This paper describes work toward development of a convenient computer system to improve everyday operation and control of the wastewater treatment process. The goal is to help the operator detect the problems in the process and to select appropriate control actions. The system comprises subsystems for a data base management, data analysis including several statistical methods, and an expert advisory system. The statistical methods investigated include construction of external reference distributions, computation of moving averages, graphical methods, discriminant functions for early detection of upsets, and several kinds of control charts. The latter two methods are still under development and are not built into the system. Reference distributions are used to help define the fuzzy terms such as high and low for the conditions of the variables involved in the expert system control rules. The system is written in dBase-III and Lotus-123 and has a user-friendly interface for the communication between the user and the system.  相似文献

This article explores the local impact of the catastrophic earthquake in northern Pakistan on 8 October 2005. Drawing on field research, including interviews with 40 earthquake survivors, the post-disaster analysis presented here focuses upon risk awareness and the reactions of respondents to the 7.6 magnitude earthquake that devastated areas of Azad Jammu and Kashmir State, and North-West Frontier Province. The analysis provides insights into local perceptions of seismic hazard and exposure as well as survivors' priorities with regard to rebuilding and reconstruction. The article suggests that the tragedy of the devastating earthquake is entangled in a deeper knot of causal factors that are social, economic and political in nature. Rapid population growth, urbanisation, changing building styles, environmental degradation and lack of preparedness and mitigation are associated with the circumstances that place the population at risk. Remarks concerning present and future risk reduction efforts are included.  相似文献

One of the by-products of the culture of targets, performance and assessment, is the introduction of uniform methods for the evaluation of the success of policy interventions. Such an approach has been applied to attempts to evaluate regional sustainable development, often with unsatisfactory results. This paper reviews some of the fundamental requirements for the evaluation of regional sustainable development and provides research evidence that indicates the need for procedural and institutional innovation. The evidence in support of innovation reflects the need for assessment procedures and methods to be tailored-to-fit the environmental, social and economic conditions obtaining in an individual region. An additional consideration in analysing the evaluation of regional sustainable development is the extent of socio-political influence over the choice of procedures and methodologies.  相似文献

The author examines the reasons behind the current state of the North American metal mining industry. Taking demand-side factors first, he explains the dramatic fall in metals consumption. External shocks are seen to have affected the previously well rationalized structure of supply in the 1960s, bringing about an increase in production costs and limiting capacity for industrial rationalization. At the beginning of the 1980s, the situation is seen to have been exacerbated by a larger number of producers, more supply sources and an increase in costs. During the course of the decade, the author relates how the situation worsened due to the strength of the US dollar and high interest rates.  相似文献

Research into global environmental change in the United Kingdom, has sought to influence public policy. It has also served to refashion the social sciences themselves, forcing them to consider sustainability as a dimension of all social and economic behaviour. This paper describes the way in which the principle of enhanced sustainability might become a point of reference in social science research. It discusses, some of the lessons that have been learned from the Global Environmental Change Programme and then considers the relationship between this work and research on the environment undertaken within the natural sciences.This paper was presented as a keynote delivery at the Global Forum '94 Conference Towards a sustainable Future: Promoting Sustainable Development, Manchester, UK.  相似文献

Summary In the United Kingdom there is no obvious connection between the Department of the Environment and the Home Office, nor indeed with the Department of Social Security. Yet crime rates are rising and social surveys reveal a drop in support for the institutions of governance-moral, legal and political. Other evidence clearly shows that the income and security of the very poor are declining in relation to the better off. There may well be a link between environmental deprivation, poverty and social alienation. This is not an area where heretofore any British Government has noticeably directed its energies. The UK response to the Rio Agenda 21 contains a proposal to create a Citizens' Environmental Initiative, designed ostensibly to bring sustainability to the grass roots. It now appears that this is to be a largely cosmetic exercise of grant aid to worthy local causes. It does not appear to have addressed significantly the opportunity of linking environmental and social agendas via the medium of locally promoted sustainable development. Yet the divergence efficiency and equality of treatment lies at the heart of the contemporary environmental debate. Proposals to price resource depletion and polluting emissions penalize the poor in the name of environmental efficiency. Unless there is an explicit intertwining of efficiency and equity doctrines, the cause of sustainability is doomed to self-inflicted defeat. A watershed management framework for mountain areas is based on lessons learned from watershed management experience, social and institutional learning, and the use of a watershed management program evaluation in Nepal. The lessons led to the adoption of a subwatershed-based ecosystem approach based on local participation at the subwatershed level. An integrated watershed management framework (IWMF) consisting of eight steps with three checklists was developed focusing on improvement-oriented adaptive management. The eight steps lead to the preparation of a watershed management plan. In the process three checklists are used. While the first checklist has general questions pertaining to watershed analysis, the second allows participation analysis of stakeholders in terms of their strengths, weaknesses, opportunities and threats and opens up new prospects for further reinforcing or building new user group institutions based on consensus. The final checklist consists of hierarchical watershed management objectives, including goals, results and activities leading to a program planning matrix. The framework was applied to watershed planning in the Chure Region to compare the framework-based planning with conventional planning procedures. A significant difference in quality and substance of the output, with and without the use of the framework, suggests that an integrated framework is a useful tool for an ecosystem-based approach to natural resource management and socio-technical conservation.  相似文献

A fundamental purpose of intergovernmental growth management has been to infuse regional concerns—especially regional environmental and economic development concerns—into local land use planning. This paper presents results from a study of state-mandated local planning in coastal North Carolina during the mid-1990s, addressing in particular local efforts to ‘strike a balance’ between environment and economy as required by the state's planning mandate. While acknowledging the need for coastal resource protection, coastal localities were not striking a balance between environment and economy through their planning efforts beyond stating support for the State's minimum resource protection rules. Within this context, key factors yielding less environmentally focused local planning included both local elected officials' concerns about the need for economic development for jobs and their belief that environmental protection was not a local problem. Factors that tended to shift local planning back toward environmental protection included local officials' perception that the local economy was in good shape and heightened citizen engagement.  相似文献
