In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

Irrigated agriculture is a main user of groundwater. Achieving a sustainable use of groundwater will often require agricultural land-use changes such as shifting to entirely different kinds of crops and/or technologies. Enhanced understanding of land-use change is hence required for developing policies for a sustainable water future. We use an agent-based model to investigate the history of irrigated agriculture in the Upper Guadiana Basin, Spain, in order to learn about the influence of farmers’ characteristics on land-use change and associated groundwater over-use. A shift from vineyards and cereals to horticultural crops would provide a possibility for higher income with less water use. Such a shift cannot be observed historically. The model results suggest that risk aversion and path dependency are insufficient to explain this observation, and the organisational set-up of farms limiting the maximum labour force needs to be considered as additional explanatory factor. Furthermore, it is shown that different types of farms existing in the UGB can be expected to exhibit distinct responses to drivers of land-use change such as agricultural policies. It is concluded that a sound understanding of the social system making use of a resource is required to solve problems of resource over-use. This article demonstrates that agent-based models can be useful tools to enhance such an understanding even in situations of scarce and uncertain data that are often encountered when dealing with resource-use problems.  相似文献

Anthropogenic perfluorinated compounds (PFCs), especially the perfluoroalkyl acids (PFAAs) are ubiquitously found in surface waters around the globe. Emissions from households, industries and also atmospheric transport/deposition are discussed as the possible sources. In this study, these sources are evaluated using Switzerland as the study area. Forty-four surface water locations in different rivers and an Alpine lake were investigated for 14 PFAAs, four precursors and acesulfame, an artificial sweetener used as a population marker. Concentrations of individual PFAAs were generally low, between 0.02 and 10 ng/L. Correlation analysis showed that some PFAAs concentrations correlated well with population and less with catchment area, indicating that emissions from population, i.e., from consumer products, is the most important source to surface waters in Switzerland. The correlation with the population marker acesulfame confirmed this observation but highlighted also a few elevated PFAA levels, some of which could be attributed to industrial emissions.  相似文献

This study investigates the two‐dimensional transport of nanoscale iron particles (NIP) and lactate‐modified NIP (LMNIP) in homogeneous and heterogeneous porous media under typical pressurized groundwater flow conditions. A two‐dimensional bench‐scale test setup was developed and a series of experiments was conducted simulating homogeneous sand profile and two‐layer profile with two different sands. NIP and LMNIP at a concentration of 4 g/L were prepared in electrolyte simulating groundwater conditions and were injected at the inlet of the test setup under different pressure gradients (0.5. 0.8, 1, and 2 pounds per square inch). During the testing, effluent was collected and its volume and nanoiron concentrations were measured. At the end of the testing, soil cores were obtained at different distances from the inlet and were used to measure nanoiron concentrations and magnetic susceptibility values. Results showed that the transport of NIP and LMNIP was enhanced by increased pressure gradient. LMNIP transport occurred more uniformly as compared to bare NIP. The iron concentrations decreased with distance from the inlet to the outlet and increased from the top to the bottom of the test cell. The data indicate that, as the particles were transported, they underwent aggregation and sedimentation, which resulted in the observed non‐uniform spatial distribution of iron. The NIP and LMNIP transported through the high‐porosity and high‐permeability soil layer in the heterogeneous soil profile, implying that the transport occurred predominantly along the path of least resistance for the flow. Magnetic susceptibility values are found to have good correlation with the iron content in the soil and are helpful to characterize the transport of NIP and LMNIP. Overall, this study shows that the non‐uniform distribution of NIP and LMNIP occurs under two‐dimensional transport conditions and the soil heterogeneities can significantly impact the transport of NIP and LMNIP. The design of field delivery systems should consider such conditions and optimize the pressurized injection systems. © 2011 Wiley Periodicals, Inc.  相似文献

In view of the Brazilian Ten‐Year Energy Expansion Plan 2021, this article presents a discussion on environmental flow (e‐flow). The authors analyze the literature to show the evolution of publications concerning e‐flow releases from the perspective of ecosystems services preservation considering results from different case studies from throughout the world. Finally, two main recommendations are drawn regarding e‐flow are: (1) performing a holistic approach to e‐flow planning, including hydrological, hydraulic, water quality, habitat, and riparian zone considerations; and (2) installing in new structures adequate bottom outlets to allow a range of adjustable e‐flow from reservoir dams to reproduce natural flow variations.  相似文献

Public participation in water decision-making is an accepted and expected practice. It is expected to lead to better decisions and ensure fairness by satisfying peoples' understanding of democracy and their “right” to participate in decisions that affect them. However, despite years of experience and “best practices”, governing bodies at all levels struggle to implement successful, genuine participation that leads to fair decisions. Ultimately, decision-making about natural resources such as water is a process that takes place in a wider power context where some groups have greater access to sources of power and entitlements. This research applies a “Social Justice Framework” (SJF) to examine the experiences of different stakeholder groups in making their voices heard during water reform processes in the Murray–Darling Basin in Australia. The experiences of croppers and graziers in two different floodplains show how historical advantages and disadvantages affect the power balance between different stakeholder groups and their ability to participate in and influence water decision-making. Applying the three components of the SJF, distributive, procedural and interactive justice, in water decision-making should lead to greater equity in distribution and underline the importance of good governance in decision-making processes.  相似文献

Background, aim and scope

In the region of the Apuseni Mountains, part of the Western Carpathians in Romania, metal mining activities have a long-standing tradition. These mining industries created a clearly beneficial economic development in the region. But their activities also caused impairments to the environment, such as acid mine drainage (AMD) resulting in long-lasting heavy metal pollution of waters and sediments. The study, established in the context of the ESTROM programme, investigated the impact of metal mining activities both from environmental and socioeconomic perspectives and tried to incorporate the results of the two approaches into an integrated proposition for mitigation of mining-related issues.

Study site

The small Certej catchment, situated in the Southern Apuseni Mountains, covers an area of 78 km2. About 4,500 inhabitants are living in the basin, in which metal mining was the main economic sector. An open pit and several abandoned underground mines are producing heavy metal-loaded acidic water that is discharged untreated into the main river. The solid wastes of mineral processing plants were deposited in several dumps and tailings impoundment embodying the acidic water-producing mineral pyrite.

Methods

The natural science team collected samples from surface waters, drinking water from dug wells and from groundwater. Filtered and total heavy metals, both after enrichment, and major cations were analysed by inductively coupled plasma optical emission spectroscopy (ICP-OES). Major anions in waters, measured by ion chromatography, alkalinity and acidity were determined by titration. Solid samples were taken from river sediments and from the largest tailings dam. The latter were characterised by X-ray fluorescence and X-ray diffraction. Heavy metals in sediments were analysed after digestion. Simultaneously, the socioeconomic team performed a household survey to evaluate the perception of people related to the river and drinking water pollution by way of a logistic regression analysis.

Results and discussion

The inputs of acid mine waters drastically increased filtered heavy metal concentrations in the Certej River, e.g. Zn up to 130 mg L−1, Fe 100 mg L−1, Cu 2.9 mg L−1, Cd 1.4 mgL−1 as well as those of SO4 up to 2.2 g L−1. In addition, river water became acidic with pH values of pH 3. Concentrations of pollutant decreased slightly downstream due to dilution by waters from tributaries. Metal concentrations measured at headwater stations reflect background values. They fell in the range of the environmental quality standards proposed in the EU Water Framework Directive for dissolved heavy metals. The outflow of the large tailing impoundment and the groundwater downstream from two tailings dams exhibited the first sign of AMD, but they still had alkalinity.

Most dug wells analysed delivered a drinking water that exhibited no sign of AMD pollution, although these wells were a distance of 7 to 25 m from the contaminated river. It seems that the Certej River does not infiltrate significantly into the groundwater.

Pyrite was identified as the main sulphide mineral in the tailings dam that produces acidity and with calcite representing the AMD-neutralising mineral. The acid–base accounting proved that the potential acid-neutralising capacity in the solid phases would not be sufficient to prevent the production of acidic water in the future. Therefore, the open pits and mine waste deposits have to be seen as the sources for AMD at the present time, with a high long-term potential to produce even more AMD in the future.

The socioeconomic study showed that mining provided the major source of income. Over 45% of the households were partly or completely reliant on financial compensations as a result of mine closure. Unemployment was considered by the majority of the interviewed persons as the main cause of social problems in the area. The estimation of the explanatory factors by the logistic regression analysis revealed that education, household income, pollution conditions during the last years and familiarity with environmental problems were the main predictors influencing peoples’ opinion concerning whether the main river is strongly polluted. This model enabled one to predict correctly 77% of the observations reported. For the drinking water quality model, three predictors were relevant and they explained 66% of the observations.

Conclusions

Coupling the findings from the natural science and socioeconomic approaches, we may conclude that the impact of mining on the Certej River water is high, while drinking water in wells is not significantly affected. The perceptions of the respondents to pollution were to a large extent consistent with the measured results.

Recommendations and perspectives

The results of the study can be used by various stakeholders, mainly the mining company and local municipalities, in order to integrate them in their post-mining measures, thereby making them aware of the potential long-term impact of mining on the environment and on human health as well as on the local economy.

Modeling the Hydrology of Climate Change in California’s Sierra Nevada for Subwatershed Scale Adaptation. Journal of the American Water Resources Association (JAWRA) 45(6):1409‐1423. Abstract: The rainfall‐runoff model presented in this study represents the hydrology of 15 major watersheds of the Sierra Nevada in California as the backbone of a planning tool for water resources analysis including climate change studies. Our model implementation documents potential changes in hydrologic metrics such as snowpack and the initiation of snowmelt at a finer resolution than previous studies, in accordance with the needs of watershed‐level planning decisions. Calibration was performed with a sequence of steps focusing sequentially on parameters of land cover, snow accumulation and melt, and water capacity and hydraulic conductivity of soil horizons. An assessment of the calibrated streamflows using goodness of fit statistics indicate that the model robustly represents major features of weekly average flows of the historical 1980‐2001 time series. Runs of the model for climate warming scenarios with fixed increases of 2°C, 4°C, and 6°C for the spatial domain were used to analyze changes in snow accumulation and runoff timing. The results indicated a reduction in snowmelt volume that was largest in the 1,750‐2,750 m elevation range. In addition, the runoff center of mass shifted to earlier dates and this shift was non‐uniformly distributed throughout the Sierra Nevada. Because the hydrologic model presented here is nested within a water resources planning system, future research can focus on the management and adaptation of the water resources system in the context of climate change.  相似文献

Stormwater runoff from the University of California, Davis/U.S. Department of Energy Laboratory for Energy‐Related Health Research (UCD/US DOE LEHR) Superfund site located on the University of California campus in Davis, California, has been found to contain over 500 ng/L of total recoverable mercury, which is about ten times the California Toxics Rule criterion. This stormwater runoff is discharged to Putah Creek, which is Clean Water Act Section 303(d) listed as impaired for excessive mercury bioaccumulation in edible fish. A discussion is presented on the potential impact of the mercury in stormwater runoff from LEHR leading to excessive bioaccumulation of mercury in Putah Creek fish. The mercury in the stormwater runoff is derived from former flooding of the soils near the creek, which contains mercury derived from abandoned upstream mercury mines located in the Coast Range Vaca Hills to the west of LEHR. The implications of this situation for implementing a Total Maximum Daily Load (TMDL) to control mercury in stormwater runoff to Putah Creek are presented. © 2009 Wiley Periodicals, Inc.  相似文献
