to oyster embryos within 1 day and almost no embryos developed into D-hinge larvae. This effect
was not alleviated by the provision of an alternate food source (Isochrysis sp.). Significant mortality was observed when larvae were exposed to K. veneficum at concentrations of 104 cells ml−1 (approximately 5 ng ml−1 of karlotoxin). The K. veneficum cultures used in these experiments were relatively low in toxin content, more toxic strains could be expected to cause mortality
at lower cell concentrations. Survival and maturation of embryos and larvae may be reduced when spawns of the eastern oyster

Movements of deer can affect population dynamics, spatial redistribution, and transmission and spread of diseases. Our goal was to model the movement of deer in Nebraska in an attempt to predict the potential for spread of chronic wasting disease (CWD) into eastern Nebraska. We collared and radio-tracked >600 white-tailed deer (Odocoileus virginianus) and mule deer (Odocoileus hemionus) in Nebraska during 1990–2006. We observed large displacements (>10 km) for both species and sexes of deer, including migrations up to 100 km and dispersals up to 50 km. Average distance traveled between successive daily locations was 166 m for male and 173 for female deer in eastern Nebraska, and 427 m for male and 459 for female deer in western Nebraska. Average daily displacement from initial capture point was 10 m for male and 14 m for female deer in eastern Nebraska, and 27 m for male and 28 m for female deer in western Nebraska. We used these data on naturally occurring movements to create and test 6 individual-based models of movement for white-tailed deer and mule deer in Nebraska, including models that incorporated sampling from empirical distributions of movement lengths and turn angles (DIST), correlated random walks (CRW), home point fidelity (FOCUS), shifting home point (SHIFT), probabilistic movement acceptance (MOVE), and probabilistic movement with emigration (MOVEwEMI). We created models in sequence in an attempt to account for the shortcomings of the previous model(s). We used the Kolmogrov–Smirnov goodness-of-fit test to verify improvement of simulated annual displacement distributions to empirical displacement distributions. The best-fit model (D = 0.07 and 0.08 for eastern and western Nebraska, respectively) included a probabilistic movement chance with emigration (MOVEwEMI) and resulted in an optimal daily movement length of 350 m (maximum daily movement length of 2800 m for emigrators) for eastern Nebraska and 370 m (maximum of 2960 m) for western Nebraska. The proportion of deer that moved as emigrators was 0.10 and 0.13 for eastern and western Nebraska, respectively. We propose that the observed spread of CWD may be driven by large movements of a small proportion of deer that help to establish a low prevalence of the disease in areas east of the current endemic area. Our movement models will be used in a larger individual-based simulation of movement, survival, and transmission of CWD to help determine future surveillance and management actions. 相似文献
Exploring the response of an ecosystem, and subsequent tradeoffs among its biological community, to human perturbations remains a key challenge for the implementation of an ecosystem approaches to fisheries (EAF). To address this and related issues, we developed two network (or energy budget) models, Ecopath and Econetwrk, for the Gulf of Maine ecosystem. These models included 31 network “nodes” or biomass state variables across a broad range of trophic levels, with the present emphasis to particularly elucidate the role of small pelagics. After initial network balancing, various perturbation scenarios were evaluated to explore how potential changes to different fish, fisheries and lower trophic levels can affect model outputs. Categorically across all scenarios and interpretations thereof, there was minimal change at the second trophic levels and most of the “rebalancing” after a perturbation occurred via alteration of the diet matrix. Yet the model results from perturbations to a balanced energy budget fall into one of three categories. First, some model results were intuitive and in obvious agreement with established ecological and fishing theory. Second, some model results were counter-intuitive upon initial observation, seemingly contradictory to known ecological and fishing theory; but upon further examination the results were explainable given the constraints of an equilibrium energy budget. Finally, some results were counter-intuitive and difficult to reconcile with theory or further examination of equilibrium constraints. A detailed accounting of biomass flows for example scenarios explores some of the non-intuitive results more rigorously. Collectively these results imply a need to carefully track biomass flows and results of any given perturbation and to critically evaluate the conditions under which a new equilibrium is obtained for these types of models, which has implications for dynamic simulations based off of them. Given these caveats, the role of small pelagics as a prominent component of this ecosystem remains a robust conclusion. We discuss how one might use this approach in the context of further developing an EAF, recognizing that a more holistic, integrated perspective will be required as we continue to evaluate tradeoffs among marine biological communities. 相似文献
