Many government agencies and other organizations hold large tracts of surplus land. Some are investigating ways to lower expenses by selling the land or transferring management responsibility. There is no generally recognized process used to decide what land can be decommissioned and what future use would be best. This paper provides guidance for land‐use decisions in the form of a checklist. The checklist questions address both the socio‐economic resources and current land use in the region, and the ecological resources and suitability of the tract itself. ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management. 相似文献

A survey of 1351 people who lived within 50 miles of one of six US Department of Energy nuclear weapon sites showed that the vast majority of residents prefer strong public health surveillance and land use controls. The sample was stratified so that the same number of responses was obtained at each site. The strongest correlates of wanting the DOE to restrict on-site activities and maintain and expand its surveillance programs were worries about DOE activities on the site, as well as how those activities could damage the off-site environment. Notably, the exceptions, that is, those who demanded less from the DOE and were not particularly worried about the DOE's activities, tended to live near the site, many worked there or knew people who did, and had high socio-economic status, and trusted the DOE. The findings are mostly, but not entirely, consistent with expectations drawn from the risk perception and organizational trust literatures. The challenge is how to establish a stewardship program that represents a consensus among state and local government, community advisory boards and the public that remediation can go on at the same time that some waste is managed on-site until suitable technologies can be safely deployed, which at some sites means 100 years or in perpetuity. 相似文献

Although previous research has found weak support for the model of stressful work ‘spilling over’ to negative coping responses during nonwork hours, we argue that a variety of conceptual and methodological problems may partially explain the weak and inconsistent findings. Two important shortcomings are inadequately specified models and a failure to consider nonescapist responses to job-related stress. We therefore propose that there may be escapist (i.e. increased drinking, working through job dissatisfaction for those who believe that alcohol consumption is an effective means to reduce stress) and nonescapist (i.e. decreased drinking for those who are dissatisfied with their jobs but do not believe alcohol is an effective coping strategy) responses to work stress. These hypotheses were tested on a sample of 972 production workers in the Pacific northwest. Over the past two decades, the combination of molecular and field methods has revealed considerable variation in the level
of extrapair fertilizations among socially monogamous birds. Models predicting extrapair young range in scale from a single
population to multiple Orders, and there is no single, unifying theory for these reproductive tactics. We investigated proximate
explanations of extrapair fertilizations in two subspecies of the swamp sparrow, Melospiza georgiana georgiana and Melospiza georgiana nigrescens, across a range of social and environmental conditions. The presence of extrapair young was best predicted by the size of
two male plumage badges (one correlated with parental care and one with territorial aggression) relative to the badge size
of their immediate neighbors, the interaction of these two measures, mean territory size, and the maximum size of the aggression
badge among neighbors. The size of the male’s parental care badge (relative to neighbors) was negatively correlated with the
probability of lost paternity. The relative size of the aggression badge was positively correlated with the presence of extrapair
young when the parental care badge was small and negatively correlated when the badge was large. Controlling for these crown
measures, males with larger territories were less likely to suffer losses in paternity. There was no effect of breeding density,
breeding synchrony, their interaction, subspecies, or weather during the fertile period on the presence of extrapair young.
These results suggest that female preference for males that provide more parental care (or preference for genes that convey
this trait) plays a dominant role in extrapair interactions among swamp sparrows. Models based on female assessments of relative
mate quality offer a promising explanation of patterns in extrapair fertilizations among bird species. 相似文献

This research examines the perceptions of planners in communities around the largest US Department of Energy (DOE) nuclear weapons sites. Surveys and interviews revealed that planners are often unclear about DOE intentions, concerned about jobs and environmental contamination, and desire more involvement with future site use decisions. Planners' ratings of residents' trust of the DOE were also low, and low trust was most strongly associated with places where local officials have not been invited to future use meetings. Recommendations include improving coordination of on-site planning with local land use plans and increasing trust with a Federal-local government partnership that recognizes local concerns about the clean-up, closure and disposition of the sites. 相似文献

Large nuclear waste management, laboratory and electric power generating complexes are a daunting challenge for state, regional and local planners. A survey of 2101 residents who lived near 11 nuclear power plants and US Department of Energy (DOE) nuclear waste management sites and laboratories was conducted to determine how much nearby residents worried about accidents and chronic emissions at the nuclear sites, how much they trusted the sites’ responsible parties, and actions that they wanted responsible parties to take to reduce public concern. Six hundred other people who lived elsewhere in the US were a comparison group. Nuclear site-related issues were a greater concern among the 2101 who lived near the sites than the comparison group. Yet many were more concerned about global warming, traffic congestion, and loss of open space than nuclear technologies. Monitoring the environment and people were the actions deemed most likely to reduce public concern. The results pose a challenge to owner-operators of nuclear facilities, government entities and especially to locally based environmental planners and managers to establish partnerships with each other and diverse communities that will allow them to manage some of these risks for decades and in some cases into perpetuity. 相似文献
