Recent incidents have focused attention on a number of technical and management systems that need to be addressed by industry. A multiple layer of protection approach is essential for the prevention of incidents and/or reduction of consequences. Safety culture and operational discipline are the overall embracing factors that influence the safety performance of a facility. However, as recent events have indicated, there are a number of technical and engineering issues that must also be developed and implemented appropriately. Some of these issues that could lead to incidents with catastrophic consequences include facility siting and atmospheric relief venting. Impact of operator information systems on the prevention of releases of hazardous materials from their containment is also another significant factor that should be given appropriate attention.
This paper describes these three topics based on the findings from recent incidents and historical data. Engineering standards, regulatory requirements, and industry practices are discussed for facility siting, atmospheric relief venting, and operator information systems. Finally, a summary of gaps and needs in technology, standards, and practices is presented. 相似文献

Sea scallops Placopecten magellanicus in early gametogenesis from the southern shelf of Hudson Canyon, New Jersey, USA, were exposed in late winter 1984 to sublethal levels of Cu and Cd in a flowing seawater system at the NMFS Milford Laboratory. Exposure was to copper (10 and 20 gl-1: low-Cu and high-Cu groups) or to a combination of copper and equimolar cadmium (10g Cu+17.7 g Cdl-1: low-Cu/Cd group) for eight weeks, with sampling at 2-wk intervals. Copper had a strongly inhibitory effect on gamete production and maturation, which in some respects was partially moderated in the presence of cadmium in the female gonad only. Total gamete weight per scallop doubled in control individuals but dropped by 60% in both high-metal exposure groups over the 8-wk exposure period, with a smaller, temporary decrease in the low-Cu group. Cadmium did not add to the inhibition by copper of gamete development in the low-Cu/Cd group, but there was no partial recovery at 8 wk, as was seen in female scallops exposed to low-Cu alone. Gonadal RNA, higher in the females, decreased proportionately more in that sex than in the males of the metal exposure groups. Conversely, DNA levels were higher in the male than in the female gonad, and decreased sharply in all metal-exposed males. Gonadal protein concentration also dropped in all metal-exposed scallops with time and degree of metal exposure. Copper uptake in the gonad increased with time and metal exposure concentration, and cadmium increased in the low-Cu/Cd group with time. In contrast, manganese decreased significantly in the gonads of Cu-exposed scallops, especially in the high-Cu group. In the low-Cu/Cd group, manganese concentrations stabilized after an initial sharp drop at 2 wk in the low-Cu/Cd group, then rose at 6 and 8 wk. We ascribe this phenomenon to the induction by cadmium of metal-binding proteins (Fowler and Megginson 1986). In both sexes, gonadal magnesium concentrations did not change with increasing tissue burdens of copper and cadmium, but instead rose initially in proportion to the degree of metal exposure, homeostasis being maintained thereafter. 相似文献

Fires and explosions have been identified as major potential hazards for Oil and Gas Floating Production Storage Offloading (FPSO) installations and pose risk to personnel, assets, and the environment. Current fire and explosion assessment (FEA) tools require physical effect modeling software and follows standards from API, ISO, and engineering practices. However, the tools are not specific to any particular system such as an FPSO, and do not provide comprehensive guidance for safety engineers to perform FEA.This paper discusses the development of a screening and comparison tool for FEA on FPSOs and the incorporation of an expert system into the tool. The results are computerized using MS Excel/VBA to provide a structured and comprehensive assessment on each equipment and module handling natural gas, crude oil, methanol and diesel on FPSO topsides.This tool features built-in calculations for jet and pool fire size estimation for gas/liquid releases, and the ability to perform Quantitative Risk Analysis (QRA) to specify the personnel and equipment risk for varying leak sizes and process conditions. Control and recovery measures are incorporated as an expert system based on report findings, engineering practices, and relevant standards. Bowtie analysis is applied in the tool to define detailed control and recovery measures for the FPSO based on the incident scenarios. An explosion assessment is performed by incorporating physical effect modeling software results.Unique features provided in the tool include fire and radiation contour mapping on an FPSO layout to help determine personnel and equipment risk more accurately and fire pump sizing that can be used to verify the amount of water deluge system required to mitigate fires and explosions. In addition, flexibility of data input (process data, failure rate data, etc.) and user interfaces assist safety engineers to screen and compare process alternatives, check design quality, and evaluate design options at any design stage. 相似文献

Trends In Regulatory Acceptance Of Risk-Based Cleanup Goals And Natural Attenuation For Site Closure
Since 1994, there has been a significant regulatory shift toward risk-based cleanup standards based on the site-specific risk of the more toxic and mobile compounds; namely, benzene, ethyl benzene, toluene, and xylene (BTEX). This regulatory shift has been accompanied by a growing acceptance of natural attenuation as an important component of petroleum site remediation. This article briefly reviews regulatory progress toward risk-based remediation and describes the successful application of risk-based corrective actions (RBCAs) at two fuel contaminated sites on Air Force installations. By developing site-specific cleanup goals, and combining natural attenuation, source reduction, and land use controls, innovative risk-based closure plans have been implemented on these sites. 相似文献

A study was made to determine the impact on water quality due to water resource development in a large river basin in a semi-arid region of West Africa. Mathematical modeling and the examination of case histories were used to project impacts. The impacts associated with changes in water quality were shown to be slight assuming that modern basin and agricultural management practices are adopted. The Great Lakes Basin Commission has initiated a Framework Study to assess the present and projected water- and related land-resource problems and demands in the Great Lakes Basin. Poorly defined objectives; incomplete and inconsistent data arrays; unknown air, biota, water, and sediment interactions; and multiple planning considerations for interconnected, large lake systems hinder objective planning. To incorporate mathematical modeling as a planning tool for the Great Lakes, a two-phase program, comprising a feasibility and design study followed by contracted and in-house modeling, data assembly, and plan development, has been initiated. The models will be used to identify sensitivities of the lakes to planning and management alternatives, insufficiencies in the data base, and inadequately understood ecosystem interactions. For the first time objective testing of resource-utilization plans to identify potential conflicts will provide a rational and cost-effective approach to Great Lakes management. Because disciplines will be interrelated, the long-term effects of planning alternatives and their impacts on neighboring lakes and states can be evaluated. Testing of the consequences of environmental accidents and increased pollution levels can be evaluated, and risks to the resource determined. Remarkably little is known about the life histories of the many tropical anguillid eels distributed across the Indo-Pacific region, and since the Danish expedition to study eels in the region in 1928 and 1929, research on these eels has only begun again in recent years. Sampling for anguillid leptocephali in the Indonesian Seas has been carried out recently to learn about the spawning ecology and larval distributions of tropical eels there. The leptocephali of Anguilla marmorata, Anguilla bicolor pacifica, Anguilla borneensis, Anguilla interioris, and Anguilla celebesensis were collected around Sulawesi Island both in May 2001 and October of 2002. The development of genetic identification techniques has enabled these leptocephali to be identified to species, and their distributions and sizes during different seasons indicated that there are differing life history patterns among sympatric species in the region. A. celebesensis was found to have been spawning in Tomini Bay of northeastern Sulawesi Island in March and April 2001, but apparently, no spawning had occurred in the late summer and fall of 2002. Studies on anguillid glass eels have suggested that tropical anguillids may spawn throughout much of year, but our research on leptocephali in Tomini Bay and data on the downstream migration of tropical anguillids in the major tributary to Tomini Bay indicate that A. celebesensis may have a distinct seasonal pattern of spawning possibly related to the regional monsoon cycles. This is the first evidence of seasonality of spawning in tropical anguillid eels whose life histories are only just beginning to be revealed. 相似文献

The effects of chemical spills on aquatic nontarget organisms were evaluated in this study. Based on a review of three types
of current eco-toxicological models of chemicals, i.e., ACQUATOX model of the US-EPA, Hudson River Model of PCBs, and critical
body residual (CBR) model and dynamic energy budget (DEBtox) model, this paper presents an uncoupled numerical ecotoxicological
model. The transport and transformation of spilled chemicals were simulated by a chemical transport model (including flow
and sediment transport), and the mortalities of an organism caused by the chemicals were simulated by the extended threshold
damage model, separately. Due to extreme scarcity of data, this model was applied to two hypothetical cases of chemical spills
happening upstream of a lake. Theoretical analysis and simulated results indicated that this model is capable of reasonably
predicting the acute effects of chemical spills on aquatic ecosystems or organism killings. 相似文献
