Background

Aim and Scope. Implementation of the European Union White Paper on chemicals policy shall provide more safety and more transparency in chemicals use. In the past, when assessing existing commercial substances there was often a lack of information in the fields of application of the chemicals and the exposures arising in those contexts. The White Paper therefore calls for ‘shared responsibility’. Processors and commercial users of substances are to be involved much more closely in the risk evaluation process than has hitherto been the case. They are to provide data on substance applications and exposures, and, to some extent, they are also to carry out exposure assessments and risk assessments themselves. By analysing case studies, the paper highlights the consequences of this approach.

Results and Discussion

Fear has often been voiced that these new tasks will completely overburden small and medium-sized enterprises. It is assumed that many chemicals are no longer available for smallvolume applications, as — for cost reasons — producers do not include these applications in their registration. The wording of the White Paper is not precise enough to be able to appraise the costs that will be associated with the required intensified communication. In this situation, it is essential to analyse prototypical substances and their applications in order to gain an improved understanding of the principle of shared responsibility.

Conclusions

The concrete study of several product chains has shown that the flow of information required between producers and users is very likely feasible within the context of the REACH system. For the producers of chemicals, the intensified communication will presumably make it simpler to procure information in the fields of application and exposures. However, in order to avoid users being overburdened, it will be important that registration requirements and focuses are shaped in a manner doing justice to practical realities. Users will need to undertake community-wide efforts on an industry federation and branch level. In this context, the protection of company know-how also needs to be ensured.

Recommendation and Outlook

In practice, implementation of the principle of shared responsibility can lead to intensified communication among the producers and users of chemicals. This can greatly facilitate exposure assessments and risk assessments. There is a need to develop manageable procedures that can also be implemented by small and medium-sized enterprises. Numerous proposals have been made in this context, and extensive reference material is now available.  相似文献

Correlating turbulent burning velocity to turbulence intensity and basic flame parameters-like laminar burning velocity for dust air mixtures is not only a scientific challenge but also of practical importance for the modelling of dust flame propagation in industrial facilities and choice of adequate safety strategy. The open tube method has been implemented to measure laminar and turbulent burning velocities at laboratory scale for turbulence intensities in the range of a few m/s. Special care has been given to the experimental technique so that a direct access to the desired parameters was possible minimising interpretation difficulties. In particular, the flame is propagating freely, the flame velocity is directly accessible by visualisation and the turbulence intensity is measured at the flame front during flame propagation with special aerodynamic probes. In the present paper, those achievements are briefly recalled. In addition, a complete set of experiments for diametrically opposed dusts, starch and aluminium, has been performed and is presented hereafter. The experimental data, measured for potato dust air mixtures seem to be in accordance with the Bray Gülder model in the range of 1.5 m/s<u′<3.5 m/s. For a further confirmation, the measurement range has been extended to lower levels of turbulence of u′<1.5 m/s. This could be achieved by changing the mode of preparation of the dust air mixture. In former tests, the particles have been injected into the tube from a pressurised dust reservoir; for the lower turbulence range, the particles have been inserted into the tube from above by means of a sieve–riddler system, and the turbulence generated from the pressurised gas reservoir as before. For higher levels of turbulence, aluminium air mixtures have been investigated using the particle injection mode with pressurised dust reservoir. Due to high burning rates much higher flame speeds than for potato dusts of up to 23 m/s have been obtained.  相似文献

Some neighbourhood environments have become dumping grounds for locally unwanted land uses (LULUs) that middle-class Americans do not want near their homes. LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns.  相似文献

A method was developed for the risk assessment of a military waste site. The method consists of two steps: 1. evaluation of the exposure through different pathways and 2. derivation of substance-specific tolerable intake levels. In this first part of the paper the quantitative exposure analysis will be discussed. Exposure depends on the conditions at the contaminated site (e.g. soil characteristics), the type of utilisation (residential area, industrial area etc.) and the substance properties. In a specific utilisation scenario, e.g. as residential area, different exposure pathways are contributing to the total contaminant uptake. Because of the properties of nitroaromatic compounds like 2,4,6-trinitrotoluene (good resorption through skin and accumulation in plants) exposure via dermal soil contact and via consumption of plants gains special importance. With these two exposure pathways as examples we explain the quantification of the exposure through different pathways by so-called exposure factors. By comparing the total exposure with tolerable intake levels for the compounds, waste site specific soil pollutant levels can be established (see second part of the paper in UWSF 6/94).  相似文献
