A demonstration of the GHEMFIX solidification/stabilization process was conducted under the United States Environmental Protection Agency’s (EPA) Superfund Innovative Technology Evaluation (SITE) program. The demonstration was conducted in March 1989, at the Portable Equipment Salvage Company (PESC) uncontrolled hazardous waste site in Clackamas, Oregon. Waste containing lead, copper, and polychlorinated biphenyls (PCBs) from four different areas of the site were treated. Results showed substantial reduction of leachable lead and copper between the untreated waste and treated waste utilizing the EPA Toxicity Characteristics Leaching Procedure (TCLP) test. The effectiveness of this process for immobilizing PCBs could not be determined since the raw waste did not leach PCBs at high concentrations, utilizing the TCLP test. Data from other leaching tests for lead and copper would need to be utilized as input into a site specific groundwater model to determine whether solidification/stabilization would be an acceptable remedy for the site. This paper describes incorporation of a human visual system model in the widely used plume visibility model PLUVUE. The results will be of interest to all involved with siting new sources for which visibility of the plume is a concern and to visibility researchers. The human visual system model allows inclusion of size and shape effects on the perceptibility of a plume. Example calculations are given for 2250- and 1600-MW power plants which show that size and shape effects can reduce the predicted perceptibility by up to a factor of three. 相似文献

Mobile homes utilize a class of prefabricate construction techniques which rely greatly upon the use of particle board and hardwood plywood paneling for structural components. This has resulted In household sources which may emit formaldehyde into the home, since urea-formaldehyde resins are used as the bonding agent in most pressed wood stocks. A series of 137 mobile home households was investigated to determine indoor formaldehyde exposure concentrations. Homes were selected based on the estimated age of the construction components. Homes were studied serially for a nine-month period, with formaldehyde samples obtained on a monthly basis using a modified NIOSH chromotropic acid procedure. Formaldehyde concentrations were found to range from less than 0.10 ppm to 2.84 ppm. The median exposure concentration was 0.39 ppm. Analysis of variance was performed on each home to discern visit and room measurement effects. Eighty-nine percent of the homes exhibited no measurement placement effects, while only 10 percent failed to demonstrate between-visit variance effects. Regression models were constructed to predict household formaldehyde concentrations. Concentrations exhibited an inverse relationship with the age of the construction materials. A weighted least squares regression model of log of home age predicting temperature-corrected log formaldehyde explained 82 percent of the formaldehyde variation. 相似文献

Reviews including the latest “data‐rich” chemical vapor intrusion‐radon (CVI‐Rn) studies indicate buildings/times can be “screened‐in” as having Rn‐evident‐susceptibility/priority for soil gas intrusion, and elevated‐potential for CVI concerns, or not. These screening methods can supplement conventional indoor‐air chemical sampling, under naturally varying conditions, by prioritizing buildings and times based on indoor Rn levels. Rn is a widespread, naturally occurring component of soil gas and a tracer of soil gas intrusion into the indoor air of overlying buildings. Rn is also an indicator for generally similar behavior of other components of near‐building soil gas, possibly including chemical contaminant vapors. Indoor Rn is easily measured at a low cost, allowing continuous observations from essentially all buildings with the potential for CVI across time. We report in this paper the transport of an aromatic solvent, xylene through palm pressed fibre filled low density polyethylene composites studied at three different temperatures (40, 60, and 80 °C) by conventional weight-gain method. The diffusion parameters were investigated with special reference to the effect of fibre content, temperature and particle size. The effect of alkali treatment on solvent uptake was also analyzed. The transport coefficients of diffusion, permeation and sorption were determined to evaluate the influence of interface bonding on transport properties. The van’t Hoff relationship was used to determine the thermodynamic parameters and was found that the estimated free energies of sorption were all positive, indicating non-spontaneity of the solubility of PPF/LDPE composites. Riverine wetlands, which provide numerous valuable functions, are disappearing in floodplains of a channelized European river. A restoration project has been proposed by scientists to restore a former braided channel of the Rhône River by the removal of fine organic sediments in order to enhance groundwater supply. A precise and intensive prerestoration monitoring program during one year (including comparison with a reference channel) has taken into account several variables and ecological performance indicators measured at various spatial and temporal scales. Three restoration techniques were then suggested, taking into account two characteristics of ecosystem functions for increasing restoration success and self-sustainability: (1) the riparian forest as well as the shores must be preserved or disturbed as little as possible; and (2) the upstream alluvial plug must be preserved to prevent direct supply of nutrientrich water from the Rhône River. Among the three restoration options proposed, it was not possible to carry out the less ecologically disturbing one as it was considered too expensive, time consuming, and difficult to realize. A precise and intensive postrestoration monitoring program, conducted over two years, demonstrated restoration success but also unpredicted problems, such as a locally thick layer of fine organic sediment. As long as a self-sustainable state is not achieved, this monitoring should be continued. Afterwards, a less precise and less intensive long-term monitoring should enable the detection of future events that may influence ecosystem changes. 相似文献

The proposed restoration of an abandoned hydroelectric dam on the Quinebaug River, Connecticut, is studied using energy analysis. The analysis considers the effects of alternative minimum flow releases, ranging from 0 to 34 cubic meters per second (cms), on the total energy flow of the affected system. The principal system components affected by differing minimum flows are hydroelectric power generation, aquatic habitat, and gross aquatic ecosystem productivity.The minimum flow alternative resulting in the highest annual energy flow in the affected system is considered optimal. From this purely analytical point of view, the optimum minimum flow is 0 cms, due to the short length and low productivity of the regulated reach, and the lack of floodplain interactions.Simulations of longer and more productive river reaches were conducted. For very short, unproductive reaches, in the absence of a floodplain, the contribution of aquatic community productivity to total system energy flow is negligible compared to hydroelectric generation. Optimum minimum flows are higher for longer and more productive reaches. For such cases the operation of hydroelectric dams could reduce total system energy flow because the energy supplied by hydroelectric generation may be offset by losses in aquatic productivity due to diminished riverine habitat. 相似文献

ABSTRACTPublic participation in the form of public meetings and written submissions has been criticised as a democratic ritual that fails to give citizens a real voice in government decisions. Participatory mapping and community surveys are alternative public participation (PP) methods that can augment legally required processes for land use planning. To date, there has been little evaluation research comparing the information content generated by required PP processes and alternative PP sources with respect to local land use decisions. Using multiple development projects from a case study community, we analysed and compared information generated from three different sources of public participation: (1) formal public comment (written submissions), (2) responses to community survey questions, and (3) land use preferences generated from participatory mapping. We found public comment strongly supported development while results from survey questions and participatory mapping methods revealed community ambivalence. The differences in public opinion are attributed to two key factors: the representativeness of participants in the PP process and the specific methods used for measuring public opinion. Community surveys and participatory mapping generated more accurate and representative community information compared to the formal PP process which was characterised by lower participation and vulnerability to special interest manipulation. For local government decision makers, the political risk of broadening PP information appears high relative to the risk of inaccurately assessing public opinion thus limiting adoption of alternative PP methods such as participatory mapping. 相似文献

INTRODUCTION: This paper describes a web-based system for monitoring and assessing construction safety and health performance, entitled the Construction Safety and Health Monitoring (CSHM) system. METHOD: The design and development of CSHM is an integration of internet and database systems, with the intent to create a total automated safety and health management tool. A list of safety and health performance parameters was devised for the management of safety and health in construction. A conceptual framework of the four key components of CSHM is presented: (a) Web-based Interface (templates); (b) Knowledge Base; (c) Output Data; and (d) Benchmark Group. RESULTS: The combined effect of these components results in a system that enables speedy performance assessment of safety and health activities on construction sites. With the CSHM's built-in functions, important management decisions can theoretically be made and corrective actions can be taken before potential hazards turn into fatal or injurious occupational accidents.
