The European Water framework directive (WFD) is probably the most important environmental management directive that has been enacted over the last decade in the European Union. The directive aims at achieving an overall good ecological status in all European water bodies. In this article, we discuss the implementation steps of the WFD and their implications for environmental engineering practice while focusing on rivers as the main receiving waters. Arising challenges for engineers and scientists are seen in the quantitative assessment of water quality, where standardized systems are needed to estimate the biological status. This is equally of concern in engineering planning, where the prediction of ecological impacts is required. Studies dealing with both classification and prediction of the ecological water quality are reviewed. Further, the combined emission–water quality approach is discussed. Common understanding of this combined approach is to apply the most stringent of either water quality or emission standard to a certain case. The negative effects of elevated concentrations of inorganic aluminium on aquatic organisms are well documented. Acid deposition is often cited as a main driver behind the mobilisation and speciation of aluminium in soils and surface waters. In the study, we tested the hypothesis that sulphur deposition is the main driver for elevated concentrations of inorganic aluminium in 114 base poor, boreal Swedish streams. However, the deposition of anthropogenic sulphate has decreased substantially since it peaked in the 1970s, and at the current deposition levels, we hypothesise that local site parameters play an important role in determining vulnerability to elevated concentrations of inorganic aluminium in boreal stream waters. Presented here are the results of a principal components analysis of stream water chemistry, acid deposition data and local site variables, including forest composition and stem volume. It is shown that the concentrations of both organic and inorganic aluminium are not explained by either historical or current acid deposition, but are instead explained by a combination of local site characteristics. Sites with elevated concentrations of inorganic aluminium were characterised by small catchments (<500 ha) dominated by mature stands of Norway spruce with high stem volume. Using data from the Swedish National Forest Inventory the area of productive forest land in Sweden with a higher vulnerability for elevated inorganic aluminium concentrations in forests streams is approximately 1.5 million hectares or 7% of the total productive forest area; this is higher in the south of Sweden (10%) and lower in the north (2%). A better understanding of the effects of natural processes and forest management in controlling aquatic inorganic aluminium concentrations is therefore important in future discussions about measures against surface water acidification. 相似文献
It is urgent in science and society to address climate change and other sustainability challenges such as biodiversity loss, deforestation, depletion of marine fish stocks, global ill-health, land degradation, land use change and water scarcity. Sustainability science (SS) is an attempt to bridge the natural and social sciences for seeking creative solutions to these complex challenges. In this article, we propose a research agenda that advances the methodological and theoretical understanding of what SS can be, how it can be pursued and what it can contribute. The key focus is on knowledge structuring. For that purpose, we designed a generic research platform organised as a three-dimensional matrix comprising three components: core themes (scientific understanding, sustainability goals, sustainability pathways); cross-cutting critical and problem-solving approaches; and any combination of the sustainability challenges above. As an example, we insert four sustainability challenges into the matrix (biodiversity loss, climate change, land use changes, water scarcity). Based on the matrix with the four challenges, we discuss three issues for advancing theory and methodology in SS: how new synergies across natural and social sciences can be created; how integrated theories for understanding and responding to complex sustainability issues can be developed; and how theories and concepts in economics, gender studies, geography, political science and sociology can be applied in SS. The generic research platform serves to structure and create new knowledge in SS and is a tool for exploring any set of sustainability challenges. Community odours in the vicinity of an oil refinery and petrochemical industrial area were studied by an observer network throughout an entire year. Odour episodes occurred during 0.86 percent of the time of the study. Odour reports increased closer to the refinery. Within a range of 12.5 km, more than 50 percent of the odours were estimated to originate from the refinery. The most typical odour was that of reduced sulphur compounds (35.2 percent of all observations). Odour episodes occurred during low wind velocities and high humidity. Odours were most frequent during January-April, and were usually reported early in the morning. The odours were evidently due to the general operation of the plants, as no single activity or in-plant factor could be identified as the source of the odours. 相似文献
In 2006, Mexico became the first transition country to transfer part of its public-sector natural catastrophe risk to the international reinsurance and capital markets. The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. Risk financing instruments can assure governments of sufficient post-disaster capital to provide emergency response, disaster relief to the affected population and repair public infrastructure. The costs of financial instruments, however, can greatly exceed expected losses, and for this reason it is important to closely examine their benefits and alternatives. This paper analyzes the Mexican case from the perspective of the risk cedent (the Ministry of Finance and Public Credit), which was informed by analyses provided by the International Institute for Applied Systems Analysis (IIASA). The rationale for a government to insure its contingent liabilities is presented along with the fiscal, legal and institutional context of the Mexican transaction. Using publicly available data, the paper scrutinizes the choice the authorities faced between two different risk-transfer instruments: reinsurance and a catastrophe bond. Making use of IIASA's catastrophe simulation model (CATSIM), this financial risk management decision is analyzed within the context of a public investment decision. 相似文献
Marine fish stocks are in many cases extracted above sustainable levels, but they may be protected through restricted‐use zoning systems. The effectiveness of these systems typically depends on support from coastal fishing communities. High management costs including those of enforcement may, however, deter fishers from supporting marine management. We incorporated enforcement costs into a spatial optimization model that identified how conservation targets can be met while maximizing fishers’ revenue. Our model identified the optimal allocation of the study area among different zones: no‐take, territorial user rights for fisheries (TURFs), or open access. The analysis demonstrated that enforcing no‐take and TURF zones incurs a cost, but results in higher species abundance by preventing poaching and overfishing. We analyzed how different enforcement scenarios affected fishers’ revenue. Fisher revenue was approximately 50% higher when territorial user rights were enforced than when they were not. The model preferentially allocated area to the enforced‐TURF zone over other zones, demonstrating that the financial benefits of enforcement (derived from higher species abundance) exceeded the costs. These findings were robust to increases in enforcement costs but sensitive to changes in species’ market price. We also found that revenue under the existing zoning regime in the study area was 13–30% lower than under an optimal solution. Our results highlight the importance of accounting for both the benefits and costs of enforcement in marine conservation, particularly when incurred by fishers. Soilless culture systems offer an environmentally friendly and resource-efficient alternative to traditional cultivation systems fitting within the scheme of a circular economy. The objective of this research was to examine the sustainable integration of recycling fertilizers in hydroponic cultivation—creating a nutrient cycling concept for horticultural cultivation. Using the nutrient film technique (NFT), three recycling-based fertilizer variants were tested against standard synthetic mineral fertilization as the control, with 11 tomato plants (Solanum lycopersicum L. cv. Pannovy) per replicate (n = 4) and treatment: two nitrified urine-based fertilizers differing in ammonium/nitrate ratio (NH4+:NO3?), namely (1) “Aurin” (AUR) and (2) “Crop” (CRO); as well as (3) an organo-mineral mixture of struvite and vinasse (S+V); and (4) a control (NPK). The closed chamber method was adapted for gas fluxes (N2O, CH4, and CO2) from the root zone. There was no indication in differences of the total shoot biomass fresh matter and uptake of N, P and K between recycling fertilizers and the control. Marketable fruit yield was comparable between NPK, CRO and S+V, whereas lower yields occurred in AUR. The higher NH4+:NO3? of AUR was associated with an increased susceptibility of blossom-end-rot, likely due to reduced uptake and translocation of Ca. Highest sugar concentration was found in S+V, which may have been influenced by the presence of organic acids in vinasse. N2O emissions were highest in S+V, which corresponded to our hypothesis that N2O emissions positively correlate with organic-C input by the fertilizer amendments. Remaining treatments showed barely detectable GHG emissions. A nitrified urine with a low NH4+:NO3– (e.g., CRO) has a high potential as recycling fertilizer in NFT systems for tomato cultivation, and S+V proved to supply sufficient P and K for adequate growth and yield. Alternative cultivation strategies may complement the composition of AUR.
