In Hawaii, trace concentrations of pesticides used in the production of pineapple were found in the groundwater supplies of
Mililani Town in the Pearl Harbor Basin on the island of Oahu. Groundwater serves as the major source of drinking water and
residents pay for wellhead treatment of the contaminated water, via their monthly water bill. The agricultural chemical users
within the Pearl Harbor Basin do not include these wellhead treatment costs in their production costs. The agricultural industry
benefits from using pesticides but does not pay the entire societal cost of using these chemicals. In this study we evaluate
the specific financial cost of wellhead treatment, and not the economic value of groundwater. While wellhead treatment costs
could conceivably be shared by several parties, this study focuses on the financial impact of the pineapple industry alone.
This study factors annual wellhead treatment costs into annual pineapple production costs to measure the effect on annual
financial return from pineapple production. Wellhead treatment costs are calculated from the existing granulated activated
carbon (GAC) water treatment facility for Millilani Wells I and II. Pineapple production costs are estimated from previous
cost of production studies. The inclusion of wellhead treatment costs produces different production-cost results, depending
on the scale of analysis. At the local scale, the Mililani wellhead treatment costs can be factored into the production costs
of the pineapple fields, which were probably responsible for contamination of the Mililani Wells, without causing a deficit
in economic return. At the larger regional scale, however, the return from all of the pineapple grown in the Pearl Harbor
Basin can not sustain the cost of wellhead treatmentfor the entire water supply of the basin. Recommendations point to the
prevention of groundwater contamination as more cost-effective measure than wellhead treatment. 相似文献

ABSTRACT: Pressure is increasing in the western United States to reallocate water from irrigated agriculture to other competitive uses. Since water is normally allocated through water rights and not necessarily by the price system, the question of economic efficiency is a continual concern. Study results show that returns per acre-foot of water used in western irrigation are quite high and are closely tied to the livestock industry. Returns per acre-foot of water used for crops ranged from $60 to $1,500. When water was used to support livestock, returns per acre-foot ranged from $100 to $600. Clearly, losses of water supply that reduced irrigation production could also lower farm income significantly. Estimated returns also show what alternative uses would have to pay for water under competitive market conditions. Production elasticities are also shown for various states. 相似文献

Abstract: Agricultural runoff, such as dissolved mineral salts and selenium, creates pronounced downstream impacts to agricultural producers and to wildlife. The ability to manage these problems efficiently depends critically on the institutional pricing structure of irrigation water delivery agencies. An important characteristic of irrigation water delivery is whether irrigators pay per unit of water received or make one payment regardless of the quantity of water received. In this study we compare the effectiveness of agricultural runoff reduction policies in two regions that employ these different water pricing structures. We find that reduction policy is more effective and can be achieved at a lower cost when water is priced on a per unit basis and that growers have greater incentive to act on their own to reduce runoff problems. Operating under a per unit pricing system encourages water conservation and runoff reduction, which creates public benefits that are not achieved under the single-payment, fixed allotment method of irrigation water delivery. 相似文献

In this study we analyze the energy and carbon balances of various cascade chains for recovered wood lumber. Post-recovery options include reuse as lumber, reprocessing as particleboard, pulping to form paper products, and burning for energy recovery. We compare energy and carbon balances of chains of cascaded products to the balances of products obtained from virgin wood fiber or from non-wood material. We describe and quantify several mechanisms through which cascading can affect the energy and carbon balances: direct cascade effects due to different properties and logistics of virgin and recovered materials, substitution effects due to the reduced demand for non-wood materials when wood is cascaded, and land use effects due to alternative possible land uses when less timber harvest is needed because of wood cascading. In some analyses we assume the forest is a limiting resource, and in others we include a fixed amount of forest land from which biomass can be harvested for use as material or biofuel. Energy and carbon balances take into account manufacturing processes, recovery and transportation energy, material recovery losses, and forest processes. We find that land use effects have the greatest impact on energy and carbon balances, followed by substitution effects, while direct cascade effects are relatively minor. 相似文献

This study develops and tests a leadership model that focuses on managers' motivation for attempting the leadership of change. The construct of leadership self‐efficacy (LSE) is defined, and a measure comprising three dimensions (direction‐setting, gaining followers' commitment, and overcoming obstacles to change) is developed. Based on Bandura's (1986) social cognitive theory, the primary hypothesis is that high LSE managers will be seen by direct reports as engaging in more leadership attempts. Relationships are also proposed between LSE and several factors that are expected to influence this confidence judgment. Managers' organizational commitment and crisis perceptions are modelled as potential moderators of the relationship between LSE and leadership attempts. The model was tested through surveys distributed to managers (n = 150) and their direct reports (n = 415) in a real estate management company and an industrial chemicals firm. Positive relationships (p < 0.05) were found between the first two dimensions of LSE and managers' leadership attempts. An interaction effect involving organizational commitment was discovered for the LSE/overcoming obstacles dimension (p < 0.05). Several positive relationships were found between LSE dimensions and proposed antecedents, including self‐esteem (p < 0.05), subordinates' performance abilities (p < 0.05), and managers' job autonomy (p < 0.05). ABSTRACT: Bringing water from Colorado River via the Central Arizona Project was perceived as the sole solution for Tucson Basin's water problem. Soon after Central Arizona Project's water arrived in Tucson in 1992, its quality provoked a quarrel over its use for potable purposes. A significant outcome of that quarrel was the enactment of the 1995 Proposition 200. The Proposition 200 precludes the use of Central Arizona Project's water for potable purposes, unless it is treated. Yet, it encourages using it for non‐potable purposes and for replenishing the Tucson aquifer through recharge. This paper examines the economic issues involved in utilizing Central Arizona Project's water for recharge. Four planning scenarios were designed to measure and compare the costs and benefits with and without Central Arizona Project's water recharge. Cost‐benefit analysis was utilized to measure recharge costs and benefits and to derive a rough estimate of cost savings from preventing land subsidence. The results indicate that the institutional requirements can be met with Central Arizona Project's water recharge. The economic benefits from reducing pumping cost and saving groundwater are not economically significant. Yet, when combining the use of Central Arizona Project's water for recharge and non‐potable purposes, it demonstrates positive net economic benefits. 相似文献

This article presents the results of a comparative study of environmental policy making in Toronto and Los Angeles. The study was intended to explain how social formations at the urban scale play an increasingly important role in constructing environmental policy and practice as articulated in docu ments, rhetoric and political actions. It is suggested that environmental policy is embedded in broader and more long-term political goals, and that ecological discourse is not only about the environment but also brings together various social projects under the environmental protection flag. The four case studies-- in Toronto, contaminated soil and the Don River were examined, and in Los Angeles air pollution and the Los Angeles River--revealed considerable vari ation but all reflected an agenda of ecological modernisation. In particular it was found that demands for maintaining or improving environmental integrity and coherence have lost legitimacy to concerns for efficiency, competitiveness, marketability, flexibility and development. Similarly, market driven regulation and an openness to civil society have played a major role in transforming policy making apparatuses. In contrast, the cases revealed that relationships between nature and society go beyond those expected in ecological modernisation theory and include both social ecology and urban ecology. 相似文献

ABSTRACT: A comprehensive mathematical model (Urban Wastewater Management Model) has been developed to continuously simulate time-varying wastewater flows and qualities in complex metropolitan combined sewerage systems. The model serves three functions: (1) assessment of existing or planned system performance in relation to other wastewater discharges in either a metropolitan or river basin area; (2) determination of the optium operation or automatic control of existing or planned systems during rainstorms; and (3) determination of the most economically feasible combination of design alternatives for improving or expanding existing systems to meet specified performance criteria. The model provides an efficient engineering tool for evaluating and controlling pollutant discharges from combined sewerage systems (including treatment plants) to receiving waters, while considering the time and spacial variations of rainfall and dry-weather flows and qualities as well as economic constraints. 相似文献

INTRODUCTION: Safety and security share numerous attributes. The author, who heads the (Security) Vulnerability Assessment Team at Los Alamos National Laboratory, therefore argues that techniques used to optimize security might be useful for optimizing safety. OPTIMIZING SECURITY: There are three main ways to attempt to improve security-security surveys, risk assessment (or "design basis threat"), and vulnerability assessments. The latter is usually the most effective. SAFETY ANALOGS: Vulnerability assessment techniques used to improve security can be applied to safety analysis--even though safety is not ordinarily viewed as having malicious adversaries (other than hazards involving deliberate sabotage). Thinking like a malicious adversary can nevertheless have benefits in identifying safety vulnerabilities. SUGGESTIONS: The attributes of an effective safety vulnerability assessment are discussed, and recommendations are offered for how such an adversarial assessment might work. CONCLUSION: A safety vulnerability assessment can potentially provide new insights, a fresh and vivid perspective on safety hazards, and increased safety awareness. 相似文献
