This investigation presents a simple spatially explicit analysis of the ideal-free distribution. The traditional ideal-free
distribution assumes discrete sites with definite boundaries, and predicts how many individuals should occupy each site. In
contrast, the present analysis assumes that a forager’s gains gradually decline with distance from a site, and asks where
in space individuals ought to be. Although many interesting situations may arise, the analysis asks how individuals should
position themselves as the distance between two identical sources increases. Nash equilibrium positions should follow a pitchfork
pattern as the distance between sites is increased; that is, an individual should maintain a position between two sources
when they are close together but should move nearer one of the sources when they are far apart. In addition, the text describes
an experimental study that parallels the theoretical analysis. The experiment supports the predicted pitchfork pattern, and
provides somewhat weaker support for the predicted differences in ”individual” and ”paired” pitchforks.

ABSTRACT: The economic feasibility of a large scale dual purpose (desalting water and power production) facility were evaluated. Although a site in the Tularosa basin of southern New Mexico was chosen as a case study for this analysis, it is believed that the approach and consequential results would be applicable to alternative sites in the Southwest. The basic project evaluated included: a) a ground water well field; b) a dual purpose, nuclear, desalination plant; c) a mineral recovery plant; and d) a reservoir for recreation and irrigation storage. Principle project outputs included electrical power, minerals, recreation, and water for either irrigated agricultural production or export to an adjoining river basin. Two alternative project designs were developed for detailed analysis. The first alternative encompassed all major project components. The results, in discounted net values used to assess the feasibility of the project, were essentially negative; that is, values were less than zero for full scale development. The net benefits ranged from $-986.57 million at a 5 percent discount rate, to $-1,137.528 million at a discount rate of 10 percent. In the second alternative, exportation of the desalted water from the Tularosa basin to two adjacent rivers was analyzed with somewhat better net benefits, ranging from $-382,527 million to $-478,612 million at the 5 and 10 percent discount rates. 相似文献

Recent legislation mandates an increased role for public participation in natural resource policy making. This paper presents an operational way to provide those impacted with relevant information and to enable public officials to assess public reaction to proposed policies. The methodology transforms results obtained from a multisector model of income formation and distribution into positive economic measures of distributional impacts. Abstract Selective catalytic reduction (SCR) technology increasingly is being applied for controlling emissions of nitrogen oxides (NOx) from coal-fired boilers. Some recent field and pilot studies suggest that the operation of SCR could affect the chemical form of mercury (Hg) in coal combustion flue gases. The speciation of Hg is an important factor influencing the control and environmental fate of Hg emissions from coal combustion. The vanadium and titanium oxides, used commonly in the vanadia-titania SCR catalyst for catalytic NOx reduction, promote the formation of oxidized mercury (Hg2+). The work reported in this paper focuses on the impact of SCR on elemental mercury (Hg0) oxidation. Bench-scale experiments were conducted to investigate Hg0 oxidation in the presence of simulated coal combustion flue gases and under SCR reaction conditions. Flue gas mixtures with different concentrations of hydrogen chloride (HCl) and sulfur dioxide (SO2) for simulating the combustion of bituminous coals and subbituminous coals were tested in these experiments. The effects of HCl and SO2 in the flue gases on Hg0 oxidation under SCR reaction conditions were studied. It was observed that HCl is the most critical flue gas component that causes conversion of Hg0 to Hg2+ under SCR reaction conditions. The importance of HCl for Hg0 oxidation found in the present study provides the scientific basis for the apparent coal-type dependence observed for Hg0 oxidation occurring across the SCR reactors in the field. 相似文献

Abstract: The determination of sediment and nutrient loads is typically based on the collection and analysis of grab samples. The frequency and regularity of traditional sampling may not provide representation of constituent loading, particularly in systems with flashy hydrology. At two sites in the Little Bear River, Utah, continuous, high‐frequency turbidity was used with surrogate relationships to generate estimates of total phosphorus and total suspended solids concentrations, which were paired with discharge to estimate annual loads. The high frequency records were randomly subsampled to represent hourly, daily, weekly, and monthly sampling frequencies and to examine the effects of timing, and resulting annual load estimates were compared to the reference loads. Higher frequency sampling resulted in load estimates that better approximated the reference loads. The degree of bias was greater at the more hydrologically responsive site in the upper watershed, which required a higher sampling frequency than the lower watershed site to achieve the same level of accuracy in estimating the reference load. The hour of day and day of week of sampling impacted load estimation, depending on site and hydrologic conditions. The effects of sampling frequency on the determination of compliance with a water quality criterion were also examined. These techniques can be helpful in determining necessary sampling frequency to meet the objectives of a water quality monitoring program. 相似文献

Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. Much work has been done on gaseous emissions and leaching of nitrogenous compounds from whole soil profiles and also from soil surface measurements which are assumed to be mainly due to topsoil activity. In soils with an impervious clay subsoil, the boundary between the topsoil and subsoil may provide an interface for microbial activity, including N transformations. In this study, we investigated movement and transformations of two reactive N species (nitrate and urea) at the subsoil interface using a series of replicate, intact soil blocks, under two contrasting watering regimes. We measured fluxes in both liquid and gaseous phases and demonstrated that nitrate reaching the subsoil interface does not necessarily leach into water systems, but may denitrify immediately and could, therefore, add to atmospheric pollution through N2O production. On the other hand, ammonium reaching the subsoil interface either directly, or after mineralization, appears to be more mobile than expected and has the potential to pollute watercourses. 相似文献

/ Adaptive ecosystem management seeks to sustain ecosystems while extracting or using natural resources. The goal of endangered species management under the Endangered Species Act is limited to the protection and recovery of designated species, and the act takes precedence over other policies and regulations guiding ecosystem management. We present an example of conflict between endangered species and ecosystem management during the first planned flood on the Colorado River in Grand Canyon in 1996. We discuss the resolution of the conflict and the circumstances that allowed a solution to be reached. We recommend that adaptive management be implemented extensively and early in ecosystem management so that information and working relationships will be available to address conflicts as they arise. Though adaptive management is not a panacea, it offers the best opportunity for balanced solutions to competing management goals. 相似文献
