In this paper some principles of optimal control theory are applied to an examination of the possible differences that political and economic decisions making may have in the area of pollution control. The main points are that (1) Pollution Control Boards (PCB's) may behave as though they place weights on control and benefit functions that differ from market determined weights, (2) divergencies between political and market weights impose welfar; losses, and (3) given that PCB's may be succeeded by another board the current PCB may adapt its behavior to counteract or enforce the expected future behavior of the new PCB. 相似文献
This paper provides an overview of the impacts of rural land use on lowland streamwater phosphorus (P) and nitrogen (N) concentrations and P loads and sources in lowland streams. Based on weekly water quality monitoring, the impacts of agriculture on streamwater P and N hydrochemistry were examined along a gradient of rural–agricultural land use, by monitoring three sets of ‘paired’ (near-adjacent) rural headwater streams, draining catchments which are representative of the major geology, soil types and rural/agricultural land use types of large areas of lowland Britain. The magnitude and timing of P and N inputs were assessed and the load apportionment model (LAM) was applied to quantify ‘continuous’ (point) source and ‘flow-dependent’ (diffuse) source contributions of P to these headwater streams. The results show that intensive arable farming had only a comparatively small impact on streamwater total phosphorus (TP loads), with highly consistent stream diffuse-source TP yields of ca. 0.5 kg-P ha?1 year?1 for the predominantly arable catchments with both clay and loam soils, compared with 0.4 kg-P ha?1 year?1 for low agricultural intensity grassland/woodland on similar soil types. In contrast, intensive livestock farming on heavy clay soils resulted in dramatically higher stream diffuse-source TP yields of 2 kg-P ha?1 year?1. The streamwater hydrochemistry of the livestock-dominated catchment was characterised by high concentrations of organic P, C and N fractions, associated with manure and slurry sources. Across the study sites, the impacts of human settlement were clearly identifiable with effluent inputs from septic tanks and sewage treatment works resulting in large-scale increases in soluble reactive phosphorus (SRP) loads and concentrations. At sites heavily impacted by rural settlements, SRP concentrations under baseflow conditions reached several hundred μg-P L?1. Load apportionment modelling demonstrated significant ‘point-source’ P inputs to the streams even where there were no sewage treatment works within the upstream catchment. This indicates that, even in sparsely populated rural headwater catchments, small settlements and even isolated groups of houses are sufficient to cause significant nutrient pollution and that septic tank systems serving these rural communities are actually operating as multiple point sources, rather than a diffuse input. 相似文献
Objectives: The objective of this study was to examine the association between dangerous student car drop-off behaviors and historical child pedestrian–motor vehicle collisions (PMVCs) near elementary schools in Toronto, Canada.
Methods: Police-reported child PMVCs during school travel times from 2000 to 2011 were mapped within 200 m of 118 elementary schools. Observers measured dangerous student morning car drop-off behaviors and number of children walking to school during one day in 2011. A composite score of school social disadvantage was obtained from the Toronto District School Board. Built environment and traffic features were mapped and included as covariates. A multivariate Poisson regression was used to model the rates of PMVC/number of children walking and dangerous student car drop-off behaviors, adjusting for the built environment and social disadvantage.
Results: There were 45 child PMVCs, with 29 (64%) sustaining minor injuries resulting in emergency department visits. The mean collision rate was 2.9/10,000 children walking/year (SD = 6.7). Dangerous drop-off behaviors were observed in 104 schools (88%). In the multivariate analysis, each additional dangerous drop-off behavior was associated with a 45% increase in collision rates (incident rate ratio [IRR] = 1.45, 95% confidence interval [CI], 1.02, 2.07). Higher speed roads (IRR = 1.27, 95% CI, 1.13, 1.44) and social disadvantage (IRR = 2.99, 95% CI, 1.03, 8.68) were associated with higher collision rates.
Conclusions: Dangerous student car drop-off behaviors were associated with historical nonfatal child PMVC rates during school travel times near schools. Some caution must be taken in interpreting these results due small number of events and limitations in the data collection, because collision data were collected historically over a 12-year period, whereas driving behavior was only observed on a single day in 2011. Targeted multifaceted intervention approaches related to the built environment, enforcement, and education could address dangerous drop-off behaviors near schools to reduce child PMVCs and promote safe walking to school. 相似文献
Movement of fishes defines the distribution and abundance of populations and occurs on a range of spatial and temporal scales. To successfully parameterise assessments and design management strategies for exploited fish populations, knowledge and consideration of their movement patterns are essential. Since the efficacy of management approaches vary depending on the sedentary or mobile nature of the target species, presence, space use and depth utilisation were examined to understand the movement patterns of redthroat emperor Lethrinus miniatus. Sixty individuals were monitored for up to 12 months in an acoustic array comprising three coral reefs, and variation in space use and movement patterns was observed among 26 individuals. Half of the individuals were recorded only in proximity of one receiver along the reef edge, while the other half were detected at multiple receivers and used horizontal areas of approximately 4 km2. Periods of non-detection and lower detection frequency at night (χ12 = 342.157, P < 0.001) indicated individuals may move away from the monitored reef edge to the adjacent sandy habitat, but most movements outside the array remain unknown. Long-distance movement was recorded for one individual, recaptured ~160 km from the release location. Generally, no trends in depth use were apparent, L. miniatus inhabited a variety of depths, which were not related to individual size or time of day, yet some effect of month was evident. Variation in movement among adult L. miniatus indicates that while some individuals undergo broader-scale movement, spatial closures that cover individual reefs (>4 km2) could provide protection from fishing for the proportion of the population that displayed high site fidelity and moderate-sized activity spaces (over a period of up to 12 months). 相似文献
A key challenge in ecology is to find ways to obtain complete and accurate information about the diets of animals. To respond to this challenge in seabirds, traditional methods (usually stomach content analysis or observations of prey at nests) have been supplemented with indirect methods or molecular trophic markers. These techniques have the potential to extend the period of investigation outside the few short months of breeding and avoid biases. Here, we use an analysis of fatty acids (FAs) and fatty alcohols (FALs) from blood, adipose tissue and stomach oil to investigate how the diets of male and female common guillemots (Uria aalge), black-legged kittiwakes (Rissa tridactyla) and northern fulmars (Fulmarus glacialis) differed through the sampling period (prelaying and breeding season) and by sex. Diets of both sexes of all three species generally varied across the season, but sex differences were apparent only in fulmars during prelaying. Our study shows that FA/FAL analysis can provide significant insights into diets of seabirds, in particular periods of the annual cycle which are not readily studied using traditional methods. 相似文献
Variation in the availability of food resources over space and time is a likely driver of how landscape structure and composition affect animal populations. Few studies, however, have directly assessed the spatiotemporal variation in resource availability that arises from landscape pattern, or its effect on populations and population dynamic parameters. We tested the effect of floral resource availability at the landscape scale on the numbers of worker, male, and queen offspring produced by bumble bee, Bombus vosnesen?kii, colonies experimentally placed within complex agricultural-natural landscapes. We quantified flower densities in all land use types at different times of the season and then used these data to calculate spatially explicit estimates of floral resources surrounding each colony. Floral availability strongly correlated with landscape structure, and different regions of the landscape showed distinct seasonal patterns of floral availability. The floral resources available in the landscape surrounding a colony positively affected the number of workers and males it produced. Production was more sensitive to early- than to later-season resources. Floral resources did not significantly affect queen production despite a strong correlation between worker number and queen number among colonies. No landscape produced high floral resources during both the early and late season, and seasonal consistency is likely required for greater queen production. Floral resources are important determinants of colony growth and likely affect the pollination services provided by bumble bees at a landscape scale. Spatiotemporal variation in floral resources across the landscape precludes a simple relationship between resources and reproductive success as measured by queens, but nonetheless likely influences the total abundance of bumble bees in our study region. 相似文献
In the South West of the UK, a growing number of rural and urban communities are exploring various pathways to a more sustainable living. The village of Belstone is among these pioneers of change through its Green Village project. It is a relatively affluent community and it has been a major challenge to engage people that are reticent to change their lifestyle and suspicious of the motives of the initiators. Based on a process of action research, this paper explores the attitudes and perceptions towards sustainability and how they influenced the people's engagement. We demonstrate that the partnership was effective in enabling the villagers engaged in the project to take control over the process. Behaviour changes were reported by the villagers actively engaged with the initiative. The Green Village did not “snowball” to the entire community; however, many of those who chose not to engage associated the word “Green” with traits that they did not identify with. 相似文献
