ABSTRACT: The Yellowstone River historically has produced an ample supply of high quality water which is widely used for irrigation, municipal and industrial purposes, recreation, and fish and wildlife. Recently, energy companies have attempted to obtain water rights in the Yellowstone basin for energy conversion facilities in coal-rich southeastern Montana. Existing users fear that energy diversions will impair their rights, preclude expansion of present beneficial users, degrade water quality, and adversely effect fish and aquatic life. In response to these concerns, the Montana Legislature enacted several laws to regulate water appropriations in the Yellowstone River basin, including means by which state and federal agencies could apply for reservations of water for future beneficial uses. Thereafter, both the Montana Fish and Game Commission and the State Water Quality Bureau formally requested relatively large instream flows to protect fish and wildlife and to maintain water quality. This paper describes Montana's experience through December of 1977 with the administration of water in the Yellowstone basin under these laws; emphasis is placed on the major requests for instream flows. The final resolution of the reservation applications, and the related ramifications, will be discussed in a future paper.  相似文献

ABSTRACT: This study investigated low flow augmentation as a means of meeting inorganic water quality standards for the Truckee River at the California-Nevada state line. A digital inorganic water quality model was combined with a deterministic dynamic reservoir operating model in an iterative process which allowed the optimization of releases subject to selected inorganic water quality constraints as well as downstream demands. Results from model runs with varied flow and river loading data indicate that flow augmentation may be a feasible and relatively inexpensive way of meeting standards for this system except in time of severe drought.  相似文献

ABSTRACT: Decision parameters affecting combined use of effluent discharges and surface flows and ground water available at Gillespie Dam on the Gila River in Arizona are identified and analyzed. Hydrologic, economic, legal, and institutional parameters are considered separately and in combination. The interrelationships of irrigation subsystems, water use functions, institutional involvement, economic and legal constraints are illustrated. Recent hydrologic studies indicate that the natural flow of the Gila River will increase with the discharge of Phoenix sewage effluent and then there will be a drastic decline when the Palo Verde Nuclear Generating Station commences in 1985. Competition for any increases in effluent discharges and surface flows could be ameliorated through the combined efforts of existing or reorganized entities resulting in sharing of costs and benefits. The analysis leads to recommendations concerning joint use of facilities, proration of fixed and variable costs, and creation of a mutual water company.  相似文献

ABSTRACT: The economic feasibility of a large scale dual purpose (desalting water and power production) facility were evaluated. Although a site in the Tularosa basin of southern New Mexico was chosen as a case study for this analysis, it is believed that the approach and consequential results would be applicable to alternative sites in the Southwest. The basic project evaluated included: a) a ground water well field; b) a dual purpose, nuclear, desalination plant; c) a mineral recovery plant; and d) a reservoir for recreation and irrigation storage. Principle project outputs included electrical power, minerals, recreation, and water for either irrigated agricultural production or export to an adjoining river basin. Two alternative project designs were developed for detailed analysis. The first alternative encompassed all major project components. The results, in discounted net values used to assess the feasibility of the project, were essentially negative; that is, values were less than zero for full scale development. The net benefits ranged from $-986.57 million at a 5 percent discount rate, to $-1,137.528 million at a discount rate of 10 percent. In the second alternative, exportation of the desalted water from the Tularosa basin to two adjacent rivers was analyzed with somewhat better net benefits, ranging from $-382,527 million to $-478,612 million at the 5 and 10 percent discount rates.  相似文献

ABSTRACT: Ion flotation is the term used to describe a process in which there is an initally homogeneous solution which becomes heterogeneous after the addition of an oppositely charged surfactant due to the reaction between the surfactant and specific ion(s); thus, insoluble complexes are formed. These insoluble complexes will then attached to the bubbles passing through the solution and thus leave in the foam phase. The performance of the continuous ion flotation process for the removal of haft lignin from water was investigated intensively using liquid flow rates, gas flow rates, feed locations and solution height as operational variables. The interrelationships among these physical parameters were studied and discussed. A dimensionless operational chart was established for process control. Results demonstrate that ion flotation is an effective process for removing lignin from water, provided that a quaternary ammonium salt, such as cetyldimethylbenzyl-ammonium chloride or the like, is used as a collector. At optimum operational conditions, higher than 0.95 fractional removal of lignin can be achieved.  相似文献

This research deals with the manner in which the Arizona Legislature dealt with the issue of the Central Arizona Project. Due to the massive costs and impact, the Central Arizona Project was handled by the Legislature in a nonroutinized manner. There was no Legislative precedent for dealing with such a major public work project. Given the Legislature's annual program concerns and priorities, it is neither structurally nor psychologically geared to respond to the Central Arizona Project in terms of placing it within an agenda of priorities even for discussion.  相似文献

ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. The authors examine the role of universities in assisting communities with resource management planning and detail the attributes of academic institutions which desire to successfully attack resource planning problems.  相似文献

ABSTRACT. A hybrid computer program was developed to predict the water and salt outflow from a river basin in which irrigation is the major user of water. The model combines a chemical model which predicts the quality of water percolated through a soil profile with a general hydrologic model. The chemical model considers the reactions that occur in the soil, including the exchange of calcium, magnesium, and sodium cations on the soil complex, and the dissolution and precipitation of gypsum and lime. The chemical composition of the outflow is a function of these chemical processes within the soil, plus the blending of undiverted inflows, evaporation, transpiration, and the mixing of sub surface return flows with groundwater. The six common ions of western waters, namely calcium (Ca++), magnesium (Mg++), sodium (Na+), sulfate (SO4=), chloride (Cl?), and bicarbonate (HCO3?) were considered in the study. Total dissolved solids (TDS) outflow was obtained by adding the individual ions. The overall model operates on a monthly time unit. The model was tested on a portion of the Little Bear River basin in northern Utah. The model successfully simulated measured outflows of water and each of the six ions for a 24-month period. The usefulness of the model was demonstrated by a management study of the prototype system. For example, preliminary results indicated that the available water supply could be used to irrigate additional land without unduly increasing the salt outflow from the basin. With minor adjustments the model can be applied to other hydrologic areas.  相似文献

ABSTRACT Attitudes toward the development of the American West have undergone important changes over the past century just as the nature of water resources as factors in development have changed. Viewing these changes processually, stages for water resources definition and use can be identified in the total process of western cultural development. The first stage involves the value of water resource development as a stimulus to population and economic growth in the West. The second stage, still in process', adopts a dominant cultural norm which sees water resource development as inevitable if not necessary to keep up with growth. A third stage to this evolutionary process is incipient. Future cultural values and thinking with respect to water resource development will be to look at development as a means for controlling or managing both the location and quantity of population and economic growth. To this end planners will have to become concerned with the questions of human adaptation. Concern will have to be given to the problems of getting a living which enables individuals to meet the subsistence needs of self and family, to establishing community which provides for cooperation among individuals and the management of conflict, to establishing improved communication which promotes interpersonal interaction, and for fostering innovation which provides the new ideas necessary to adapt to new environmental situations.,  相似文献
