Current planning policy places increased emphasis on the protection of the natural environment. The negotiation of planning agreements between local authorities and developers has emerged as one route through which the private sector has sought to compensate for the loss of environmental resources arising from development. We argue that the utilization of conservation gain mirrors the valuation procedures for public goods found within cost — benefit techniques, which may be inappropriate for the treatment of natural environmental systems. The paper examines the negotiation of these gains from the perspective of different actors in the land development process. Both quantitative and interview material from four local planning authorities are used. The paper concludes by considering the scope for a broader use of conservation gain. 相似文献

ABSTRACT: The effects of variable discharges during the summer on the dissolved oxygen (DO) content and water temperature upstream and downstream of the Conowingo Hydroelectric Power Station were investigated. The DO dynamics are controlled primarily by meteorological factors that are independent of the mode of hydrostation operation. DO stratification occurred during the summer in Conowingo Pond, but thermal stratification was not observed. The magnitude and duration of off-peak discharges including a run-of-the-river operation did not affect DO stratification in Conowingo Pond; little vertical mixing occurred. However, strong winds and/or high river flows temporarily destroyed DO stratification. The run-of-the-river operation or off-peak continuous discharge schemes did not provide better DO conditions downstream of the hydrostation than the peaking operation with intermittent off-peak releases. A statistical model predicted that a DO of 5 ppm occurs 0.6 miles downstream of the powerhouse when the natural river flow is consistently greater than 15,000 cfs and water temperature is less than 80°F. A mean daily DO of at least 4 ppm was predicted to occur over 80 percent of the time during the 92-day summer period. Farther downstream (1.3 miles from the powerhouse) a mean daily DO of at least 4 ppm was predicted to occur 90 percent of the time in summer. 相似文献

Several hypotheses suggested by the theoretical literature on burnout were empirically tested in an attempt to identify the organizational conditions associated with employee burnout. Public service lawyers in the U.S. (N= 391) completed a survey designed to assess (a) three components of burnout, namely, emotional exhaustion, depersonalization, and feelings of low personal accomplishment; (b) perceptions of several job conditions predicted to be associated these three components of burnout, including workload, role conflict, social support, decision-making policies, and autonomy; and (c) organizational commitment. Results indicate that emotional exhaustion is most strongly associated with role conflict and quantitative workload. Feelings of personal accomplishment were associated with supervisory social support and job level. Depersonalization was associated with role conflict and decision-making policies. Finally, each burnout component is significantly related to organizational commitment. 相似文献

Abstract: This study applies spatial analyses to examine the consequences of accelerated urban expansion on a hydrologic system over a period of 24 years. Three sets of historical aerial photos are used in a GIS analysis to document the geomorphic history of Las Vegas Wash, which drains the rapidly growing Las Vegas urban area in southern Nevada. New spatial techniques are introduced to make quantitative measurements of the erosion at three specific time intervals in the hydrologic evolution of the channel and floodplain. Unlike other erosion studies that use two different elevation surfaces to assess erosion, this study used a single elevation surface to remove systematic and nonsystemic elevation errors. The spatial analysis quantifies channel changes for discrete time periods, calculates erosion volumes, and provides a foundation to examine how the specific mechanisms related to urban expansion have affected Las Vegas Wash. The erosion calculated over 24 years is the largest documented sediment loss attributed to the effect of rapid urban growth. 相似文献

Bedload transport was measured with two sampler types (vortex tube and Helley-Smith pressure differential) for three major storms at Flynn Creek, which drains a 2.2-km2 forested watershed in the Oregon Coast Range. The largest flow during two winters of monitoring had a peak discharge of 0.79 m3 s-1 km-2, with an associated recurrence interval of ? 1.3 yr. The median particle diameter of sediment in transport was generally < 1 mm. The vortex tube and its associated sample box were relatively inefficient at trapping particles < 10 mm in diameter; however, even after transport rates were adjusted to account for sampling deficiencies of the sample box, they still averaged 42–47 percent of those obtained with the Helley-Smith sampler. Organic matter and sand sized sediments in transport also were observed to partially plug the 0.2-mm-mesh bag of the Helley-Smith sampler. By the end of the century, climate change projections under a “business-as-usual” emissions scenario suggest a globally averaged warming of 2.4–6.4 °C. If these forecasts are realized, cropping systems are likely to experience significant geographic range transformations among damaging endemic weed species and new vulnerabilities to exotic weed invasions. To anticipate these changes and to devise management strategies for proactively addressing them, it is necessary to characterize the environmental conditions that make specific weed species abundant, competitive, and therefore damaging the production of particular crops (i.e. defining the damage niche). In this study, U.S. maize is used as a model system to explore the implications of climate change on the distribution of damaging agricultural weeds. To accomplish this, we couple ensemble climate change projections of annual temperature and precipitation with survey data of troublesome weed species in maize. At the state scale, space-for-time substitution techniques are used to suggest the potential magnitude of change among damaging weed communities. To explore how the geography of damage for specific species may evolve over the next century, bioclimatic range rules were derived for two weed species that are pervasive in the Northern (Abutilon theophrasti Medicus, ABUTH) and Southern (Sorghum halepense (L.) Pers., SORHA) U.S. Results from both analyses suggest that the composition of damaging weed communities may be fundamentally altered by climate change. In some states, potential changes in the coming decades are commensurate to those possible by the end of the century. Regions such as the Northeastern U.S. may prove particularly vulnerable with emerging climate conditions favoring few weed species of present-day significance. In contrast, regions like the mid-South are likely to experience fewer shifts even with a similar magnitude in climate change. By the end of the century in the U.S. Corn Belt, cold-tolerant species like A. theophrasti may be of minor importance whereas S. halepense, a predominantly Southern U.S. weed species at present, may become common and damaging to maize production with its damage niche advancing 200–600 km north of its present-day distribution. 相似文献

Although vocal mimicry in songbirds is well documented, little is known about the function of such mimicry. One possibility
is that the mimic produces the vocalisations of predatory or aggressive species to deter potential predators or competitors.
Alternatively, these sounds may be learned in error as a result of their acoustic properties such as structural simplicity.
We determined the mimetic repertoires of a population of male spotted bowerbirds Ptilonorhynchus maculatus, a species that mimics predatory and aggressive species. Although male mimetic repertoires contained an overabundance of
vocalisations produced by species that were generally aggressive, there was also a marked prevalence of mimicry of sounds
that are associated with alarm such as predator calls, alarm calls and mobbing calls, irrespective of whether the species
being mimicked was aggressive or not. We propose that it may be the alarming context in which these sounds are first heard
that may lead both to their acquisition and to their later reproduction. We suggest that enhanced learning capability during
acute stress may explain vocal mimicry in many species that mimic sounds associated with alarm. 相似文献

OBJECTIVES: To review the research evidence concerning the effects of passengers on teenage driving and crash involvement, and to explore ways to reduce negative effects. METHODS: Review of the international literature on these topics. RESULTS: Passenger presence increases crash risk for teenage drivers, especially when the passengers are other teenagers and especially when they are male. Female passengers do not have the same effects. Teenagers are more susceptible to peer influences than adults. The combination of passenger-induced distraction and driving inexperience can disrupt driving behavior, and there is evidence that teenage driver risk taking increases in vehicles with multiple teenagers. Possible ways to reduce the resulting crash problem include altering the in-vehicle behavior of teenagers or influencing their selection of travel partners. Legal restrictions on passengers with teenage drivers have been found effective in reducing the crash problem. Parental monitoring of teenage driving behavior, and programs aimed at teenagers themselves, could be other options but their efficacy is unproven. It currently is unknown why female passengers have a different effect than males or if that might offer clues about future interventions. CONCLUSIONS: Despite passenger restrictions in the majority of states, 42% of 16- and 17-year-old drivers in fatal crashes in 2005 were transporting teenagers with no adults in the vehicle; 61% of teenage passenger deaths (1,222 in 2005) occurred in vehicles driven by other teenagers. Wider application of passenger restrictions is indicated. IMPACT ON INDUSTRY: Ways to make passenger restrictions more effective are needed, and other techniques for reducing this major problem need development and testing. 相似文献

OBJECTIVES: Older drivers are overinvolved in intersection crashes compared with younger drivers, but the reasons are not clearly understood. The purpose of the present study was to identify the factors that lead to older drivers' intersection crashes. METHOD: Study participants were composed of two groups of older drivers -- ages 70-79 (n = 78) and 80 and older (n = 76) -- and a comparison group of drivers ages 35-54 (n = 73); all were at fault in intersection crashes involving nonfatal injuries. Police crash reports, telephone interviews with at-fault drivers, and photographs of intersections were used to determine the kinds of driver actions and errors that led to the intersection crashes. RESULTS: Drivers 80 and older had fewer rear-end crashes than drivers ages 35-54 and 70-79, and both groups of older drivers had fewer ran-off-road crashes than drivers ages 35-54. Crashes where drivers failed to yield the right-of-way increased with age and occurred mostly at stop sign-controlled intersections, generally when drivers were turning left. The reasons for failure-to-yield crashes tended to vary by age. Compared with drivers ages 35-54 and 80 and older, drivers ages 70-79 made more evaluation errors -- seeing another vehicle but misjudging whether there was adequate time to proceed. In contrast, drivers 80 and older predominantly failed to see or detect the other vehicle. Drivers ages 35-54 also tended to make search errors, but theirs were due more often to distraction. CONCLUSIONS: Factors leading to intersection crashes vary with age, even between two age groups of older drivers. Because the number of older drivers is projected to increase, it is important to identify ways to reduce the frequency and severity of their intersection crashes. Roundabouts and protected left turn lanes at signalized intersections may help to reduce failure-to-yield crashes at intersections, especially among older drivers. Crash avoidance systems may help to reduce crashes for drivers of all ages, but most systems have not been thoroughly investigated using real-world crash data. 相似文献
