Urban areas account for the majority of global greenhouse gas emissions, and increasingly, it is city governments that are adopting and implementing climate mitigation policies. Many municipal governments have joined two different global city networks that aim to promote climate policy development at the urban scale, and there is qualitative evidence that such networks play an important role in motivating cities to adopt climate policies and helping them to implement them. Our study objective is to test this proposition quantitatively, making use of a global database on cities’ environmental policy adoption, and also taking into account a large number of other factors that could play a role in climate policy adoption. Controlling for these other factors, we find that network membership does make a significant difference in the number of different measures that city governments adopt. We also find that there are significant differences between the two different networks, suggesting that the nature of the services that such networks offer their members can play an important role. Our findings lead to the provision of a set of global mitigation strategies: First of all, joining the city networks can lead to a generation of global strategies which can result into climate mitigation benefits. However, cities are required to select the network which provides proper tailor made policies. Second, in the absence of concrete international commitments at the local level, city networks lay the ground for global governance and enable cities to adopt policies independently and proactively. Third, consideration of co-benefits of climate policies can optimize the development of global strategies.  相似文献

In global terms this paper reviews the progress made during the International Drinking Water Supply and Sanitation Decade. There has been considerable progress. In terms of percent receiving water services, the urban areas made good progress: 77% in 1980 to 82% in 1990. In the rural areas progress was even greater, 30% had water services in 1980 versus 63% in 1990. There was also considerable progress in institutional terms. A positive trend towards better linkage betweeen authorities dealing with water supply and sanitation and those dealing with economic development, was one. Another was the awareness of the need for community involvement. In some cases progress was hampered by fragmentation of governmental authorities dealing with water and sanitation at the rural and/or urban level. In the 1990s an important issue will be financing the infrastructure needed to bring water and sanitation services to those not already covered and to an increasing population. Institutional issues will continue to be important as well.  相似文献

If Europe is serious about reaching its target to keep global mean temperature increase below 2 °C, it must strive for a 100% renewable electricity system by 2050. The SuperSmart Grid approach combines what is often perceived as two exclusive alternatives: wide area power generation and decentralised power generation. We argue that by combining these, in fact, complementary measures, it is possible to address the crucial issue of renewable generation—fluctuating supply—in a comprehensive as well as in a technologically and economically viable manner. We present a case report on a fetus with multiple malformations, diagnosed by ultrasound at 20 weeks' gestation. From the combination of intrauterine growth retardation and limb abnormalities that were observed, the most likely diagnosis was considered to be Cornelia de Lange Syndrome (CdLS). Following counselling, the mother opted to terminate the pregnancy. Chromosome analysis of cultured amniotic fluid cells showed a karyotype of 46,XX,t(3;5)(q21;p13). Postmortem examination of the baby confirmed the presence of features consistent with a diagnosis of CdLS. This case provides a report of a definitive diagnosis of Cornelia de Lange Syndrome, suspected on the basis of ultrasound imaging and confirmed by amniocentesis findings. The present study was undertaken to determine the impact biomechanics of the facial skeleton secondary to steering wheel loading. Because of the particular relevance of the zygomatic bony complex in facial trauma during motor-vehicle accidents, tests were conducted by impacting the zygoma using a vertical drop impact test system. Zygoma was impacted once onto either soft or rigid wheel surfaces at velocities of up to 6.7 m/s. Peak impact forces at the cadaver zygoma were computed from the generalized force and deformation histories using matrix transformation principles. Structural abnormalities were assessed using pre- and post-test plain radiography, two-and three-dimensional computed tomography, and defleshing techniques. At impact velocities of 1.7 to 6.7 m/s, the human cadaver zygoma did not exhibit clinically significant fractures if the peak force was below 1335 N for the soft wheel interface and 1153 N for the rigid wheel interface. Consequently, to mitigate facial injuries due to unsupported rim impact, the data from the present study suggests that the peak dynamic force should be kept within these limits.  相似文献

This paper demonstrates the potential for induced preference experiments to test previously unverified explanations of observed behavior in contingent valuation surveys. The NOAA Panel on Contingent Valuation called for experimental evidence on potential biases in the double referendum format. We test Carson, Groves, and Machina's (Incentives and informational properties of preference questions, Plenary address to the European Association of Resource and Environmental Economists, Oslo, Norway, June 1999) simple cost uncertainty and weighted averaging explanations of inconsistent responses to follow-up offers in such double referenda against a baseline of certainty and truthful preference revelation. The results find evidence to support the Weighted Average hypothesis. Results regarding the cost uncertainty hypothesis are more ambiguous and merit further investigation.  相似文献
