This paper describes and discusses key design features of the retrofit of EPA’s Limestone Injection Multistage Burner (LIMB) system to an operating, wall-fired utility boiler at Ohio Edison’s Edgewater Station, based on the preliminary engineering design. It further describes results of pertinent projects in EPA's LIMB program and shows how these results were used as the basis for the design of the system. The full-scale demonstration is expected to prove the effectiveness and cost of the LIMB concept for use on large-scale utility boilers. To date, a preliminary engineering design for the Edgewater unit has been prepared incorporating the technology developed in smaller-scale studies. The schedule calls for system start-up by March 1987. EPA is engaged in a multiyear program to develop an improved control technology for emission of sulfur and nitrogen oxides from the combustion of fossil fuels. The technology involves staged-flow coal burners and injection of a reactive sorbeht into the furnace to reduce emissions. The program includes fundamental studies of reaction chemistry and kinetics, bench and pilot scale experimental studies, a full-scale demonstration, and economic and applicability studies. It is structured to establish a basis for future public sector commercialization, as well as help in understanding the technology’s controlling factors. 相似文献

Residential interior door positions influence the pollutant concentrations that result from short-term indoor sources, such as cigarettes, candles, and incense. To elucidate this influence, we reviewed past studies and conducted new experiments in three residences: a single-story 714 m3 ranch-style house, a 510 m3 two-story split-level house, and a 200 m3 two-story house. During the experiments, we released sulfur hexafluoride or carbon monoxide tracer gas over short periods (≤30 min) and measured concentrations in the source room and at least one other (receptor) room for various interior door opening positions. We found that closing a door between rooms effectively prevented transport of air pollutants, reducing the average concentration in the receptor room relative to the source room by 57–100% over exposure periods of 1–8 h. When intervening doors were partially or fully open, the reduction in average concentrations ranged from 3% to 99%, varying as a function of door opening width and the distance between source and receptor rooms. 相似文献

ABSTRACT: Current conventions for reporting analytical results from environmental samples brings the objectives of laboratory scientists into conflict with those of environmental scientists. The objective of chemical analyses is to provide estimates of the true composition of samples. Reported results must reflect the analytical uncertainty. Current conventions require left-censoring of those results below the Limit of Detection. The objective of statistical interpretation of environmental data is to provide estimates of the characteristics of ecosystems. Such statistical analyses are often confounded by left-censoring of analytical results. ABSTRACT: When nonparametric frequency analysis was performed on 183 stations from Ontario and Quebec, unimodal and multimodal maximum annual flood density functions were discovered. In order to determine generating mechanisms, a monthly partitioning of the annual maximum floods was undertaken. The timing of the floods revealed that the unimodal distributions reflected a single flood generating mechanism while the multi-modal densities reflected two or more mechanisms. Based on the division of the flood series by mechanisms, nine homogeneous regions were delineated. L-moment distributional homogeneity tests along with smaller standard errors for the regional equations supported the delineation. 相似文献

ABSTRACT: A synoptic sampling of five surface-water sites in central Nebraska was conducted by the U.S. Geological Survey as part of its National Water-Quality Assessment Program during storm runoff in May 1992 to relate transport, yields, and concentrations of atrazine to environmental setting. Atrazine was the most extensively applied pesticide in the study unit. Atrazine transport was related to the size of contributing drainage area, quantity of atrazine applied, amount of precipitation, and volume of stream-flow. Estimated yields and mean concentrations of atrazine were related to the percentage of cropland in a drainage area. The largest estimated yields and mean concentrations of atrazine in surface water were associated from drainage areas with the highest percentage of cropland, and the smallest was associated with the smallest amount of cropland. Atrazine concentrations increased as streamflow increased but decreased at or near the time of peak streamflows, perhaps due to dilution. Atrazine concentrations then increased and remained elevated far into the stream recession. Atrazine is a regulated contaminant in finished public-water supplies. Large concentrations of atrazine could affect the management of public-water supplies because atrazine remains in solution in contrast to many other pesticides that are more easily removed. 相似文献

The determination of cleanup levels at a CERCLA or RCRA site is often the single most important decision made by risk managers. This decision can have a major impact on the costs and time required for remediation, as well as on the selection of remedial technologies. The object of this article is to provide a critical review of the methods used by regulatory agencies and the regulated community to calculate chemical-specific cleanup goals for inactive hazardous waste sites, focusing on those cleanup goals that are designed to protect human health from the effects of chemicals. Macroinvertebrates were examined on an impounded valley marsh in Stonington, Connecticut, that has changed from aTypha-dominated system to one with typical salt-marsh vegetation during 13 years following the reintroduction of tidal exchange.
Animal populations on this restored impounded marsh were evaluated by comparing them with populations on a nearby unimpounded
valley marsh of roughly the same size. Populations of the high marsh snail,Melampus bidentatus Say, were quantitatively sampled along transects that extended from the water-marsh edge to the upland; those of the ribbed
mussel,Geukensia demissa Dillwyn, were sampled in low marsh areas on transects along the banks of creeks and mosquito ditches. The occurrence of other
marsh invertebrates also was documented, but their abundance was not measured. The mean density ofMelampus was 332±39.6 SE/m2 on the restored impounded marsh and 712±56.0 SE/m2 on the unimpounded marsh. However, since snails were larger on the restored impounded marsh, the difference in snail biomass
was less pronounced than the difference in snail density. MeanMelampus biomass was 4.96±0.52 SE g dry wt/m2 on the restored impounded marsh and 6.96±0.52 SE g dry wt/m2 on the unimpounded marsh. On the two marshes, snail density and biomass varied in relation to plant cover and other factors.
The density and biomass ofGeukensia at the edge of the marsh were comparable on the restored impounded and unimpounded marshes. Mean mussel densities ranged
from 80 to 240/m2 and mean mussel biomass varied from 24.8–64.8 g dry wt/m2 in different low marsh areas. In contrast, below the impoundment dike, meanGeukensia density was 1100±96.4 SE/m2 and meanGeukensia biomass was 303.6±33.28 SE g dry wt/m2. A consideration of all available evidence leads to the conclusion that the impounded marsh is in an advanced phase of restoration. 相似文献

It is noted that nature conservation has gained progressively in importance as a planning issue. The paper reports on the role of the Nature Conservancy Council, and in particular their Assistant Regional Officers, in consulting over the production of local plans. Local plan policies may assist valuably in the protection of important sites, although sympathetic planning authorities can also assist nature conservation in a variety of other ways. ABSTRACT: The potentially toxic components in coal ash (ash particles, heavy metals) were evaluated in laboratory static, acute (96 hr) bioassays, both separately and in various combinations with extreme pH (5.0 and 8.5), using rainbow trout (Salmo gairdneri) and bluegifi sunfish (Lepomis macrochirus). Ash particle morphology and metal distribution anlaysis, using electron microscopy and surface-subsurface analysis by ion microscopy, showed that metals could be either clumped or evenly distributed on the surface of fly ash. Surface enrichment on fly ash particles from electrostatic precipitators, as measured by ion microscopy, was found for cadmium, copper, chromium, nickel, lead, mercury, titanium, arsenic, and selenium. Bottom (heavy) ash was not acutely toxic to either fish species at concentrations of up to 1500 mg/l total suspended solids (TSS) at pH 5.0, 7.5, or 8.5. Fly ash particles were not acutely toxic to blue-gill at levels up to 1360 mg/l TSS. Rainbow trout were highly sensitive to fly ash (25 to 60 percent mortality) at concentrations of 4.3 to 20.5 mg/I TSS when dissolved metal availability was high but were not sensitive at higher particulate concentrations (58 to 638 mg/I TSS) when dissolved metals were low. When metals were acid-leached from fly ash prior to testing, no rainbow trout mortality occurred at TSS concentrations of up to 2,350 mg/l TSS. When the percent of dissolved metal was high (e.g., 50–90 percent of the total), fish mortality was increased. Rainbow trout were nearly two orders of magnitude more sensitive than bluegill when subjected to a blend of cadmium, chromium, copper, nickel, lead, and zinc. The two species were similar in their acute sensitivity to acidic pH at levels at or below 4.0 and alkaline pH of 9.1. If the pH of coal ash effluent is contained within the range 6.0 to 9.0, acute toxicity to fish can be attributed to trace element availability from fly ash but not heavy ash. Control of holding pond and effluent pH and maximizing pond residence time are important strategies for minimizing effects of ash pond discharges on fish. 相似文献

The Supreme Court's interpretation of the commerce clause controls the balance of power between state and federal governments in the United States. An understanding of the relationship between the different government levels is essential for resource managers concerned with resource and environmental issues. This study examines selected Supreme Court decisions between 1976 and 1988 to answer three questions raised by the commerce clause: (1) Is the regulated item an article of commerce? (2) Do state laws burden interstate commerce? (3) Is federal commerce regulation limited? The balance of power among the justices and the commerce clause theories affecting the federal role in resource management are also examined. Since ratification of the Constitution, the Supreme Court has continuously increased federal power, but states have power to act independently as long as contradictory federal laws do not exist and state law does not impermissively affect commerce. If Congress regulates an individual's use of resources, their power is unquestioned. Future Court decisions will not significantly reduce the federal role in resource management even if the Court's membership changes. Even the supporters of states' rights on the Court realize increased federal power is a necessary part of the country's evolution. The purpose of the commerce clause is to create a national economic unit with free location principles. The Court supports this purpose today and will in the future. 相似文献
