In many cases in which climate change affects natural resources, impacts are uncertain and adaptation to climate change often involves collective action problems at the local level, which are embedded in multilevel governance regimes. Adaptive management (AM) is an emerging approach to deal with such uncertainty and complexity by promoting multilevel institutions that are robust to change and able to learn. Much of the literature evaluating AM in multilevel governance regimes, however, focuses only on the adherence to certain structural features said to make AM successful, leaving aside the question whether AM actually produces desired outcomes. This paper evaluates AM in multilevel regimes also in terms of the outcomes they produce. To this end, we first apply the Management and Transition Framework (MTF) in order to describe three multilevel regimes in Lesotho. For each regime we then observe whether it adheres to the structure features of AM. Finally, we evaluate the extent to which the outcomes, natural resource management projects, are conducive to Ostrom's (1990) ‘design principles’ for sustainable common-pool resource management. We find that, though no ideal ‘adaptive regime’ is found in Lesotho, the results confirm the AM hypotheses that decentralised decision-making, open information sources, and plurality of user interests lead to improved outcomes. Conversely, elements of the climate regime are found not to be adaptive. Our findings also confirm the appropriateness of AM as a governance approach to climate adaptation. 相似文献

Recent findings of elevated PCDDs from an unknown source in the coastal marine environment of Queensland, Australia has instigated further investigations into the distribution of, and environments associated with the PCDD contamination. This study presents data for OCDD concentrations in the coastal, mountainous and inland environment of Queensland. Additionally, full 2,3,7,8-substituted polychlorinated dibenzo-p-dioxins and dibenzofuran (PCDD/F) profiles from different land-use types and environments in the coastal region were analysed. Distinct east–west gradients were detected in topsoil collected from various bushland regions with elevated OCDD concentrations confined to the coastal region. However, PCDD/F results from topsoil and river sediments collected in the Queensland coastal region suggest that elevated OCDD concentrations cannot be attributed to any of the environments, land-use or industry types investigated. PCDD/F congener profiles from select samples were remarkably similar to those previously described in marine sediments collected along the entire Queensland coastline. In addition, kaolinite clay samples from Queensland exhibited elevated OCDD concentrations, and PCDD/F profiles in these samples were similar to those detected in kaolinite clays elsewhere. Natural formation processes have been hypothesised as the source of elevated PCDDs in Queensland and other locations, where similar PCDD/F profiles and the general lack of anthropogenic sources are evident. Sources and major biogeochemical pathways of organic matter in the mangrove system of Rufiji estuary

Fatty acids were extracted from the surface sediments (10 cm) of three sampling sites of Rufiji estuary to infer their sources and biogeochemical pathways. The fatty acids ranging from C8 to C24 were distinguished from this study, and were broadly classified into saturated (SFAs), monounsaturated (MUFAs) and polyunsaturated fatty acids (PUFAs). SFAs were found to be the major fraction at station 1 and 3 where as at station 2, MUFAs dominated. A total of 19 fatty acids with a total concentration of 64.91 μg/g dry weight were characterised at station 1. C16:0 was the most abundant fatty acid contributing 21.94% of total fatty acids (TFAs). C22:2 was the second most abundant, which accounted for 9.46% of TFAs. Fatty acids ranging from C12 to C24 were identified at station 2. C20 fatty acid was the most abundant fatty acid contributing 21.94%, followed by C16:0. At station 3, fatty acids ranging from C8 to C24 were obtained. The PUFA C20:5n-3 was the most abundant fatty acid contributing 21.65%, followed by C24:0 (15.00% of TFAs). The ratio of lower molecular weight (LMW) to higher molecular weight (HMW) biomarkers was used as an indicators to distinguish higher plants organic matter from algae-derived fatty acids. 相似文献

were compared. In rural Bangladesh, As removal techniques have been provided to the population, but with low social acceptance.
In contrast, “targeting As-safe aquifers” was socially accepted in Bangladesh, where sediment color could be used to identify
As-safe aquifer zones and to install safe wells. The investigation in Argentina is more complex because of very different

Coffee is an important commodity crop in Zimbabwe and many other African countries in terms of its contribution to local and national economies. Coffee production in terms of productivity and quality face severe constraints due to climate change. A study was therefore carried out to understand and quantify the potential impact of climate change on the coffee sector in Zimbabwe using a bioclimatic modelling approach. Current climatically suitable areas were identified and compared with those areas identified to be climatically suitable under projected 2050 climatic conditions. The projected climatic conditions were obtained from climate predictions of two models: CCSM4 model and HadGEM2 model. Coffee production was found to be mostly sensitive to precipitation factors as these were the most important in determining climatic suitability of coffee production in Zimbabwe. The modelling showed that current coffee suitability varies spatially between the four coffee producing districts in Zimbabwe. Chipinge district has the largest area climatically suitable for coffee production followed by Chimanimani district with Mutare district having the smallest. The modelling predicted that there will be a spatial and quantitative change in climatic suitability for coffee production in Zimbabwe by 2050. The greatest changes are projected for Mutare district where over three quarters according to the CCSM4 model and the entire district according to the HadGEM2 model will turn marginal for coffee production. A westward shift in climatic suitability of coffee was observed for Chipinge and Chimanimani district. The models predicted a loss of between 30,000 ha (CCSM4) and 50,000 ha (HadGEM2) in areas climatically suitable for coffee production by 2050 in Zimbabwe. These changes are likely to be driven by changes in the distribution of precipitation received in the coffee areas. The study presents possible adaptation measures that can be adopted by the coffee sector in Zimbabwe and the region to maintain coffee productivity under a changing climate. 相似文献

Chemical (gas chromatography-mass spectrometry, GC-MS) and biological (E-Screen assay) analyses were used to determine the concentrations of 15 endocrine disrupting compounds (EDCs) and estrogen equivalent (EEq) in grab and passive samples from five municipal wastewater treatment plants (WWTPs) in South East Queensland, Australia. EEq concentrations derived by E-Screen assays for the grab samples were between 108-356 ng/L for the influents and < 1-14.8 ng/L for the effluents with the exception of one effluent sample which was at 67.8 ng/L EEq. The EDC concentrations and EEq values for the passive samples were several times lower than those of the grab samples: a decrease probably caused by, but not limited to biofouling, low flow rate, biodegradation and temperature which can progressively reduce the uptake of compounds into the sampler. At this stage, grab sampling is the most reliable method for field monitoring; nevertheless, passive sampler is a useful sampling tool but the method requires more research to ensure that the information obtained can be interpreted appropriately. Although alkylphenols and phthalates were detected at higher concentrations in the wastewater samples as compared to natural hormones, the environmental risk may be negligible as their estrogenic potencies are several orders of magnitude lower than that of the natural estrogens. In most wastewater samples, the natural estrogens contributed to 60% or more of the EEq value. Removal efficacy of most estrogenic and xenoestrogenic compounds from the conventional activated sludge or biological nutrient removal (BNR) WWTPs monitored in this study was in the range of 80-> 99%. The efficiency of the WWTPs in removing estrogenic activity was > 95%. The EEqs of the E-Screen and those calculated from the results of extensive chemical analyses using the estradiol equivalency factors were comparable for most of the WWTPs samples. 相似文献

An advanced oxidation treatment, UV/H2O2, was applied to an azo dye, Hispamin Black CA, widely used in the Peruvian textile industry. Rates of color removal and degradation of the dye have been evaluated. A strongly absorbing solution was completely decolorized after 35 min of treatment, and after 60 min an 82% reduction of the total organic carbon (TOC) was obtained. It has been found that the degradation rate increased until an optimum value, beyond which the reagent exerted an inhibitory effect. The degradation rate was also function of pH. 相似文献
