The current paper discusses the topic of marine storm impact along European coastlines, presenting results from two FP7 Projects currently focusing on this topic, one working on the physical aspects of the problem (MICORE) and the other one on the socio-economic implications (ConHaz).The MICORE Project aims to provide on-line predictions of storm-related physical hazards (hydrodynamic as well as morphodynamic). The ConHaz Project addresses the socio-economic implications should these (or other) hazards actually materialize. Together these projects aim to deliver crucial information for emergency response efforts, while realizing the practical limitations for information processing and dissemination during crisis situations.The MICORE Project has developed and demonstrated on-line tools for reliable predictions of the morphological impact of marine storm events in support of civil protection mitigation strategies. The project specifically targeted the development of early warning and information systems to support short term emergency response in case of an extreme storm event. The current paper discusses in detail the outcome of an activity of databasing historical storm data. No clear changes in storminess were observed, except for some storm proxies (e.g. surges) and only at some locations (e.g. northern Adriatic, southern Baltic, etc.).The ConHaz Project undertook a desktop study of the methods normally used for evaluating the impact of marine storms and the associated coastal hazards considering direct costs, costs due to disruption of production processes, indirect costs, intangible costs, and costs of adaptation and mitigation measures. Several methods for cost estimation were reviewed. From the review it emerged that normally end-users only evaluate direct costs after the storms, while the cost of adaptation and mitigation measures is only done strategically in the context of Integrated Coastal Zone Management plans. As there is no standardized method for cost evaluations in this field, it is suggested that clear guidelines should be produced on the basis of simplicity for use by end-users. The integration between historical databases of the physical parameters of storms and detailed cost evaluation information would support the development of a knowledge background in end-users and justify the development of adaptation strategies. 相似文献

The recent rapid growth of the woodpigeon population in the British Isles is a cause for concern for environmental managers. It is unclear what has driven their increase in abundance. Using a mathematical model, we explored two possible mechanisms, reduced intraspecific competition for food and increased reproductive success. We developed an age-structured hybrid model consisting of a system of ordinary differential equations that describes density-dependent mortality and a discrete component, which represents the birth-pulse. We investigated equilibrium population dynamics using our model. The two hypotheses predict contrasting population age profiles at equilibrium. We adapted the model to examine the impacts of control measures. We showed that an annual shooting season that follows the period of density-dependent mortality is the most effective control strategy because it simultaneously removes adult and juvenile woodpigeons. The model is a first step towards understanding the processes that influence the dynamics of woodpigeon populations. 相似文献

Large animals are severely depleted in many ecosystems, yet we are only beginning to understand the ecological implications of their loss. To empirically measure the short-term effects of removing large animals from an ocean ecosystem, we used exclosures to remove large fish from a near-pristine coral reef at Palmyra Atoll, Central Pacific Ocean. We identified a range of effects that followed from the removal of these large fish. These effects were revealed within weeks of their removal. Removing large fish (1) altered the behavior of prey fish; (2) reduced rates of herbivory on certain species of reef algae; (3) had both direct positive (reduced mortality of coral recruits) and indirect negative (through reduced grazing pressure on competitive algae) impacts on recruiting corals; and (4) tended to decrease abundances of small mobile benthic invertebrates. restoration with a development process that outlined restoration goals and management objectives to satisfy a dual mandate
of wastewater treatment and wildlife habitat creation. In 1995, after five years of wastewater additions, the basins had been
refilled and the surrounding uplands had been acquired and restored. The Frank Lake Conservation Area currently provides high-quality
habitat for a variety of wildlife in a region where many of the native plants and animals species have been lost due to habitat
loss and fragmentation. The success of upland and water management strategies is reflected in the increase of target species'
abundance and richness: 50 shorebird species, 44 waterfowl species, 15 raptor species, and 28 other new bird species have
returned to the marsh since restoration. As well, significant N and P reduction occurs as waters flow through the first basin
of the marsh. The management strategies of this project that satisfied a dual mandate serve as a model to guide managers of

Problem
Census of Fatal Occupational Injuries (CFOI) data indicate 306 aerial lift fatalities between 1992-2003. Seventy-eight of these fatalities specifically involved scissor lifts. Members of standards committees have requested that NIOSH conduct research to determine the effects of safety-control practices related to using fall-protection systems for scissor lifts.Method
This research examined the structural and dynamic stability of a scissor lift subjected to fall arrest forces. This was accomplished by conducting drop tests from a scissor lift. Anchorage locations evaluated included manufacturer-supplied anchorage points on the scissor lift platform as well as mid-rail and top-rail locations.Results
Preliminary drop tests determined that a 2400 lb maximum arrest force (MAF) could be generated by dropping 169 lb through a fall height of 36” using Nystron® rope as a lanyard. The scissor lift maintained structural and dynamic stability for all drop tests when fully extended and on an incline.Discussion
Anchoring a fall arrest system to either the mid-rail or top-rail is not a recommended practice by the scissor lift manufacturer. Anchor points are provided on the platform floor of the scissor lift for this purpose. However, our results demonstrate that the mid-rail and top-rail absorb substantial energy from an arrested fall and may have potential as appropriate anchorage points.Impact to Industry
Employers and workers should consider implementing fall arrest systems when using scissor lifts as part of their overall risk mitigation plan for fall injury prevention. 相似文献257.

Background
Immigrant Latino day laborers working in residential construction are at particularly high risk of fatal and non-fatal traumatic injury and benefit from targeted training.Objective
To understand the impact of a participatory, peer-facilitated health and safety awareness training customized to the needs of Latino day laborers.Methods
Baseline surveys exploring exposures, PPE use, attitudes, work practices and work-related injuries were collected from more than 300 New Jersey Latino day laborers in construction prior to their participation in a one day (minimum of six hour) Spanish language health and safety training class. The classes, led by trained worker trainers, engaged participants in a series of tasks requiring teamwork and active problem solving focused on applying safe practices to situations they encounter at their worksites. Follow-up surveys were difficult to obtain among mobile day laborers, and were collected from 70 men (22% response rate) 2-6 months following training. Chi-square analysis was used to compare pre- and post-intervention PPE use, self protective actions, and self-reported injury rates. Focus groups and in-depth interviews addressing similar issues provided a context for discussing the survey findings.Results
At baseline, the majority of day laborers who participated in this study reported great concern about the hazards of their work and were receptive to learning about health and safety despite limited influence over employers. Changes from baseline to follow-up revealed statistically significant differences in the use of certain types of PPE (hard hats, work boots with steel toes, safety harnesses, and visible safety vests), and in the frequency of self-protective work practices (e.g., trying to find out more about job hazards on your own). There was also a suggestive decrease in self-reported injuries (receiving an injury at work serious enough that you had to stop working for the rest of the day) post-training based on small numbers. Sixty-six percent of workers surveyed post-training reported sharing information from their safety workbook with friends and co-workers. Focus groups and interview results generally confirmed the quantitative findings.Conclusions
Participatory, peer led training tailored to the needs of construction day laborers may have a positive effect on Latino immigrant workers’ attitudes, work practices, and self reported injury rates, but major changes would require employer engagement.Impact on Industry
Health and safety researchers have identified reducing the number of traumatic injuries among the immigrant construction workforce as an increasingly important priority. This project provides one model for collaboration between university-based researchers, a union, and a community-based organization. The specific elements of this project—participatory curriculum customized to the needs of day laborers in residential construction, training day laborers to facilitate training classes, and involving peer leaders in outreach and research—could be adapted by other organizations. The findings of this study suggest that the Latino day laborers have a strong interest in and some ability to act on health and safety information. Widespread implementation of this type of training, especially if supported with cooperation from residential contractors, could lead to reduced rates of traumatic injury in the residential construction industry. 相似文献258.

Introduction
This study evaluated California's traffic violator school (TVS) citation dismissal policy.Method
This study identified and compared two large samples of drivers either completing a TVS (N = 210,015) or convicted of a traffic citation (N = 168,563).Results
Prior to adjudication, the TVS group had characteristics (e.g., lower prior conviction rate and smaller proportion of males) that were predictive of a lower subsequent crash risk. However, the TVS group exhibited significantly more crashes than did the convicted group in the subsequent one-year period. The difference (4.83%) increased to 10% after adjusting for the more favorable characteristics of the TVS group. The TVS group also had a higher adjusted subsequent crash rate at each prior driver record entry level, reflecting a loss in the general and specific deterrence of the non-conviction masked status of TVS dismissed citations. It was reported that the TVS dismissal policy results in approximately 12,300 additional crashes annually with economic costs of approximately $398,000,000.Conclusions
The avoidance of licensing actions resulting from the dismissal policy assists in explaining why the driving public is exposed to an increased crash risk. A number of recommendations are offered to reduce the negative traffic safety impact of the TVS citation dismissal policy. 相似文献259.

Problem
Young workers are over-represented in injury statistics. In order to develop injury prevention strategies, this study investigated time trends and predictive factors relating to safety skills, confidence, and attitudes.Method
Annual surveys were conducted from 2006-2009 among incoming students at the University of Adelaide. The questions addressed safety training, injury experience, and health and safety perceptions.Results
Time trends in training, perceived safety skills, confidence, and attitudes were not significant. In terms of skills and confidence, the most important correlate was safety training outside of high school (odds ratio = 1.6), especially when repeated, assessed, or in face to face mode. Feeling strongly about safety issues was best predicted by injury experience (OR = 1.7) and gender.Discussion
These results emphasize the value of assessed training, but they are also consistent with published U.S. data, indicating no improvement over time. It is suggested that there be a more integrated approach in safety education, involving schools and workplaces.Impact on industry
By developing an understanding of student safety perceptions and experiences, this research aims to target strategies to reduce the excess injury rate for young workers.
